Amritsar, November 9 The victim, Mohammad Irshad of Sangra, Sargoda Road, Faislabad, is recuperating at the local Guru Nanak Dev Hospital. On the complaint of the Superintendent, Amritsar Central Jail, the Cantonment police has registered an attempt to murder case against the accused under relevant sections of the Indian Penal Code and the Prisoners Act. The warders who have been suspended for negligence of duty are Avtar Singh and Gurshinder Singh. The victim was arrested from Ferozepur sector after he illegally crossed over to India in May last. He was earlier lodged in Ferozepur jail and later shifted to Amritsar. After the completion of his jail term in July, he was made to share a barrack with three other Pakistani prisoners, all of whom were under treatment for schizophrenia (mental illness). The trio too was awaiting to be sent to the neighbouring nation. RK Sharma, Deputy Superintendent of the jail, said on the night of November 1, the accused allegedly beat up the victim with the latter sustaining injuries on his face. The victim was even referred to the PGI, Chandigarh, where he underwent treatment for two days.

Survey on crime history of prisoners underway, says CJ
Patiala, November 9 He expressed satisfaction over filling of vacant posts of judges. He said the recruitment of 170 judges in Punjab and Haryana would speed up the justice delivery system. Speaking during his visit to the Patiala Central Jail, the Chief Justice said they would study the circumstances that forced the prisoners to commit the crime and verify if he got legal aid. “Such a survey will help us know what kind of criminals and crime is on the rise and needs more focus,” he stated. The survey would also study whether criminals once released from jail were again getting into the world of crime or moving to other ventures. The survey would also focus on underage criminals lodged in jails, if any, Kaul said. The Chief Justice and other judges held a camp court inside the Patiala jail and heard 62 cases. At least 29 inmates were granted bail on the spot. “We started holding these camps based on the concept of Lok Adalats on Gandhi Jayanti. Soon such camps will be held in all jails”, he said. Chief Jutice Kaul said earlier 84 inmates were released from Gurdaspur jail, 96 from Amritsar jail and 125 from Ludhiana jail. Punjab Home Secretary DS Bains was also present on the occasion. |

Badal, who was interacting with mediapersons after inaugurating the maiden Rural Science Congress of the country (organised by the Indian Science Congress Association) at the Dashmesh Girls College of Education here, said he himself had learnt about the same from media reports. In reply to another query, the Chief Minister rebutted the propaganda of the Congress regarding “vendetta politics” being pursued by the SAD-BJP Government against Pradesh Congress Committee chief Partap Singh Bajwa. Badal said ever since he started his political career, he had remained a votary of “morality in politics” and had never believed in vendetta and confrontation. He, however, said it was on record that the previous Congress government had allegedly unleashed a reign of terror against the SAD leaders by registering false cases against them. |

Balachaur, November 9 Arriving to a warm welcome here, Amarinder ridiculed Deputy Chief Minister Sukhbir Badal over his drive to seek investments. He said Sukhbir was only "getting himself photographed" with the so-called prospective investors while "actually getting nothing" Amarinder asked Sukhbir to specifically spell out what sort of investment was coming to Punjab. "Sukhbir's investment tourism merely begins and ends with photo-ops and press releases only. Leave aside getting investment from outside, our own industries are moving out of Punjab due to policy paralysis of this government," he said. He asked Sukhbir to list out what industry or investment he has brought to the state during seven years of his rule. The former Chief Minister also sought to clear the air over alleged fissures within the Congress: “Out party stands for the cause of people. I have no differences with PPCC president Partap Singh Bajwa. I will keep meeting people and mobilising them against the SAD-BJP government’s misrule.” Amarinder’s visit apparently infused a fresh spirit among party workers, who had gathered from Balachaur, Nawanshahr, Ropar, Hoshiarpur, Phagwara and Garhshankar. Refusing to accept that the Congress stood divided, he said, “I don’t know how and why such impressions are drawn by some people.” Asked if he would attend any function organised by Bajwa and if there was any possibility of Bajwa participating in his ‘worker meetings’, Amarinder said he was “very open” to it. “I will go to any state-level function organised by Bajwa and he can come to my functions as well. We will be working unitedly for the cause of people. It is my job to interact with people and I will keep performing my duty as a senior Congress leader. I am committed to work and ensure victory in all the 13 Lok Sabha seats for making “UPA-III” a reality,” he said. |
Open to investigation by any agency: Bajwa Chandigarh, November 9 Accusing Chief Minister Parkash Singh Badal and Deputy Chief Minister Sukhbir Badal of resorting to “double standards”, Bajwa alleged the duo had been under attack over the years even from within the Akali Dal for their alleged overt and covert deals. “But even as they target me, I will carry on my resolve to fight corruption and take the issue to its logical conclusion,” he said in a statement issued here. He said the Badals themselves had been facing trial in a corruption case in a Mohali court. |

Kartarpur resort leased out after efforts to revive it fail

Kartarpur, November 9 The complex located on the Jalandhar-Amritsar road was once earning a profit of around Rs 18 lakh per year. But ever since the government shut down a beer bar and four lodging rooms on its premises three years ago, the complex has been incurring a loss of Rs 10 lakh a year. The government has now asked the IRCTC to renovate the bar and the rooms. The resort, till a few years ago, was a tourist hotspot. The complex is virtually converted into a fortress for the first half of the day with police force deployed for the Delhi-Lahore bus that halts here at 1.30 pm. The complex gets no business till this time in the name of bonhomie for visitors from the neighbouring country. Even food charges levied from Pakistani guests are low. Since there is no bus service on Sunday, the complex allows private parties or small functions on its premises. To cut down on the expenditure, the Punjab Tourism and Development Corporation, which replaced the Punjab Tourism and Development Board on December 15, 2009, retrenched more than half of the resort staff. There are now just 12 employees, who cannot manage bigger parties. The complex is located in the constituency of Tourism Minister Sarwan Singh Phillaur. Four rooms inside the complex have been lying defunct for the past three years. "Since the rent per room was Rs 1,000 per day, these were always in demand. The resort's revenue took a beating with the closure of the rooms. The shutting down of the beer bar was another setback. Now, we remain open till 10 pm, but there are hardly any visitors," a staff member said. Navjot Pal Singh Randhawa, Director, Tourism, said: "The lease period is around 30 years. We are charging about Rs 30,000 per month". Complex in Jalandhar in bad shape
A tourist resort in Jalandhar, Sukhchain Complex, which was handed over to KC Linkers Pvt Ltd on December 26, 2006, has been lying defunct since then. The complex is strategically located in front of the office of police commissioner and tehsil complex at Master Tara Singh Nagar. The company has not put the building to any use. It has employed only a caretaker, who said the rooms had not been rented out for the past seven years. "No rent has been fixed for lodging. There are no cooks and other staff. Sometimes guests of a Jalalabad-based businessman, a friend of Deputy Chief Minister Sukhbir Badal and who owns the complex, come to stay here. We do not charge anything from them," he said.

CPS Sidhu conducts surprise checks at health centres
Amritsar, November 9 She said strict action would be taken against the absent staff that also included the Senior Medical Officer (SMO) of the Lopoke primary health centre. It was found that the SMO had been absent from duty for five days of the past nine. “Of the total staff strength of 60 at the centre, only 20 persons were present. The X-ray room was found to be locked and the radiographer was absent,” said Dr Sidhu. She also heard residents’ complaints against the acute shortage of medicines and the lack of hygiene at the centre. Dr Sidhu also checked the community health centre at Attari and found that only one doctor was present in the OPD. She then asked the Civil Surgeon to depute more doctors at the centre. Recently, Health Minister Surjit Jyani had said any CPS could raid government health centres and civil hospitals. |
Panel proposes 10 industrial clusters
New Delhi, November 9 The council met here today under the chairmanship of Deputy Chief Minister Sukhbir Singh Badal. The chairman of the council’s sub-committee on industry, SK Munjal, presented a related report commissioned by leading consultancy Boston Consulting Group. It advocated that Punjab should focus on inviting interest in specific industries for which clusters could be established wherever land banks were available. The report highlighted that land banks were available in Batala, Pathankot, Amritsar, Mattewara, Sirhind and Mohali. Munjal stressed that besides identifying clusters, Punjab must develop ecosystem at all these places, something that Sukhbir assured was already being done. The Deputy CM said the government was keen on establishing clusters for the IT, agro-processing, textile, hand tool, health and education sectors. The council also agreed to a proposal by Sukhbir to take over development of all major roads and parks in Ludhiana. Sukhbir suggested forming a committee, which should come out with a mandate for greening Ludhiana by December 1. The council meeting was attended by its members Onkar Singh Kanwar of Apollo Tyres, Mohit Gujral of DLF, Atul Punj of Punj Llyod and Rajinder Gupta of Trident Group among others. Industries Minister Madan Mohan Mittal, Chief Secretary Rakesh Singh, Secretary (Industries) Karan Avtar Singh and Investment Promotion Secretary Kalpana Mittal Baruah were also present. |
State to adopt Israeli techniques to ramp up milk production
Mohali, November 9 At a seminar held for progressive farmers on the premises of Punjab Health Systems Corporation in phase 6 here today, Singh said a team of dairy farmers and department officials had recently visited Israel to study their advanced dairy techniques. “Israelis get 32 litres of milk a day from a buffalo through the use of advanced technology. We, on the other hand, merely get eight to nine litres. Our aim is to increase milk production here by adopting their techniques,” said Singh. When asked why Israeli techniques were selected for the purpose, Inderjit Singh said the conditions in Israel were similar to those prevalent here. The department had also introduced new courses such as ‘Dairy
Product Training’ and ‘Dairy Farm Manager Certificate Training Course’. Singh said dairy farmers should get more subsidy for the construction of cattle sheds, buying more animals, insurance, milking machines and fodder harvesters. |
US court reserves decision in case against CM

A panel of three circuit court judges held a hearing on Friday to decide whether Badal was served with federal court summons during his visit to Milwaukee, Wisconsin, last year as claimed by Sikhs for Justice (SFJ) in a case alleging torture and extra-judicial killing of Sikhs.

Nurmahal woman killed in Philippines
Phillaur, November 9 She died on the spot while her domestic help sustained bullet injuries and was admitted in a nearby hospital. Neelam is survived by her husband Devinder Kumar and their three children, who too were living in the Phillipines. The family was scheduled to visit Nurmahal shortly for a marriage function. The victim is one among the many NRIs hailing from Nurmahal, Phagwara, Nakodar and Shahkot areas of Doaba who have been murdered in the Philippines in recent past. |
Inspector’s role under scanner in Samana family suicide case
Patiala, November 9 The Patiala Senior Superintendent of Police (SSP) HS Mann has shifted Sharma from Samana and started a probe into the matter. A police source said the note stated that Sharma had pressured the victim to give wrong statements. "We have found some more writings from the house which are being examined," said the source. Sharma was posted in Samana a few months ago. The SSP said the Sub Inspector had not been arrested so far. On November 6, following the alleged suicide by Kamaljit Singh, his wife Kuldeep Kaur and son Vikramjit Singh, the Samana city police had registered a case of abetment to suicide against the victim's brother and his relatives. The police said the victim had some dispute with his brothers Harjeet Singh and Harvinder Singh pertaining to the payment of rice stock in their rice sheller in Samana. When the accused did not clear the dues, the victim committed suicide, leaving behind a note blaming them, the sources said. |

Samrala, November 9 She was referred to the Government Medical College and Hospital, Sector 32, Chandigarh, where her condition is said to be serious. In her suicide note, she blamed Gurvinder Singh Gindi and his family members and friends for forcing her to commit suicide. |
