Rajpura plant opening on Dec 8, but no rail link for coal supply

The Punjab Government is in overdrive to inaugurate the first unit (700 MW) of the Rajpura Thermal Plant on December 8 -- the birthday of Chief Minister Parkash Singh Badal. But the plant continues to wait for a direct rail link to transport coal without which running the plant will remain a dream. For the inauguration ceremony, coal will have to be brought via road.

Cabinet minister Surjit Singh Rakhra, along with senior officials, inspected the work at the plant today.

Highly placed sources said that officials from Larsen and Toubro were trying hard for a direct coal channel with the railway authorities. Even senior officials of the Punjab Government and the Punjab State Power Corporation Limited (PSPCL) are making efforts to ensure that clearances come at the earliest.

The commercial productivity date of the 1,400 MW thermal plant (the date when the plant will start selling power commercially) is set for the middle of January. This means the authorities will have more than a month to sort out issues with the Rail Ministry.

The plant is provided with a link from the nearby Sirhind railway station. But, over 3.5 km of the rail link is still incomplete as some farmers had opposed the land acquisition and moved court.

Suresh Kumar Narang, Project Director at the plant site, and JS Gill, General Manager, today told Rakhra that 95 per cent work of the first unit and 90 per cent of the second unit was complete. "Even the chimney, cooling towers and reservoir have been tested," they said. JS Gill told The Tribune that emergency talks were at an advanced stage with the Railways for an emergency crossover for the coal. "In case the talks do not go according to plan till December 8, we will offload coal at Gobindgarh dump and bring it via road to the thermal plant and start operations," Gill said.

PSPCL CMD KD Chaudhari said that efforts were on to make sure that necessary linkage was provided to the plant. "We have deputed our officials to assist L&T officials in getting the sanctions," he said.

Tomorrow will be the day of reckoning for the 200-odd IAS officers of the Punjab cadre. A five-member committee chaired by the Chief Secretary will review their service record to identify the “deadwood” among them.

Thereafter, it will recommend that officers with a blemished service record, against whom complaints of corruption have been received or those have been found wanting in the discharge of their duty be retired compulsorily.

The recommendations will be sent to the Chief Minister and the Department of Personnel and Training for approval.

This will not be a one-time affair. The committee will meet regularly to assess and dispose off the “deadwood” in the system. For this it will examine the service record of each officer every five years, from the time the officer has completed 15 years in service. This exercise is aimed at providing a clean administration.

Earlier this year, a meeting was held to review the performance of Punjab Civil Services (PCS) officers.

On its recommendations, three officers- Kiran Rozy, TN Passi and Jaipal Singh- were retired. Action against them has been initiated under the Punjab Civil Services (Premature Retirement) Rules, 1975.

Sources in the Personnel Department said these rules for prematurely retiring inefficient and corrupt Class A and Class B officers were applicable to all government departments, boards and corporations.

However, other than the Chief Secretary’s office (which deals with IAS and PCS officers), most departments, boards and corporations have not even formed a committee to assess their officers' performance.

In some cases a committee headed by the administrative secretary has been formed, but no meeting of the screening committee has been held.

Though the rules apply to all officers in service, there remains some ambiguity on whether the service record of Class A and B officers being granted extension (as the retirement age has been raised by a year) will also be examined. Earlier, the performance of all IAS, PCS and Class A and B was reviewed only after the officer attained 55 years of age or had completed 25 years of service.

The changes, announced by the Government of India, are now being implemented in Punjab.

Nepal allows Gurpurb in Kathmandu gurdwara

The Nepalese Government has agreed to celebrate the birth anniversary of Guru Nanak Dev at Guru Nanak Math, a 400-year-old gurdwara in Kathmandu, on November 17. Pilgrims from all over the world will be allowed to take part in the event.

The government has also accepted the demand of the Sarbat Da Bhala Charitable Trust -- headed by SPS Oberoi -- about the installation of Guru Granth Sahib and implementation of the Sikh code of religious conduct at the gurdwara in the presence of Akal Takht chief Gyani Gurbachan Singh on November 15.

Interestingly, the land of the 'math' still stands in the name of Guru Nanak Dev. Oberoi said that in 1516, the then Nepal King Raja Jai Jagat Malla of the Malla dynasty had donated 1,600 acres for religious service to the first Sikh Guru.

“As there was no one to take care of the 'math', various encroachments have taken place. Presently, only 34 acres are in the possession of the shrine. However, with the help of the local population and officials, we managed to get access to the original papers signed by the then ruler under the official seal. To ensure no dispute arises about the donation, the king had made his son the witness,” he added.

A delegation of Indians headed by Oberoi had been in touch with Nepal’s Prime Minister Dr Baburam Bhattarai for past few months to restore the 'maryada' of the gurdwara.

Oberoi said that after a Nepalese court accepted the land donation, the government has, in principle, agreed to allow restoration work at the gurdwara. It has been entrusted to the Sarbat Da Bhala Charitable Trust, which has a registered branch in Kathmandu, and to the local people.

Oberoi said that the Trust had signed an MoU with the Guthi Sansthan of the Nepal Government for the celebrations and the Akal Takht chief would personally monitor those.

A 300-year-old handwritten bir of Guru Granth Sahib (about 1,554 pages) is lying in a cupboard of the gurdwara just like any other book. “We will also try to install Guru Granth Sahib there,” he added.

For teachers in Education Dept, higher qualification doesn’t pay

Pursuing higher education during their service has proved “futile” for language teachers working with the Punjab Education Department. Instead of getting higher responsibility benefit after their promotion as language masters on the basis of their improved qualification, they have been denied the benefits of the Assured Career Progression (ACP) scheme after every 8, 16, 24 and 32 years of service.

This benefit has already been given to their counterparts who are less qualified than them.

These employees were appointed language teachers after doing their matriculation followed by Giani (Punjabi)/ Prabhakar (Hindi) and Oriental Training (OT).

During their service, they got a BA/B.Ed degree and some completed post-graduation while their counterparts continued teaching with the same qualification.

In 1986, the Punjab Government started the ACPs after eight and 16 years of service and all the teachers, depending on the years of their service, started availing the increments. However, the government later changed the ACP scheme to “8-16-24-32” years in 1996.

Later, depending on their qualifications, these teachers were transferred to the master cadre but without a higher responsibility benefit. It was reasoned that as they were teaching the same classes even after the change in cadre, they would not be given any benefit.

Also, they were denied the 8-16-24-32 years ACPs on the argument that since their cadre was changed, they would not be given the increments which were meant for only those teachers who took the job based on OT.

Their counterparts, who are teaching subjects such as art and craft, agriculture and physical education, were given the benefit of higher responsibility when they came to the master cadre.

"I went on to do my masters while getting increments after eight and 16 years of service and I was promoted to the master cadre. However, I was neither given higher responsibility benefit nor was I given any increment after 24 years of service saying that I had been promoted. What is the use of this promotion when I am not getting any benefit?" said a teacher at a city-based senior secondary school.

A mathematics teacher, who has been working with the department for 30 years, said, "My colleagues, who did not pursue higher education, went on to get an increment after 24 years of service. Now, after being in the master cadre, I am getting the increment according to the new 4-9-14 ACP scheme but I am getting much less than those colleagues."

The diversification dream of hundreds of Punjab farmers has been shattered with the failure of the much-touted emu ponzi scheme. Lakhs of Australian flightless emu chicks were sold to them. But no buyback of the birds or their "high value" product took place as was promised by unscrupulous traders who had projected emu farming as a lucrative venture.

Emu farming was introduced in Punjab in a big way a couple of years ago. Companies based in Andhra Pradesh and Tamil Nadu had promised high returns to farmers. They were told that every part of the large birds of the Ostrich family like eggs, hide, nails and meat was in great demand in India and abroad and that they would be backed by a buyback scheme.

However, when the birds grew up, farmers failed to find market for emu meat, eggs or oil. Even NABARD has reportedly stopped extending loans to farmers and Commissioner, Animal Husbandry, is also learnt to have told the states to discourage emu farming.

Over two lakh birds were bought by state farmers at a price varying between Rs 5,000 and Rs 35,000 per pair. A number of farmers have abandoned their emu farms. Some are even ready to give these birds free of cost.

Amarjit Singh, a farmer from Umarwal Billa village near Mehatpur, said: "Since there were no takers of emu or its products, I had to distribute its meat among friends and relatives. There are no marketing facilities or an emu meat processing plant in Punjab and neighbouring states." He had bought 70 pairs of emu from a Balachaur farmer-cum-middleman.

Satpal Singh, Deputy Director, Punjab Animal Husbandry Department, said the biggest problem was that there was no emu meat processing plant in the region. "It is not a viable venture. Feed intake of emu is very high at around 1 kg per day costing Rs 20," he said.

Farmers also blame lack of knowledge and experience in this regard. "Most farmers just believed what was projected to them. I had purchased 10 pairs of emu chicks for Rs 13,000 per pair. I was told that each egg would fetch Rs 1,000 to Rs 1,500 and its meat would be sold at Rs 500 a kg in five-star hotels," said Hardip Singh of Parjian village near Shahkot.

Paramjit Singh, Poultry Inspector, Animal Husbandry Department, said emu oil having an array of medicinal values, fetched a high price in the market. But oil could only be extracted after the bird turned old. "If the farmers want to go for oil extraction they will have to wait for seven to eight years. But, the meat of a mature bird has no market as it is hard to cook," he said, adding that people should not go for emu farming till its processing plants were set up in Punjab or neighbouring states.

Modi can’t make it to Moga rally

Gujarat Chief Minister and BJP's prime ministerial candidate Narendra Modi has expressed his inability to attend the SAD's mega rally on Chief minister Parkash Singh Badal's birthday on December 8 at Moga to kickstart the poll campaign for the coming Lok Sabha elections, say sources.

Sources say senior BJP leader Shanta Kumar will be holding a meeting with Chief Minister Parkash Singh Badal, Deputy CM Sukhbir Singh Badal on November 8 in Chandigarh during which the next date of Modi’s rally in the state will also be discussed.

Modi’s personal secretary Jagdish Thakkar has also confirmed that he (Modi) will not be available on December 8 for the Moga rally.

Dr Daljit Singh Cheema, SAD spokesman, said his party had postponed the Moga rally. Another senior SAD leader ruled out the possibility of a rally in Moga before December 15.

There are rumours that Modi wanted to re-schedule his Punjab rally following an IB alert on a possible ISI plot to use Khalistani militants to attack him.

However, BJP state chief Kamal Sharma has publicly claimed that there is no threat to Modi's life in Punjab.

With elections to the Lok Sabha round the corner, Chief Minister Parkash Singh Badal has announced a slew of welfare measures for the weaker sections (read migrants)- ration cards, BPL blue cards and dispensaries and schools in areas inhabited by the migrants. Forest and Labour Welfare Minister Chunni Lal Bhagat today announced that the government was mulling pension for construction labourers. Political analysts and researchers contend that there is more to be read between the lines.

Traditionally regarded as Congress supporters, other parties (SAD, BJP) have now realised that the migrants comprise a huge vote bank and must be weaned away from the Congress.

“The migrant population has increased manifold. Census figures say that 15 per cent of the state’s population now comprises migrant labourers (about 17 lakh), most in the age group of 14-40 years.

"With most of them eligible voters, the sops announced will give them an identity, based upon which they can register themselves as voters in the state,” says Krishan Chand, Associate Professor, Centre for Research in Rural and Industrial Development (CRRID).

The Opposition parties are not opposing the sops for fear that they may be seen as anti- migrants. A senior Congress leader from Ludhiana said: “We would rather concentrate our energies on consolidating our vote bank among this population though we understand the SAD-BJP game plan to win over the migrants ahead of the Lok Sabha elections."

The migrants themselves say they are being wooed by parties for electoral gains. Radha Krishan, a BJP councillor in Ludhiana who is originally from Uttar Pradesh, says it is good that the migrants in Punjab are now being accepted as an important part of the state's social and political system.

"As the wheels of development in Punjab are oiled by the migrants, it is high time that they are given certain facilities by the government,” he said.

Industrialist TR Misra, a migrant who came to Punjab five decades ago says: “Migrants still face a lot of harassment in Punjab. Of the total migrant population in the state, only 10 per cent are registered voters. It is for this reason that no one bothered to think of migrants’ welfare for so long.

"It remains to be seen whether the incentives announced are for purely political gains or genuine welfare of the migrants,” he added.

Deputy Chief Minister Sukhbir Singh Badal today held sangat darshan at Paka, Dhippanwali, Buraj Hanumangarh, Isalamewala, Tahliwala Bodlan and Ghattianwali Jattan villages in his Jalalabad constituency. He distributed grants worth Rs 2.85 crore to 41 panchayats for development works.

He said the state government was preparing a comprehensive plan with the assistance of technical and irrigation professionals to get rid of waterlogging problem in the Malwa region.

Addressing the gathering at Dhippanwali village, Sukhbir said Chief Minister Parkash Singh Badal had already submitted a detailed report to the Planning Commission of India, seeking a package of Rs 3,327 crore for providing relief to the state farmers hit by waterlogging.

He said the government was committed to bring villages on a par with cities in terms of infrastructure and civic facilities. He said Rs 10,000 crore had already been sanctioned to provide 100 per cent sewerage and drinking water facilities in all 12,278 villages of the state. He said in the first phase, 20 villages in Fazilka district had been selected.

Flaying the Punjab Congress for opposing the sangat darshans, the Deputy Chief Minister said the programme was the best way to judge the pulse of the common man by knowing their problems and redressing these on the spot.

Ahead of the parliamentary elections, the SAD-BJP-led government is in an overdrive to please its rank and file. On Tuesday, the government issued a notification on the appointment of the non-official members of the District Redressal Grievances Committees of the state.

In the grievances committee of Patiala, 14 non-official members of the total 27 posts are from political outfits. Whereas, the number of posts reserved for politicians is four while one post each is reserved for freedom fighters and ex-Armymen and the rest are set aside for the common man.

These committees are formed to enable the masses to take up their grievances with the government at the district level. However, in the present case, the appointment of several politicians in the Patiala District Redressal Grievances Committee has defeated the purpose of serving the common man.

Among those nominated are: Manish Garg from the Congress, Joga Singh from BSP; Comrade Gurdarsh Singh from Bharti Communist Party; Swaran Singh from Nationalist Congress Party; Yadvinder Singh (freedom fighter); Sukhdev Singh (ex-serviceman); Harmesh Singh Chahal from Backward Classes; Sardara Singh Pehar from SC.

In addition to these, the districts administration has also made some backdoor entries. President of the Youth Akali Dal, Patiala, has been nominated in the youth category. While in the women’s category, the Deputy Commissioner’s office nominated former SGPC member Kuldeep Kaur Tohra, who lost the MLA election from the Patiala rural seat.

Moreover, halqa incharge Nabha Makhan Singh Lalka has been nominated from the ‘bazigar’ community, Manju Quraishi, who is a SAD leader and a WAKF board member, from the Muslim community.

Other politicians, who have been appointed are: former Senior Deputy Mayor Anil Bajaj, Sanaur halqa in-charge Tejinder Pal Singh Sandhu, BJP leader from Samana Sham Lal Garg, SAD (rural) president Fauj Inder Singh Mukhmailpur, SAD worker Harjit Singh Babi Khera.

An official requesting anonymity said, “This list should have been rejected. Nominating so many politicians in the committee defeats the purpose of enabling the common man get their grievances redressed.”

Patiala Deputy Commissioner Gopal Krishan Singh said the nominations were forwarded by him and finalised by a committee headed by Finance Minister Parminder Singh Dhindsa. “The working of the committee will not suffer even though several members on the panel are politicians,” he said.

Land deal: Congress leaders back Bajwa

Coming to the defence of PPCC chief Partap Singh Bajwa on the shamlat land issue, a number of Congress leaders today accused the SAD leadership of having adopted double standards on the matter.

Flaying Deputy Chief Minister Sukhbir Singh Badal for asking Bajwa to resign, the leaders said the SAD should take action against its senior leaders who had been violating law.

Addressing a press conference here, PPCC spokesman Sukhpal Singh Khaira said: "Action should be taken against Chief Parliamentary Secretary NK Sharma, adviser to the Chief Minister Kamal Oswal, Bibi Jagir Kaur and the Punjab DGP. All of them have been facing serious charges".

He was accompanied by Congress leaders Anil Dutta, Varinder Sharma and Satnam Bitta.

"The matter in case of Bajwa is sub-judice. The government cannot order an inquiry into it. Bajwa has been targeted as he is heading the party effectively. The SAD wants to demoralise the Congress cadre by resorting to such acts," said Khaira.

SGPC jatha to leave for Pak on Nov 15

A Sikh jatha led by the SGPC will leave for Pakistan on November 15 to celebrate the birth anniversary of Guru Nanak Dev. SGPC secretary Dalmegh Singh said the jatha would be headed by SGPC member Randheer Singh Cheema and it would leave for the pilgrimage from the SGPC headquarters in Amritsar on November 15.

"The jatha will travel to Pakistan in a special train. It will first reach Gurdwara Nankana Sahib from where it will proceed to Gurdwara Sacha Sauda. It will return to Nankana Sahib the same evening to celebrate the gurpurb on November 17. Later, the jatha members will head to Sri Panja Sahib on November 18. The jatha will also visit Gurdwara Dehra Sahib in Lahore, Gurdwara Rori Sahib and Gurdwara Kartarpur Sahib before returning on November 24," he said.

Facing contempt charge, govt to hike pay of forum staff

Facing contempt of court proceedings, the Punjab Government today undertook to give the promised pay hike to members of consumer forums. The undertaking came more than 18 months after an affidavit was submitted by the Punjab Government in a PIL filed by advocate HC Arora. The High Court, on the basis on the affidavit, had passed an order.

The order stated that members of the consumer forums, appointed from the judicial side or other government job, may opt for fixed remuneration of Rs 18,000, enhanced from the existing Rs 12,000 per month, with effect from April 1, 2012.

As an alternative, they could be paid the last pay drawn by them while in government service or while in judicial job, minus the pension.

Similarly, state consumer commission members were to get the last pay minus the pension or a fixed salary of Rs 35,000 per month.

But the Punjab Government did not implement the direction and paid a fixed salary or honorarium to all the members of the district consumer forums at Rs 18,000 per month; and to those of state consumer commission at Rs 35,000 per month. Arora, subsequently, filed a contempt petition on April 12, on which the High Court issued contempt notice to Chief Secretary Rakesh Singh and Principal Secretary, Food and Civil Supplies Department, DS Grewal for July 31.

While the contempt petition was pending for further hearing, an application was filed by the Punjab Government under signatures of DS Grewal, IAS, seeking modification of last year’s judgment. But the application was dismissed by the high court vide order dated August 23.

Single-stage tax on branded goods on cards

To simplify tax collection and give relief to small traders and retailers, the state government has decided to introduce single-stage taxation at the factory level on branded products.

A decision to this effect was taken by Deputy Chief Minister Sukhbir Singh Badal while presiding over a high-level meeting with senior ministers and leaders of the BJP to discuss the modalities of the new traders' policy to be announced on November 14.

It has been decided that single-stage taxation would be introduced for all kirana items, white goods (including televisions and refrigerators), medicines and branded shoes. More branded products are likely to be taken in the ambit of the single-stage tax in phases. Sukhbir announced that single-stage taxation should be introduced from December 1 onwards.

Ministers Madan Mohan Mittal, Chunni Lal Bhagat and political adviser to the CM Tikshan Sud hailed the decision and said it would benefit lakhs of traders.

Only 11 cancer cases detected in Patiala

In contradiction to generally held beliefs, the two-day cancer awareness and screening camp held on October 28 and 28 this year found only 11 persons to have cancer out of the 1,200 tested. The survey was held in collaboration with the Max Hospital at Government Medical College, Patiala.

The Health and Family Welfare Department in its month-long cancer survey had identified 6,936 probable cases in Patiala district alone in 2012.

The data collected from the Government medical College, Patiala, revealed that out of the total 1,200 registrations, microscopic diagnosis was performed on 658 persons and of these, only 11 persons had cancer.

Dr MS Bal, Head of the Pathology Department at the college, informed that of the eleven cases, three were of blood cancer, one ovary cancer, three cervix cancer, two blood cancer, one breast cancer and one Lymph node. The data suggests that cancer was not as widespread as it was believed to be.

However, the persons registered at the camp complained they had not been informed of the test results yet. A 40-year-old patient, who was suspected to have cancer at the camp, said he had already spend about Rs 80,000 on tests at private clinics. “After I was informed that I was suspected to have cancer, I got my tests done at Fortis Hospital, Mohali. It turns out that my reports are clear. However, I still haven’t been informed of the tests conduced at the Patiala Medical College,” he said.

Meanwhile, Patiala Civil Surgeon Dr Virinder Singh Mohi said he had received the reports from Government Medical College, Patiala, and would make a final announcement on the matter after receiving the test results from Max Hospital.

Relics of Tenth Guru to be shifted to Keshgarh Sahib

The relics of Guru Gobind Singh, the tenth Sikh guru, being displayed at Kila Mubarak at Patiala will be shifted to Takht Sri Keshgarh Sahib. This was decided at a meeting convened by SGPC president Avtar Singh Makkar here today.

Among those who attended the meeting were Takht Keshgarh Sahib, Jathedar Mal Singh, Ropar MLA Dr Daljit Singh Cheema and Principal Secretary to Chief Minister KJS Cheema.

Dr Cheema said that three swords, a gutka of Gurbani with signatures of Guru Gobind Singh, a chola sahib (robe), a dastar (turban) and a comb will be brought from Kila Mubarak and placed here at Takht Keshgarh Sahib.

The dastar and comb were given by Guru Gobind Singh to Peer Budhu Shah, whose decendants handed these articles over to the king of Nabha Maharja Bharpur Singh, during his rule from 1847 to 1863.

“The birth anniversary of Guru Gobind Singh is scheduled to be celebrated on January 7. We have begun preparations to shift these articles,” said SGPC president Makkar.

Soon, policy to halt stubble burning on shamlat land

The Rural Development and Panchayat Department has decided to adopt zero tolerance towards stubble burning. Come January, no farmer will be allowed to burn stubble on shamlat land. Anyone found doing so will see his lease deed cancelled immediately.

Also, for fresh lease deeds with panchayats, no farmer would be able to participate in bidding without furnishing a self-attested affidavit that no leftover would be burnt on shamlat land.

"Thousand of acres of shamlat land is tilled by farmers for paddy cultivation who resort to burning stubble. But this will no longer be tolerated," claimed an official.

The Punjab Government has decided to issue a notification prohibiting the burning of straw/stubble in the fields. The Punjab Pollution Control Board has already done so. Sources in the Agriculture Department say that the practice of stubble burning is rampant in villages where the shamlat land is with encroachers.

The practice not only adversely affects soil fertility but also leads to health ailments.

Harmful effects

  • Burning paddy stubble on one acre leads to a loss of 32-kg urea, 5.5 kg diammonium phosphate and 51 kg potash
  • A sum of Rs 500 crore can be saved with these fertilisers ploughed back into the fields before sowing the next crop
  • Paddy stubble depletes the red blood cell (RBC) count in humans
  • Burning the paddy stubble in the open fields produces gases like carbon monoxide, nitrogen oxide, methane, particulate matter and fine particulate matter.
  • These cause diseases like asthma, lung cancer and bronchitis

Construction material may cost even more

Constructing a house or repairing an old one could now be even more costly with the prices of construction material, especially sand and gravel, set to go up in days to come. Stone-crusher owners of Jammu have suspended supplies to Punjab to express solidarity with their Punjabi counterparts.

Sand that was sold at Rs 12 per cubic ft and gravel at Rs 17 two years ago now costs Rs 50 and Rs 55 per cubic ft, respectively, the director of a Mohali-based construction company said.

The zooming prices of construction material have not only forced industrialists but also construction companies to shift to the neighbouring states of Jammu and Kashmir, Himachal Pradesh and Uttarakhand, claimed Pushpinder Maini, member of Punjab Stone Crushers' Association, Pathankot.

With the Mining Department of Jammu and Kashmir collecting an enhanced tax of Rs 17,500 from every crusher operating in the Ravi riverbed, the prices of raw material have increased.

Lead by Pathankot MLA Ashwani Kumar, owners of stone crushers in Pathankot, against whom an FIR has been registered, met Industries Minister Madan Mohan Mittal at Chandigarh last night. The minister reportedly assured them that he would look into their grievances.

Getting clean drinking water a distant dream in Faridkot

While Punjab claims to have become the first state in north India to have installed reverse osmosis (RO) plants to provide safe drinking water, the poor quality of drinking water is reported to be main reason behind the death of 30 prisoners in Faridkot Central Jail in the last two years.

Though these deaths in the jail, led to protests by the inmates, the jail authorities are still waiting for funds to arrange for the supply of safe drinking water.

As the drinking water supply of this first-ever modern jail of Punjab, which is based on a Spanish model and was constructed at a cost of over Rs 112.44 crore two years back, depends on the Sirhind Feeder canal, the bacterial contamination in the drinking water supply in the jail is also a common occurrence.

Every time the prisoners created a ruckus after the death of an inmate, the health department rushed to the jail to collect samples of drinking water and most of the time, bacterial contamination was found in the water but no measures were taken to improve the quality of water.

"In July-August, the health department collected three samples of drinking water and these were found to be unhygienic and unsafe for human consumption," said Dr Surinder Kumar, District Health Officer (DHO), Faridkot.

Quake with epicentre in Hoshiarpur creates panic

An earthquake of moderate intensity shook Punjab, Haryana and parts of Himachal Pradesh tonight, prompting people to rush out of their homes in panic. The quake, with its epicentre in Hoshiarpur district of Punjab, measured 4.9 on the Richter scale, the meteorological department said. The tremors were felt at 8.23 pm and lasted 16 seconds.

The department said the epicentre of the quake remained 31 North and 76.1 East in the Jaijon Doaba area of Hoshiarpur on the Punjab-Himachal Pradesh border.

No loss of life or property was reported from the area hit by the quake, officials said. At some places, including Patiala and Ludhiana, people rushed out of their homes in panic.

A similar quake, measuring 4.7, had hit Punjab on August 29 and the epicentre of those tremors was also recorded near Jaijon Doaba. Several parts of Himachal Pradesh, including the Kangra belt, also experienced mild tremors.

Regularisation drive gets lukewarm response in Sangrur

Of the total 397 illegal colonies in Sangrur, colonisers have applied for the regularisation of only 200 colonies. The authorities of municipal councils have earned Rs 4.67 crore and the Patiala Urban Planning and Development Authority (PUDA) Rs 1.01 crore from the composition fee deposited.

The deadline of November 5 for getting unauthorised plots and colonies regularised has been extended once again. The new deadline is November 17. The policy was notified by the government on August 21, 2013.

Arrested former councillor was a terror

Former councillor Gurvinder Singh alias Vicky Kanda, who was arrested yesterday in connection with the kidnapping of a property dealer, has close links with the ruling SAD, say sources. Kanda was booked for allegedly kidnapping and attempting to kill a property dealer on October 24.

Thakur Kultar Singh, a resident of Ram Nagar, Sultanwind Road, had lodged a complaint with the police that he was returning home from Daburji when Kanda along with his accomplices, identified as Pinka, Tangri and Kuldip Singh, intercepted his vehicle. He said Kanda, who was armed with a pistol, drove him towards Ajit Nagar. He claimed that he was fired upon as he jumped out of the car and escaped.

Kanda, wanted in at least 10 criminal cases, including extortion, robbery, attempt to murder and drug peddling, was produced in a local court today. He was sent to a two-day police remand.

Kanda, a proclaimed offender in three cases registered with various police stations, was a terror for local residents, said Parampal Singh, Additional DCP, at a press conference. “We are yet to recover the arms used for kidnapping Kulrattan Singh,” he said ADCP.

Kanda's name had also figured during the interrogation of notorious gangster and drug peddler Sonu Kangla who was nabbed by the police in 2010. Kangla was allegedly using Kanda's vehicle for ferrying drugs.

Kanda, a Youth Akali Dal leader, first won MC elections as an Independent in 2002 after differences with the SAD which did not give him the party ticket. In 2007 his mother won as an Independent. Kanda again contested the MC elections as an Independent last year, but was defeated.

Roadside vendors attack two cops in Barnala

Barnala, November 6
The local police today booked four roadside vendors for allegedly beating up a constable of the India Reserve Battalion (IRB) and attacking a police head constable here. The police said IRB constable Jasbir Singh, resident of Madheke village (Nihal Singh Wala), had come to Barnala today to get some medicine.

On his return, Jasbir had an altercation with a fruit vendor while he was buying some apples from him. The argument took a violent turn and the accused along with some other vendors beat Jasbir up, the police said.

When Head Constable Gurmail Singh intervened to rescue Jasbir, the accused attacked him and fled from the spot.

A case has been registered against Baldev Singh, Avtar Singh, Sunil Kumar, Sonu and three unidentified persons. But no one has been arrested so far. — TNS
