Nakodar, October 21
Instead of making garbage dumping sites at proper places on the directions of National Green Tribunal (NGT), Municipal Council, Nakodar has built some of them near educational institutions, civil hospital and religious places while most of garbage is still being dumped in the open.

Levelling allegation against Nakodar Municipal Council (MC), social activist Gaurav Jain, who filed an application before New Delhi-based NGT a few months ago, said the MC made brick-walled enclosures for dumping garbage near DAV Girls College, Civil Hospital, Arya Samaj Mandir and New Janata Model Senior Secondary School.

Gaurav said the MC was supposed to set up dumping places at proper sites with minimum inconvenience to general public.

Besides 70 per cent of the garbage is still thrown in the open as neither any enclosure nor any container has been placed there, he added.

When contacted, Nakodar MC Executive Officer (EO) Rajiv Oberoi said, “The brick-walled enclosures have been made at those places where the garbage had already been dumped for the past several years. Janata School at Gaunsh Mohalla has been built without any proper approval whereas the dump was already situated there.”

To a query that if a wrong thing has been done, should not that be changed, the EO said, “There is no option but to dump garbage of the town at various places located in the city before lifting it to take at other place.”

In reply to another question, he said, “Containers will be placed by Monday at the places where garbage is still dumped in the open. The containers have been sent for repair and we will get them back soon.”

A five-member principal Bench of Delhi-based NG Tribunal, headed by its chairman Justice Swatanter Kumar, directed the Jalandhar DC in its interim order on September 3 to prepare a comprehensive and fully scientifically developed plan for collection and disposal of the MSW before setting up a proposed MSW disposal plant in Jalandhar.

After getting disappointment from the state government, which did not show any interest to repair the 18 out of total 25 classrooms of Government Senior Secondary Girls School, Phagwara, students and teachers of the school have taken it upon themselves to collect funds for the renovation of their school building. The building had been declared unsafe by the Public Works Department several months ago. As many as 993 students are studying in this school.

In a significant move, students of the school, who collected and contributed Rs 1.80 Lakh for the repair works, today laid foundation stone to reconstruct the collapsed room. School principal Nirmal Singh, who himself donated Rs 51,000/- told this correspondent that school staff contributed Rs 2.50 Lakh while two UK-based NRI brothers Satnam Singh and Lehmber Singh donated Rs five Lakh.

He said though state government had sanctioned only Rs 10 lakh, Congress MP Santosh Chaudhary herself, too, donated the same amount, but more than Rs one crore are required to reconstruct the 18 unsafe classrooms.

It may be mentioned here that despite the issue was highlighted in these columns twice and even one classroom was collapsed and the parapet of another had crumbled last month. The principal gave representation to the government and several influential political leaders, including Phagwara MLA and Chief Parliamentary Secretary Som Parkash, for early repair of the rooms to prevent any mishap, but to no avail. — OC
