Rights panel: Expedite rehab work at Kedarnath valley
Dehradun, October 21 “The rehabilitation work is rather slow in Kedarnath. The Bailey bridge over the Saraswati river is still under construction, leading to delay in moving heavy equipment to Kedarnath. There seems to be lack of coordination between the district and state agencies. They need to complete the work by November as it will be very difficult to work in snow-bound conditions,” said Justice Jain on his return from Kedarnath. He told mediapersons here that the issue was taken up with the District Magistrate, Rudraprayag, who said the rehabilitation work was being hindered due to the inclement weather conditions prevailing in the region and difficult terrain. “Though funds were allocated on time, the work was yet to be completed. We have recommended better coordination between the state and district agencies,” he said. Justice Jain added after the residents of Kedarpuri complained about the reluctance on the part of the district administration to allow them to carry out repair work and remove debris from their houses that had collected after the mid-June flash floods that the matter was brought to the notice of the District Magistrate, Rudraprayag. “We were told that as the work of damage assessment was under way, the restrictions had been imposed. The assessment work will be completed within a week after which the residents will be allowed to carry out repairs and other works,” said Justice Jain. While highlighting the plight of the people of Guptkashi, Justice Jain said there was dissatisfaction among the people regarding the criteria of Rs 1,000 monthly income for eligibility for widow pension. He reiterated that contrary to expectations they did not encounter any human body. “We were apprehensive about the bodies and the stench emanating from them but nothing was visible there and the air seemed pure,” he said. Justice Jain said the State Human Rights Commission would honour Rakesh Purohit and Shankar Prasad for saving lives after the tragedy.

21 Addressing meetings of RSS and BJP workers at Almora, Berinag and Didihat towns of the Kumaon region during the tour organised by the RSS on the occasion of 150th birth anniversary of Swami Vivekananda, Uma Bharati said the nation needed new political direction as during the current regime, corruption was ruling the roost. “The women power of the country will have to take initiative to root out corruption from the country as the political set up, bureaucrats and media have gone badly entangled in corruption,” alleged Uma Bharati. Paying tributes to Swami Vivekananda, she said it was Swami Vivekananda, who had foreseen a situation where women were strong by virtue of self employment. “Only by being self reliant, the womenfolk of the country can banish corrupt persons from the public domain,” she said. Praising the Modi model of governance in Gujarat, Uma said today Gujarat is the only state in the nation where no bribes are taken for any work by the common people. Women are most secure in the state. “Modi wave was sweeping the entire nation. It seems the people of the country have made up their mind for a change in the political scene of the country during the forthcoming parliamentary elections,” said Uma Bharati Asked if she intends to contest from Haridwar parliamentary constituency, Uma Bharati said she had left the decision to party president Rajnath Singh. “I have been closely related with Dev Bhumi since my childhood. I have even taken part in statehood agitation of Uttarakhand,” she said. |
Cops' food allowance up by Rs 150
Dehradun, October 21 Addressing a gathering at a function held at the Police Lines to mark Police Commemoration Day today, the Chief Minister said, “Putting their lives at risk, police personnel worked in perilous circumstances in Kedarnath valley, recovered a large number of bodies and cremated them with
all rituals.” On the occasion, Chief Minister Vijay Bahuguna announced a hike in the food allowance of state police personnel by Rs 150. He declared that all class IV employees in the Police Department will be given one month extra salary in a year from now onwards. He announced that out of 800 vacant posts of constable, 500 will be converted into that of sub-inspector.
Earlier, addressing policemen on the occasion, DGP BS Sidhu said, “On October 21,1959, a contingent of police personnel was attacked by the Chinese Army, resulting in a large number of casualties. Since then, October 21 is observed as Police Commemoration Day to pay tribute to those brave policemen.” He also remembered and paid homage to the brave police personnel who sacrificed their lives while fighting terrorists and Naxalists in the past one year. Meanwhile, CM Vijay Bahuguna, along with other dignitaries, paid floral tributes at the police martyrs' memorial, Dehradun Police Lines. Tehri MP Malarajlakshmi Shah, Cabinet minister Yashpal Arya and Harak Singh Rawat, MP Tarun Vijay and other senior police officials were present on

Won’t implement Lokayukta Bill passed by BJP Govt: CM
Dehradun, October 21 Talking to mediapersons after the Police Commemoration Parade at police lines here today, Bahuguna said it was a piece of legislation and not sacred text which cannot be changed or repealed. He announced that his government was within its right to repeal the Act. “We will implement the Lokpal Bill introduced by the Central government and which is being considered by the parliamentary committee,” he said. He said it was wrong on the part of the BJP to cry on a piece of legislation which has many flaws. “The BJP had used the Lokayukta Bill as an election issue in the state Assembly elections held in 2012, which the people had rejected,” he
commented. Uttarakhand Congress vice-president Suryakant Dhasmana also announced at a press conference that the Uttarakhand Lokayukta Bill which has got the consent of the President would not be implemented in the state. He said the state government was not bound by the law to implement it. Besides, the Bill was constitutionally not sound. Dhasmana alleged that the BJP has been indulging in politics on the issue. He said that if the Uttarakhand Lokayukta Bill is such a marvellous piece of legislation then all the BJP-ruled states should
implement it. He said the Lokpal Bill introduced by the Central government in the Parliament would be implemented in the state. “Already, there is an institution of Lokayukta in the state,”

Mussoorie, October 21 In the wake of the controversy, Chief Minister Vijay Bahuguna’s recent statement that the Lokayukta Bill was not Bhagwad Gita and the BJP should introduce it first in the states ruled by it had not gone well with the Opposition. The Leader of the Opposition in the state Assembly, Ajay Bhat, said the Congress was afraid that once the Lokayukta Act was implemented it would be the most affected due to rampant corruption prevalent in the government. Therefore, it was dilly dallying on the matter unnecessarily. Bhatt accused the Congress of trying to save corrupt people in the government. He said the Chief Minister’s statement that the Bill was unconstitutional was tantamount to insult to the post of the
President. He said if there were any shortcomings in the Lokayukta Bill those could be removed through a special session of the Assembly. But the government seemed to have no intention to do that. Bhatt also asked the Congress that why it did not oppose the Bill in the state Assembly when it was passed unanimously by the BC Khanduri-led government and later when it was sent to the Governor for approval. He said the Lokpal Bill was still pending in Parliament and once it was introduced, the chances of which were remote during the Congress rule, the states could amend the Lokayukta Act at any time. He cited the example of the Food Security Bill passed by the Raman Singh Government in Chhattisgarh much before the Bill was passed in Parliament, added Bhatt. He demanded that the government should implement the Lokayukta Act without further delay and the BJP was ready to amend it after a discussion in the
state Assembly. |

Haridwar, October 21 As per Vedic scriptures reference of deity Sita, Draupadi and Rukmani observing fast of Karwa Chauth comes into light. Thus, it’s assumed that Karwa Chauth festive fast is being observed for centuries, holding immense importance for married couples. Observed during Hindu calendar month of Kartik on Krishna Paksh fourth day,Karwa Chauth fast is performed by wives,who take no food and water (Nirjala vrat) throughout the day. This fast continues till the time when moon is spotted in the sky. After seeing moon and with help of a veil women see the face of their husbands. After that only they take water from husband’s hand-breaking their day-long fast. As per astrologer Atrey Shastri, this time on October 22, the moon will be spotted at 8:12 pm. Shastri said Karwa Chauth held deep significance for married couples as by taking this ritual fast the life term and health of their husbands increase. These nine identified places are Parade Ground, Ramleela Ground in the Cantt area, Dasehra Ground at Prem Nagar, ITI Ground in Patel Nagar, Bannu School Ground at Nehru Colony, Dasehra Ground in Claimontown, Block Ground at Raipur, the Sai Wedding Point at Vasant Vihar and Ram Leela Ground in Doiwala. The District Magistrate held a meeting with traders and police officials on the matter today. |

Dehradun, October 21 Femi was the star of the match as he scored two goals in the 19th and 34th minutes for Delhi United with Anurag and Michal Okwodili also chipping in with one goal each in the 60th and 76th minutes, respectively. Dehradun, October 21 Nearly 169 players from 38 principal controllers and CFA (Factories) offices situated in various parts of India are participating in the tournament. Sixty-four matches were played in the tournament today. SS Pundir, CFA (Factories), Dehradun, entered the third round of the men's singles, whereas, Vipin Dahiya from CFA (Factories), Kirkee, Pune, entered the second round after defeating his opponent. The tournament will be played till October 25. |

Dehradun October 21 After being put into bat, Vidhya Mandir put up a huge total of 160 on board. Ashutosh batted beautifully and scored impressive 68 runs off 48 balls. Police nabs laptop thief
Dehradun, October 21 According to the police, Daaba Nourbu, committed theft at the resident of Amar Jyoti Das in Jajhra on Friday and stole a laptop from there. Amar Jyoti Das also registered a case at the police station regarding the same.
