Villagers from around the region flocked in large numbers various markets in Mussoorie for shopping. However, the consumers were being selective during their purchases due to the rising prices this year. On the other hand, children unaware of the price rise looked excited and donned interesting musical glittering caps and enjoyed whistling toys.

A religious procession, under the aegis of the Sanatan Dharam Sabha, Mussoorie, was held from Landour Bazaar to Laxmi Narain Temple at Library Bazaar where various tableaux from Hindu mythology, mounted on vehicles, depicted various scenes from the Ramayana.

The main attraction of the show was Hanuman, who blessed tourists and residents alike with his mace and distributed sweets among gleeful children following him. The children had their hands full as they were seen wearing masks of their favourite lords, especially Hanuman, and other deities on the occasion.

A Dasehra mela was also organised at Appu Ghar by the Lions Club of Mussoorie, where a number of food items and games stalls were set up. A raffle draw was organised in which the first prize, an avenger motorcycle, was one of the attractions of the festivities here.

Later in the evening, effigies of Ravana were burnt at Appu Ghar and Library Bazaar amid bursting of crackers, thus marking the culmination of the festivities in Mussoorie.

Around one platoon of Provincial Armed constabulary (PAC) was deployed at various vantage points for security reasons.

The traffic police was on its toes to streamline the movement of people on the mall road and had a difficult time managing the vehicular movement.

After setting fire to the effigies, a brilliant display of different kinds of crackers was also held in the end. Similarly, the festival was celebrated with much zeal in Haridwar.

Hundred-year-old Ramleelas enacted at Haridwar -- Ramleela maidan, Kankhal, Ramnagar -- and that of Mayapur, Jwalapur, the BHEL witnessed huge crowds last night and this evening.

Elaborate traffic and police arrangements were done on the occasion by the district administration.

Circle officer Rajesh Bhatt and Circle officer (Traffic) Jodh Ram Joshi along with CO Kankhal Chandra Mohan Negi monitored the Dasehra proceedings.

At Dev Sanskriti University, an effigy of Ravana was burnt in the presence of hundreds of students.

The Chancellor, Dr Pranav Pandya, urged the youth to take inspiration from Lord Rama by taking a pledge to fight against wrongdoing, social malpractices and corruption.

A special havan yajna was also performed by Godess Gayatri's devotees to lessen the impact of the Phailin typhoon.

Haridwar parliamentarian and Union Water Resources Minister Harish Rawat, Haridwar city legislator Madan Kaushik, Ranipur-BHEL legislator Aadesh Chauhan, Jwalapur legislator Chandrasekhar Bhattewala, Haridwar Rural legislator Swami Yatishwaranand, Mayor Manoj Garg, the district magistrate, Dr Nidhi Pandey, and Senior Superintendent of Police Rajeev Swarup greeted the people on the festival of Dasehra.

The festival of Durga Puja also concluded here today with the immersion of idols of the deities, Durga and Saraswati. Durga Puja pandals across the city witnessed a huge influx of devotees, particularly those hailing from the Bengal region.

Like previous years, the main Dasehra fair was held at the Parade Ground, Dehradun, where effigies of Ravana, his brother, Kumbhkarna, and son, Meghnath, were set ablaze at sharp 6.05 pm amidst a big gathering of crowd. Chief Minister Vijay Bahuguna, BJP Rajya Sabha MP Tarun Vijay, Dehradun cantt BJP MLA Harbans Kapoor and Mussoorie BJP MLA Ganesh Joshi were present on
the occasion.

A large number of people thronged the parade ground to see the grand event. Artistes performed depicting major characters of the Ramayana. A shobha ytara was also organised by the artistes that criss-crossed the city before culminating at the ground.

Later Rama, one by one, burnt the effigies of Ravana, Kumbhkarna and Meghnath. The police had also made elaborate arrangements to avoid any untoward incident. A large number of police personnel, besides a dog squad and an anti-bomb squad, were also deployed at the venue. Bannu Biradari that hosts the Dasehra fair had a tough time managing the crowds.

Dasehra fair was also held on the Ordnance factory ground, where a large number of people, too, turned up. Dasehra was also celebrated in other parts of Uttarakhand.

Nishank slams govt for violating panchayati raj norms
Tribune News Service

Dehradun, October 13
Former Chief Minister Ramesh Pokhriyal Nishank slammed the Congress-led Bahuguna government for taking undemocratic and unconstitutional step by handing over the three-tier Panchayati Raj system to the state bureaucrats.

“There is provision in the Panchayati Raj Act of continuing the existing political arrangement even after term of the elected representatives has ended. But fear seems to have gripped the government and it has paved way for the appointment of District Magistrates, Sub Divisional Magistrates and Additional Block Development Officers (ADOs) as administrators till the time elections are not announced,” said Nishank at a press conference here today.

He accused the Bahuguna government for undermining the ksehtra panchayats by not releasing Rs 35 lakh meant for development activity and stopping fund allocations meant for panchayats under the 13th Finance Commission.

Criticising the Chief Minister for spending crores on publicity, Nishank said these funds could have been used for helping the persons affected by natural calamity. “Everyday crores are being spent in shoring up the Chief Minister’s image at the expense of the state ex-chequer. There needs to be some accountability,” he added.

He also accused the government for going back on its promise of issuing a white paper on the efforts launched by the government in the aftermath of the natural disaster. “At the end of the Assembly session, the government had assured us that a white paper would be issued on the natural disaster. The people of Uttarakhand would like to know about the funds received from the Government of India (GOI) and how they are being spent. The state government should also give details about the payment made to the private companies whose helicopters were used for ferrying stranded pilgrims. But the government has failed to do so,” said Nishank.
