Jammu, October 5 The JMC squad, led by health officer Dr Vinod Sharma, was heading towards the office after seizing milk canes when they were attacked by Gujjars. As many as four
persons, including the health officer, were injured in the incident. The health officer has received injuries in his right eye while his driver was dragged out of the vehicle and beaten up badly by the vendors. “We were heading towards the JMC after seizing milk canes when around 60 to 65 Gujjars attacked us. The driver was dragged out of the vehicle and my right eye got injured. It started bleeding following which, I was rushed to the Government Medical College, the health officer said. Sharma alleged that at the time of ad milk canes, the police was with them and when the police left, Gujjars attacked them on their way back to the office. It was a kind of pre-planned attack on the squad and it appears as if the milk mafia is behind the attack,” Sharma added. Sources in the JMC told The Tribune that the milk mafia was growing in Jammu with a rapid pace and even some police personnel are hand-in-glove with them, who allow the sale of milk in the open market after its adulteration. But the SSP Jammu disagrees to the allegations, saying that whenever the JMC officials needed help, the police provided them. “At the time when the milk canes were seized, the police was with JMC officials. On their request, we provided them security, but the attack happened when the JMC squad was heading towards its office,” Atul Goel, SSP Jammu said. He said a case has been registered and attackers have been arrested. The actual temperature of milk is around 27 to 28 degrees, but during summers, ice is mixed in milk due to which the temperature level comes down to 23 to 24 degrees. But due to adulteration, the temperature of milk reaches down to 18 to 19 degrees and JMC officials cease such kind of milk. “Whenever we find such kind of adulteration, fine is being imposed on violators,” the health officer said. “Few persons are not happy with our work who instigated Gujjars and we were attacked,” Sharma said, adding, “I appeal to the police not to limit the case only to Gujjars as other people behind them must be taken to task.” the Incident |

Centre to set up rural solar plant in Ladakh
Jammu, October 5 Sources said the establishment of rural solar plant in the state was a part of the Centre Government’s initiative to set up rural solar power plants in the special category states and border areas. Sources said the immediate aim of the mission was to focus on setting up of an enabling environment for the solar technology penetration in the region so that the people of the region would reap maximum benefits. The sole objective of setting up of the solar plant in the special category states is to provide solar lighting systems under the ongoing remote village electrification programme to cover about 10,000 villages and hamlets. The mission has adopted a three-phase approach, first year of the 12th Plan (up to 2012-13) as Phase 1, the remaining four years of the 12th Plan (2013-17) as Phase 2 and the 13th Plan (2017-22) as Phase 3. At the end of each plan, there will be an evaluation of progress, review of capacity and targets for subsequent phases, based on emerging cost and technology trends, both domestic and global. The first phase (up to 2013) will focus on capturing the low-hanging options in solar thermal, on promoting off-grid systems to serve populations without access to commercial energy and modest capacity addition in grid-based systems. In the second phase, after taking into account the experience of the initial years, capacity will be aggressively ramped up to create conditions for up scaled and competitive solar energy penetration in the country. Sources claimed that the National Solar Mission would create conditions, through rapid scale-up of capacity and technological innovation to drive down costs towards grid parity. |

95% of IAY budget to be utilised for new houses, upgrade
Jammu, October 5 Allocation to the state would be on the basis of homeless people from among the Below Poverty Line (BPL) population for each category, that is SC, ST, minorities and others. Till such time as data are available to make such allocations, the Ministry would fix the annual allocation for the state broadly on the basis of 75 per cent weightage to housing shortage in rural areas as per the latest census data and 25 per cent weightage to the number of BPL people. “Within this overall target, allocation of funds for SCs, STs and minorities would be made on the basis of proportionate population of these categories in the state suitably adjusted to avoid distortions. Up to 4 per cent of the funds released can be utilised for
administering the scheme, of which up to 0.5 per cent can be retained at the state level and the balance would be distributed to the districts,” said the guidelines. Sources said the district allocation would include two parts - one to meet fixed expenditure which would be the same for all districts in a state and the other part proportional to the targets allotted to the district in order to meet working expenses. Further, the state may decide the formula and also the formula for distribution to the intermediate and village panchayat levels in accordance with workload assigned to them. The norms adopted by the states for distribution of funds under this category would be intimated to the MoRD within six months.“The state should ensure that at least 3 per cent of beneficiaries are from among persons with disabilities. The figure is the minimum limit that should be achieved by the state. The targets in these categories should not be reduced. |

Sewerage laying project to continue till Dec 2014
Jammu, October 5 A new deadline - December 2014 - has been set by the officials. Sources said the ERA is facing lots of obstacles in completing the last leg of work to link different lines with each other and other areas as unexpected utilities of PHE, PDD, BSNL and non-cooperative attitude of the traffic department is slowing down the work at several places. Right from the start, the state has not done its homework properly as the National Building Construction Corporation (NBCC) and ERA were not allowed to undertake a separate study before the work was started, leading to the problems. A senior officer said when the work was started in 2007, the executing agency had communicated to the government that they need to audit the DPR before taking up the issue, but the state had insisted that since considerable time had elapsed since the sanction taken from the Centre, work should be expedited as per the project report prepared by the state. As per data, while 86 per cent of the trunk sewers have been completed in the city, only 50 per cent of the lateral sewers connecting different localities with the main line have been completed. Chief Engineer, ERA, Alok Mengi, said, “We are facing problems. There are hurdles coming in the way like old and discarded water pipes, to delay in shifting of power utilities. At times, the traffic police restricts us and does not allow diversion of traffic, keeping in view the huge number of vehicles.” However, Mengi said the first phase of the work will be completed by December end this year. “There are three phases - One will be completed in December this year and the other two will be thrown open by the end of 2014. We have completed 95 per cent work of STP but till the sewerage line laying work is completed, it cannot be integrated with the main line,” said Mengi. The project was taken up under a centrally sponsored project in 2006 under the Prime Minster Reconstruction Programme (PMRP). The plan envisages setting up of 27 MLD Sewerage Treatment Plant for Jammu region and 60 MLD STP at Srinagar. |

Police detains 18 RTO employees
Jammu, October 5 These employees were lodged at the Narwal police post. Gafoor Dar, leader of the Employees Joint Action Committee (EJAC), was taken into preventive custody and taken to the Janipur police station today. The Senior Superintendent of Police (SSP) Jammu, Atul Goel, said as many as 18 employees of the Regional Transport Office were detained after a formal complaint was registered by the regional transport officer on Friday. “These employees have been arrested under the ESMO which is in place after the General Administrative Department (GAD) issued the notification,” Goel said. He informed that Dar had been taken into preventive custody and no ESMO has been imposed on him as he is a employee in Rajouri district. The non-gazetted employees of the state government had announced a strike in favour of their long-pending demands. When the talks between government and employees failed, the GAD issued the notification that if any employee goes on strike, action will be taken against him/her. Though after this notification, many employees didn’t go for strike, but others who opted the other way were taken to task. |

Festive spirit engulfs city of temples as Navratras begin
Jammu, October 5 The entire temple complex has been decorated with flowers and lights for the nine-day-long festivities dedicated to different incarnations of goddess Durga. Devotees from across the region thronged the shrine. Apart from the Bawe shrine, special prayers were held in temples dedicated to goddess Durga across the region with numerous social and religious organisations putting up various foodstalls. Meanwhile, members of civil defence have been activated to provide necessary help to the devotees and maintain order during the festivities. The civil administration has made proper arrangements and has provided special attention to welfare of people who would visit the shrine in the next nine days. "Today is a very auspicious day as it is dedicated to mother goddess. Let us pray for the peace and prosperity of our state and country," said Sushil A municipal official said special stalls had been arranged to provide drinking water and medical help to visitors and additional safai karamcharis have also been deputed at the shrine. The festival is also known for fasting and irrespective of age, devotees survive on fruits, curd, milk and dishes made of water chestnut flour. Meanwhile, restaurants across the city are doing brisk business during the festival as Navratri thalis are very popular among food lovers, whether they are fasting or not. |

Lawyers take a swipe at politicos
Jammu, October 5 In a press statement issued after a meeting of the association in the High Court complex here, the association said the J&K High Court Bar Association, Jammu, would not tolerate such statements. The association said the statements were not only misleading but also creating doubt in the minds of public and all stakeholders. The association advised the political leaders to concentrate on the welfare of people rather than harping on such issues which have lost relevance with the passage of time. The association also drew the attention of the government toward the repeated instances of infiltration by the Pak-sponsored militants. “The ways and means are required to be taken by the state as well as Central Government to check infiltration by strengthening the security agencies. The timely action of the Army to counter militants at Keran sector is quite appreciable,” the association said. The meeting also condemned the alleged barbaric and inhuman attitude of the local police in Kishtwar and made an appeal to the government to immediately check human rights violations at the hands of the police. It demanded a stern action against the culprits. The meeting was attended by several office-bearers of the association, including MK Bhardwaj, president, Sindhu Sharma, vice-president, Ranjit Jamwal, general secretary, Prem Sadotra, joint secretary, Gurveer Singh, cashier and the members of the Young Lawyers' Association. |

Separate homeland only solution to plight of Kashmiri Hindus: Pandits
Jammu, October 5 A meeting held by the forum also decided to take proactive measures to consolidate the Kashmiri Pandit opinion to achieve the political aims of the community which had to leave the Valley due to threat from terrorists. “The forum would reach out to more groups and associations to take the struggle in exile to its logical conclusion. It is heartening to note that all the major Kashmiri Pandit organisations have a homeland in Kashmir as their core political objective,” said Ashwani Kumar Chrangoo, president, Panun Kashmir. He said this has been achieved by a consistent and continuous process of engagement with the community leadership and organisations within and outside Jammu and Kashmir. The forum expressed dismay over the fact that the government has, in the current session Assembly session, not addressed a single concern of the displaced community while discussing various measures for the people's welfare.“If the government fails to bring the Temples Bill in the current session of the Assembly, it would be tantamount to apathy of the government towards the concerns of the religious minorities of the state,” said H L Chatta, president, All State Kashmiri Pandit Conference (ASKPC). Members have advised Pandit youth to apply for the HRD Ministry's special scholarships for J&K state in all streams as the same has been made applicable to the displaced community too as conveyed to the joint forum specifically at their recent meeting in New Delhi. |

Army organises quiz competition
Rajouri, October 5 The aim of the competition was to install confidence and competitive spirit amongst the youth of Kalakote and to ensure their all round development into multi-faceted and multi-talented personalities. Two students each from 11 schools of different villages participated in the competition. Preity Kumari, Gandhi Memorial High School, Argi, stood first, while the second position was jointly shared by Master Mohit Sharma and Sureity Kumari of Gandhi Memorial High School, Argi. Master Ajmet Hussain of Baljagat Balak Siksha Kendra, Dilhori stood third. Gandhi Memorial High School, Argi, emerge victorious while Baljagat Balak Siksha Kendra, Dilhori became the first runner-up. Law college holds orientation programme for students
Jammu, October 5 The programme was organised with the purpose of making the law students understand the significance and efficacy of professional course like law with reference to their contribution and achievements in multifarious placement avenues at the national and global level. The programme started with the lighting of a lamp, which was followed by an inaugural lecture by Prof Lalita Parihar, director-cum-principal of the college. She said a placement cell in an educational Institute played a vital role in the all-round development of students. In his presidential address, he said the college would do its best to make the students capable of making the optimum use of their capabilities. Jammu, October 5 In the first match, Kings XI drubbed RR Club by 6 wickets. Batting first, RR Club was bundled out for paltry 85 runs with Nitin Mehra and Bhanu scoring 18 and 17 runs respectively. Jagteshwar took three wickets for Kings XI while Sahil Gill and Vikrant shared 2 wickets each. In reply, Kings XI achieved the target in 19 overs at the loss of four wickets.
