Panic grips New Plot, Janipura
Jammu, October 2 Locals said they had been parking their vehicles for years at the JDA complex in New Plot and along the roadside, but this is for the first time that such an incident has happened. “It is strange and needs proper investigation, as it could be the handiwork of anti-social elements. We simply fail to understand, how they managed to damage the vehicles, when the police claims they are carrying out night patrols and have deployed men at several places,” said Rajeshwar Gupta, a local resident of New Plot. After the twin terror attacks at Hiranagar and Samba on September 26, the police had increased the vigil in Jammu and its surrounding areas, but the incident has put question mark over the security scenario in the city. While police remains clueless about the perpetrators, there were reports that vehicles were also damaged at Tali Morh, Amphalla, Sarwal, Rehari, Subash Nagar and Talab Tillo areas. On Wednesday morning people met Senior Superintendent of Police (SSP), Jammu, Atul Goel and urged him to investigate the matter. “After the recent Samba attack, people are already under fear and this type of incident creates social unrest. We are ready
to cooperate with the police, but there should be increase in the night patrolling,” said Sunil Dimple, president, Jammu West Assembly Movement (JWAM). Meanwhile, Goel told the people that directions have been passed to investigate the matter. “We are conscious of the concerns of the local people and necessary steps will be taken,” the SSP said. State yet to set up administrative cell, implement IEDSS scheme
Jammu, October 2 Sources said 17 states/UTs have established the administrative cell for implementing the scheme, but authorities in the state are yet to undertake any initiative in this regard. Sources claimed that authorities were briefed by officials of the department concerned that the scheme would run under the Education Department of the state government on the basis of 100 per cent Central Assistance, but the authorities have not chalked out a concrete strategy to implement it. Pertinently, the scheme covers all children of age 14 plus passing out of the elementary schools and studying at the secondary stage in the government, local body and government-aided schools, with one or more disabilities as defined under the Persons with Disabilities Act (1995) and the National Trust Act (1999) in the age group of 14 plus to 18 plus, namely blindness, low vision, leprosy cured, hearing impairment, locomotor disabilities, mental retardation, mental illness, autism and cerebral palsy. It may be mentioned here that the data from the 7th All-India School Education Survey (7th AISES), Schools for Physically Challenged Children showed a sharp decline from upper primary stage to secondary stage of education. Realising this dismal scenario, the DEGSN undertook a study entitled “Evaluation of the Implementation of the Scheme IEDSS in India” which was sponsored by the Ministry of Human Resource Development (MHRD). Sources said the earlier scheme of Integrated Education for the Disabled Children (IEDC) was introduced in 1970s and covered children with disabilities at all levels of the school education. This scheme was revised in 2009 as the IEDSS because of two reasons. Firstly, there was a paradigm shift from charity approach to rights approach for persons with disabilites and schools needed to be organised accordingly. Secondly, the special needs of children with disabilities at the elementary stage were being addressed under the umbrella programme of the Sarva Shiksha Abhiyan

Jammu, October 2 “Considering the socio-economic conditions in Jammu and Kashmir and the strong commitment to the implementation of the NRLM shown by the state government, it has been considered necessary to implement the NRLM more intensively to reach a saturation level within a period of five years to cover all vulnerable rural households, estimated at two-thirds of the rural households in the state,” a statement of the ministry said. Sources said had the
proposal not been accepted, it would have been difficult to achieve the coverage of all vulnerable rural households with annual allocation of funds only on the basis of poverty ratio of Jammu and Kashmir (5.4 per cent as per National Sample Survey Organisation). As per the approved 12th Plan outlay, the estimated allocation available for Jammu and Kashmir, as per the poverty ratio, would be approximately Rs 110 crore. Keeping in view the larger coverage and the change in the funding pattern proposed, the additional allocation that would have to be provided to Jammu and Kashmir for the current five-year period would be approximately Rs 320.80 crore. Sources added that the state had identified the lack of strong grassroots institutions of the poor women as one of the major constraints in enhancing the livelihood of the rural poor and in accessing their entitlements under different programmes leading to reduction in poverty. It may be mentioned here that restructuring of the Centrally-sponsored Swarn Jayanti Gram Swarozgar Yojna and its renaming as the NRLM, also known as Aajeevika, was approved on June 26, 2010. The framework for implementation of the NRLM was approved by the Union ministry on December 9, 2010, and the scheme was formally launched on June 3, 2011. |

Gandhi Jayanti celebrated with patriotic fervour in Jammu
Jammu, October 2 Several social and political organisations, including NGOs and educational institutions, celebrated the day with gaiety. The main function was organised at Satwari chowk where people garlanded the statue of Mahatma Gandhi. Children presented a cultural event on the occasion. The celebration was also organised at the Pradesh Congress Committee (PCC) where senior Congress leaders urged the workers to spread Gandhi’s message among the youth. The Awami National Conference (ANC) organised a meeting at the party headquarters where Jammu provincial president Gian Singh spoke on the relevance of Mahatma Gandhi in the modern era. “He taught us to stand resolutely against fear, to understand the importance of truth and to work for the eradication of poverty, illiteracy and discrimination. He inspired millions to unite for the cause of freedom and independence,” Singh said. He recalled Mahatma Gandhi's contributions to the struggle movement for the achievement of freedom from the colonial yoke, his sustained campaign against social injustice, racism and suppression of the under-privileged sections and his unending pursuit for the establishment of a truly secular and harmonious society. Gandhi Memorial College of Education, (GMEC), Raipur Bantalab, today celebrated Gandhi Jayanti with enthusiasm. Awareness campaign to fight dengue
Jammu, October 2 Dengue, a vector-borne disease, is on a dangerous growth trajectory, with a high number of cases being reported in the country over the past few months. “It is taking a toll on human lives. According to the World Health Organisation (WHO), the rise in dengue cases has shot up 30 fold in the past 50 years. Estimates show that globally 50-100 million dengue infections occur every year. According to official figures, more than 22,000 cases of dengue have been recorded in India this year,” said B Mukhopadhyay, Executive Director, VHAI. The “Fight Dengue for Payal” campaign has been launched against the same background. The main activities of the programme includes awareness drives at the Resident Welfare Associations (RWAs) to educate families about dengue and its prevention, school contact programmes that involve reaching out to children so that they understand the dangers of mosquito-borne diseases like dengue and adopt preventive measures. The “hero” of the programme is 12-year-old Payal Samariya from Jaipur. The young child saw her friend suffering from dengue, a painful experience that has inspired her to be part of this campaign.
“It is a disease that can attack anyone. More than 22,000 dengue cases have already been reported in India till August this year,” said Dr PC Bhatnagar, Director, Communicable Diseases, VHAI. Consumers can also dial 1800180181818, a helpline number specifically created for this campaign, and discuss prevention tips of dengue with health experts. The toll-free number will be available to address consumer queries from September 20. |

VDC members being harassed by administration, says BJP
Jammu, October 2 In a statement, Sharma said he visited number of remote areas, including Gulabgarh, Tatta Pani, Masoo, Chashoti, Atholi and Karthai. “The minority community of the area complained of being harassed by the police as well as civil administration after the August 9 riots. It was observed that innocent government employees, students and VDCs members are
being deliberately harassed by the police,” Sharma said. Most of the workers met the state secretary and shared their day-to-day problems. The burning issue which was raised by most of the participants in the meetings was the bad condition of the road from Kishtwar to Gulabgarh and link roads. Sharma warned the state government to fulfil all assurances given to the minorities of Kishtwar like compensation and transfers of police officials who failed to prevent the

Jammu, October 2 “The police laid a surprise check post at Gharota and intercepted a Chevrolet Tavera bearing registration number JK20-1820. The vehicle was being driven by one Sanjay Kumar of Sole Reasi. He was accompanied by Lalu Kumar. Jammu, October 2 In the quarterfinal of Narang Cup for U-19 boys, reigning champion Delhi stamped its authority beating Jammu and Kashmir 2-0 margin. While in the singles, Delhi’s Amrit trounced J&K’s Divam 21-6, 21-8, in the doubles, the pair of Arush and Utkarsh got better of Satyam and Shantul 21-11, 21-13. Jammu and Kashmir’s Vipun Saini raised some hopes when he thumped Haryana shuttler 2-0 in pre-quarterfinals. However the joy was short lived Saini lost the quarterfinal match to Delhi. Jammu, October 2 Earlier, winning the toss and batting first, RCC sailed on a swashbuckling knock of 80 runs by opening batsman Ishan, to post a formidable total of 183 runs in the stipulated 20 overs, losing 8 wickets in the process. Ishan’s whirlwind knock came off from 45 balls, with the help of five fours and six sixes. Amandeep Singh contributed 46 runs off 24 balls, studded with three boundaries and 4 sixes. Satish and Avinash Jamwal chipped in with 16 runs apiece. For YCC, Rahul was the pick of the bowlers with four wickets while Ravinder, Nittu, Pawandeep and Ajay shared one wicket each.
