Health dept says its hospitals not approached
Claims 24-year-old was admitted first to an Army hospital and then in a Ludhiana medical institution Sumit Hakhoo Tribune News Service
Jammu, October 1 Director Health Services Dr PS Pathania has also demanded action against people involved in ransacking of office and beating up of the CMO, who has been admitted in Government Medical College (GMC). "Tests of the patient were conducted in some private lab and without getting our help. Why was the CMO attacked and beaten up by the people, when the girl had died in Ludhiana? We are also sad about the death of the young girl," said Dr Pathania. He blamed the police for its failure to prevent ransacking of the CMO's office and alleged that police including senior officers were watching as mute spectators when the doctor was beaten by local residents, who were angry over the death. "No government doctor was consulted by the family of the deceased. We are concerned over misleading of people by private labs, who claim that they conduct tests for the dengue fever at their labs," Dr Pathania said. Meanwhile, Jammu and Kashmir Medical Employees Federation (JKMEF) has demanded arrest of the people involved in the attack and has given a 72-hour ultimatum to the government, threatening suspension of work. More than 71 people have been detected with dengue fever in Jammu alone and have been admitted in Government Medical College (GMC) and other district hospitals. The health department has also constituted several field teams to create awareness among the people about the disease. Dengue is an acute fever caused by a virus and has two forms — dengue fever and dengue haemorrhagic fever — which is more severe with bleeding and sometimes with shock, which may lead to death too. |

Tributes paid to 12 killed in 2002 terror attack
Jammu, October 1 The dead included DSP Jagtar Singh, sarpanch Janak Raj Sharma of Gurah Mundian village and a mini bus driver Vikrant. "It is very unfortunate that even after 11 years of a terror attack that saw killing of 12 innocent persons and injuries to 10 others, twin terror attacks took place on September 26 in Kathua and Samba districts that left 10 more persons dead," said chairman of the Youth Federation, Dheeraj Gupta. Gupta said that twin terror attacks again exposed chinks in the so-called three-tier security grid at the Indo-Pak border. Notably, the BSF mans the 191.5-km-long International Border and then comes the Army as second line of defence followed by border police. "In 2002, their (ultras') modus operandi was the same. They had infiltrated from across the border, had worn combat fatigues and had hijacked a mini bus from Kattal village early morning before reaching Hiranagar Morh on the highway where they attacked a video coach bus coming from Delhi," recalled Gupta. Kaushalya Devi, mother of Chaman Lal — one among the 12 killed, said, "The world comes crashing down on families who lose their members in such terror attacks. Time and again, they (ultras) come from across the International Border and then kill innocents." She said that the government should give a serious thought to the security grid in place at the border. Ashwani Kumar, son of sarpanch Janak Raj
Sharma, said, "Going by the state of affairs, a constant fear keeps lurking over the people living
close to Jammu-Pathankot highway." Militant outfit Al-Mansoorian had claimed responsibility for the attack. |

Absence of anaesthetist leaves Doda hospital ailing
Jammu, October 1 On Monday night, around 11.30 pm, a patient from Seel village was rushed to the hospital and doctors advised her to go for surgery, but due to non-availability of an
anaesthetist, the hospital administration referred her to Jammu. “We were not in a position to shift the patient out of Doda as her condition was very bad, but nobody in the hospital came to our rescue. We were at the mercy of God and the hospital staff shunned their responsibility when told about the patient,” said Nayeem Ahmad, who was accompanying the patient in the hospital. The District Hospital Doda is the only hospital catering to a population of around 3 lakh living in tehsil
Doda. Every day, hundreds of patients from rural areas reach the District Hospital for check-ups and a few with serious problems are being advised to go for surgery. Maternity cases in the hospital are increasing day by day. Thus, non-availability of an anaesthetist hampers work. At the time of any eventuality, the district hospital administration calls the anaesthetist from Sub-district Hospital
Bhaderwah, where two anaesthetists are working. But at times, the anaesthetist from Bhaderwah refuses to come due to rush of patients in Bhaderwah hospital. Thus, it is taking a toll on lives of people across
the district. “Yes, we are in with a problem as regards the anaesthetist's position. The number of sanctioned posts of anaesthetists in the District Hospital is two, but we have only one doctor. Whenever he goes on a vacation, the problem arises,” said Ajay Kumar Gupta, Chief Medical Officer
Doda. Gupta said he did not have the authority to recruit and send doctors on vacant posts. “I have some limitations. It is the government's job to recruit more doctors and post them in District Hospital
Doda,” the CMO added. |

Agri-technocrats demand review of Cabinet decision
Jammu, October 1 Under the plan, the government had decided to start regularisation of eligible, selected ReZ candidates from April 1, 2014 (Phase -I), April 1, 2015 (Phase-II) and April 1, 2016 (Phase III), by technocrats saying that it will leave behind hundreds of youth who are overage as there will be no batch-wise engagement. Agri Technocrat Association president Surinder Randotra said the government has promised to fulfil their genuine demands by absorbing them as per batch-wise scheme, but merit will be considered now for their regularisation. After a nearly six-month-long agitation in 2011, the government had constituted a high-level committee headed by Finance Minister Abdul Rahim Rather to prepare a comprehensive proposal for absorption of unemployed agriculture technocrats, which was later cleared by the Finance Department, Planning Department and by the Cabinet on August 4, 2011. Dr Radotra said that seniority should be considered based on the years of passing of ReZ rather than merit as many of those engaged have been working since 1999 and they will be left out in the process. "The Cabinet has considered merit-wise selection of the candidates, but it will leave many people behind despite the fact that they have given more than a decade to the department," Dr Radotra said. He alleged that every time the honorarium is released, the technocrats have to provide declaration certificate from the court (bond paper) to their respective officers which should stop as it is very humiliating for them.
