Reacting to the report published in The Tribune on September 12 titled “Landour Cantt Board complains of construction without permission,” the cantonment board finally put its act together to stop the construction being carried out at Dahlia Bank following the clear denial of permission to construct by GOC Central Command, Lucknow, in Mussoorie today.

However, the exercise was met with stiff opposition and the board officials were not allowed to enter the premises of Dahlia Bank by the workers of Sanjay Narang for nearly two hours.

The officials who arrived at the scene around 12.30 pm tried to serve the notice to seize construction material, tool, machinery, scaffolding and other things used in the erection of the building or execution of any work under Section 239 (2) of the Cantonment Act 2006 to the workers of Sanjay Narang. But they failed in their attempts as Sanjay Narang and his workers refused the board officials, Junior Engineer Prem Singh Rawat and his aides from entering the premises of Survey No 157, Dahlia Bank, Landour Cantonment.

The Mussoorie police accompanied with only three or four officials and the Nayab Tehsildar from Mussoorie also showed its inability to enter the premises, citing the reason of not receiving any directions in this regard from their senior officials and absence of the magistrate during the exercise.While heated exchanges were on between the cantonment officials and the workers of Sanjay Narang at the gates of Dahlia Bank, the police and Nayab Tehsildar slipped away discreetly without even attempting to provide support to Landour Cantt Board officials here.

After failing in their attempts, junior cantonment board officials informed the CEO, Landour Cantt Board, B.Ajit Reddy, about the whole situation and the stiff resistance being provided by the workers of Sanjay Narang . Following that B. Ajit Reddy served another notice under Section 239 of the Cantonment Act 2006 but failed in their efforts.

Seeing the police and the administration disappear from the scene the junior cantonment officials returned back empty-handed without being able to stop the work at the site in the end.

When contacted the CEO, Landour Cantonment Board, B.Ajit Reddy, said that Sanjay Narang had not allowed the officials to enter to enter the premises where the construction was going on without any permission in the B3 land of the cantonment board, and it amounted to interfering in the work of government officials. He also said that the a detailed report will be sent to higher authorities and action will be initiated once again in a w days.

The Tribune had reported earlier that the Landour Cantonment Board officials had registered a complaint with the police and demanded to stop the ongoing construction at Dahlia Bank cottage being done by the owner.

The officials in the complaint said that court in its direction had said that if Sanjay Narang was interested in construction work 50 metres away from the government land (A-1), then he should seek prior permission from the concerned authorities, but he was continuing the construction work without any permission whatsoever.

The role of the police in not supporting the Landour Cantomnent Board officials in the whole exercise has also become talk of the town and people are assessing it differently as Sanjay Narang, who is believed to be a close friend of ace cricketer Sachin Tendulkar, has high connections and the inability of the board to act against him is being seen in this light here.

The social activist from Mussoorie, Pradeep Bhandari, has alleged that the local administration, police and the Landour Cantonment Board are in collusion with the rich and powerful in the board and that is the main reason that no action was being taken despite the drama which unfolded here today. He also alleged that the silence of the Supreme Court monitoring committee in taking the matter in cognisance is also questionable. He further alleged that the Supreme Court monitoring committee members were turning a blind eye towards the environmental degradation in the area despite it falling in their purview.

The MLA, Mussoorie, Ganesh Joshi, also said that the board wielded its stick on the poor without any hesitation but indulged in delaying tactics when it came to the rich and powerful in the area here. He demanded that law should be same for the rich and poor and the action should be taken accordingly.

Meanwhile, residents of the cantonment have termed the whole exercise as mere eyewash and are of the view that Snajay Narang will succeed in constructing the remaining portion of Dahlia Bank and no action will be taken against him in near the future, too.

The workers of Sanjay Narang have maintained that they were legally entitled to work on the site and the board was trying to harass them unnecessarily.

Magisterial inquiry sought into lathi-charge on students

The student union of DAV PG College organised a signature campaign on the campus demanding a magistrate inquiry into the lathi charge on the student’s aftermath of the union election results held last week.

Hundreds of students, including the newly-elected student union panel, put their signatures on the banner, echoing the demand of the removal of the SSP and magistrate inquiry into the matter.

It is pertinent to mention here that the student delegation also met the district magistrate (DM) in connection with the matter and demanded a magistrate inquiry into the alleged police atrocities on the students.

Notably, the student union panel also staged a protest on the college campus on the same issue on Friday.

According to Siddharth Rana, president, DAV PG College Union, “We are demanding an immediate action on our demands and the government must listen to the voice of the young college students.”

Religious functions mark Chand Bhagwan’s 519th birth anniversary celebrations

Host of celebrations and religious functions associated with the 519th birth anniversary of Sri Chand Bhagwan, the prominent saint of 15th century, concluded here today.

Special offerings were made at Chandracharya Chowk where the statue of Sri Chand Bhagwan has been installed at the intersection. Under the aegis of Sri Panchayati Akhada Naya Udasin, saints offered prayers and remembered Shri Chand Bhagwan's principles and sermons. Revered saints, akhada sants and devotees in large numbers took part in the religious rites held at Kankhal-based Akhada. Legislator Madan Kaushik also offered obeisance on the Akhada premises where saints and local people attended 'mass food'. Sri Mahant Maheswar Das, while shedding light on the life of the Sri Chand Bhagwan, said he was an incarnation of Lord Shiva and worked to unite people of the country as a single unit.

Mahant Bhagat Ram said both Hindus and Muslims were followers of Sri Chand Bhagwan, who made deep impact in creating secular and unified India.

Revered saints Maha Mandaleshwar Swami Shyam Sundar Das, Maha Mandaleshwar Swami Hari Chetanand, Maha Mandaleshwar Swami Kapil Muni, Maha Mandaleshwar Surendra Muni, Maha Mandaleshwar, Kailashanand Brahamchari, Mahandaleshwar Shantanand Shastri, Baba Harmel Das, Mahant Kamal Das, Mahant Vishnu Das,Mahant Raghu Veer Das, Mahant Ravindra Puri, Mahant Ramanand Puri, Mahant Darshan Das among others also paid obeisance.

100-year-old Murari Lal holds audience spellbound with stories

The occasion was felicitation of social activist Murari Lal by Shri Kabir Ashram Dharamarth Trust, Devpura, at a function held here today at the ashram premises.

Murali Lal, who has been a farmer and social activist, said that in his 100-year-old life he had witnessed changes in every decade but the last decade had been quite fast in terms of technological advancement and population-urbanisation growth.

Felicitating the 100-year-old socialite, who had also donated land for setting up of the Shri Kabir Ashram at Devpura, was cynosure of all eyes as people wanted to see the man who had completed a century of birthdays.

Ex-legislator Ambrish Kumar said that persons like Murari Lal were now

very few but their impact on society was tremendous as they carry with them a past that most of us had only heard or read in books.

Urging younger generation to take tips from the veteran Murari Lal, Ambrish said that living for oneself was OK but contributing for society also was more important. Kailash Chand, Karan Pal of the trust garlanded Murari Lal and presented him with a memento depicting Sant Kabir's photo.

Youth activist and a relative Pradeep Kumar said that they always learnt from Murari Lal and he had been a guiding force for not only their family but also for whole society. Religious guru Mahant Braham Das was present on the occasion and gave blessings to the people present at the function. Satish Kumar, Nakli Singh, Bhagatji, Jagpal, and Satpal Rana among others felicitated Murari Lal.

Student dies after gym training

A student of the University of Petroleum and Energy Studies (UPES) died under mysterious circumstances after undergoing training in the college gym here yesterday.

Gaurav Jaunwal, a resident of Delhi, was a second-year MBA student at the UPES. He went to the gym on Friday along with his friends. After undergoing gym training, Gaurav reportedly complained of chest pain and was rushed to Synergy Hospital where he was declared brought dead. The deceased’s parents were informed about the incident and a postmortem was scheduled today.

Labourer killed, two injured as shuttering collapses

Dehradun, September 14
A labourer was killed while two others were seriously injured when the shuttering on three floors of an under construction building collapsed at Mothrawala here today. Prem, Gyanchandra and Babban had climbed on the temporary shuttering for plastering the front wall of the building.

The shuttering collapsed and the trio fell from the third floor. They were rushed to the Doon Hospital where Babban was declared brought dead. Prem and Gyanchandra are said to be in a serious condition.

According to other labourers, who were working there at the time of the incident, and eyewitnesses, one of the bamboo logs attached to the shuttering moved from its place and the whole shuttering collapsed.

No breakthrough in Neeru Saini murder case

Though four days have passed, the police is yet to make a breakthrough in the Neeru Saini murder case. It has got some leads but is finding it difficult to solve the case in the absence of concrete evidence.

Neeru was found brutally murdered in her house on the Teg Bahadur Road in the Dalanwala police station area on Tuesday last. The police has questioned 10 persons in connection with the murder but it has not got any substantial information.

SP, City, Jagdish Chandra told The Tribune, “We are working on all possible angles and have got some clues in the murder case. More work needs to be done to solve it.” — TNS

Sports should be part of every youngster's life, says DGP

Director General of Police, PAC, Sanjay Gunjiyal today said sports, which enhances one's mental and physical well-being and overall personality, should be a part of every youngster's life.

Gunjiyal said this while inaugurating the 13th Inter-Uttarakhand Police Inter-District Swimming and Cross Country Championship at Provincial Armed Constabulary Swimming Sports Complex here.

Commandant, 4th PAC unit, Arun Mohan Joshi said as a policeman's job required physical and mental agility, it was important that police personnel indulged in sporting activities. He said swimming was one of the best options to enhance these traits.

Joshi said sports imbibed qualities such as team spirit, determination and perseverance, which helped in the overall development of one's personality.

Indian Reserve Battalion Commandant Neeru Garg also talked about the positive impact of sports in one's life.

Meanwhile, various events under the categories of butterfly stroke, back stroke, breast stroke, free style, medley and relay were held in the competition, which will conclude tomorrow.

Inspector General of Police Ram Singh Meena, IRB Sub-Commandant Sarita Dobha, Superintendent of City Police Jagdish Bhandari and Commandant, Home Guard, Daya Krishan were among those present on the occasion.

UP police reaches Doon, fails to arrest Bijnor MLA

The Uttar Pradesh police had to return empty handed here today after it made an unsuccessful attempt to arrest Uttar Pradesh MLA Bhartendra Kumar, who is facing charges of giving inflammatory speeches at Mahapanchayat of farmers last week that allegedly triggered violence in Muzaffarnagar.

Bhartendra Kumar, BJP MLA from Bijnor city, who had been absconding since the communal violence that broke out in the Muzaffarnagar district of Uttar Pradesh, was found by Uttar Pradesh police 
at his house at Mussoorie Diversion Road today. But the police team had to return bare hand after failing to produce the arrest warrant.

Situation got tensed at his Rajpur Road residence this morning, when BJP Mussoorie MLA Ganesh Joshi and former assembly speaker and Cantt MLA Harbans Kapoor reached there and had heated arguments with the UP police team that was there to arrest Bhartendra Kumar.

Mussoorie MLA Ganesh Joshi said Bijnor MLA had come to Dehradun to see his ailing mother, who lives here and the team led by police inspector did not have any legal papers except copy of the FIR, for arresting Kumar.

While speaking to the mediapersons, Bhartendra Kumar blamed the UP government and the police of selectively arresting BJP MLA, and sending the police team to Dehradun in lookout for him without any arrest warrant. He also said the UP police did not have any evidence against him and was acting under pressure from Samajwadi Party leaders.

CO Mussoorie Jaya Baloni told the mediapersons, ” The UP police team did not have arrest warrant, without which they cannot arrest anybody from here.”

This morning, a team of five policemen led by Inspector Harpal Singh reached Dehradun for arresting the Bijnor MLA.

Eco-sensitive plan finalised for wildlife sanctuaries

The final notification for the Rajaji National Park has been issued. This was disclosed at a meeting of the State Wildlife Board held at the Secretariat here today. The meeting was presided over by Chief Minister Vjay Bahuguna.

An eco-sensitive plan for reserved places, including the Mussoorie Wildlife Sanctuary, Govind Wildlife Sanctuary, Valley of Flowers and Nanda Devi Biosphere Reserve, has been designed.

It was also decided to allow the construction work up to first floor in the areas around the Corbett Park, till an eco-sensitive zone is finalised.

Bahuguna directed the inclusion of two members from the State Wildlife Board in the Disaster Management Advisory Committee to observe and analyse the management and security works around rivers.

A decision has also been taken to rehabilitate Todia and Pandav villages under the CAMPA. A decision has also been taken to set up a committee to rehabilitate Sundarkhal.

A proposal to establish the Rajaji Tiger Conservation Foundation to ensure the participation and development of locals living near the proposed Rajaji Tiger Reserve was also made. An acceptance was provided to open an alternate route from the Corbett Tiger Reserve to Kotdwar.

It was also stressed to adopt scientific methods to identify man-eater leopards. It was decided to register NGOs working on the conservation of forest and wildlife to promote better coordination with them.

The CM ordered setting up of a timeframe to rehabilitate van Gujjars and also speed up the process of forming a special tiger protection force in Corbett Park.

He asked the Principal Secretary, Forest, S Ramaswamy, to provide minutes of the State Wildlife Board meeting held earlier and the agenda of next meeting before a week to members of the board.

Minister asks cops to take stringent measures to check crime

Uttarakhand Planning Minister and Dharampur MLA Dinesh Agarwal today convened a meeting of top police officials of the Garhwal region and asked them to take swift action against the deteriorating law and order. He said people's faith in the police and political leadership needed to be restored.

Presiding over the meeting at his Vidhan Sabha office today, Aggarwal said recent murders in Dehradun had raised a sense of insecurity among local residents. He said the police should undertake a through verification drive in settlements along rivers.

He said a large number of people with criminal antecedents had come to Dehradun eying real estate business, which needed to be checked.

Agarwal said cases of sale of banned substances like drugs in the vicinity of educational institutions had also come to notice. He said stringent measures should be undertaken to check the menace, which was ruining the lives of youth.

On incidents of communal violence in the neighbouring Uttar Pradesh, he asked the police to ensure that village committees were working round the clock to see that no one was fanning communalism in the state.

Madhav, Isha win debate competition

Madhav Bhardwaj and Isha Bahuguna of Wymberg Allen School were declared winners of the Hindi debate competition held under the aegis of Sadhbhavna Mussoorie at the MC office here today.

The participants debated on the topic "Political parties should be brought under the ambit of RTI".

Smita Kaintura and Sunil Kumar of Saraswati Shishu Mandir got the second position while Mansi Gautam and Kriti Agarwal were declared third in the competition.

Madhav Bahrdwaj stood first in the individual category. Raghav Bahuguna stood second in this category. Smita and Mansi Gautam jointly claimed the third position while Asha Rawat was declared fourth in this category. — OC

The Faculty of Law, ICFAI University, celebrated Freshers' Party, Grato-2013, to welcome its BBA, LL.B (Hons.) batch 2013-18 at the university campus on Friday evening.

The event commenced with the traditional lamp lighting ceremony by the Vice Chancellor, SC Deorani, Registrar, PK Dash, RC Ramola, Dean, FST, B. Kumar, Director, Faculty of Law.

SC Deorani, Vice Chancellor, in his address to the students said that the fresher's party is a platform where senior and new students come to know about each other. He emphasised the need for building an environment that promotes healthy competition and creates an opportunity for achieving academic excellence among the students.

Prof Kumar emphasised on the freshers to maintain discipline, honesty and hard labour so that they can prove themselves to be good citizens of India and understand the problem of society at large.
