Cancellation of Sonia’s visit: Hooda's second tactical victory over Birender Singh
Sirsa, August 22 According to political observers, preventing Sonia Gandhi's visit to Jind rally is Chief Minister Bhupinder Singh Hooda's second victory over his bête noire in two months -- the first being the Jat leader's last-minute exclusion from the Union Cabinet during expansion. Though the Hooda camp has always denied any role in Birender Singh's exclusion from the Union Cabinet and preventing UPA chairperson's visit to Jind also, developments of the past some weeks speak for themselves. Political observers feel that the senior Congress leader from Uchana has himself to blame for Sonia Gandhi's cancellation of her Jind visit even after accepting his invitation. Though officially, it is was said that Sonia Gandhi had to cancel her visit due to her preoccupations in Delhi in connection with former Prime Minister Rajiv Gandhi's birth anniversary, it is an open secret in political circles that the UPA Chairperson deliberately skipped the Jind rally. A member of the state executive of the Haryana Pradesh Congress Committee observed that had Birender Singh not issued one after the other controversial statements in the run-up to his rally, Sonia Gandhi would have kept her word and addressed the Jind rally on August 20. However, Birender Singh's "100-crore Rajya Sabha seat" remark first and continuous criticism of his own party's government in the state subsequently proved his undoing. Another senior Congress leader from Hisar observed that had Birender Singh refrained from raking any controversies during his state-wide tour to mobilise people for his rally, Sonia Gandhi's presence in his rally would have increased his stature further. He said with his allegations of skewed development and claims of change of guard in the state, the Rajya Sabha MP had allowed things to come to such a pass that the UPA Chairperson could have decided to visit Jind only at the expense of fanning factionalism in the state unit of the party. Birender Singh's camp, on the other hand, is drawing solace from the presence of several leaders like Digvijay Singh, Shakeel Ahmed, Kumari Selja and Shruti Choudhry in the rally. The Rajya Sabha MP's camp is also excited at Digvijay Singh's speech in the Jind rally. Digvijay Singh indirectly hinted at change of guard in the state in future. However, political observers in Haryana are not giving much weight to Digvijay Singh's statement in the rally. "In the Congress, what matters is that which comes from the first family (Sonia Gandhi). Further, it is customary for a leader going to a political rally to speak what people would like to listen," said a political observer.

Pitiable Bhiwani roads pose hardship for commuters
Bhiwani, August 22 Local residents complain that the repair work of roads was not being carried out despite the announcement by the Chief Minister during a rally in the town last year. A survey in the town revealed the pitiable condition of the roads that are in tatters. The circular road stretch of six kilometres, the Loharu road, Narnaul road, Tosham road and most of the roads and the street under the municipal council has been plagued with innumerable potholes. It takes a motorist almost five times longer than the normal time to travel across the city. A local civic issues activist, advocate Pawan Ansal, said local residents were fed up with the apathetic attitude of the authorities concerned that they have stopped complaining about the issue. “District officials, including the Deputy Commissioner, must have a first-hand experience of the issue. The Tosham MLA and Minister for Public Health Engineering, Excise and Taxation has been a frequent visitor to the area but the politico has also failed to check the issue,” he said. He said: “Chief Minister Bhupinder Singh Hooda announced a grant of Rs 10 crore to the municipal body for roads but the grant is yet to arrive and thus, no work has begun.” BJP MLA from Bhiwani Ghanshyam Dass while talking to The Tribune said the town had been treated in a
biased way in terms of publc infrastructure like roads. “I have taken up the issue with the government several times but every time I got a communication from the ministry concerned that there are no funds for the same. I listed the issue for raising in the Assembly but was not allowed to take up the same during the session. The condition of roads is beyond repairable and there is an urgent need to check the issue,” he said.

Nursing home to pay Rs 5 lakh relief for medical negligence
Ambala, August 22 However, the liability to implement the award in question shall be indemnified by New India Assurance Company being insurer of the nursing home, the forum observed in the order. According to the complainant, Satwinder Kaur, she was in a family way and was taking treatment from Guru Nanak Hospital, Rajpura, as the delivery of her infant was to take place there. She along with her aunt went to Ambala City's nursing home for an ultrasound on October 6, 2005. After conducting the ultrasound, the doctor at the nursing home, Dr Namrata, told her that the delivery case was normal, but the weight of the child was excessive and the delivery should take place within two hours; otherwise it would be fatal for both the mother and the child. Left with no other option, her husband admitted her in the nursing home the same day in the evening. Satwinder gave birth to a male child. After an hour, she started suffering from profuse bleeding. Her husband contacted the doctor on phone at her residence repeatedly but she did not turn up. In the meantime, the condition of Satwinder deteriorated and she became unconscious. One of the staff members of the nursing home advised him to take her to the Civil Hospital. When they reached the hospital, the doctor on duty declared her brought dead. A post-mortem was conducted in the Civil Hospital, Ambala City. Later inquiry with regard to the death of Satwinder Kaur conducted by the Civil Surgeon, Ambala, concluded that the cause of death of Satwinder Kaur was shock due to post-partum haemmorhage caused by retained placental tissue. The Civil Surgeon forwarded the report to the Superintendent of Police, Ambala, and an FIR was registered against Dr Namrata alleging medical negligence, carelessness and deficiency in rendering service. On the basis of this report, a case was registered against the doctor in the city police station. The husband of the deceased had filed a case in the consumer forum for compensation of Rs 17.50 lakh.

Karnal, August 22 These uprooted families were allotted land on lease for 20 years under the 'grow more food' programme of the government in 1952 and it was their hard work which they converted the thick forests into cultivable land but today, the government has become a part in their eviction that was unfortunate, he added. Nalvi said on one hand the state government was announcing several schemes for the landless and house less, but on the other it was uprooting the Sikh families who had been cultivating the land for six decades and questioned the moral right of the Central Government in raising the issue of Sikh farmers uprooted in Gujarat. The Congress government attacking Gujarat Chief Minister Narendra Modi on the issue should first assess the situation in Congress-ruled states and ensure that rights of Sikhs were protected there, he said. Pointing a finger at Chief Minister BS Hooda, Nalvi alleged that in the Vadra case the state government waived off the registration fees then why the state government could not allot land to these families and waive off their registration fee. “If Hooda is serious on the issue, he should introduce a bill in the Assembly for their rehabilitation and return the land to them. The responsibility of rehabilitating them was within the mandate and domain of the state and it should do the needful immediately. |

First academic session of state SRM varsity inaugurated
Sonepat, August 22 Addressing the inaugural function, Dr Pachamuthu said the university was a full fledged state university, established under the Haryana Private University Act 2006. "The management has made every effort to provide the best possible facilities of the air conditioned class rooms, indoor and out door sports, separate hostels for boys and girls and transportation with air conditioned buses," he added. He said the SRM had been in the field of education since 1959 and was running 20 prestigious institutions in the field of medical sciences, engineering, art and science management. “As many as 25 per cent seats will be reserved for the poor students of Haryana domicile,” he added. Ravi Pachamoothoo, Chancellor of the SRM University, Haryana, announced that 40 students were benefited with Haryana Domicile with 100 per cent, 50 per cent and 25 per cent fee concession. Apart from this, a “Chancellor Birthday” scholarship was also provided to six students. "The total amount toward the fee concession and scholarship is about Rs 25 lakh per annum," he added. Dr GJ Samathamam, Advisor, Department of Science and Technology of the Government of India, released the academic calendar and delivered orientation address and stressed for promoting research activities. Bank to open 100 more branches
Sirsa, August 22 S Vijay Kumar, Chief General Manager (Retail Banking) of the bank, announced this while addressing a customer-meet programme at Sirsa recently. Kumar said that the bank was making endeavours to making banking customer friendly and anyone aggrieved with any official of the bank could contact him of any other senior functionary of the bank through email or on telephone. The CGM (Retail Banking) said that the State Bank of Patiala plans to open 100 new branches of the bank in the country this year. The banks, whose branches are largely concentrated in the region, already has 1,126 branches - nearly 500 in Punjab, 208 in Haryana and 108 in Himachal Pradesh. S Vijay Kumar said the bank crossed a business of Rs 1.63 lakh crore in the year ending March 2013 and despite economic slowdown, the State Bank of Patiala expected to add business of additional Rs 15 to 16 thousand crore this year.

Expand clientele base of bank, GGB staff told
Rewari, August 22 In his maiden initiative, the new GGB chief directed the staff to bring more and more women in the savings network of the bank and to give attention to the formation of self-help groups, kisan clubs and provision of training to unemployed youth for occupational engagement through the Rural Self Employment Training Institute (RSETI) and Syndicate Bank’s Institute of Rural Development (SIRD). He said the GGB, which owned a network of 231 branches in seven districts of Rewari, Mahendragarh, Gurgaon, Mewat, Palwal, Faridabad and Sonepat and which at present possess a total business of Rs 7,451 crore, comprising deposits of Rs 4,847 crore and advances of Rs 2,604 crore, was catering to the banking needs of about two million customers mostly living in about 2,000 villages. He further said the bank, with its priority sector advances of Rs 2,154 crore, in pursuance of its commitment for social and economic uplift of the rural poor, had achieved a high-level target of 82.71 per cent against the stipulated level of 60 per cent. It had the privilege of starting an ATM, Kisan RuPay card and RuPay Debit Card facilities as well. Besides, it had also successfully implemented the Central Government’s guidelines regarding the Direct Benefit Transfer and the Financial Inclusion Plan for the welfare of weaker sections of society, Madhu added.

Traffic signals on Ambala-Hisar road not functional
Ambala, August 22 Around three years back, the latest traffic-signal system was installed on the polytechnic roundabout, Arya Chowk and Kalka Chowk at a cost of around Rs 20 lakh to make the movement of traffic smooth. The signals started giving trouble after a few months and later became non-functional. The municipal council complained to the contractor concerned repeatedly and the manufacturer but nobody took care of the problem. Three schools and a polytechnic institution are located on this road where thousands of students and others cross the road every day. A few months back, a police constable was run over by a speedy bus on the polytechnic chowk. The then chairman of the municipal council, Harish Sasan, said the council had floated tenders for the installation of traffic signals and high mast signals and the work was allotted to the lowest tender bidder. It was the responsibility of the contractor to repair the traffic signals. He said the traffic signals should be repaired soon. When contacted, newly elected Mayor of the Ambala Municipal Corporation, Ramesh Mal, said that he would look into the matter and ask municipal officials to make every effort to repair the traffic signals immediately. Meanwhile, the BJP and the INLD leaders have demanded a probe into the matter so that facts could be ascertained. They alleged that substandard traffic signals were installed on the road.

Court's decision in favour of children's park cheers residents
Sonepat, August 22 On January 13, 2008, some people damaged the boundary wall of the disputed land, claiming that they were the legal owners of the land. In support of their claim, they held that they had purchased the land from Kham Chand Batra and his daughter who had purchased the land from the Custodian in 1970. However, the attempt to take over possession of the land was opposed by the residents claiming that the land was earmarked for the children's park. The residents led by Rajiv Jain organised a protest against this attempt and handed over a memorandum to the then Deputy Commissioner demanding an inquiry into the incident. The Deputy Commissioner handed over the inquiry to the then Additional Deputy Commissioner, MS Maan, whose inquiry report established that the land was meant for the children's park as the Sonepat municipality had constructed a water tank and boundary wall of the land. The municipality had also spent money on the maintenance of the park at the disputed site. Meantime, a civil case was also filed in the court for a decision over the ownership of the land. From documentary evidence, it was established that the sale of the disputed land was cancelled by the Custodian Authorities in 1973 on technical grounds. In his decision, the Additional Civil Judge, Senior Division, Hem Raj Verma, dismissed the claim of Atul Kumar of Delhi, Vinod Kumar of Hemnagar, Sonepat, Dharma Pal of Nandwani Nagar and three others on the disputed land.

State to cultivate crops on pattern of Israel
Sirsa, August 22 Agriculture Minister Paramvir Singh said the Micro Irrigation Systems have received an overwhelming response and is very popular among farmers. A target has been fixed to cover additional 90,000 hectares of land in the state under the Micro Irrigation during the 12th Five Year Plan. He said up to last year, about 32,000 hectares of land had been covered under the Drip Irrigation System. The state government is providing subsidy up to 85 per cent to the farmers for Drip Irrigation, he added. He said Micro Irrigation was being extensively promoted in the state for ensuring water conservation and to increase production of crops through latest techniques of irrigation. He said more than 50 per cent water is saved with the use of latest techniques of irrigation. During the last year, as many as 317 ponds have been constructed in the state at a cost of Rs 9.89 crore and during the tenure of present state government, 2,816 ponds had so far been constructed in the state at a cost of Rs 117 crore, he added. Paramvir Singh said the department is providing 100 per cent subsidy to farmers for the construction of ponds. He said the farmers could construct both small and large ponds and for this a subsidy ranging from Rs 15 lakh to Rs 50 lakh was provided by the government. He said besides providing arrangement of Micro Irrigation in all the Centre of Excellence for fruits and vegetables set up by the state government, the same has also been made in the poly houses. "The arrangement of the Drip Irrigation System has been made for all type of plants in the Centre of Excellence for fruits set up at Mangiana village in district Sirsa," Paramvir Singh added. He said the centre besides being a Centre of Excellence for fruits is also a model of Micro Irrigation. The centre has been set up at a cost of Rs 9.70 crore and the farmers have been visiting the centre to acquaint themselves with the benefits of the Drip Irrigation System, along with the cultivation of fruits.

Children suffer due to malnutrition in state
Sirsa, August 22 Dr Rajeshwari, Associate Professor, Department of Geography, Kurukshetra University, Kurukshetra, has just returned after participating in the 17th IUAES. The world Congress has drawn scholars from 60 countries who debated the research papers under 275 panels on the theme of Evolving Humanity, Emerging World. Dr Rajeshwari presented her research paper on the topic "Determinants of Infants and Child Health and Nutrition in Haryana, India" to highlight the factors affecting health and nutrition in developing countries. It is intriguing that children in Haryana suffer due to malnutrition despite the fact that it is a food surplus state of India. The Infant Mortality Rate in the state (50 per thousand live births) is almost 10 times more than Kerala, which has much lower per capita income. Generally low income, poverty, food insecurity, unemployment, standards of living, poor access to health care facilities and illiteracy are considered as key factors causing poor child health. But all these factors are not the determinants of child health in the economically developed state of Haryana, she said. About 50 per cent children in the state continue to be malnourished. The household-level data used in the study revealed that lack of awareness, poor living and sanitation conditions and social, economic and health status of women are mainly responsible for poor nutrition and health among children of Haryana, said Dr Rajeshwari. —TNS

Kurukshetra, August 22 While addressing the valedictory function, Ambala Division Commissioner Mrs Neelam P Kasni called upon the voluntary organisations and the NGOs to render their important contribution to the social welfare schemes and nation building activities. She laid stress on adopting less costlier games so that the Indian traditional games which were vanishing with the passage of time, could be saved. Sonepat, August 22 Other office-bearers of the managing committee who were elected in today's tri-annual election included Ravi Paruthi as senior-vice president, Sanjay Sehra as vice-president, Manohar Kumar as general secretary, Rajesh Rehlan as treasurer, Madan Lal as secretary and Ashok Taneja as the joint secretary. Dr Paruthi, who has been holding the post of the chairman of the society since 2000, remained as the general secretary from 1988 to 1999. The society, dedicated to girls' education runs a degree college, college of education, institute of management and technology, college of pharmacy and senior secondary school in the name of Geeta Vidya Mandir as well as a charitable hospital.

Hooda said in the last eight years, a number of educational institutions including a Women's University at Khanpur, a Central University in District Mahendergarh, Animal Sciences University at Hisar and University of Health Sciences at Rohtak, had been set up in Haryana. "Rajiv Gandhi Education City has been set up in Sonipat itself, where world class institutions of higher education will have their campuses," he said. "With the completion of the construction of ongoing institutes of higher learning, Haryana will become an education hub in the near future," he added. Hooda commended the efforts being made by OP Jindal Global University in making strides in higher education. He called upon the graduating students of the university to harness new ideas and innovations for the betterment of society and the nation. Presiding over the convocation, Justice Arjan K Sikri of the Supreme Court of India, emphasised on the need for raising the quality of higher education and legal education, which are critical for the future of india. He asked the students to have confidence in their potential and should charter their own course and destiny. Governor of Nagaland Dr Ashwani Kumar, congratulated the graduate students and asked them never to compromise on quality. Laying foundation to empower community
Gurgaon, August 22 It has implemented a cluster village development programme in 10 villages of Gurgaon in sync with the priority areas identified in the 12th Five-Year Plan. Under this programme, regular health camps are organised in these villages. Medicines required by the patients are provided at subsidised rates. It also takes care of garbage collection and its suitable disposal along with fumigation and anti-larval spray. It has also undertaken the work of cleaning up the streets, repairing roads, building community toilets. "DLF Foundation was established as a charitable organisation under the direct patronage of DLF group chairman KP Singh with a view to providing structure and focus to the company's social initiatives," said Lt Gen (retd) Rajender Singh, the CEO of the foundation. He said an scholarship programme for the underprivileged meritorious students had also been launched by the foundation. This covers school scholarship (Classes I to XII), undergraduate scholarship (Engineering, IT, MBBS, Fine Arts and Sports) and Postgraduate Scholarship (MBA/equivalent). "The foundation identifies and supports meritorious students from Class VI and continues to support them through a variety of handholding programmes till they complete their schooling (Class XII) and are able to secure admission in professional colleges and other institutions of higher learning," he explained. It has signed MoUs with a few private schools in Gurgaon and partnered with nearly 20 colleges as well as management institutes in Haryana, Delhi and UP to kick-start the scholarship drive, he said. The foundation head said they were also running a skill-development programme, under which the unemployed youth were provided an opportunity to acquire the skill-sets in order to get gainful employment.
