Haryana villagers spend most on education, says study
Gurgaon, August 1 "While Odisha has ranked lowest with average rural household monthly expenditure on education worth just about Rs 52," said a study titled "Evolution of Indian Rural Markets: During 2004-05 to 2009-10," conducted by the Associated Chambers of Commerce and Industry of India
(ASSOCHAM). "Although we have made great strides in improving India's education scenario, much ground still needs to be covered as our education system is still plagued by low enrolment rates, lower attendance and retention rates, high teacher absenteeism, irregular classes, poor teaching standards and other related issues," said DS Rawat, secretary-general of ASSOCHAM, while releasing the study's findings today.
According to the survey conducted by the ASSOCHAM Research Bureau, Gujarat has clocked a massive growth rate of about 126 per cent in rural household monthly expenditure on education across states during the aforesaid
period. Punjab, though ranked second with about Rs 305 worth of average rural household monthly expenditure on education, has shown just about 10 per cent growth
rate. Jammu and Kashmir, Kerala and Himachal Pradesh are the other states where the rural households spend more on education as compared to
others. Average monthly household expenditure on education is low in Madhya Pradesh, Bihar, Karnataka and
Assam. The study findings on the household monthly expenditure on education during the five years to 2009-10 point out that Andhra Pradesh, Rajasthan, Uttar Pradesh and Kerala have registered a high growth rate ranging between 52-93 per
cent. Household expenditure on education in rural areas increased at a rate between 17-23 per cent in Assam, Haryana, MP and Odisha during the five years after 2004-05, highlighted the ASSOCHAM
study. "There is no dearth of world-class higher-education institutions in urban centres but the need of the hour is to improve both the primary and the higher education scenario in the rural sector," remarks the study.

Dabwali to have railway overbridge on national highway
Dabwali (Sirsa), August 1 The Railway Overbridge (ROB) over the railway crossing on the Bhathinda-Suratgarh Railway line on National Highway No.10 in Dabwali,district Sirsa will now be constructed by National Highway Authority of India
(NHAI). The Union Ministry of Road Transport and Highways has already sanctioned a sum of Rs 47.22 crore for the
project. Dr KV Singh, Officer on Special Duty (Media) with Haryana Chief Minister Bhupinder Singh Hooda, recently said that earlier this ROB was to be constructed by the Haryana Public Works (Building and Roads) Department.
The four-laning of Hisar to Dabwali section of NH-10 is to be executed on Build Operate and Transfer (BOT) basis through the NHAI and the above ROB is a part of this project.
Now, it has been decided to take up the ROB work separately, keeping in view the anticipated delay in implementation of the four- laning
project. As a major part of the project is with the NHAI, it has been decided to assign the work of ROB also to the NHAI, he added. He said that on the proposal of Public Works (Building and Roads) Department of the state, the Ministry of Railways had already approved the drawing of the project, added Dr KV Singh, who contested the last Assembly election from
Dabwali. Dr KV Singh thanked Hooda and Sirsa MP Ashok Tanwar, who, he said, took special interest in early sanction of the
project. He said as many as 32 ROBs and Railway Underbridges (RUBs) had been constructed by the Haryana Government between March 2005 and June 2013 at a cost of about Rs 697 crore, of which 30 ROBs and RUBs had been constructed by the Public Works (Building and Roads) Department, whereas two ROBs had been constructed by the Haryana Urban Development Authority (HUDA). He said construction work on 37 ROBs and RUBs was in progress at a cost of Rs 1,294 crore.

Sirsa, August 1 Though, the senior Jat leader, who lost his last Assembly election from his traditional Uchana Assembly seat in Jind by a margin of 621 votes to Om Prakash Chauatala, has now backtracked, his statement has given the Indian National Lok Dal as well as the Bhartiya Janata Party an issue to criticise the Congress. A former minister and Chief Minister Bhupinder Singh Hooda’s known rival within the Congress, Birender Singh is now busy in damage-control exercise by claiming that whatever appeared in the electronic media was an entirely wrong version of what he said and was out of context. Known for his impetuous remarks, Birender Singh would often tell people during private meetings that he was never afraid to call a spade a spade. At times, his statements have harmed his political career, too, but the Rajya Sabha MP, it seems, has developed a penchant to rake up new controversies by his impulsive remarks. In 2007, when Birender Singh was in charge of Rajasthan affairs in the AICC, he was reported in the media to have remarked, “I have not come here to cut grass. I will distribute the ticket among the aspirants.” Later, he was replaced as in charge of Rajasthan affairs. In 2010, the former minister, a grandson of Haryana’s peasant leader Sir Chhottu Ram, was elected to the Rajya Sabha and made AICC general secretary in charge for Himachal, Uttrakhand and Delhi. The Congress voted BJP governments out of power in Himachal and Uttarakhand in the elections held there in 2012. In the last expansion of the Union Cabinet, Birender Singh, according to his own claims before the media, was to be included as Union Railway Minister. However, when the swearing-in ceremonies took place, the Haryana Jat leader’s name was nowhere to be found. “I was about to score a goal when the referee blew the whistle,” Birender Singh was reported to have remarked on his missing the bus in the Cabinet expansion. Birender Singh has now announced to hold a rally at Jind on August 20 and on the same day, the Haryana Government has announced to launch the Food Security Bill in the state to coincide with the birth anniversary of former Prime Minister Rajiv Gandhi. He has announced that Sonia Gandhi has accepted his invitation to address “In the next match (Assembly election), I will play as an opener,” Birender Singh has been telling people during his mass mobilisation tour, in an obvious hint of his goal for the Chief Minister’s post. On another occasion, he said that though he was not a Chief Minister today, he had made several Chief Ministers by using his power in the AICC. “The way nepotism is prevalent in the state, it appears that in the next elections, 20 to 25 seats will be occupied by kin of the Chief Minister and other ministers,” he is reported to have quipped on another occasion. On another occasion, Birender Singh is reported to have said, “There is no other leader bigger than me in the Congress.” In fact, no one has any doubt that Birender Singh is one of the tallest leaders in the Haryana Congress today. He has been to the state Assembly on five occasions -- 1977, 1982, 1991, 1996 and 2005. For three terms (1982-84, 1991-92 and 2005-2009), Singh was a Cabinet He was elected as Member of Parliament (1984-89) and served on the Estimates Committee (1985-87), Consultative Committee for the Ministry of Defence (1987-89) and Consultative Committee for the Ministry of Energy (1987-91). Going by his seniority, Birender Singh could have scaled greater heights in his political career, but statements like “Rs 100-crore Rajya Sabha seat” have been his undoing. |

Exclusive breastfeeding in first hour of birth Sushil Manav Tribune News Service
Sirsa/Fatehabad, August 1 These facts came to light when Dr Rakesh Gupta, Mission Director of the National Rural Health Mission (NRHM), interacted with civil surgeons across the state through videoconferencing for the Breastfeeding Week that has now begun from today. According to an evaluation conducted by the School of Public Health, Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh, the rate of exclusive breastfeeding in the first hour of birth is 68.3 per cent in Haryana. Rewari is leading with 97.4 per cent followed by Sirsa district with 92.3 per cent and Panchkula with 89.9 per cent at the second and the third place, respectively. He said other districts were Ambala 78.1 per cent, Bhiwani 64.4 per cent, Faridabad 84.4 per cent, Fatehabad 37.9 per cent, Gurgaon 41.8 per cent, Hisar 63.6 per cent, Jhajjar 76.7 per cent, Jind 85.4 per cent, Kaithal 60.4 per cent, Karnal 34.1 per cent, Kurukshetra 75.3 per cent, Mahendragarh 77.7 per cent, Mewat 75 per cent, Palwal 85.2 per cent, Panipat 42.3 per cent, Rohtak 87.1 per cent, Sonepat 62.8 per cent and Yamunanagar 23.2 per cent. As far as the rate of early initiation of breastfeeding is concerned, it is 54.5 per cent in the state.In case of districts, Palwal is leading with 87.7 per cent followed by Kurukshetra with 74.4 per cent and Sirsa with 72.8 per cent at the second and the third place, respectively. The other districts were Ambala 67 per cent, Bhiwani 44.2 per cent, Faridabad 61.2 per cent, Fatehabad 28.8 per cent, Gurgaon 50.9 per cent, Hisar 47.2 per cent, Jhajjar 56.0 per cent, Jind 65.6 per cent, Kaithal 64.3 per cent, Karnal 55.0 per cent, Mahendragarh 57.6 per cent, Mewat 27.5 per cent, Panchkula 50.5 per cent, Panipat 47.3 per cent, Rewari 57.1 per cent, Rohtak 71.9 per cent, Sonepat 23.5 per cent and Yamunanagar 30.8 per cent. With a view to making people aware about breastfeeding of children up to six months after birth, the Breastfeeding Week is being observed in Haryana from August 1 to 7, 2013, with the theme of ‘Breastfeeding Support-Close to Mothers’. Dr Rakesh Gupta said the objective of the week was to draw attention of all concerned to the importance of close support in the community and one-to-one counselling in helping mothers to establish and maintain optimal feeding practices of children. The Health Department was also making the community aware about exclusive breastfeeding practice. Dr Gupta stressed that the department would have to bring breastfeeding support close to mothers and thereby increase the breastfeeding rate. One-day workshop at the district level and orientation of all Auxiliary Nurse Midwives (ANMs) and anganwari workers on the issue at the block level in collaboration with the Women and Child Development Department would be organised. Activities like slogan writing, poster-making competition for ANMs and anganwari workers would be conducted during the breastfeeding week. Best Medical Officers, ANM, ASHA and anganwari worker would be awarded for best practices of breastfeeding. |

Ignorance ‘causes breast cancer’ among women
Sonepat, August 1 University’s Registrar Asha Kadyan inaugurated the workshop and director of the Rani Breast Cancer Trust, Delhi, Bittu Sandhu was the keynote
speaker. In her inaugural address, Prof Kadyan said: "Breast cancer among women is increasing rapidly in the country due to the change in
lifestyle." “It can be avoided with correct information and awareness,” she said and added that in the country women had greatly been affected with this disease due to
signorance. She stressed that timely detection and treatment could help save women from the
same. Bittu Sandhu explained about the symptoms and stages of breast cancer. She described the prevention and treatment methods of breast cancer in detail and said it could infect women of any age. NSS volunteers could play a significant role in educating women, particularly in rural areas, about the preventive measures against the disease, she exhorted.

Childhood obesity on the rise
Rohtak, August 1 "At least 10 to 15 children who were either overweight or had a tendency to develop obesity at a young age report at the clinic," said Dr Sameer Agarwal, a senior physician at the PGIMS clinic here. He said while such children (up to the age of 16 years) earlier visited the Medicine OPD of the PGIMS once in a while, now it appeared that the problem had taken a new turn with the number of patients swelling to dozens each fortnight or so. He added that the authorities here had decided to start a special clinic which was now available especially for children. At least four days had been fixed in a week to provide consultation and treatment to obese children.
Dr Agarwal said the problem was mainly due to rapid changes in the lifestyle of children and their parents. He said lack of physical activity and inadequate interest in outdoor games was compounding the problem. Both the parents and the schools must ensure that sports becomes a compulsory activity as body, under the process of growth, could become an easy victim of overweight. "If left unaddressed, it could result in serious disorders, including hypertension, diabetes, asthma, sleep apnea and even heart attack in young age," he said, adding that the problem gets reflected in several ways.
Experts say while children with BMI (body mass index) equal to or exceeding the gender-specific 95th percentile are defined obese, those with BMI equal to or exceeding the 85th (but below 95th percentiles) are defined overweight and are at risk for obesity-related complications. Studies have shown that the prevalence of overweight among adolescents varies between 10 and 30 percent . Various tests, including the cholesterol test, blood sugar test (fasting blood glucose) and other blood tests, to check for hormone imbalances were available at the PGIMS clinic, it is added.

Osteoarthritis is curable, says researcher
Sonepat, August 1 Dr Bhatia is the only scientist from Haryana to get this coveted Better Opportunity for Young Scientists in Chosen Areas of Science and Technology
(BOYSCAST) fellowship from the Government of India to pursue research at the Biomedical Department, Florida International University, USA, last year on knee osteoarthritis patients. He was leading a team of 15 scientists during this research. He was provided Rs 20 lakh for the purpose.
During his research, Dr Bhatia found out that the disease was more prevalent in women as they needed to perform more tasks and were not able to take good care of their well being. Moreover, it was alarming to find that this disease was being increasingly found in youngsters due to their fast-paced life, stressful working conditions and lifestyle disorders.
Talking to The Tribune, he said, "There is also a false notion among people that daily activities should be decreased to avoid pain or further harm to the joint, but that does not solve the problem. It only enhances it further." Those with osteoarthritis problem should try to avoid loading their affected limb and be more careful while performing daily chores,
he added. He opined that when the pain became unbearable, surgery was the only option which many people avoided especially the older ones. In initial stages, the disease could be cured to some extent by medicines and physio therapy exercises, he said and added that this area was still being explored.

Sirsa, August 1 GL Singal, state Drug Controller-cum-Joint Commissioner in the FDA, said the President, Jan Sewak Club, Sirsa, Satbir Satta, had registered a complaint in the office of Senior Drugs Control Officer, Hisar, in this regard. Satta had alleged that in violation of orders of the Punjab and Haryana High Court passed in 2010 for banning the sale of bottled nail polish removers, these were being sold with impunity. He said during the raid by Naripen Goyal, Senior Drug Control Officer, Hisar, bottled nail polish remover was found stocked and exhibited for sale in Chhotu Di Hatti shop. Singal said seized nail polish remover would be produced before Judicial Magistrate, Sirsa, for obtaining custody orders of seized drugs under the Drugs and Cosmetics Act, 1940, and further action under Section 26-A of the Act would be taken after completing the investigation. Following orders of the court, the Union Ministry of Health and Family Welfare has banned bottled nail polish remover in public interest. Bottled nail polish remover was banned on a report submitted by a Task Force, constituted to regulate and control sale of correction fluids and thinners, which were widely misused by children as intoxicating substances, Singal added. He said this was the first case in Haryana, where bottled nail polish remover had been recovered from a shop after it was banned. |

quintal. A spokesman of the university said that seeds of different kharif crops, including moong, arhar, bajra and guar, were being sold by the university. Make tree plantation a people's movement, says Jakhu
Panipat, August 1 Jahku urged the officials to motivate citizens to plant "triveni" (Bargad, Neem and Peepal) and involve schools, ITIs, corporate sector, RWA Club, societies, Yuvak and Mahila mandals and voluntary organisation in tree plantation drive.
He also asked the officials to identify places for plantation and ensure survival of
plants. A number of schemes have been formulated under the National Forestry programme, including adoption of trees by people. A scheme to replace paddy by poplar trees is also being implemented in
Haryana. Jakhu asked the Deputy Commissioners to prepare reports for developing eco-tourism spots for picnic and send the same to the forest department for
approval. Rohtak DC Dr Amit Aggarwal said proposals for plantations on 87 acres of land have been received from the panchayats and an additional 82 acres of land has been identified for raising
plantations. Karnal DC Vikas Yadav suggested that 10 lakh saplings can be planted along the 20-25 km long Yamuna river.

Employing IT, Haryana Police to go high-tech
Hisar, August 1 Addressing a press conference at the Press Club office here recently, the IGP, who is the Nodal Officer of the Haryana Police IT Network, said Haryana Police data-base centres had been established in Chandigarh which would be linked up soon with the national police data-base centre in Delhi.
It would create better co-ordination between the states and the Centre and would help the police in tracing criminals, he said.
The IGP said the state government had already approved a Regional Forensic Laboratory for five districts of Hisar range and the police control rooms would be equipped with the latest technology gadgets, adding that it would help the police in speedy investigation as now forensic teams have to be called from Madhuban at Karnal resulting in delay in investigation.
He said around 27,000 cops had been imparted computer training in the state who would monitor the control rooms. The state government had given Rs 53 crore to improve the IT network of the police.
When asked about the police failure in checking incidents of chain snatching in the city, the IGP expressed concern and stated that there seemed to be a gang of drug addicts which was indulging in such a crime.
“The police has been investigating the cases and also drawn a list of suspects who are being traced and interrogated,” he said.

Kurukshetra, August 1 The students visited places like Kessel Mall, Easy Day and Vishal Mega Mart as they were working for a project on ‘Latest trends in managing sales”. They interacted with the working staff to learn how principles of management are applied at this level.
The girls tried to learn the techniques of packing, items display, marketing, billing and staffing. The latest techniques of managing sales with bar-coding attracted the attention of the girls more. The queries of the students were answered by the officials concerned while the concept of large-scale retailing was explained to the students by the persons managing sales at these commercial
ventures. They also tried to understand and equip themselves with managerial skills under the guidance of Nidhi Maini, commerce teacher of the school.
The school Principal, Meenakshi Chhabra, said the programme was organised as a part of the policy of the institution to create holistic development of students by giving vocational training to them during the regular course of study.

Ambala, August 1 The students of the school had expressed their desire to meet Milkha Singh after they were shown the movie, "Bhag Milkha Bhag" in a theatre at Ambala City.
While addressing the students, Milkha Singh said the children were the future citizens of the country. He said all the students had hidden talent and it was the duty of their parents and teachers to promote this talent. He said careers could be built through sports and schools should involve the students in various games.

Award scheme for girl students
Chandigarh, August 1 A spokesperson of the Haryana Women and Child Development Department said the awards would be given to six girls from each block who would bag the first, second and third positions in matriculation and senior secondary examinations conducted by the Board of School Education, Haryana, in the rural areas of the
state. He said that prize money of Rs 2,000, Rs 1,500 and Rs 1,000 would be given to the girls obtaining first, second and third positions, respectively, in the matriculation examination. The award money of Rs 3,000, Rs 2,500 and Rs 2,000 would be given to girls winning the first three positions, respectively, in secondary examination, he added.

Rs 329 crore approved for building 8,799 houses
Chandigarh, August
1 While stating this here yesterday, an official spokesman said the Housing Board, Haryana, has already called for registration of 10,215 eligible applicants as part of an ambitious project of construction of 50,000 houses in the urban areas. The Housing Board of Haryana intends to spend more than Rs 1000 crore on the construction of these
houses. He said 50,000 houses would be constructed by the Housing Board Haryana, 50,000 houses by the Urban Local Bodies Department and 50,000 houses by the Town and Country Planning Department through private developers. Thus, in total 1,50,000 houses would be constructed for the Economically Weaker Sections and for Low-Income Group persons in Haryana during the current and the next years. The average cost per house would be Rs 4.40 lakh per unit consisting of two rooms, a kitchenette and a toilet with a covered area of 300 sq ft over a plot area of 60 square yard. The land on which these houses would be constructed was highly subsidised. This land had been provided by private developers to the Housing Board, Haryana, at a nominal cost of Rs 500 per square yard.

Ambala, August 1 The road has been in bad shape from over a decade. The people had also demanded many times from the government to repair it, but no action had been taken, except false assurances. The local residents held a meeting recently at the Defence colony, Ambala Cantt, and raised the issue to repair the road.
Local MLA and BJP leader of opposition in Haryana assembly and legislator Ambala Cantt, Anil Vij, also presided over the meeting. The residents said the road links Ambala City, Ambala Cantt and Naraingarh residents. Anil Vij said he had raised the issue many times at the government platform as well as assembly, but the government had been ignoring the public
demand. "The government has failed to solve the common man issues," the MLA
sadded. The BJP leader also announced to offer money from his MLA fund.
