INLD seeks White Paper on discretionary grants
Gurgaon, June 27 In a statement issued here yesterday, INLD vice-president Anant Ram Tanwar has maintained that not only state minister Sukhbir Kataria, but Chief Minister Hooda and his other Cabinet colleagues were also indulging in distributing lavish grants to their near and dear ones from their discretionary funds. He said the Chief Minister and his Cabinet colleagues had no authority to oblige their aides by mercilessly squandering
public money. Local INLD leader Gopi Chand Gehlot has sought a high-level probe into the matter, asserting that it should also be ascertained whether the MLAs and ministers were extending grants to certain persons and organisations and taking back a major amount of these grants from the
backdoor. Pointing out that lavish grants had been given to certain non-deserving persons and dubious organisations, the INLD leaders have demanded a thorough probe into the issue. |

Sirsa, June 27 SDM Sant Lal Pachar deputed by the Deputy Commissioner J Ganesan presided over the meeting. It was decided to send some immediate relief fund, including cash, ration and some other relief material to Uttarakhand. Congress leader Gobind Kanda, a younger brother of former minister Gopal Kanda, contributed Rs 2.5 lakh for the relief fund. Among others, the Amarnath Sewa Samiti contributed Rs 1.51 lakh, the president of the Sirsa Education Society, Arvind Bansal, and the president of the Retired Police Personnel Association, Sukhwinder Singh, contributed Rs 1 lakh each and the Sagara Welfare Club, Kalawali and the Maruti Bhandara Sangh contributed Rs 51,000 each. The president of the Grain Market Arhtiya Association, Surinder Minchanabadi, announced 100 quintal wheat flour for the relief fund. Surinder Bhatia, Dr RS Sangwan, Rajesh Phutela, Sirsa Club, Bunti Dumra, Haryana Punjabi Manch also made contributions. “We will send the relief funds to Uttarakhand very soon,” said Surinder Bhatia, who was nominated president of the relief committee. He said an advance team has already left with some cash and medicines. Earlier, Dera Sacha Sauda had sent trucks of animal fodder to Uttarakhand. A spokesperson of the Dera Sacha Sauda said the dera had sent animal fodder after a request from Uttarakhand in this regard. |
HYC sends 27 trucks of relief material to Uttarakhand
Sirsa, June 27 Haryana MP from Rohtak Deepender Singh Hooda had a look at the relief material in New Delhi before it was sent to Uttarakhand. Relief material includes different items of necessity like atta, rice, bread, biscuits, medicines, clothes, blankets etc, said Amit Sihag, president of the Haryana Youth Congress. Deepender complimented the Haryana Youth Congress for the commendable work done by it. "This is humanitarian work. Your efforts are an example for others," he added. Deepender said the Haryana Chief Minister had already announced to rebuild at least 25 villages of Uttarakhand devastated in flood. Haryana Youth Congress volunteers would also go and work in these villages. The Haryana Youth Congress would
also adopt some villages for development. The President of the Haryana Youth Congress, Amit Sihag, said that one team of the Haryana Youth Congress volunteers had already been sent to Uttarakhand, which included about 20 volunteers. Two more teams would also be sent in a couple
of days. In addition to providing relief material to the flood-affected people, workers would also help in
meeting other needs of the villages. A large number of Haryana Youth Congress workers were present

Protection of Children from Sexual Offences
Chandigarh, June 27 While stating this here recently, an official spokesman said emergency medical care would be rendered in such a manner as to protect the privacy of the child, and in the presence of parent or guardian or any other person in whom the child has trust and confidence. No medical practitioner, hospital or other medical facility centre, who is rendering emergency medical care to a child, will demand any legal or magisterial requisition or other documentation as a
pre-requisite to rendering such care. He said a registered medical practitioner would attend to a child for treatment for cuts, bruises and other injuries including genital injuries. The emergency medical care would be provided for treatment for exposure to Sexually Transmitted Diseases (STDs) including prophylaxis for identified STDs. It would also include treatment for exposure to Human Immunodeficiency Virus (HIV) including
prophylaxis for HIV after necessary consultation with infectious disease experts. He said possible pregnancy and emergency
contraceptives should be discussed with the pubertal child and her parent or any other in whom the child trust and wherever
necessary, a referral or consultation for mental or psychological health or other counseling should be made. "Any forensic evidence collected in course of rendering emergency medical care must be collected in accordance with Section 27 of the Act," the spokesman added. If the Special Juvenile Police Unit (SJPU) or the local police received any information under Section (1) of Section 19 of the Act from any person including the child, the SJPU or local police would forthwith disclose to the person making the report, the details like his name and designation, address and telephone number and name, designation and contact details of the officer who supervised the officer receiving the information. If SJPU and local police receive information about any such offences, then the child must get an urgent medical care and protection as soon as possible and not later than 24 hours of receiving such information. They should arrange to take child to the nearest hospital or medical care facility centre for emergency medical care. If an offence has been committed under Sections 3,5,7 or 9 of the Act, the victim shall be referred to emergency medical care. The emergency medical care should be rendered as to protect the privacy of child and in the presence of parent or guardian or any other person in whom the child has trust and confidence. Every report recorded under this Act should be ascribed an entry number and recorded in writing and should be entered in a book to be kept by police unit. Provisions of interpreters, translators and special educators should also be made in cases where contents are being recorded in the
language not understood by the child. If a support person had been provided to the child, the SJPU or local police would, within 24 hours of making such assignment, inform the special court in writing. |
Pre-monsoon rains
Chandigarh, June 27 While stating this here yesterday, Director-General, Health Services, Dr NK Arora, said they had also been directed to ensure the supply of all essential medicines, including anti-snake venom.They have also been asked to be in touch with Deputy Commissioners to tackle any emergent situation and co-ordinate with the directorate regarding any problem related to flood and send a
daily report. Dr Arora said till date there was no outbreak reported in the affected areas although there was an increase in the cases of diarrhoea, boils, conjunctivitis and other skin-related problems. There are chances of outbreaks in the coming days as the water will start receding and there will be stagnant water. But the department is all geared up to monitor and control the outbreak of any disease. He said the civil surgeons were in touch with the Public Health Department to ensure supply of safe drinking water. They had been allowed to use the funds from the ‘user charges’ in case of any emergency related to floods. During the rainy season, contamination of drinking water increases manifold and the risk of impending outbreak of water-borne diseases like diarrhoea, dysentery, gastroenteritis, cholera, jaundice and enteric fever were expected to spread primarily by contamination of drinking water with sewage due to leakage in drinking water supply pipes, contamination with rainy water or insanitary water handling within the domestic
environment. He said Yamunanagar, Karnal, Panipat and Palwal districts were mainly affected by floods. He said out of 45 villages affected in Yamunanagar, water had receded in 43 villages. Similarly, 30 villages were affected in Karnal and out of these water had started receding and 20 villages were affected in Panipat where water had receded as there was no rain in the past few days. At the state level, Dr Bimla Anand, Deputy Director (9988770502) and Dr Aparajita Ravi Sondh (8288021859) are monitoring the flood under the supervision of Dr Satish Agarwal (8288021987) and at district headquarters with the Deputy Civil Surgeon as the Nodal Officer. |
4 lakh poor SC, BC, BPL families allotted 100 sq yard plots
Chandigarh, June 27 This has been done under the state government’s ambitious “Mahatma Gandhi Garmin Basti Yojana” which aims at enabling the poor SC/BC and BPL families to have a roof over their heads. The yojana was launched on October 2, 2008, to commemorate the birth anniversary of the Father of the Nation, Mahatma Gandhi. The state government has spent Rs 149 crore on implementation of the scheme so far, Rs 121 crore on creating the infrastructure and Rs 28 crore on payment of compensation to panchayats whose land has been untilsed for carving out the plots. These families, dotting the length and breadth of Haryana, were allotted plots between October, 2008 and April, 2013, free of cost. Out of the beneficiaries, more than 3.63 lakh families have already taken possession of the plots, and gift deeds have been executed in favour of about 3.6 lakh eligible
families. The plots have been carved out of the panchayat lands wherever suitable shamilat land was available. In those villages did not have suitable panchayat land, plots have been carved out after making land available either by way of exchange or by acquisition. Besides the residential plots, such basic infrastructure facilities as pucca streets are also being provided, official sources said. Not that the panchayats parting with land are not being compensated. The state government has decided that Rs 10,000 per acre per year will be paid as annuity to those gram panchayats whose land is utilized for the purpose of allotment of residential plots. As many as 6.07 lakh eligible families were listed after scrutiny of the applications received by village level committees on 31.10.2008. Out of these, 3.25 lakh were SCs families, 1.57 lakh BC (A) and 1.25 lakh BPL. According to the data received from DCs , there were 5,58,427 eligible families. The cut in the count is attributed to the complaints about wrong allotment to ineligible persons, and subsequent deletion of their names. DHBVN facilitates online payment of bills
Hisar, June 27 The Director, DHBVN, VK Chaudhary, said this facility is presently available to the electricity consumers belonging to 13 computerised sub divisions in Faridabad, Gurgaon and Hisar towns. With the extension of the facility to all sub divisions, the consumers need not to go to the offices of the Dakshin Haryana Bijli Vitran Nigam for payment of electricity bills, but, they will be able to pay their bills at any time without any hassle from home through internet. The facility is available through DHBVN’s web site www.dhbvn.com. "The facility of online payment of electricity bills in 13 operation sub-divisions of the DHBVN in Gurgaon, Faridabad and Hisar is getting popular among consumers. About 12,000 consumers took the benefit of the facility and paid an amount of Rs 5.45 crore in May," added Chaudhary. Chaudhary said depending upon the choice of the bank, the website redirects them to the concerned bank website for completing the transaction (debiting from the consumers’ account and crediting into the DHBVN’s account). However, the bank’s site will ask for user ID and password. Murthal varsity don selected for research fellowship in US
Sonepat, June
27 The fellowship had been introduced by the UGC in the name of the great Indian physicist and Nobel Laureate, Sir CV Raman, and it was named as Raman fellowship. Singh will be joining the post-doctoral fellowship in July 2013 in Michigan State University (MSU), US, with Dr Pawel Danielewicz, Professor of Physics, National Superconducting Cyclotron Laboratory, Department of Physics and Astronomy, in Michigan State University. Singh did his PhD from Kurukshetra University, Kurukshetra, in Theoretical Nuclear Physics under the esteemed supervision of Dr Rajesh Kharab. He joined Deenbandhu Chhotu Ram University as an Assistant Professor in 2010. He had published more than 20 research publications in reputed international and national journals. Singh is the only one from Haryana to get research fellowship in physics. "The UGC has commenced a post-doctoral research programme to develop international relations in the field of science and technology between the US and India. The objective of this fellowship is to provide young Indian researchers opportunities to have international collaborative research, training in advanced techniques and technologies in emerging fields," Dr Praddep Singh said. |
National Science Olympiad winner felicitated

27 The Science Olympiad Foundation (SOF) organised its 16th International Award ceremony in New Delhi to felicitate the international winning students, teachers and principals of Olympiad exams for the academic year 2012-13. The ceremony commenced with the lighting of the lamp by the chief guest, a former Chief Justice of India, RC Lohati.The guests of honour, Prof YS Rajan, distinguished Professor, ISRO, and Chairman, Charlie Walker, were present. The state topper, State Rank 1 from Hisar, who received a medal, a memento and a certificate of excellence was Naveen Singhal (Class X) of OP Jindal Modern School in National Science Olympiad. The British Council and BBC Knowledge associated with SOF for the Olympiads, said a spokesperson of the National Science Olympiad. During the function, awards were given to the top three international-rank holders from Classes one to XII for the four Olympiad exams conducted by SOF. Winners from Classes VII to XII won Rs 50,000 each, the rank two holders won Rs 25,000 each and rank three holders won Rs 10,000, whereas winners from Classes one to VI were awarded I-Pads. In addition, attractive gifts were given to all winners. The top 10 principals and top 40 teachers whose students put up an excellent performance were also felicitated with cash awards, mementos and citations. Justice Lahoti met the students who won prizes and received certificates in the final stage of the subject Olympiads. Justice Lahoti and Professor Rajan gave away valuable gifts and financial awards to the attendees, expressing gratitude for their work. In their speech, the guests stressed that the most important resource the nation had was its intellectual potential, which was not only inexhaustible, but would multiply and obtain new qualities in case of proper use, adding that it was also among the most reliable guarantees for dynamic economic development. 50 seats for BSc (Hons) agri course; 4,455 appear for exam
Hisar, June 27 The test was held at 12 centres in Hisar which included nine on the main campus and three in different schools. In the examination, nearly 4,455 candidates had appeared for 50 seats in the course. The Vice-Chancellor, Dr KS Khokhar took round of the examination centres. He also reviewed the arrangements. Registrar, Dr SS Dahiya also accompanied him. Due to the tight security arrangements put in place by the varsity administration, the examination was concluded smoothly at all the centres. According to the registrar, no case of use of unfair means and impersonation was detected at any of the centres. He said to check impersonators, special staff was deployed, which minutely verified identity of each candidate in the examination centres. Besides, each candidate was also photographed and thumb impressions were taken to further rule out possibility of impersonation. |

BJP to begin door-to-door campaign on July 1
Faridabad, June 27 The campaign will simultaneously propagate the achievements of the NDA government at the Centre. The party will take on the Congress government in Haryana for lack of development in Faridabad. The campaign is a part of the state-wide programme of the party. The campaign will be launched in all the districts of the state. The Faridabad BJP president, Ajay Gaur, said the party would tell the masses about the poor performance of the Union and the state governments. According to him, advertising material have already been provided in abundance to the district units of the party by the BJP state headquarters. He said the party leaders had been assigned areas with regard to the campaign. The advertising material of the BJP includes a comparative analysis of the performance of UPA-I and II with the the six-year NDA rule under Atal Behari Vajpayee. The campaign will stress on the control of prices during the NDA regime in spite of moratorium on financial aid by international bodies. The party will also pick holes in the policies of the Haryana Government and will highlight the "selective approach" of the government towards the districts with regard development projects. |

Sirsa residents depend on water supplied by tankers
Sirsa, June 27 "The water tankers have been purchased for Rs 17.60 lakh," said Tanwar. These are being sent to Matana, Bhuna, Bhattu, Gorakhpur, Ahrewan, Dangra and Jamalpur Shekhan villages of Fatehabad. In Sirsa district, the water tankers were sent to Begu, Natar, Nathusari Kalan, Talwara Khurd, Ludesar, Kheowali, Rori, Kalanwali villages, Ward 14 of Dabwali town and Ward 22 of Sirsa town. The drinking water tanks were also provided to villagers of Dhamtan Sahib and Dhanauri village of Jind that forms a part of the Sirsa parliamentary constituency. Water scarcity becomes acute in several localities of Sirsa town and some villages of Sirsa and Fatehabad during the summer season. Residents of these areas have to depend on water supplied through water tankers. The problem of water supply is acute in villages located on Rajasthan border as these have to purchase water for their daily needs as well. Ironically, residents of some villages in Chopta block of Sirsa bring water from the neighbouring Rajasthan villages, according to the assertion of the villagers. |

64 students get placement in two-day mega job fair
Kurukshetra, June 27 As many as 400 students from diploma, BTech Mechanical and Electrical attended the job fair in which three companies participated. The companies were Warm Gears Limited and Warm Forging Private Limited, Ghaziabad, Precision Product Limited and Jupiter Illumination Limited. While addressing students, the TERII adviser, Prof MP Gupta, promised that he would ensure that these placement opportunities were provided to them from time to time. Aspiring students of diploma/degree courses from all over Haryana participated in the job fair, he added. Jupiter Illumination Limited of Delhi selected 10 students, Ghaziabad Precision Product Limited selected four students as well as Warm Gears Limited and Warm Forging Private Limited selected 60 students for their Bhiwadi plant in Rajasthan after a technical and general round of interview and group discussion. Sonepat, June 27 Financial Commissioner and Principal Secretary of the Industrial Training Department of Haryana RP Chandra distributed prizes among the winners in a state-level function held at Hisar recently. The Director of the department RC Verma presided over the function. Similarly, Sonepat ITI’s NCC cadet Chander Kant has been named as the best cadet of the ITIs and five other students of this ITI have been declared the best students of the ITIs in their trades in the state. They included Naresh Kumar in electronics trade, Pradeep Kumar in machinist, Anil Kumar in plastic processing, Ravinder Kumar in foundry-man trade, and Amit Kumar in book- binding trade. Sirsa, June 27 The Senior Superintendent of Police, Saurabh Singh, was the chief guest of the evening. Hundreds of music lovers enjoyed the musical evening organised by the Riyaz president, Raj Verma, and the noted musician, Tulsi Anupam. Aprajita, a radio jockey in the local FM Radio did the compeering of the programme. The programme began with an observation of two minute silence in the memory of the victims killed in Uttrakhand flash floods. Man held with 900 gm charas
Kaithal, June 27 The accused was
produced in a local court and sent to the judicial custody. A police party on a tip off had stopped him near the new bus stand recently. He was searched in the presence of DSP Surinder Singh Bhoria. During the search 900 gm charas, which he intended to supply to his local contacts, was recovered. The accused has been booked under the NDPS Act. In another case, the police recovered a .315 bore pistol and four live cartridges from Ram Dia, a resident of Kakot village in the district. The accused was nabbed by a CIA police party, led by ASI Randhir Singh in Titram village. He has been booked under the Arms Act and sent to the judicial
custody. |
