Gurgaon admn swoops down on hookah bars
Sunit Dhawan/TNS

Gurgaon, June 24
Ban orders by the district administration notwithstanding, hookah bars continue to thrive in the district with impunity.
Following complaints of several hookah bars being operational despite the ban imposed on these, a raid was conducted on the premises of hookah bars mentioned in the complaints and reports.

On directions of District Magistrate PC Meena, a team comprising Senior Drugs Control Officer (Gurgaon zone), Lalit Goel, Drugs Control Officer (Gurgaon), Pooja Chaudhary and Drugs Control Officer (Rewari) Amandeep Chauhan raided several hookah bars here recently.

The team raided Purple Bar & Hookah Lounge and Staying Alive Restaurant-cum-Bar in DLF Mega Mall, Addiction Restaurant-cum-Bar and Empire Restaurant-cum-Bar in MGF Metropolitan Mall on MG Road.

During the raid, it was found that hookah was being served at Empire Restaurant-cum-Bar. The team found three open boxes and two packs of flavoured tobacco.

The raiding team informed the police authorities, following which police officials were sent to the bar. An FIR was subsequently lodged against the bar management under Section 188 of the IPC.

The hookah bars have been banned under Section 144 of the CrPC in the district. The persons found violating the ban orders are booked under Section 188 of the IPC.

Raids on the other hookah bars, however, revealed that Purple Bar & Hookah Lounge in DLF Mega Mall had been lying closed for about one year.

The team members directed the police officials to keep a watch on Staying Alive Restaurant-cum-Bar in the same mall and gave a clean-chit to Addiction Restaurant & Bar in MGF Metropolitan Mall.

The District Magistrate has reaffirmed that no hookah bar would be allowed to be operated in the district as flavoured tobacco served in the hookahs was injurious to health of the people, especially the youth.

He also appealed to the people to inform the district administration whenever they see a hookah bar operating in their proximity. Strict action will be taken against such operators, maintained Meena.

Yamunanagar, June 24
The ancient Buddist heritage sites in the state are left in a dilapidated condition. No efforts had been taken in order to maintain these archeological sites. These sites are left untouched in order to restore its original outlook.

As per the information gathered under the RTI, it had been revealed that the Haryana State Archaeological Department, had not spent even a single penny either to maintain or restore these sites. These sites hold historical and religious value for the practioners of Buddhism in India and even abroad.

President of the Buddhist Forum, Sidhartha Gauri, said the concerned authorities were of a view that the site was well maintained. But, the sites were in a shambles." As per the recorded history, Buddha made his sojourn in Haryana around 2,500 years ago.

Gauri said the monuments on the top of the sites were being lost day-by-day. Pilferage at the sites had almost left it bereft of the ancient bricks and artifacts like coins, beads, idols and terracotta.

Convener of the INTACH’s Yamaunagar chapter, Major RS Bhatti, said, "There was no fencing around the ancient site, leaving it vulnerable to plundering by the locals. A proper security was also missing."

Gauri said the only ancient stupa, now left in north India, was built by Emperor Ashoka in Chaneti village, Jagadhari, was not renovated properly.

"The forum had sent a letter to the Director General of the Archeological Survey of India (ASI), to bring to their notice the violation of the norms in renovating the Chenati Stupa, but failed to invoke any response from the officials," he added.

The district also has another 2,000 years-old site in Adi Badri, which was under jurisdiction of ASI, Chandigarh circle. Gauri said no security had been provided at this site as well. The site was under total isolation and the terracotta idol of Buddha was in a poor condition.

Another ancient mound which was called Jarsandh Ka Tila, in Sandhya village, Yamuanagar, was under constant threat from encroachers and local farmers. The site had not been taken over neither by the Haryana Archeological Department nor the ASI.

Gauri said the forum had been repeatedly taking up these matter with the concerned authorities but of no avail.

Jhajjar, June 24
Having established two mega power units at Jharli village here to cope with power shortage, the state government is now mulling over to set up a police university in Matanhale village of this historical district to facilitate special training and research for bringing significant reforms in the performance and training programmes of the Haryana Police.

Additional Chief Secretary (Home), Haryana, Sameer Mathur, and Director-General of Police (DGP), Haryana, SN Vashisth along with other prominent officials visited Matanhale village recently to explore the possibility of establishing the first police university of the state here.

During their visit, the ACS and the DGP also held a meeting with Jhajjar district administrative officials at PWD rest house here and discussed vital aspects of the project. They also inspected the proposed site for the university and issued some directives to the administrative officials in this regard.

Earlier, the district administrative officials led by Deputy Commissioner (DC) Ajit Balaji Joshi apprised both the ACS and the DGP of the preparation being made for the purpose. The officials also interacted with villagers during their visit.

Later, the Jhajjar DC, Ajit Balaji Joshi, said the university would be established in 300 acres on the Dadri-Matanhale road here and added that preparation had already been initiated in this regard.

“The ACS and the DGP had come here to inspect the proposed land and the preparation besides discussing some significant features of this mega proposal. They also received information about the map and other facts provided by the Revenue Department in connection with the land,” said Joshi, adding that the top officials had also shared some important points with the local authorities regarding the groundwork for the university.

The DC said Chief Minister Bhupinder Singh Hooda had announced to set up a major police institute at Matanhale village during a public meeting at the village last year. Thereafter, the Home and Police departments, Haryana, worked on the announcement and gave their green signal to establish a police university at Matanhale village, he added.

Meanwhile, Member of Parliament (MP) Deepender Hooda said the police university would turn out to be helpful in carrying out modern research in police affairs besides bringing a noteworthy improvement in training programmes of the Haryana Police. Besides Haryana, its nearby states would also be able to benefit from the university, he added.

The MP said the state government was committed to the overall growth of Haryana and the police university would be another milestone in the development of the state.

Fatehabad, June 24
After completing the first phase of sterilisation of stray dogs with the co-operation of Maneka Gandhi's foundation, People for Animals (PFA), authorities in Fatehabad have now abandoned their plan to rid villages inhabited by black bucks and deer to save them from the menace of canines.

During the first phase of the drive carried out in March, veterinary experts from the PFA and the Humane Society International (HSI) had sterilised nearly 500 dogs against a target of around 2,000 dogs.

The authorities had decided to resume the drive again after some time, but now, the campaign stands abandoned.

"During the first phase, we had conducted sterilisation surgeries, performed vaccination and done de-worming on about 500 stray dogs captured from villages. There is no immediate plan to resume the drive," confirmed Deputy Director, Animal Husbandry, in Fatehabad, Dr Kanshi Ram.

He said his department did not have the provision of funds to carry out the drive. After reports of killing of black bucks by stray dogs in Bishnoi-dominated villages of Fatehabad, animal activist Maneka Gandhi had contacted the local authorities to express her concern. Later, on Gandhi's invitation, the then Deputy Commissioner, ML Kaushik, had sent officers of the Wildlife, Forest and Animal Husbandry departments to Delhi, where they had a meeting with the animal activists of her NGO.

Thereafter, a plan was made to launch a drive to sterilise 2,000 stray dogs out of the 15,000-odd dog population of the district. Veterinarians, dogcatchers and other experts of the PFA and the HSI arrived in Fatehabad in the month of March and conducted surgeries on nearly 500 dogs.

Meanwhile, the state government had also announced a plan to sterilise stray dogs throughout the state, but that, too, has not moved any further. The government had announced in April this year that under the scheme, Society for Stray Canine Birth Control would be registered under the Societies Registration Act. However, no progress has been made so far.
