Congress in poll mode in Haryana
Sirsa, July 15 Two major announcements Hooda made in his speech at Sirsa were electricity connections to all dhanis (hamlets) in Haryana free of cost and 2.5 kg daal (pulse) per month at a price of Rs 20 per kg to all families living below poverty line (BPL) in the state. The decision to provide electricity connections to dhanis will benefit 45,700 hamlets in Haryana and nearly 5,500 in Sirsa alone. The other scheme, which the government has named as “Daal Roti” scheme will benefit 12.84 lakh BPL families, both covered in the Union as well as the state governments' list. Earlier, for a connection in dhanis, 50 per cent cost of the total expenditure was deposited by the consumer, which had recently been reduced to five per cent. Now dhanis people will not have to deposit any amount for an electricity connection. A special design transformer will be installed for providing electricity to dhanis on the rural domestic pattern, Hooda said in his announcement. While the “Daal Roti” scheme was announced in the Sirsa meeting, only a day earlier, the Chief Minister had announced to launch the ambitious Food Security Bill of the UPA government from August 20 -- the birth anniversary of former Prime Minister Rajiv Gandhi -- a day earlier. “As general secretary in charge of the AICC for Haryana, I was there at the meeting of Congress chief ministers chaired by UPA chairperson Sonia Gandhi on Saturday, which all but Uttrakhand Chief Minister Vijay Bahuguna attended. When Sonia Gandhi asked her chief ministers as to when they planned to launch Food Security Bill in their respective states, Hooda was the first to offer to launch this scheme in Haryana from Rajiv Gandhi’s birth anniversary,” said Shakeel Ahmed in his speech during the meeting. Under the scheme, the government will provide rice, wheat and cereals (read bajra) for Rs 3, Rs 2 and Rs 1 per kg to nearly 60 per cent of Haryana’s population. Hooda also reminded people that his government had already made several announcements and provided several reliefs to common people ever since he came to power in 2005. “The present government has waived pending electricity bills, abolished black laws of cooperative banks to arrest farmers for non-payment of loan amount, slashed the rate of cooperative loans from 11 per cent to seven and then four per cent in case of short- term loan, implemented scholarship scheme, free plots
measuring 100 square meters to poor,” Hooda said. He also said that during the tenure of Om Prakash
Chautala, the old-age pension was merely Rs 200 per month, which has been raised to Rs 500 and Rs 700 per month. “Give me an opportunity, I will enhance it further,” Hooda concluded, leaving no one in doubt that the Congress in Haryana has switched over to poll mode.

Bhiwani, July 15 Choudhry was addressing a gathering after inaugurating the Government Veterinary Hospital building at Bopada village in Tosham recently. She also announced to approve Rs 22 lakh for the construction of streets in the village and Rs 77 lakh for ensuring proper supply of drinking water. Choudhry was welcomed by Youth Congress workers lead by Subhash Bapoda on her arrival. She said it was the dream of former Chief Minister Bansi Lal and former minister Surender Singh to ensure the all-round development of the Tosham area. She said she was working with dedication to realise their dreams. With the inclusion of the Bhiwani-Mahendragarh in the National Capital Region (NCR), new opportunities of development would emerge. Also, new avenues of employment would be opened for youth, she added. Choudhry said she was making concerted efforts to get canal water to the sand mounds of the Tosham area and would continue these efforts in the future also. She said she had already put forth the demand regarding adequate irrigation water before the state government. Taking a dig at leaders trying to take credit for Bhiwani and Mahindergarh’s inclusion in the NCR, the minister said in real sense, a leader was the one who raise voice in the interest of people of his area and also redress their grievances. She said she was well aware of issues of her area and assured that continuous efforts were being made to redress them. She added that projects like new water works in villages, boosting stations, pavement of streets, sports stadiums were also being implemented. The minister also distributed cheques of incentive amount among cattle rearers on the occasion. The newly elected sarpanch of the village Sunil Valmiki announced to join Congress in her presence. Later, she listened to grievances of residents of Jhanvri, Lakshmanpura, Aalampur, Kharkadi, Makhvaan, Saral, Dhani Saral, Bidola and Badawala villages. |

No-trust move: Gurgaon admn gives more time to ZP chief
Gurgaon, July 15 According to an official statement issued here yesterday, District Development and Panchayat Officer (DDPO) Alka Chaudhary said the ZP members desirous of bringing the no-confidence motion had been called to the Deputy Commissioner’s office on July 29 to present their case. The rebel group has the support of seven out of 10 ZP members, which is the minimum quorum 2/3
majority required to oust the chairperson. Hence, while the anti-chairperson group is bound to keep all seven members intact, the chairperson camp is just required to rope in just one of the rivals to defeat the no-trust move. In the given circumstances, dilly-dallying on the part of the district administration in holding a meeting of the parishad sparked speculations that the local authorities were giving time to the ZP chairperson to manage things. First, the district authorities did not respond to the ZP members’ demand for a meeting to present the no-confidence motion for more than a fortnight. Then, they fixed the meeting two weeks later, apparently to favour the ZP chief. The timing of the release of the official statement in this regard is also curious. The statement was released after the dissenting councillors announced their plan to launch an agitation against the district administration in case the meeting was not fixed within a week at a press conference. The members led by ZP vice-chairman Bijender Singh Zaildar said they had decided to bring a no-confidence motion against Yadav due to her autocratic functioning, discrimination in development works and unequal distribution
of grants. Barely a few hours after the press conference, the DDPO’s two-sentence statement was emailed to local journalists, despite the fact that it was a Sunday. Moreover, according to informed sources, the meeting was first being fixed for July 19, but was eventually kept for July 29, thus giving more time to the ZP chairperson. Meanwhile, rumours regarding one of the Zila Parishad members having crossed over to the chairperson’s side were already afloat in the city.

This year, only nine applicants from across the country could qualify out of hundreds who applied for FLTA,” said Prof Brajesh Sawhney, Fulbright Campus representative, KU, and a Fulbright alumnus. “Under this programme, competitively selected American citizens become eligible for scholarships to study, conduct research or exercise their talents abroad and citizens of other countries qualify to do the same in the USA. It is one of the most prestigious award programmes worldwide, operating in over 155 countries. India has strong alumni of 15,000 students, scholars, artists, teachers and administrators.” said Professor Sawhney. “The Department of English at KU has the unique distinction of producing five FLTA holders till date. Incidentally, all of them are girls. All these students got the opportunity not only to teach Hindi to American students but also to audit courses in the American history, culture, civilization, literature and linguistics. They have also audited courses in the area of their research on the USA campus by registering with the world renowned faculty,” said Prof Sunita Siroha, Chairperson, Department of English, KU.

Archaeological Dept to get possession of heritage building
Karnal, July 15 The building was put to various purposes over a period of time, but was lying in utter state of neglect after the office of District Public Relations was shifted from here few years ago. A public Interest litigation (PIL) was filed by Freedom Fighters Successors Organisation, Karnal, seeking restoration of the ancient monument, Victoria Memorial Hall in Karnal, built in 1906. The Punjab and Haryana High Court has directed the state government to start its restoration work within three months. The directions were issued by a division bench consisting of Chief Justice Sanjay Kishan Kaul
and Justice Augustine George Masih. The government in its reply said the heritage building had been declared a "Protected monument" and its renovation and conservation would be entrusted to Archeological department. The petitioner organisation had contended that Victoria Memorial Hall which was constructed in 1906, to perpetuate the memory of Queen Victoria and now known as Gandhi Memorial Hall should be handed over to the department of archaeology and ancient remains for preservation, repair and refurbishing as the condition of the memorial hall was deteriorating. The court was informed that the hall was located in a busy populated area and the growth of grass bushes around the building, speak volumes about the neglect of the building and apprehended that the district administration was keen to demolish the building for constructing a shopping mall in its place. The hall is a unique combination of three architectural features - Indian, Islamic and European. It can serve as a cultural resource centre. "As the building is decaying with each passing day, the important artifacts are being removed for preservation by various museums," the petitioner said adding that the place around the memorial hall had been encroached from all sides. The Victoria Memorial Hall was designed by Lala Bhik Chand, Sub-Divisional Officer, Public Works Department, at a cost of about Rs 35,000 at that time. It was built on Nazul land, the site of the old cart-stand, which was transferred to the District Board in1902.

Accident victims must get immediate medical aid: Govt
Chandigarh, July 15 The police personnel present on the spot or on reaching the spot will be responsible for immediate transportation of victims of accidents without causing any delay on account of unnecessary formalities. Similarly, the persons present on the spot of accident should also help out in the transportation of victims of accidents for immediate medical aid to the nearest hospitals without hesitation. The police personnel will not subject the helping person to un-required enquiries. The police personnel will not harass the persons, who help in transporting the roadside victims to the hospitals in any manner. All measures will be adopted for providing medical aid immediately at the nearest hospital without causing delay so as to save precious lives and limbs of the victims. These guidelines have been issued for providing timely medical aid to roadside accident victims and also to ensure that persons who help in transporting such victims are not subjected to unnecessary inconvenience under the grab of investigation.

Hooda reviews progress of development projects in Sirsa
Sirsa, July 15 The meeting was organised to review the progress of development works announced by Hooda in his earlier rallies in Sirsa - Badhte Kadam Rally in Sirsa town, a rally organised by former minister Ranjit Singh at Rania and another organised at Ellenabad after a bypoll there in 2010. While reviewing schemes of irrigation, public health engineering and the Public Works Department, the Chief Minister directed the officers to construct a road near Mallewala at Ghaggar Bridge. He also instructed that repair work of minors should be completed at the earliest. It was informed at the meeting that repair work of such 29 minors had already been completed and 97 minors were to be completed. The officers apprised the Chief Minister that the matter of effluent water from the Punjab side in the Ghaggar river was already taken up with the Punjab Government. It was also informed that laying of Astroturf in Jeewan Nagar would be started shortly. Similarly, the process to set up an Industrial Training Institute at Rania would soon be taken up. At the meeting, Deputy Commissioner J Ganeshan presented a cheque of Rs 25.40 lakh for Chief Minister’s relief fund for the Uttarakhand disaster. This amount had been donated by various social organisations and government employees.

Dhanpat Singh said because of its proximity to Sonepat and better connectivity, IIIT at Kilorad would become easily accessible for the students from Delhi and other areas of the state. The first academic session of the institute would start from next academic year.

Saraswati river to regain its lost glory
Kurukshetra, July 15 They demanded restoration of Saraswati Virasat site, where a statue of Godess Saraswati was installed with the efforts of the then Deputy Commissioner TVSN Prasad. The site was developed as a tourist spot. But, the place was with the passage of time, the local residents polluted the site and the Saraswati statue was also stolen. Kirmach said the then Union Tourism Minister Jagmohan intended to bring Kurukshetra on the tourist world map, but the Congress party was creating hurdles to achieve the goal. He demanded that the Saraswati River should be restored so that its lost glory could be regained.

Nominations for state awards to teachers invited
Chandigarh, July 15 Detailing about eligibility, Bhukkal said the categories of teachers eligible for nominations would be primary teachers who were teaching up to Class V and secondary teachers who were teaching Classes VI to XII. She said teachers with at least 15 years of regular class teaching experience and headmasters or principals with 20 years of regular teaching experience as on December 31, 2012, would be eligible for sending nominations. She said for teachers engaged in inclusive education, the regular classroom teaching experience would be reduced from 15 years to 10 years of regular service and in case of headmasters and principals from 20 years to 15 years.

Gang of criminals held in Rewari
Rewari, July 15 The members of the gang were nabbed by the police when they were planning to nudge in looting in a locality here recently. The police seized two pistols, two live cartridges and a car from their possession. They were produced before the Magistrate here on Sunday who remanded them to police custody for two days. SP Pankaj Nain said they had committed murder, abduction and other heinous crimes in various parts of Rewari, Gurgaon and Jhajjar district in the past few months.

Forest Dept to plant three crore saplings
Hisar, July 15 While stating this at a press conference recently, Forest Department Additional Chief Secretary Ramender Jakhu said the forest department would assist panchayats and the organisations who would carry out a plantation drive. He said the area under forest had shrieked due to widening of roads, doubling of rail routes, urbanisation and other development activities. "To compensate this, the department has prepared an action plan under which "Van Chetna Yatra" would be flagged off from Chandigarh on July 22 to sensitise people about the significance of forests. The yatra will cover every district. It will also aware people through street plays and other mediums of publicity," he added. Jakhu stressed that the message of "Ek Vriksh Lagaye Zindagi Bachaye" should reach every household. |
