Congress councillors miffed at delay in convening meetings
Dehradun June 9 A few councillors admitted that they were seriously toying with the idea. They alleged that Mayor Vinod Chamoli misused this privilege and kept postponing the meetings. They said according to the Municipal Corporation Act it was necessary to convene a meeting of the working committee every month and a board meeting every two months. But in the last five years, the Mayor held these meeting only once in a year, that too after great amount of pressure and persuasion by them. Most of the councillors are miffed at the Mayor for not convening these meetings in the first week of June. There does not seem any possibility of the meetings being held in the near future either as the Mayor has not announced any date for these till date. More than 40 councillors, who have been elected for the first time in the DMC, are clueless about how to get their works done without the sanction of budget. Usha, councillor from DL Road, said, “People approach me for the repair of roads in their locality, which I had also promised during my election campaign. But no meeting of the working committee has been convened till now. If the meeting is not held, the budget allocated to each councillor will also not be released. Neither estimates will be prepared nor work orders will be placed. Until all these formalities proceed in succession, I have no idea how I can start delivering on promises so that people don’t feel cheated. Ajay Singhal, councilor from Jhanda Mohalla, who was elected for the third time, said, “Seasoned councillors like me have got development funds sanctioned not only from the DMC but also from the Mussoorie Dehradun Development Authority and the PWD last year. The funds are now being used to carry forward the ongoing development projects. New councillors have to start afresh and depend on the clearance of proposals in the working committee and board meeting of the DMC first and approach the MDDA and the PWD simultaneously.” Singhal contended that if funds were sanctioned in time following the meetings, the councillors would get busy with their works. Pointing towards empty councillors’ room, he said they were no longer coming to the DMC as they had neither funds nor any work to do. The Congress councillors were annoyed that the Mayor had a habit of arm-twisting them by deliberately delaying these important meetings. Besides, he had also been using his right under the MC Act to clear files pertaining to the sanction of funds for development projects even without holding these meetings in some particular cases. This way, they felt, he had been exploiting these privilege. They felt that this time, in the beginning of the new DMC board itself, they wanted to get rid of this galling problem. The Mayor, while laughing away the matter, said the councillors, especially the first-timers, were naturally getting excited about development projects in their respective wards. He reasoned that they had ample time of five years and hence there was no need for them to worry about funds. He assured them of convening the meetings soon. |

Control of UKD office: Doon admn asks Aeri, Panwar to approach court
Dehradun June 9 Both Aeri and Panwar have been claiming their party factions to be the real UKD. Panwar and his supporters are demanding the expulsion of Aeri and his supporters from the UKD premises ever since the latter was elected the president of the party by his supporters and disgruntled elements at the party convention held on April 20. Panwar’s camp had raked up the issue, held violent protests and threatened the district administration of deterioration in the law and order situation. Rawat had owing to tension given June 7 as the date for deciding on the matter. He said, “Both factions of the UKD are calling themselves the real party. It has become difficult for the district administration to decide on the issue. The situation, which had become violent last month and forced the administration to think of imposing Section 145 and seal the UKD premises, no longer existed.” Rawat said if any party member or group deliberately attempted to spoil law and order and perpetrate violence, the district administration would take legal action against them. He suggested to the parties to approach the District and Sessions Court instead to resolve the issue. The decision shows that the district administration has clearly avoided taking side and left the factions to take a legal recourse to resolve the issue. The administration decision is a big jolt to Panwar, who is fast losing friends even in other factions of the party. His supporter Promila Rawat said, she was disappointed with Rawat’s decision. She argued that they could not enter the party office anymore as Aeri’s supporters had taken control of the place. Panwar said he would contact the Election Commission of India to decide the matter. He added he was the real and recognized president of the UKD and hence he had the right to run the office from the party premises. Panwar contended he had expelled Aeri and his supporters from the party and hence they should be removed from the party office. Aeri said, “I have no qualms over Panwar and his supporters visiting the party office. There is no question of the party premises getting sealed just because some people purposely create a nasty situation to perpetuate a consequence.” |
