Encroachments removed from footpaths in Paltan Bazaar
Dehradun June 6 They began the campaign in Paltan Bazar and covered the entire market area up to Lakhi Bagh. The DMC team was led by Additional Mukhya Nagar Adhikari Harshvardhan Mishra while Additional District Magistrate Harak Singh Rawat joined from district administration. Circle Officer Harish Chand Sati came with a large police force to carry out the drive. It was found that the shopkeepers had not only encroached upon the footpaths but also made additional constructions, such as stairs, on them. When the team began dismantling these structures, some shopkeepers vehemently protested. But they had to quieten when the police intervened. After clearing the footpaths, when the teams came back to check, they found that the vendors and hawkers had returned to footpaths and begun selling their goods once again. The shopkeepers too had displayed goods outside the shops. This time, the teams confiscated the items of vendors as well as of shopkeepers. The miffed Mukhya Nagar Adhikari of the DMC, Ashok Kumar, said the DMC alone was not responsible for checking the encroachment on footpath. The Nainital High Court has also entrusted the task to the District Magistrate and the SSP to ensure that footpaths remain free of encroachments. Harak Singh Rawat said they would carry out the campaign on Saharanpur

Doon Hospital still using outdated Elisa test
Dehradun, June 6 NAT PCR is regarded as the most accurate test to identify HIV infection and is more dependable than the Elisa and rapid test kit methods in which HIV may remain undetected for a prolonged window period. In Uttarakhand, though the HIV infection rate through blood transfusion is around one per cent but as voluntary donations is one of the ways through which the blood bank keeps it’s blood supply replinshed, there is a need to move to the NAT PCR method. “The window period for HIV non-detection is 89 days in rapid test kits, and 21 days in the Elisa method. In the case of NAT PCR, the window period is only seven days. In several places, the rapid rapid test method has been completely abolished as it had the highest margin of error,” said Dr S.K Nautiyal, senior pathologist at Doon Hospital. Studies undertaken by the Indian Council of Medical Resesarch (ICMR) too have shown that the NAT PCR method can detect one HIV positive case in every 1,500 blood samples tested negative in the Elisa method. The NAT is considered to be one of the most modern equipments. It can also detect HIV in its window period, say experts. They say that in the now-prevalent rapid test or widely employed Elisa test, which is a a computer based test , sometimes the virus is not detected during its window period in the sample blood taken by the blood bank for testing. The window period is the time during which the presence of a virus is difficult to ascertain. For HIV, this period is 25 weeks. “Though cases of HIV transmission through contaminated blood have so far not been reported in Uttarakhand as providing safe blood is our priority, to reduce the rate of infection through blood contamination, there is a need to shift to more accurate and refined tests,” said Dr Meenakshi Uniyal, Additional Project Director, Uttarakhand State Aids Control Society. |
Soon, IMA Gentlemen Cadets to get tablets
Dehradun, June 6 When asked as to why GCs have not been provided the Internet facility, he said it was part of precautionary measures as a young energetic GC who was quite active in social sites might upload sensitive information, which was against the interest of the academy. He said already five computers with the Internet facility had been provided in each Battalion in the academy, which a GC could use strictly for his academy- related work. Lt-Gen Manvendra Singh said the selection process for joining defence forces should be reduced. “It takes 12 to 14 months, from submitting an application form to the declaration of the final merit list, to join the academy. This period is too long and needs to be shortened as an applicant does not wait that long and go in for other job opportunities,” he said. He said the IMA was all prepared to meet training requirements, even if the intake of GCs in the academy was increased. Referring to new initiatives in the training, he said the GCs were now also being sent to forward areas and were made to stay with troops to have a first-hand account of these
border areas. |

BJP, Cong politicise sanitary workers’ union poll issue
Dehradun, June 6 Amid pressure from Congress vice-president Suryakant Dhasmana and the group led by Chander Mohan Kala and Inderjeet, which is demanding a fresh election of the USWA, Mukhya Nagar Adhikari (MNA) Ashok Kumar today announced that the election would be held on June 29. The nomination process would start on June 15. On the other hand, BJP leader and Mayor Vinod Chamoli opposed this sudden announcement of the election date without consulting the present office-bearers of the USWA, who are agitating in front of the MNA office in support of their demands. President of the USWA Semu Selwan said, “Unless our demands are met, we will not allow the election to take place. People from outside, whether Suryakant Dhasmana or Chander Mohan, will not be allowed to decide when the union’s election in the DMC should be held.” The DMC premises reverberated with provocative speeches with leaders of both groups, Semu Selwan and Chander Mohan Kala, using loudspeakers. Dhasmana too reached the MNA office in the afternoon with a delegation of Chander Mohan Kala and Inderjeet. He insisted that he would not leave the office till a date for the election of the USWA was not declared. He rebuffed the MNA’s suggestion that the election be held in next one month and insisted on holding the election in June. The MNA hence declared the election date as June 29. The nomination process would start on June 15. Dhasmana said, “The term of the present team of office-bearers ended long ago. They are carrying on illegally. This has affected the sanitary conditions in the city as well. Now, since the fresh election has been announced on June 29, whoever elected by the sanitary workers will work for the cleanliness of the city.” The MNA said the election was long due and it should be held after every one or two years so that the issue did not become complicated. President of the Uttarakhand Sanitation Workers Commission Bhagwat Prasad Makwana also joined the issue and accused the MNA of playing politics. He said, “The MNA is working at the behest of the Congress which is why he has announced the election without consulting the present union team.” The Mayor said, “If the election is imposed on sanitation workers, the present office-bearers might take to streets and obstruct the sanitation work
in the city.” |
Students question scrapping of MPhil course
Dehradun, June 6 “As I had submitted the memorandum on behalf of the students, I was asked to appear before the proctorial board and handed verbal charges by the members who charged me for inciting indiscipline and violence in the campus along with a group of students. They refused to give me time to state my point. Though there is no mention of Proctorial Committee under the statute of the university, but I felt it was my duty to appear before the board on June 5,”
said Barkha. The students alleged that the university management was also questioning the status of Doon University Chhatra Adhikari Sangharsh Samiti (DUCASS), a student body that gave voice to the students. “The management has asked us to refrain from using the name of the Doon University before our association and has charged us with the infringement of copyright,” said Mathur. |
