BJP resolution backs full statehood for Delhi

The political resolution accepted by the BJP national executive in Goa today included the support for "full statehood for Delhi".

The resolution that was moved by Nitin Gadkari and seconded by Chief Ministers of the BJP-ruled states like in Madhya Pradesh Shivraj Singh Chauhan and in Goa Manohar Parrikar clearly spelled out BJP's support for "full statehood for Delhi", in addition to the party's stand on crucial issues like inflation, corruption and anti-people policies of the UPA government.

"The full statehood would bring greater accountability, more resources and less confusion over administrative issues. Unfortunately, the Congress government in Delhi has deliberately ignored this basic need of the city," said Delhi BJP president Vijay Goel. The Congress government led by Chief Minister Sheila Dikshit did not make any effort to implement it, he added.

"In fact, the BJP-led NDA government at the Centre had brought a bill in Parliament in 2003 to grant full statehood to Delhi, but Dikshit opposed it. The BJP, after coming to power, will ensure full statehood to Delhi," he said.

"The Congress has brushed under the carpet fundamental issues like full statehood for Delhi and instead indulged in massive corruption at all levels for the past 14 years. It is time for this anti-people and corrupt government to go," he said.

Earlier, the Delhi BJP president also presented a detailed report at the national executive regarding party's poll preparation and prospects in Delhi during the session where the leadership took stock of preparations for states where assembly election is due in next few months.

Giving example of by-elections for two wards of the municipal corporations, Goel said that the BJP was in a winning position in the coming assembly elections.

"The party has already started implementing its strategy right up to the polling booth level. The BJP workers are geared up to do away with the Congress rule and they have effectively exposed the Congress over power, water, corruption, inflation and several other issues," Goel added.

The needy cry for pension despite multiple schemes

Pension is still to be a reality for many disadvantaged people even in the national Capital notwithstanding the fact that there are two nodal administrations-the Delhi Government and the three Municipal Corporations--which run pension schemes catering to the distressed elderly, widows and the differently abled.

Take for instance the Old Age Pension (OAP) scheme at a time when 8 pc of the 
population of Delhi (1.67 crore based on the 2011 provisional national census) is believed to be elderly (14 lakh) while the Delhi Government, which has announced nearly 65 pc of its annual budgetary outlay for the social sector this year, covers 3.88 lakh elderly and the three municipal bodies together provide pension to another 1.9 lakh elderly people.

The gap is too big to ignore. The affected and activists attribute it to an array of requisite criteria such as the capping system, at least five years of residential proof, mandatory recommendation of either a gazetted officer or MP/MLA or councillor, banking accounts, etc.

What is more, an uncertainty prevails over the last 40,000 beneficiaries under the Delhi Government's OAP, who supposedly fall in the bracket of the beneficiaries above the cap of 3.5 lakh citizens fixed by the National Planning Commission for the city.

"We have crossed the sanctioned limit of senior citizen beneficiaries and after the first two quarterly remittances until March, the procedure for the next deposit had to be stopped. The matter came up when the Planning Commission briefed the Delhi Government before the budget," said a senior government official prior to their inclusion.

The fact that the contribution of the Central is nominal Rs 200 for 60-7\9 years and Rs 500 for those above 80 years of age under various pension schemes is a major concern knowing that Delhi has attracted huge migrant population and the number of pensioners has staggeringly climbed, pointed out another senior official of the Women and Child Development (WCD).

"Those exceeding the cap have been regularised and of the 3.88 senior citizen beneficiaries, the Delhi Government has been able to get reimbursement at the rate of Rs 200 and Rs 500 for 1,12,000 pensioners," confirmed Saroj Rawat, deputy director of Social Welfare Department.

When elderly pension took off in 2001, there were one lakh beneficiaries (above 60) as per the official record and now there are around 3.9 lakh, but the budgetary allocation for monetary assistance has not moved at the same pace. Even allocations do not always translate into delivery of entitlements, said social activists of the Delhi Pension Parishad which is pushing for a universal and non-contributory old age pension.

For OAP, the amount allocated for the current year is Rs 60,000 lakh and in Delhi, a sum of Rs 1,000 is provided to the age group (60-69) and Rs 1,500 is given to those above 70. Those belonging to the SC/ST category get Rs 500 as an additional amount.

The same goes for financial assistance to the differently abled which has received a budget outlay of Rs 6,500 lakh this year. It is expected to cover 38,000 beneficiaries, each entitled to Rs 1,500. The condition of the widow/distressed women pension scheme is no different.

Nurses to get latest info on safe infusion methods

To promote safe infusion practices, Infusion Nurses Society (INS) (India) has launched its forum in New Delhi with a view to providing nurses and related healthcare professionals a platform to exchange the latest knowhow about infusion therapy techniques.

According to health experts, safe practices in the administration of medication and fluids through a needle or catheter can play a critical role in patient care and its lapses at times lead to untoward incidents.

"Quality infusion nursing care through skilled and competent nurses is strategic and necessary for any healthcare organization. Good infusion practices are very important as they decrease the risk of needle stick injury, blood exposure and potential complications to patients. Improper or reuse of injection devices such as needles may lead to transmission of infections," said Col. Saravjeet Kaur, governing council member and head of the INS Delhi Forum.

Infusion therapy is complex, invasive and risk-prone, but necessary as a life-saving procedure for patients who cannot be treated effectively by oral medications. It is thus very important for nursing staff to have adequate knowledge of infusion therapy.

Student, aide arrested for stealing bikes

The Crime Branch of the Delhi Police arrested Sachin Sharma, alias Deepak, a student of animation and films and his associate Amin Bawanbadi for stealing motorcycles from NCR.

Additional Commissioner of Police (Crime Branch) Ravinder Yadav said that five stolen motorcycles have been recovered from their possession.

He said that the police received information that two persons would be coming at Agra Canal, Near Gas Plant in Jaitpur on a stolen motorcycle of TVS Apache (HR 51-AS-7095). However, there was one person instead of two. He was arrested and identified as Sachin Sharma. The original registration number of the vehicle was DL-3-SCF-4876 which was stolen from Vasant Kunj. Following his arrest another motorcycle, stolen from Sector 10, Gurgaon, was also recovered.

During interrogation, Sachin said that he had purchased stolen motorcycles from Amin Bawanbadi in Noida. After receiving the motorcycles, he used to upload the same on Quiker.com for sale. His associate Amin has also been arrested and three more motorcycles (two TVS Apache and one Hero Honda CD Deluxe) stolen from Haryana were recovered.

Sachin is a II-year student of animation and films in C.G. Mantra College, Noida. He lives in rented accommodation at Shaffipur village.

AAP, auto drivers to protest ad notice

While Aam Aadmi Party (AAP) convenor Arvind Kejriwal has taken the Delhi Chief Minister Sheila Dikshit head-on on her home turf, his party would be joining a protest by autorickshaw drivers tomorrow against a notice passed by the Delhi Government, prohibiting them from putting up posters or advertisements at the rear of autos.

The campaign launched by Kejriwal for making party volunteers in the New Delhi Assembly constituency has received an overwhelming response with more than 3,000 people joining the party as 'sthaniya prabhari' (area in-charge), said party spokesperson Aswathi.

"A force of around 200 party volunteers went door-to-door covering almost the entire constituency explaining the vision of the AAP and persuading them to take over the responsibility of becoming a local prabhari," she added.

This comes a day after the party released the list of 44 probable candidates for 10 more Delhi Assembly constituencies-Babarpur, Bawana, Chhatarpur, Gokulpur, Krishna Nagar, Laxmi Nagar, Mustafabad, Rajouri Garden, Shalimar Bagh and Vishwas Nagar.

A total of 84 candidates had applied for these constituencies and the screening committee comprising seven people went through every application and finalised the list after interacting with the applicants personally.
