Selection board refuses to divulge criteria under RTI Act
Sirsa, April 29 The Punjab and Haryana High Court has already restrained the board from declaring results after a petition challenging the recruitment of PGTs from the purview of the Haryana Public Service Commission. What is more surprising is the fact that responding to information sought under the Right to Information (RTI) Act, the Haryana School Teachers Selection Board has declined to provide criteria for computation of candidates' marks citing confidentiality. Rajinder Kumar, a resident of the Kirti Nagar area of Sirsa had sought information from the board in this regard. Broadly, the criteria set by the board said that 67 per cent of the marks would be counted from the academics while the rest 33 per cent would be based on marks obtained by a candidate in interview. However, when Rajinder Kumar sought this information under the RTI, the board's reply was as under: "The selection process is going on. Disclosure of information at this stage will affect the selection process. Hence, the desired information being confidential in nature and intellectual property, cannot be supplied at this stage under section 8 1 (d) of the RTI Act, 2005. However, the desired information will be published at the time of the declaration of results and it will be furnished only after final selection of all categories." Interestingly, section 8 1 (d) of the RTI Act, 2005, empowers the authorities to refuse divulging information including commercial confidence, trade secrets or intellectual property, the disclosure of which will harm the competitive position of a third party, unless the competent authority is satisfied that larger public interest warrants the disclosure of such information. "Till date, nobody knows that how 67 per cent is being calculated. Although it is a clear and well settled principle of law that the criteria should be disclosed at the very time of advertisement, the board is not disclosing it even after declaring results of some categories. This all smells of foul play," alleged Rajinder Kumar. "Suppose a candidate does not know that there are marks for sports/ blood donation or anything else, how will he attach those certificates. Further, the board has even denied giving the criteria under the RTI Act and given a very absurd reply that it will affect the selection process. It is beyond imagination that telling how the 67 per cent have been calculated will affect the selection process; rather it will make the process more transparent," he wondered.

ITDC to open tourism university in Sonepat
Sonepat, April 29 The Indian Tourism Development Corporation (ITDC) is the next to opt for opening a Tourism University in the city. After receiving a proposal from the ITDC, the local authorities of the Haryana Urban Development Authority (HUDA) had sent its recommendation to the higher authorities for allocating 40 acres of land in the city for opening of the university. A team of the ITDC led by its Director, Dr Shalini, visited the city for selection of the site and then forwarded a proposal for the project. In its proposal, the ITDC had decided to spend around Rs 80 crore on the project. Facilities of boarding, lodging and other curricular activities would be provided in the university. The ITDC was in touch with the University Grant Commission, United Nations Development Programme, Labour and Tourism ministries for providing financial assistance to open the university. The ITDC had claimed that this will be the first university in India where students would be given training about catering Indian foods which are in great demand not only in India but also in many other countries. HUDA’s officer at Sonepat, DK Malik, confirmed that a proposal was received from the ITDC with a demand for allocating 40 acres of land to open a tourism university at the city. The proposal had been sent to get sanction from the higher authorities, he added. Rajiv Gandhi Education City is being developed in this area and 11 reputed educational institutions including National Law University and the extension campus of IIT, Delhi, have been allotted land. With the Deenbandhu Chhotu Ram University of Science and Technology at Murthal, Women University at Khanpur along with a Women Medical College, OP Jindal Global University, the National Institute of Food Technology, Entrepreneurship and Management (NIFTEM) and a number of other institutions, the Sonepat-Rai-Kundli area is all set to emerge as a major education hub of international standards.

PM to lay stone of defence university at Gurgaon
Rewari, April 29 This was stated by Deepender Singh Hooda, MP and son of Chief Minister Bhupinder Singh Hooda, while addressing a gathering after laying the foundation stone of Ch Ranbir Singh Hooda Government Degree College at Kosli, about 35 km from Rewari, recently. The new building of the college will be constructed at a cost of Rs 14 crore whereas classes had already been going on in a building of Government Boys Senior Secondary School, Kosli. Enumerating various educational and technical institutions set up during the past eight years of the Hooda government, Deepender Hooda specifically mentioned that while four Government ITIs, one each at Saharanwas, Berli Kalan, Kosli and Tankri in Rewari district, had been set up, four government colleges, one each at Rewari, Guraora, Kharkhara and Kosli, had been started as well. Similarly he went on to say that while Prime Minister Manmohan Singh would lay the foundation stone of a defence university at Binola in Gurgaon district next month, the establishment of Rewari's first Government Engineering College in the name of former Chief Minister Rao Birender Singh at Zenabad-Dahina, 25 km from Rewari, was also on the anvil.

People of Ahirwal region protest Chinese troops' incursion
Rewari, April 29 The protesters led by MCBS chief Amit Yadav burnt an effigy of the Chinese Government and made a bonfire of the Chinese merchandise as well. They resolved that they would not sell Chinese goods now. Similarly activists of various social organisations, under the banner of the Hindu Jagran Manch, staged a protest at Mahavir Chowk in Narnaul on Sunday. Denouncing the Chinese intrusion, they burnt the Chinese flag as well as Chinese goods. Later they presented to the Deputy Commissioner, Dushiyant Kumar Behera, a memorandum that was addressed to the President of India. Earlier Mahesh Joshi and others addressed the protesters. This was preceded by a demonstration organised by activists of various Hindu outfits at Azad Chowk in Mahendergarh under the auspices of the Hindu Jagran Manch on Saturday night. While the protesters made a bonfire of the Chinese national flag and the Chinese goods, Joshi, Sunil Agarwal, Kailash Pali and others made fiery speeches while urging the Union Government to give a befitting reply to the Chinese incursion.

Panipat, April 29 Shivam was running for the Illinois Student Senate and the SORF Board and got elected for both the positions, Campus Student Election Commission (CSEC) said announcing the official election results. The CSEC organises university-wide elections to elect the student trustee, SORF Board members and senators for the Illinois Student Senate every year and being a well known figure on the campus, Shivam decided to contest
the elections. The ISS serves as the "Official Voice of the Student Body" at the University of Illinois at Urbana-Champaign. It is committed to representing the views and needs of the student body to the campus administration, local, state, and the federal government of the United States. Though it is a major leap for the 21-year-old Shivam, it is not for the first time that an Indian got elected to this kind of position. Man gets 1-year jail in cheque bounce case
Rewari, April 29 The judge also ordered him to pay Rs 3.36 lakh, twice the loan amount, as compensation to the lender in two months. A copy of the verdict was made available to mediapersons on Friday. Dev Dutt Sharma, who had borrowed Rs 1.68 lakh from Brahm Dutt Mudgil, a resident of the local Shakti Nagar colony, gave Mudgil a cheque for Rs 1.68 lakh on September 5, 2009, to repay the loan. However, the cheque bounced.

Ambala, April 29 The ceremonial lighting of the lamp was followed by a guard of honour given by the Bagpiper Band of the school. 100 students to camp at Nehru Kund, Manali
Karnal, April 29 The104-member team comprising 100 students of Class IX and four staff members will camp at Nehru Kund in Manali (Himachal) for seven days. The students will be trained in free-hand rock climbing, rappelling, river crossing, night survival, moraine walking, high-altitude tracking, bouldering and glacier walking. During training, the students will beat the chill of the Beas while crossing it, negotiate steep climbs and snow bridges, walk through the Beas Kund Glacier and return on May 5.

Rewari, April 29 A programme, which included a sapling-plantation drive as well as a health check-up camp, was organised at Mohanpur village in the district. The villagers present on the occasion took a solemn pledge to take care of the saplings and also to take steps to protect female foetuses. The underlying idea behind the exercise was to create awareness among the rural masses about the key significance of environmental conservation as well as protecting and nurturing female foetuses to ensure sustainable overall development, said Dr Balraj Singh Yadav, the chairman of the Trust. Nearly 200 residents above 40 years of age were screened for hypertension during the medical check-up and awareness camp. People were advised to cut down on salt intake to less than five grams a day, avoid alcohol and active as well as passive smoking, eat fresh fruits and vegetables and exercise regularly to prevent themselves from hypertension. Dr Vishesh, a WHO representative, exhorted the aware and well-meaning residents and teachers to sensitise the masses to prevent female foeticide.

MGNREGA works in Sirsa to be audited by gram sabhas
Sirsa, April 29 Sirsa Deputy Commissioner J Ganesan said directions had been issued to all block development and panchayat officers to prepare programmes for organising gram sabhas and upload the same on website and also publicise the information in villages of the district. He said the block programme officer would prepare a complete record of the gram panchayats concerned for social audit. He said as per the directions of the Union Ministry of Rural Development, the e-muster roll system would be implemented in all panchayats of the district. All officials had been directed to upload details of muster roll and construction material on the Management Information System (MIS) before March 2013. He said 48,160 savings accounts had been opened in different blocks of the district where the wages of labourers working under the MGNREGA were directly deposited. He said during 2012-13, as many as 3,752 developmental works were initiated and many construction works completed. As many as 42 Bharat Nirman Rajiv Gandhi Sewa Kendras had been set up in the district, whereas 77 such centres were under construction. He said Sirsa district was at the second position in the state for the implementation of the MGNREGA and Rs 45.09 crore had been spent in the district under this programme. He said a target had also been set to spend over Rs 60 crore during the current financial year in the district.

Mohan called upon the trainees to help the flood victims without losing patience. He said everyone should know how to swim. Procurement agencies told to redress farmers' grievances
Faridabad, April 29 Singh has directed the agencies to redress the grievances of the farmers at the earliest. He directed the Faridabad Food and Supplies Controller, GPS Sikri, to keep a watch on the dealings of the agencies with the farmers and “arhtiyas” (commission agents) in the mandis. The Deputy Commissioner had visited all six mandis a couple of days ago to have first-hand information about the allegations of the farmers. However, when asked about his intervention, the Deputy Commssioner tried to play down the issue. “Procurement of wheat and payments to the farmers by the agencies are taking place smoothly”, he said. When prodded further, he admitted there were some delays with regard to procurement and payments to the farmers during the first few days of the procurement proceedings. Sikri, who is also the nodal authority with regard to procurement of wheat, said 90 per cent of the payments to the farmers whose wheat was purchased had been cleared by the agencies concerned. In all, 88,132 metric tonnes of wheat had been procured by the agencies in all the mandis in Faridabad. Sikri said the procurement in Faridabad would be completed by the end of next week. A commission agent in the local Ballabgarh mandi, on condition of anonymity, said there was a delay in the transportation of wheat purchased by the agencies to the storages during the first week of the procurements in Faridabad, which commenced on April 8. He attributed the delay to inadequate number of carriers provided by the transport contractor. Also, there were less number of lifting points in the mandis to lift the purchased wheat. The number of transport and lifting points have been increased in the past four days, the commission agent added.

BSP nominee undertakes tours of 60 Faridabad villages
Faridabad, April 29 Sharma has undertaken tours of 60 villages of Faridabad in the past fortnight to mobilise electoral support for himself. Sharma hopes to visit each of about 700 villages and HUDA sectors located in the district several times over before elections. Besides, the BSP plans to boost its organisation in the district. It has decided to complete the elections of office-bearers by the middle of next month. According to BSP leaders, the party is of the view that there was a scope to expand its base in Faridabad, the reason being a good chunk of Scheduled Caste voters. Also, the district shares its borders with UP where the party supremo and former Chief Minister of the state, Mayawati, has a tremendous pull among the people. The party hopes to cash in on its leaders’ poupularity. Sharma said his party would soon launch a “social engineering” campaign in Faridabad to expand the caste equation in its favour. The party’s social engineering had been successful in UP and the formula will also work in Faridabad, he added. The BSP recently organised a successful public meeting on the occasion of the birth anniversary of Bhim Rao Ambedkar at Ballabgarh in the district. This was preceded by a well-attended meeting of workers of the district. The party had fielded candidates for Faridabad in all Lok Sabha elections since 1984. A former national cricketer, Chetan Sharma, considered as a political novice, mustered 1,32,000 votes as a BSP nominee in the last election, surprising many in political circles in the process.

Chandigarh, April 29 While stating this, chairman of the Haryana State Federation of Cooperative Sugarmills Ajay Sharma said that as compared to this, during the corresponding period last year, 307.86 lakh quintals of sugarcane was crushed, 26.53 lakh quintals of sugar produced and sugar recovery of 8.71 per cent was achieved. Sharma said an Intensive Cane Development Plan had been prepared for the next season (2013-14) and a provision of Rs 37.71 crore had been made for cane development during the year.

Global warming could lead to more floods: Expert
Sonepat, April 29 This was stated by Dr Tahir Hussain, a renowned geologist and professor in Mekelle University of Ethopia in Africa, while delivering a special lecture on global warming in an orientation programme organised by the Academic Staff College of BPS Women University, Khanpur Kalan, on Friday. Teachers from different universities and colleges are attending the programme. Dr Hussain cautioned that if this international problem continued unabated, there would be more droughts, floods and abnormal climatic changes like melting of glaciers. It might even threaten the very existence of the earth, he said, adding that it was the time now when the entire world community was required to react. He attributed rapid industrialisation, unchecked felling of trees, environment pollution and emission of green-house gases, etc and stressed on strict implementation of the pollution treatment standards. "Today we should treat it as a danger for the survival of the coming generations and take remedial steps without any delay," he said. Earlier while delivering a special lecture on "Crime against Women", Dr Merry Tahir, geography professor in Jamia Milia Islamia University, New Delhi, expressed her concern over the increasing incidents of such crimes and said that women in rich families, whether residing in towns or villages, had become victims of atrocities against them. Dr Geeta Singh, Director of the Academic Staff College, welcomed participants and listed the orientation programmes being organised by the college at regular interval.

Bridge gap between marginalised sections, dominant ones: VC
Kurukshetra, April 29 Automation and Electronic Information Management Cell (IT Cell), KU, and the Department of Electronics and Information Technology, Union Ministry of Communication and Information Technology jointly organised the workshop. Sandhu said we needed to ensure that the gap between the marginalised sections of society and those at the centre did not become unbridgeable due to lack of e-facilities with the underprivileged sections of society. In his keynote address, Vivek Atray, Managing Director, Hartron, and Additional Secretary, Government of Haryana, Department of Electronics and Information Technology, said the aim of the government’s e-Governance plan was to make all government services accessible to the common man. Dr Rajesh Narang and Ajit, both from NeGP, apprised the participants of the e-Governance plans being undertaken at the central level. A panel discussion was also held during the workshop. Sameer Sabharwal, Project Leader, Business Development, Tata Consultancy Services, and a Yale University alumni, spoke about the Passport Sewa Project and various other projects undertaken by the TCS and many educational projects leading to e-Governance in educational institutes. Prof Anil Vohra, Dean, Faculty of Science, KU, delivered the valedictory address. The workshop chairman, Dr Sunil Dhingra, in charge, IT Cell, KU, said the aim of the workshop was to create awareness about the NeGP to the faculty, employees and students of the university. Experts discuss ways to boost kharif production
Hisar, April 29 Over 500 officers as well as field staff of the Agriculture Department and scientists of the university participated in the workshop. The participants deliberated on issues confronting production of kharif crops in the state. They also discussed methods to devise a strategy to augment production of these crops. CCSHAU Vice-Chancellor Dr KS Khokhar was the chief guest. He said Punjab, Haryana and UP had played a significant role in ushering in green revolution in the country and would continue to do so in future too. The present system of agriculture in these states needs to be supported apart from initiating crop diversification, he said. Khokkar said the agriculture sector in Haryana would witness a sea change, courtesy progressive farmers and specific infrastructure created for the purpose. He asked farm scientists to develop hybrid rice and new basmati rice varieties as well as climate resilient technology to cope with the emerging challenge of climate change. Roshan Lal, Principal Secretary, Agriculture, Haryana, said the state had made a tremendous progress in foodgrain production. Today, Haryana was second largest contributor of foodgrains to the Central pool, he said.

Change in MDU reign likely, present VC to retire on May 3
Rohtak, April 29 Established in 1976, the university has seen several Vice- Chancellors but the tenure of the present incumbent, Dr RP Hooda, has been different in view of the large-scale activity in terms of infrastructure building. It was perhaps the first time that the age of retirement of the VC was revised to 68 years. The major challenges faced by the university include its image getting affected adversely. The university has been marked by a major scam regarding the marking of answersheets which surfaced in February last year, incidents of protest and violence on the campus have also been seen as a deterrent in the improvement of the academic atmosphere. Though a probe by the SIT was underway in the answersheet scam, the university was also faced with the challenge of raising resources, in view of the move of the government to discontinue distance education through study centres last year. It is claimed that the grants provided by the state government had helped to meet only one-fourth of the salary bill of the university. The Executive Council (EC) of the university was likely to name a member as a part of the three-member Search Committee that was likely to be announced soon to select the new incumbent. Hooda, who joined here on December 4, 2007, will be 68 on May 3, which was the maximum age for a VC in the state at present. A spokesperson claimed excellence both in research and sports besides a world-class infrastructure in the past few years. "We have seen several VCs but none of the incumbents has occupied this post, who had been a teacher here, except Dr LN Dahiya, who held the post of the Pro-VC and temporary charge of the VC for some time several years ago," claimed a senior professor on condition of anonymity. Pointing out that it was only an academician with a professional touch who could change things as they ought to be, he asked the government to appoint a deserving candidate if the university was to emerge as a centre of excellence. Adding that the university was yet to be placed in "A" grade, he, however, blamed political interference for the deterioration of the campus atmosphere. With over 15,000 students and a teaching staff of around 350, the university got several swanky and state-of-the-art buildings worth several crores of rupees in recent years.

'Police responsible for rising chain-snatching cases'
Karnal, April 29 “Chain, purse and mobile phone snatching has become a routine and three cases of chain snatching were reported in the city in two hours recently but the police is booking the accused under bailable sections and in most of the cases culprits go scot-free,” President of the club, Harish Arya, said. “The police is booking the chain, purse and mobile phone snatchers under Sections 356 or 379 of the IPC which are bailable and unless non-bailable sections like Section 390 of the IPC are invoked, the culprits would not fear the law,” he said. He said Section 390 of the IPC was non-bailable and punishable under Section 392 for imprisonment up to 10 years but the police books the culprits under lenient sections and they easily got bail. In Karnal alone, 18 cases had been registered under Section 356 of the IPC till April 6 while the total number of registered cases in the state were 284 as compared to 203 during the same period last year. This year, the highest number of cases registered till April 6 under Section 356 of the IPC were 68 in Gurgaon followed by 40 in Panchkula and 32 in Faridabad.

'Technology directly related to economic growth'
Kurukshetra, April 29 While addressing the seminar, Prof Chatterjee said economic reforms were necessitated due to balance of payment crisis, international debt pressure and the fiscal deficit issue faced by the country before 1991. In his presidential remarks, NIT Director Anand Mohan opined that technology was the backbone of society and was directly related to the economic growth of the nation. Economic reforms should facilitate technological development, he added. Dr Rajender Deswal, coordinator of the seminar, in his welcome speech, pointed out the need and importance of reforms in the Indian economy after 1991. As many as 80 research papers were presented during five technical sessions of the seminar that concluded with a panel discussion that focused on where the reforms were heading to and whether any course correction was required. Students motivated to donate blood
Kurukshetra, April 29 Dr Sandhu motivated students to donate blood frequently and said this was the noblest donation in the service of humanity. He also gave away prizes to the winners of poster-making and slogan-writing competitions held after the blood donation camp. Rajinder Saini, District Project Officer, Red Cross Society, Kurukshetra, gave an appreciation letter to the college chairman, Roshan Lal Gupta, for organising successful blood donation camps every year in the college. HSIIDC to implement central project
Faridabad, April 29 The Union Commerce Ministry had sanctioned a Rs 37-crore project to boost road infrastructure in areas in the district having export-oriented industries. While the Centre will fund 50 per cent of the cost, the balance will be borne jointly by the state government, the HSIIDC and the local Municipal Corporation. The roads in Sectors 4,6,24 and 25, which have a coal-bitumen topping, will be cemented (RCC). There are more than 4,000 industrial units located in the area. Although the HSIIDC will implement the project, the industry has been roped in as a partner with regard to planning and execution. The industry's participation is through the Faridabad Industries Association (FIA). S Kapoor, a functionary of the FIA, said tenders for the project had already been floated. Work allocation with regard to the project will be done by next month. The project under which a total of about 15-km stretch of road will be given cement carpeting, will be completed by next year. Streetlights and drain storm water facility will also be provided along the roads. Upgradation of roads in the industrial sectors has been a longstanding demand of the industry. The roads are in a poor shape dotted with potholes. While there have been incidents of carriers transporting consignments meeting with accidents on the roads, the stretches become treacherous during the monsoons with accumulation of water. Kapoor said foreign visitors relating to trade shied away from visiting the place. |

'Engineering students should aim to be job providers'
Kurukshetra, April 29 He was addressing a two-day national symposium on Entrepreneurship — E-Summit ‘13’, organised by the National Institute of Technology (NIT) Entrepreneurship Development Cell on its campus here recently. Jaidka advised that engineering students should aim to become job providers rather than job seekers by choosing to become entrepreneurs. His ‘success mantra’ for entrepreneurs: Care for quality, innovation, customer satisfaction, continuous learning through training and after-sales service. He had an advice for the institute as well: A national institute should share its expertise and experience with private engineering colleges in the region i.e. act as a mentor institution. — OC |

Jhajjar to have global centre for nuclear energy: MP
Jhajjar, April 29 He said a nuclear power plant was already being set up at Gorakhpur town in Fatehabad district. “I had recently met Union Minister in Prime Minister’s Office V Narayanaswamy regarding the project, who said all preparations to set up the project have already been made by the Nuclear Energy Department,” said Deepender, adding that eminent nuclear scientists would be able to carry out their novel research after setting up of the centre. The MP said after the current session of the Parliament, he would urge Prime Minister Manmohan Singh to lay the foundation stone of the ambitious project. With setting up of the centre for nuclear energy and nuclear power plant, Haryana would get a new identification at the international level, he added. Describing the state as “emerging hub of power”, Deepender said it was the outcome of visionary policies of the state government that apart from the Indira Gandhi Super Thermal Power Plant at Jharli village, the Mahatma Gandhi Super Thermal Power Plant at Khanpur Khurd village here would soon start functioning in its full capacity. “A thermal power plant was set up by the then government in Panipat around five decades ago, but several mega power plants are being established in various parts of the state by the Congress government after coming to power in 2005 to make the state self-reliant in terms of power generation,” said the MP. Haryana Education Minister Geeta Bhukkal while speaking on the occasion said the state government had been providing all sorts of sports facilities at grass-roots level so that budding players could polish their talent by getting the maximum benefit of them.
