Bhiwani, April 22 A war of words seem to have begun between Haryana Minister for Excise, Taxation and Public Health Engineering Kiran Choudhry on one hand and Chief Parliamentary Secretary Dharamvir Singh on the other hand over political supremacy in Bhiwani district of Haryana. Dharamvir Singh set the stage for the latest war of words between the two, when during a programme in Bhiwani, he expressed his desire to contest parliamentary poll from Bhiwani. Confronted with Dharamvir Singh's statement during a press conference, Kiran Choudhry said mockingly that the ground was open for all. "Let anyone who wants to contest try his luck and he will come to know about his popularity," she said in a challenging manner. Political rivalry between the Bansi Lal clan to which Kiran Choudhry belongs and Dharamvir Singh has been very old — it dates back to the late eighties. Kiran Choudhry presently represents her husband Surender Singh's and father-in-law Bansi Lal's traditional Toshan Assembly constituency in the Haryana Vidhan Sabha while her daughter, Shruti Choudhry, is Member of Parliament from the Bhiwani- Mohindergarh constituency. Together, the mother and the daughter reign supreme in Bhiwani politics. Dharamvir Singh, a Chief Parliamentary Secretary in the Bhupinder Singh Hooda government, ironically started his political innings by winning the 1987 Assembly election against the then Chief Minister Bansi Lal from his traditional Tosham Assembly segment. He has contested Bhiwani parliamentary seat, though unsuccessfully, against members of the Bansi Lal family, once as a Lok Dal candidate and again as a Congress nominee when the former Chief Minister constituted his own political outfit, Haryana Vikas Party. Having confronted members of the Bansi Lal clan six times since then, Dharamvir Singh had to contest the 2009 Assembly election from Sohna Assembly seat owing to opposition from Kiran Choudhry. Now, when Dharamvir Singh again showed his wish to contest from Bhiwani, Kiran Choudhry could not hide her dislike for him in her press conference. She said he had been changing his party after every election and he had also been changing his constituency every five years. Dharamvir Singh, however, retorted that he had been in the Congress since 1991 and rather it was Bansi Lal, who first quit the party in 1990 and then again joined it in 2005. After winning the Tosham Assembly seat from Bansi Lal in 1987, Dharamvir Singh lost the 1989 parliamentary election to him by a huge margin. Bansi Lal again defeated Dharamvir Singh in Assembly polls held in 1990 and 1996 from Tosham. In the 1999 parliamentary polls, both Dharamvir Singh (Congress) and Surender Singh (HVP) lost to Ajay Singh Chautala of the INLD. |

Rewari, April 22 Addressing a press conference here recently, party legislator Rameshwar Dayal ( Bawal), district party chief Sunil Chaudhary as well as a special invitee to the state, INLD executive committee and former zila parishad chairman Satish Yadav, jointly had a dig at the Power Minister Capt Ajay Singh Yadav who was making all-out efforts to mobilise people for the above rally while telling them that the vikas rally would usher in a new era of progress and development for the Rewari region. They recalled that the Chief Minister, in his very presence, had laid the foundation stone of an ITI at Dharuhera on November 18, 2010, but it was deplorable that not a brick had been laid till date even after passage of over 28 months. Alleging that the announcements regarding several such development projects made earlier by the Chief Minister had remained illusive, they asked the Power Minister what guarantee he could now hold out to the people that this time the development projects, which would be initiated by the Chief Minister here on April 25, would materialise with certainty? Further alleging that material of inferior quality had been utlised in the construction works carried out at the PGRC, Mirpur, they demanded a high-level probe into them.

Villagers hold mega health camp in memory of distinguished daughter
Hisar, April 22 Sudha Rani, fondly called Baby Chaudhary by villagers, passed away at 42 due to a kidney disease on April 24 last. Younger sister of a former Haryana minister Chhattar Pal Singh, Baby Chaudhary became a popular figure in her native village, Faridpur, and neighbouring areas of Hisar due to her demeanours and dedication to the cause of social service. Rohtak MP Deepender Singh Hooda was present in Faridpur village to inaugurate the mega health camp on her birth anniversary recently. Villagers remember Baby Chaudhary as an ideal embodiment of intellectual wealth and a strong soul in a frail body. Liberal in her attitude to others and broadminded as she was, she always aspired to help the helpless. Sudha Rani worked relentlessly for the cause of health, education, particularly women's education, in Faridpur and surrounding villages. It was due to her commitment to development in rural areas that Deepender Singh Hooda announced a package of Rs 20 to Rs 40 lakh per village for a cluster of six villages around Faridpur. She was perfectly alien to arrogance and was fully adept in maintaining balance when in adverse circumstances, said a former village sarpanch. Compassionate and displaying a humane approach to all social issues, she was the flint that emits fire and remains firm. Keeping this in view, the villagers arranged to hold a free medical camp in memory of the dear departed soul in order that Baby Choudhary’s memories may remain deeply carved in people’s mind. Sudha Rani was born on April 11, 1970, at Faridpur village. Baby Choudhary postgraduated from MD University, Rohtak, in first
division. She continued her studies and did her double postgraduation in physical education from Nagpur University in first division and served as Assistant Professor in CRM Jat collage, Hisar from 1995 to 1997 and later went on to become Executive Magistrate-cum-Naib Tehsildar in the Haryana Govt. However, untimely death cut short her commitment to social service and after a protracted illness, she breathed her last on April 24 last.

Rs 250 cr for power distribution system in Mahendergarh
Jhajjar, April 22 Chief Parliamentary Secretary (CPS), Haryana, Anita Yadav said this while addressing public meetings after inaugurating a 132-KV substation at Nangal Mohanpur village and laying foundation stones of a 33-KV substation at Pathera village in Mahendergarh recently. “Under this plan, the government will set up nine new substations to augment the capacity of eight existing substations, besides setting up of 1,259 new distribution transformers. Moreover, 255 old transformers will also be replaced with new transformers of higher capacity,” said the CPS. She said the agricultural and domestic load in rural areas had already been segregated in the district by erecting additional feeders of 11-KV level in order to give reliable and qualitative power supply to agriculture tube wells, besides providing three-phase supply to domestic consumers. “The government has also decided to replace the old distribution system in
rustic area with a safe and reliable power distribution system by relocating meters in pillar boxes in villages with the consent of residents enabling them to reduce aggregate technical and commercial (AT&C) losses to a level below 25 per cent to become entitled for round-the-clock power supply on the pattern of urban supply,” said Yadav. Speaking on the occasion, Chiranjeev Yadav, former president of the Haryana Youth Congress, said the government intended to give power to all villages on urban pattern. But for this purpose, villagers were required to bring down aggregate technical and commercial losses to below 25 per cent on their feeders, he added. Kurukshetra, April 22 The lecture was delivered by Tapan K Mishra from Sthitapragya School of Holistic Sciences, Odisha. Mishra is an outstanding resource person in science and practical spiritualism. Interacting with an audience comprising students, research scholars and faculty members, Mishra explained how science and spirituality were interdependent and to achieve the height of scientific success, one has to be grounded in spirituality. He explained how to maintain balance to have a stress-free life. He inspired the audience to accept situations with a smile and to keep their spirits up. The interaction with the audience was inspiring, entertaining and based on human values. Prof Minati Baral, Head of the Chemistry Department, in her welcome address, highlighted the achievements of Tapan K Mishra in the field of science and spirituality. In his address, the NIT Director, Prof Anand Mohan, explained that such an interaction could go a long way in transforming human lives and hence they needed to be organised regularly at the institute level. Asha Hooda condemns foeticide
Kurukshetra, April 22 Asha Hooda was addressing "Mahila Kalyan and Samajik Utthan (women welfare & social uplift)" sammelan organised by Thanesar municipal council chairperson Uma Sudha recently. "The need of the hour is to educate every child of the family, especially girls, to uproot the menace of foeticide,” she said. The state government has launched various women welfare schemes and provided several opportunities to women to progress in every field, she said. Former Kurukshetra MP Kailasho Saini also laid stress on providing
education to women to empower them. Later, Asha Hooda and Rajya Sabha member Dr Ram Prakash were honoured with mementoes and shawls. VC signs MoU with Chief Electoral Officer
Kurukshetra, April 22 Under this MoU, the KU will help the Chief Electoral Officer in spreading awareness among students about the democratic framework of India which depends on a credible, transparent and impartial electoral processes. Sandhu said the university would help to bridge the gender gap in registration and voter turnout, fight against urban apathy towards electoral participation, connect the youth with the electoral process, facilitate the marginalised section of students in the electoral process and inform the students about ethical voting. "It will be a joint effort of the university, the Chief Electoral Officer and District Electoral Offices," said Sandhu. The KU Nodal Officer, Prof Anil Vashisth, said the KU would collect information about unregistered student voters on its campus and distribute Form 6 to them to get themselves registered with the District Electoral Officer. The National Service Scheme (NSS) unit and the Youth Red Cross would actively organise debates, seminars, quizzes, slogan-writing competitions and poster- making activities to sensitise students about the importance of their participation in the elections. The KU Registrar, Prof MK Jain, Dean, Academic Affairs, Prof Girish Chopra, Chief Warden (Boys) Dr Sat Dev, Chief Warden (Girls) Dr Ashu Shokeen, all the four SDMs of Kurukshetra and City Magistrate, Kurukshetra, were present on the occasion.

Central Govt staff seek dispensary at Sonepat
Sonepat, April 22 They have planned to give a memorandum of their demand regarding opening a dispensary of the Union Ministry of Health and Family Welfare at Sonepat.] During their meeting with state vice-president of the BJP Rajiv Jain here in the office of MLA Kavita Jain yesterday, they formed a seven-member committee to pursue their demand with the Union Health Minister and other senior officers of the ministry. The committee members included Kishan Chand Dudeja, ML Arora, TC Trivedi, Jasbir Deswal, Jagbir Ahlawat, Dharam Pal Malik and Manoj Kumar Deswal as convener. Assuring full support to their demands, Jain said thousands of Central Government employees who daily commute to their offices in Delhi from Sonepat did not have the facility of a dispensary or hospital at Sonepat. For any kind of health-related issue, they either have to go to private hospitals, or rush to Delhi during emergencies to get treatment, he said, adding that joint efforts would be made now for opening a dispensary at Sonepat. The convener said they would launch a signature campaign in support of their demands and so far around 1,000 signatures had already been obtained.

NGO moves EC over revision of voter lists
Gurgaon, April 22 The government has not learnt its lessons from the 2009 fake votes scam in which state minister Sukhbir Kataria is allegedly an accused and was granted bail recently, claimed the NGO. Even as some officials were held responsible for the registration of fake votes in 2009, the administration continued to avail their services for revision and registration of voters in 2010, 2011, 2012 and 2013. Rajeev Yadav, president, Adhikaar, says the law clearly mandates that when a voter shifts from one constituency to the other, intimation should be sent to the returning officer of the previous constituency to cancel his vote. However, district officials haven’t done so even in a single case. Yadav said the voters had been issued new voter cards with different serial numbers. “It is against rules. As per norms, the serial number cannot be altered. Only address should be changed. Due to callousness of officials, many people now have two voter cards with different serial numbers,” he said. In 2009, thousands of fake votes were casted. After the poll, the votes were deleted, but no FIR was lodged against the returning officers.

Panchkula, April 22 The Union Ministry of Micro, Small, and Medium Enterprises has conferred the first prize on Rajneesh Garg of Messrs Garg Electronics, Panchkula, in recognition of manufacturing outstanding quality products. Garg has won this prize for printed circuit boards. The prize was a part of the national awards for 2011 for “quality products in micro and small enterprises”. Garg was honoured by the President of India, Pranab Mukherjee, at a function organised in Delhi.

Kisan Morcha to hold ‘padyatra’
Jhajjar, April 22 Om Prakash Dhankhar, national president of the Kisan Morcha, stated this while interacting with mediapersons at Canal Rest House here recently. He alleged that the Hooda government was committing "gross injustice" to poor farmers for not giving them bonus for their wheat crops. “The 'padyatra' will start from Jhajjar and culminate at the residence of Haryana Chief Minister Bhupinder Singh Hooda at Baapu Park in Rohtak. The yatra will be attended by all top leaders of the state BJP,” said Dhankhar, claiming that the yatra would make the government think about announcement of bonus for wheat crops. He maintained that farmers in Haryana had reached the verge of devastation owing to low production of wheat crop this season coupled with insufficient Minimum Support Price (MSP), fixed by the state government for the crop. “The farmers have to bear a cost of Rs 1,400 per quintal for the production of wheat crop while the state government has been giving just Rs 1,350 as MSP which is Rs 50 less than the actual cost of production. How can the poor farmers earn their livelihood after incurring loss, the Congress government can tell better about this,” said Dhankhar, adding that the farmers had no other option but to declare a war against the government to get their rights in this situation. He questioned that when the governments of big states like Madhya Pradesh, Rajasthan and Chhattisgarh were giving Rs 150 per quintal as bonus to their farmers for their wheat crops, then why cannot the Hooda government do the same? “Being an agricultural state, farmers are the backbone of Haryana hence the state government while keeping in view the plight of the poor farmers must announce at least Rs150 per quintal as bonus for wheat crops so that they could earn livelihood to sustain their families,” Dhankhar demanded. In reply to a question, he said farmers had to face a lot of difficulties in grain markets across the state due to ‘irregularities’ being committed by the authorities in buying their wheat crops. “The authorities have failed not only in providing basic facilities to farmers in mandis but also in releasing their payment on time leading to acute resentment among the farmers,” said Dhankhar, adding that the farmers were fed up with the "anti-farmers" approach being adopted by the Hooda government in the state.

Stage set for setting up IIIT near Sonepat
Sonepat, April 22 The Union Ministry of Human Resources Development has decided to set up 20 IIITs in the country under the PPP scheme. The gram panchayat of Kilorad village donated about 128 acres of land for setting up an IIIT and the state government prepared a project report and forwarded it to the Central ministry. In order to make a final selection on the site, Director of the IIT, Delhi, RK Shivankar, Dy Director, SM Ishiyak, along with the Deputy Commissioner, Sonepat, Pankaj Aggarwal, visited the site in May 2012 and submitted the approval report to the ministry. The project was estimated to cost around Rs 130 crore and it was to be shared as 50 per cent by the Central government, 35 per cent by the state government and the remaining 15 per cent by private partners. Under the scheme, the private partners will have a quota of 25 per cent in admission seats. The Joint Director of the Technical Education Department of Haryana, Rajesh Aggarwal, explained that a number of applications were receive for becoming the private partner in the project, but these did not fulfil the required conditions. Hence the state had decided to include the HSIIDC and HARTRON as private partners.. “Soon after getting the approval from the HRD Ministry, we will initiate the process for construction of the institute,” he added.

VC for developing sports infrastructure countrywide
Kurukshetra, April 22 This was stated by Sandhu while speaking as a chief guest at the annual prize distribution function of games and sports activities of KU 2012-13 here recently. “Sports infrastructure has to be developed countrywide and sporting facilities have to be made available to youngsters in rural areas. Sponsorship of sports by the corporate sector has to increase manifold and our corporate sector must look beyond a few popular games like cricket and support new disciplines where domestic talent is blossoming,” said Sandhu. The Vice-Chancellor honoured 18 international and 344 outstanding sportspersons of the university by giving them cash awards amounting to Rs 51 lakh. He said KU teams which got first positions in the All-India Inter-University Competitions are: Artistic gymnastics (men), rhythmic gymnastics (women), hockey (women), kayaking (men), taekwondo (men), power lifting (men), netball (men), netball (women) and handball (women). Sandhu also honoured the KU international players, including Gurmail Kaur, Sheetal, Nisha, Savita, Anumit, Babita (all handball); Kiran, Pooja Dhanda, Shilpi Sheoran (all wrestling); Jaspreet Kaur, Navjot Kaur, Monika, Surender (all hockey); Sweety, Santosh Jakhar (netball); Pankaj Kumar Dilawar (cycling), Mohan (volleyball) were also honoured on the occasion. Thirtynine coaches and 38 managers, who accompanied the university teams for Inter-University Tournaments and got positions and 17 Principals and 30 Physical Education Teachers were also honoured for their contribution in constituting various teams which brought laurels to the university. The overall championship in men's section for 2012-13 went to SA Jain College, Ambala City, while GN Khalsa College, Yamunanagar, got first runners-up and RKSD College, Kaithal, second runners-up position. In women's section, the overall championship was won by DAV College for Girls, Yamunanagar, while GN Khalsa College, Yamunanagar got the first runners-up position and the u niversity teaching departments, Kurukshetra, got the second runners-up position. Prof MK Jain, Registrar, Dr JS Kajal, President, Kurukshetra University Sports Council (KUSC), Prof Girish Chopra, Dean, Academic Affairs and Dr BS Bhandari, Assistant Secretary, KUSC were among those who were present on the occasion.

Khanpur Kalan varsity inks pact to enlist women voters
Sonepat, April 22 The Vice-Chancellor of the university, Dr Pankaj Mittal, Chief Electoral Officer of Haryana Shrikant Walgad and Deputy Commissioner, Sonepat, Pankaj Aggarwal signed the MoU in a programme organised on the university campus. Dr Mittal said the university would try to fulfil the requirements of the SVEEP (Systemic Voters Education and Electoral Participation) programme initiated by the Election Commission of India. Chief Electoral Officer Shrikant Walgad said those students above the age of 18 years who have not been enrolled as voters would be registered under this programme. The Registrar, Prof Asha Kadyan, also spoke on the occasion and expressed the commitment of the university for enrolment of women voters.

Sirsa, April 22 Now, when the decision cited as precedent stands reversed, a teacher, who has been suffering for the second “bad” decision is running from pillar to post for justice. Dr Monika Verma, a Reader in the Physical Education Department of the university, was not made Dean of Education Faculty because in similar circumstances, the university had earlier denied the post of the Dean of Social Sciences to Dr Raj Kumar Siwach and given this place to Dr Manoj Siwach. A common factor in the case of Dr Monika Verma and Dr Raj Kumar Siwatch was that both had earlier served as Dean for an incomplete term because the university had appointment them “till further orders” and removed them as soon as a senior teacher came in their place. Dr Verma remained Dean of the Faculty for nearly one year before Shamsher Singh joined as Professor on December 19, 2008. In the same manner, Dr Raj Kumar Siwach, too, had served an incomplete term as a Dean before Rajbir Singh Dalal, a Reader senior to him, joined and the post was given to him. Dr Raj Kumar Siwach took the matter to the Lokayukta, who made it clear that there was no provision of incomplete terms for the posts of Dean in the university statute. Dr Raj Kumar Siwach has been able to get back the post of Dean, Faculty of Social Sciences, earlier this month after the resignation of Dr Manoj Siwach on the ground that he could not complete his term in the office. However, the university is reluctant to apply the same rule in Dr Verma’s case, though she, too, was denied the post of Dean, Faculty of Education, taking Dr Raj Kumar Siwach’s case as a precedent. |
