Development work affected as MC faces paucity of funds
Jalandhar, April 28 So much so, it is not even in a position to pay money from its own resources to the contractors for various works already executed by them. As a result, it has decided to take a loan of Rs 60 crore from HUDCO to repay the outstanding amount to contractors. Mayor Sunil Jyoti said the MCJ wouldl soon get the Rs 60-crore loan from HUDCO. Actually. a whopping amount of Rs 35 crore of the contractors is still pending with the MCJ and no contractor is ready to take the work of the construction of new roads in its hands, as the MCJ had failed to make the payment of the already completed works to the contractors for the past several months. Jyoti said the outstanding amount of Rs 35 crore of the contractors would be paid so that various development works of the city could be started. To a query, Mayor said, “There is no harm in getting the loan to pay the outstanding amount of the contractors.” As a result, the paucity of funds has led to the worsening of the condition of a majority of city roads. The condition of most of the city roads further went from bad to worse due to the accumulation of water on a majority of the roads during rains during the last few months. The commuters are facing inconvenience die to the dilapidated condition of roads. Potholes and pits already existed on a number of roads. Now, they have grown in size and started emerging on several other roads after the recent rains. While the Municipal Corporation authorities had claimed a few month ago that they would reconstruct or repair the roads as the case might be only after the end of the monsoon season, a majority of the roads were left without any repair. A number of potholes on the roads between Kapurthala Chowk and Workshop Chowk, near Jyoti Chowk, Mai Hiran Gate, Garha Road, near Maqsoodan flyover and Transport Nagar flyover were noticed during a round of the city. Potholes and pits on Ladowali Road, near the District Administrative Complex (DAC), Preet Nagar Sodal road, Gujja Peer road, Guru Nanak Pura road, Kapurthala Road and Nakodar Road have grown in size after the rains. The potholes on the roads are an open invitation to mishaps. Sahil Sharma of Thapran Mohalla said, “It has become difficult to drive on such dilapidated roads, especially during rains. It gets difficult to judge the potholes and pits due to the inundation of road by rainwater.” At least potholes and pits should be filled immediately until the repair or reconstruction of the dilapidated roads is done, he added. Meanwhile, the Mayor said that the patch work of different roads would be done and Rs 35 lakh would be spent on that. |

Saigal Memorial Hall gets brand new activity space for city artistes
Jalandhar, April 28 Half of the artistes’ complaints, it seems, have been answered, as the Jalandhar-based KL Saigal Memorial Hall has built a special air-conditioned hall for artistes to provide them a space where they can rehearse, hold meetings and engage in various artistic pursuits. While for dramatists, the Desh Bhagat Yadgaar Hall, until now, was the only place which opened doors for such activities, constant requests for the availability of such a space at the Virsa Vihar had, so far, gone unheeded. The members of the Saigal Memorial Trust today held the inaugural ceremony for the newly built activity hall on the premises of the complex housing the KL Saigal Memorial Hall here today. However, the half of the problem would remain as artists would have to pay a certain sum of money even to rehearse. There would be extra charges if anyone wished to use the air-conditioned unit. Talking to The Tribune, general secretary of the Saigal Memorial Trust, SS Ajimal said, “We were being approached by many artistes who aired problems about the lack of a common artistic space where various such activities could be pursued. We had sought their advice on the issue and this initiative was suggested. While it is difficult for artistes to spend money for a space just to rehearse, the trust was also in a fix because already a lot of money is being spent on the maintenance of the existing hall.” “However, for now,the new hall has been built by the trust. In future, to handle various expenditures with ease, we are also planning to build an association of 50 to 100 families with artistic inclinations, who would contribute for a money fund per month, the returns for which will go into boosting the site of the Saigal Memorial Hall,” he added. City-based dramatist Neeraj Kaushik, who was present at the inaugural meeting of the hall today, said, “It is a good initiative and would be a great service for artistes. However, the activity hall would certainly get a lot of takers if the hefty charges are not levied. It would be difficult for modest artistes to incur the costs. Though, the space may prove to be a boon for the artists who can afford it.” Kaushik, a city-based advocate, who started his journey in theatre from the KL Saigal Memorial Hall in 1994, said the initiative of the trust certainly reflected efforts in the direction of promotion of theatre and arts in the city. Talking about the other expansion plans of the Saigal Memorial Trust Ajimal said, “In future the trust looks to put the entire area of the KL Saigal Complex to use for artistic pursuits. Other buildings will enhance the artistic space and we are open to all sorts of suggestions. Plans are also being mooted to build a cafeteria on the campus where both artists and public can stop for a snack, not having to go out for it.” The superstructure of the Saigal Memorial Hall was built in the year 1954. In 2004-05, the new team came on board and many things changed. While the trust members have constantly been working for revival since then, trust members said people’s support was a big factor which could change the way things have shaped up so far.

Cong fails to execute sale deed of its office even after 33 years
Jalandhar, April 28 At the same time, he said that it was the privilege of the owner of the land allotted by JIT to get the sale deed executed any time. It not the only plot, but there were hundreds of buildings in the city, whose owners had not yet executed the sale deed. Stating that the Congress would get the sale deed executed in its favour any time in future
according to its convenience, Sachdeva further said that the JIT had now admitted in its reply to Municipal Corporation Jalandhar (MCJ) Commissioner on April 26 that
the Congress had deposited the entire amount against the allocation of the plot allotted to it. At the same time, he claimed that the Congress had submitted two site plans to the MCJ and the JIT. The first site plan was submitted regarding the construction of the office, whereas the second
supplementary site plan pertained to the construction of shops on the premises of the local Congress office. “While earlier the JIT said it had not found any site plan in its record, later it stated to the MC Commissioner in its reply on Friday that it found the site plan regarding which no mention of the construction of shops was made.” To a query, he said no record of site plans was available with the Congress as the entire matter pertains to over three decades and a number of presidents of district Congress changed during
the period. Sachdeva said, “He will meet MCJ Commissioner on Monday at three pm to submit reply regarding 'unauthorised' shops on behalf of district Congress.” Earlier in pursuance of the directions of the Punjab and Haryana High Court issued on August 23 last year and modified on February 8 this year on the basis of local BJP leader Manit Malhotra, Municipal Corporation Jalandhar (MCJ) provided last opportunity to district Congress for filing its reply on April 26 and producing the site plan of “unauthorised” shops constructed on the premises of its local office located at Rajinder Nagar on that day. However, Sachdeva met MCJ Commissioner on that day and asked Bublani to provide some more time to the Congress for filing its reply and stated that he would file reply on behalf of his party
on Monday. In a letter sent to Jalandhar District Congress Committee (Urban) president Arun Walia on April 23, MCJ Commissioner stated, “You are directed to appear on April 26 at 3 pm as a last opportunity to produce the relevant record with regard to the sanction plan, if any, or any other document in relation to the allegations made by Manit Malhotra with regard to the illegal construction.” |
Girl duped after promise of marriage
Jalandhar, April 28 While one of the accused, Sohan Singh, was arrested yesterday by the Hosiarpur police, the rest of the family is absconding. Sohan Singh, a resident of Chahalpur village near Garhshankar, made an agreement with the girls’ parents that his son, Sulakhan Singh, would marry her after taking her home. “The agreement was reached in the presence of panchayat members and documents with thumb imprints of my parents were taken by Sohan Singh. In the last week of June (2012), Sohan and his son picked me up from my house even though my mother cried and resented. I wasn’t yet 18 then,” the girl said. She said she was taken to their house and repeatedly raped. “I was made to do all the work there and molested by Sohan Singh and his son, who is already married to Sukhwinder Kaur. He never married me. Both their wives (Gurbaksh Kaur and Sukhwinder Kaur) also beat me and harassed me,” she said. On the evening of April 24, she was beaten up mercilessly when she asked for some medicine owing to pain. “Sulakhan Singh and one his friends beat me and Gurbaksh Kaur hit me on my belly (she was five months pregnant). Then they drove me out of their home. She convinced a neighbour’s son to get her mobile to her and called 108, after which she made it to the Hoshiarpur Civil Hospital. Baljinder Kaur Mangat, activist of the organisation, Akhil Bhartiya Hind Suraksha Youth Sangram, took up her case and reported it to the police at the Garhshankar police station.Jatinder Kumar, SHO, Garshankar police station, said a case had been registered against Sohan Singh, Sulakhan Singh, Gurbaksh Kaur and Sukhwinder Kaur under Sections 376, 366 and 120 of the IPC against the accused for rape and conspiracy. Sadly, the girl said her parents had refused to take her for fear of Sohan Singh and his family (who are rich NRIs). SSP Hoshiarpur Sukhchian Singh Gill said further investigations were on and the police was on the lookout for the remaining accused. |
‘Jal Sewa’ opened at Phagwara rly station
Phagwara, April 28 As soon as a train comes to a halt at the station, volunteers with colourful plastic glasses of water run up and down the two platforms, offering cold water to passengers seated in the compartments. The empty glasses thrown by passengers are then collected by the volunteers, washed and then refilled with water. The service of offering water to train passengers continues from morning till late evening. On festive occasions like, Ram Navmi, Baisakhi and Janamashtami, sweetened water is offered to passengers by the Janata Jal Sewa Samiti volunteers. Besides offering water in glasses, the volunteers also refillwater bottles and ''surais''(earthen pots) that passengers carry whiletravelling on trains. Barring a few, virtually all mail and express trains make a brief halt at the station. It is because of the brief halt of trains that volunteers advise the passengers to throw the empty glasses on the platform as they cannot collect each and every glass from them in that short period.Though Manav Sewa Sangh activists, led by Ramesh Mata, worked hard to serve drinking water to train passengers in the past and several shopkeepers joined the sewa after closing their shops, but the Janta Jal Sewa Samiti, headed by local resident Vipin Khurana, was now being patronised by several philanthropists. of the area. ''Offering water to a thirsty person is the greatest service,'' Khurana said. Khurana personally takes care to see that the water being offered is clean and he even checks the ice slabs before these are put into the large tubs of water that are placed at different places on the two platforms at the station. A large number of glasses goes missing, but the next day local residents come to the station with more new glasses. Perhaps at no railway station in India is this form of service organized. The 'jal sewa' (offering water), this summer season, was inaugurated by Congress MP Santosh Chaudhary, while former minister Joginder Singh Maan and Senior Divisional Commercial Manager Ram Parshad were the guests of honour at the 27th annual function of the samiti held here today. Santosh Chaudhary announced a donation of Rs 2 lakh from her discretionary funds to the samiti. Former Nagar Council president and philanthropist Malkiat Singh Ragbotra said while in summers 'jal sewa' is performed, in the winter the samiti activists serve medicines, fruits, bread and milk to poor patients at the local Civil Hospital. |
