41 schools in district get closure notice
Jalandhar, April 19 But out of the total 887 schools in the district,
41 schools failed to file their self-declaration forms regarding the implementation of the RTE Act before the March 31, 2013, deadline. Following this, closure notices were issued to them by the Education Department. Notably, while the Right to Education (RTE) Act calls for the presence of TET teachers (teachers who have cleared the Teachers Entrance Test), none of these district schools presently have TET teachers as per sources in the Education Department. But owing to the widespread unavailability of TET teachers, the deadline for ensuring TET teachers' presence in schools has been extended to 2015. About 600 private schools in the district had submitted self-declaration forms regarding the implementation of the RTE Act in them. The 41 schools which got closure notices are included in the 473 private schools which will be closing across the state owing to the non-implementation of the RTE Act. When asked what action will be taken against the remaining schools which have failed to implement the RTE Act, DEO (Primary) Kuldeep Sharma said, "There are many schools which have some little discrepancies left in them. Minor shortcomings were found in some of the schools when checks were conducted. But the schools shall fix them soon. As far as action on the schools is concerned, that will be decided as per the future orders of the DGSE. |
Discrepancies surface in functioning of school panels
Jalandhar, April 19 While in most rural schools, complaints are regarding the school staff's partiality in the appointment of SMC members (who would favour them), in others, school staff (especially urban) allege that the strict guidelines on selecting SMC members sometimes backfire. The Government Primary School, Daroli Khurd, is one of the examples of schools suffering due to irregularities in the SMC. The school management blatantly disregarded Right to Education (RTE) norms in the formation of the committee. While no announcement regarding the formation of the SMC was made, the SMC of the school does not have any education expert (retired teacher, even though at least one is mandatory in an SMC) despite the presence of nine retired teachers in the village. Many of the nine parents inducted in the SMC reportedly reside out of the state. Interestingly, though Daroli Khud village residents have also complained to the DGSE in this regard in October, 2012, the grievances of villagers regarding the SMC are still not addressed. At Government Primary School, Safipur, members of the SMC had reported a theft in the school to the
Education Department. The report was later found to be fake by village residents and the reportedly stolen materials was recovered from the school itself. SMC members later gave excuses that the teaching staff and SMC chairman had asked them to sign a fake theft report. Residents of some villages said the SMC members of their schools were misusing mid-day meal funds. In most of these cases, SMC members were showing inflated grocery bills on record when the actual grocery cost for the mid-day meal was much lower. Staff members of some schools have reportedly been siphoning off thousands of rupees per month in this way. There are other instances where SMCs have school cooks, parents of schoolteachers (as education experts) or members of other school SMCs, etc, as their own SMC members just to siphon off money with ease. Some of the schools have also made sarpanches, etc, the chairman of the SMCs even as rules say only a parent can be made chairperson of the SMC. One of the teachers at a local school said, "The prime motive of corrupt head teachers is to induct SMC members who will sign any document without asking too many questions." However, there is flip side to the story as well, a teacher from a government school in a basti area of the city said, "In our school all the students are wards of daily wage labourers. Even if we want, we cannot induct a well-read person as a chairman. Most of these parents do not have time to come to school. Even if they do come, they sign whatever we ask for. If there is a problem, then we are the ones projected as the bad people." The DEO (Primary), Kuldeep Sharma, speaking on the issue, said, "The SMC members in all the district schools have been carefully chosen and it has been ensured that they are chosen as per the RTE Act guidelines. If, however, some schools are still found disregarding norms, then we always make sure that proper members are chosen." |
10 issued notice for recovery of stamp duty
Jalandhar, April 19 Having earlier issued notices to seven defaulters for recovery of Rs 5.19 crore, it has now prepared a list of 10 more defaulters who have an amount of Rs 72,18,831 outstanding on account of undervalued stamp papers for their land registries.
