PIMS paramedics call off stir till May 7

After abstaining from work for 24 days, the paramedical staff of the Punjab Institute of Medical Sciences (PIMS) finally called off their strike till May 7. The over 85 striking paramedical staff and other employees of PIMS after a communication from the director-principal of the institute took the decision this evening.

Jalandhar district ranked 20th in MNREGA implementation

Reflecting an extremely poor performance of the district with regard to MNREGA, the Centre’s flagship scheme for employment generation, Jalandhar ranks 20th in Punjab. A recent financial statement released for the year 2012-13 on the official website of MNREGA clearly spells out that the district lags far behind in terms of the amount spent for the purpose.

The teachers collectively condemned the new rationalisation policy introduced by the state government on the occasion.

Anaesthetists from three countries to discuss new techniques in plastic surgery

Over 100 anaesthetists and surgeons from Pakistan, Nepal and India will share their experiences on the cleft lip and cleft palate surgeries, in the first Cleft Anaesthetists SAARC Conference, to be held in the city on April 28. The experts will also discuss the unprecedented development in safer and new techniques of the surgeries in the conference.

Trials for the National Premier League T-20 cricket would be held in Jalandhar on April 27. The secretary of the league, Jagbir Singh said on the instructions of the Indian Cricket Council, the trials had been fixed for April 27 at Royal Stump Ground in Jalandhar.

Schoolchildren sit in unsafe buildings
More than 48 rooms in dist schools unsafe; 8 schools declared unsafe; many have applied for ‘unsafe certificate’

Despite the high court instructions to the Punjab Government to identify unsafe schools running in the state, a number of schools in the district continue to run from unsafe buildings, putting the lives of thousands of city schoolchildren at risk.

While the education department has identified eight schools in the district, which have unsafe buildings, in many of these, children continue to attend classes in the unsafe sections of the buildings.

In total, 48 rooms, across schools in the district, have officially been declared as unsafe.

However, the total number of unsafe government schools is much higher than that, as many schools have not listed themselves as unsafe due to various reasons.

While district schools like Government Girls Senior Secondary School, Nakodar; Government Girls Senior Secondary School, Nurmahal and Government Boys Senior Secondary School, Adampur have entire buildings (or huge sections) which are unsafe, there are other schools like those at Purian Mohalla and a school at Dakoha which have only one or two rooms which are unsafe.

At Government Senior Secondary School, Adampur, alone, about 600 students continue to attend classes in the unsafe sections of the school. While partial grants have been approved for the school, as long as the building is not made, students continue to sit in unsafe buildings.

But unfortunately, this is only half the problem.

Even greater is the threat to students’ safety from schools, which have, as yet, not been identified as unsafe, due to either the lax attitude of teachers, or the reluctance of the PUDA or PWD authorities, to provide certificates to these schools, declaring them unsafe (as long as certificates are not provided, the schools cannot officially be included on the “unsafe building” list).

One of the most glaring examples is that of one of the premier institutions providing education to students in the state.

Principal of Nehru Garden Girls Senior Secondary School says while letters have been sent to the PWD authorities, asking for school buildings to be declared unsafe, there has yet been no response about it.

Meanwhile, as the school is short of new rooms to seat children, they continue to sit in classes with broken roofs, chipped paints and crevasses in the walls.

While the school has one of the oldest buildings in the district, it is a shame that the school’s requests to declare their building as unsafe have so far gone unheeded.

About 1000 children in all, sit in unsafe buildings in the Adampur block alone, where three schools with unsafe buildings - Government Boys Senior Secondary School, Adampur (19 rooms); Government Senior Secondary School Khurdpur (six rooms) and Government High School Kalran are unsafe.

But out of these three only, Adampur boys has been declared unsafe and Khurdpur, like Nehru Garden, has not been given an “unsafe building” certificate despite it being common knowledge in the block that the building is unsafe. The children in Kalran school are the only ones who are seated in a safe building (are adjusted in libraries or computer rooms).

Other buildings across district schools which are unsafe but haven’t been declared so include school building at Bhargo Camp, Basti Peerdaad and Boota Pind.

While some of the formally unsafe buildings have received partial grants or approvals for the construction of new buildings, many are yet to get these.

The trouble, sources say, is on both sides.

While many of the school teachers deliberately hide the fact that their schools buildings are unsafe, when details are sought, there are others school authorities which allege that they face delays and ignorance from either the education department or the PWD or PUDA which do not respond to their requests to grant certificates to schools.

DEO Secondary, Neelam Kumari, says, “We are getting grants in crores for district schools and any school with problems is being sanctioned generous grants. Problems arise only in the schools where teachers are not willing to work for getting more grants. We have asked schools to report about any repairs they need. But there is no solution for improper reports of school infrastructure.”

“As far as students sitting in unsafe buildings are concerned, we have issued strict instructions to all schools not to seat students in unsafe buildings. If they are doing so, they are at great fault,” the DEO added.

DEO building, too, unsafe

  • The greatest irony of the district is that the DEO (Secondary and Primary) office itself is situated in a building which is unsafe. The office of the DEO (Secondary) is unsafe and repeated requests to the government to shift the office elsewhere as well as media campaigns have not borne any results.
  • DEO (Secondary), Neelam Kumari, said, “We are now planning to get at least parts of the office cleaned so that the building looks good. As far as shifting is concerned, there are no plans as of yet to shift the office elsewhere.”

PIMS paramedics call off stir till May 7

After abstaining from work for 24 days, the paramedical staff of the Punjab Institute of Medical Sciences (PIMS) finally called off their strike till May 7. The over 85 striking paramedical staff and other employees of PIMS after a communication from the director-principal of the institute took the decision this evening.

The doctor fraternity that had given an ultimatum of 48 hours to the management reportedly also held a meeting after their time lapsed this afternoon. The outcome of the meeting could not be known as the doctors remained tightlipped.

With the resumption of work by the paramedical staff, the PIMS management heaved a sigh of relief this evening.

Sources in PIMS said the paramedical staff had ended the strike only on the assurance of the Punjab Minister of Rural Development and Panchayats Surjit Singh Rakhra, who is also the chairman of the Punjab Institute of Medical Sciences (PIMS) Medical and Education Charitable Society, running this health care institution.

The minister has promised payment of their due salaries by May 7 every month and in instalments. Hoping to get their dues by the May 7 evening, the striking employees have decided to resume their duties on Thursday.

They, however, made it clear that if the management failed to pay their salaries on May 7 by 5 pm, the entire paramedical staff would be forced to suspend work again and the responsibility would lie on the authorities.

Reflecting an extremely poor performance of the district with regard to MNREGA, the Centre’s flagship scheme for employment generation, Jalandhar ranks 20th in Punjab. A recent financial statement released for the year 2012-13 on the official website of MNREGA clearly spells out that the district lags far behind in terms of the amount spent for the purpose.

While Fazilka tops the list with an amount of Rs 19.44 crore spent round the year, Jalandhar is far down, with just Rs 3.32 crore spent for the purpose. There are just two districts — Tarn Taran which ranks below Jalandhar with Rs 3.12 crore and Ropar with Rs 2.27 crore spent on works related to the MNREGA scheme.

In fact, all cities which top the list are of the Malwa region. Ludhiana follows Fazilka ranking second with projects accomplished to the tune of Rs 19.66 crore and Mansa is third with 13.21 crore. Moga, where elections were held recently, has spent Rs 12.82 crore on the scheme.

In the Doaba region, Hoshiarpur is on top, with Rs 8.23 crore spent for employment through MNREGA. Nawanshahr falls second with Rs 4.01 crore spent and Kapurthala follows with Rs 3.71 lakh. Insiders reveal that while earlier the funds were being directly allocated to the Deputy Commissioners, the state government, in a bid to hijack the scheme, had routed these now through the Rural Development Department and was diverting these more towards the Malwa belt.

Taking a dig at the ruling government, Vikram Chaudhary, Punjab Youth Congress chief, said the inequitable distribution of funds across the state had poorly hit the scheme of the Centre. “People of the Kandi areas and other remote belts where employability is low are being left out, while those connected with the party are being given the benefit,” he alleged.

When contacted, ADC (D) Harminder Singh said he had joined just last week and he would have to check up what went wrong.

Govt lecturers flay new rationalisation policy

The district unit of the Government Schools Lecturer Association, Punjab, held a meeting under the supervision of district president Joginder Singh Ajaib, at the Guru Nanak Dev District Library here today. The teachers collectively condemned the new rationalisation policy introduced by the state government on the occasion.

About 100 lecturers from different schools participated in the meeting, which started with lecturer Dalbir Singh addressing the meeting. General secretary Sukhdev Lal criticised the policy, of 32 periods per week for lecturers, of the state government.

Member Ravinder Pal Singh demanded that the lecturers be promoted soon. Many other issues were also discussed during the meeting, which included the posting of lecturers on the post of guidance counsellors, regularisation of the salaries of teachers and DIET staff, special science allowance for science lecturers, immediate redress of ACP cases, inclusion of degree holder vocational lecturers in the lecturer seniority lists, implementation of 90 per cent quota for promotion as principals for them, revision of 2004 rules etc. Members of the Government School Lecturer Union who participated in the meeting included Jagtinder Sohal, Vipin Kumar, Iqbal Singh, Bhupinder Singh, Mahinder Kaur and Tejmohan Singh, among others.

Theft at computer shop in Shiv Nagar

Thieves struck at a computer shop in Shiv Nagar, Sodal area, late last night and decamped with computer hardware, accessories and cash. The incident occurred at shop Decent Solutions, owned by Lokesh Bhatia.

The thieves took off with six LCD screens, 60 anti-virus packages, 50 pen drivers and Rs 7,000 in cash. Bhatia said he got to know about the theft when he received a call from the owners of the adjoining shop this morning. A case has been registered at police station division number 8, said SHO Gurpreet Singh. He said no major clues could be found from the spot. Finger prints, however, had been taken, he added.

ETT teachers to gherao Rakhra's house

Holding a state-level convention here today, the ETT teachers across the district, declared that they would gherao the home of Panchayat Minister Surijit Singh Rakhra on May 19 and boycott the education department projects.

A state convention of the ETT teachers across the state was held at Desh Bhagat Yadgaar Hall here today, where te ETT teachers from 20 districts gathered to deliberate on government policies.

About 300 ETT teachers and state leaders participated in the convention.

Leaders said despite Chief Minister Punjab Parkash Singh Badal's repeated instructions to the bureaucracy on the issue, their demands had not been implemented so far. They said the bureaucracy was rather attempting to complicate matters.

The ETT teachers also said that they would not let the Parvesh Project run across schools in the state and in its place, the ETT education reform movement would be run.

During the convention, the course of the future struggle was decided and it was decided that the agitation would be intensified.

While district-level meetings on the issues of shifting and constituion of the ETT directorate would take place on May 1, on May 6, dharnas would be held outside the ADC's office.

Teachers decided to gherao the house of panchayat minister Surjit Singh Rakhra on May 19.

Anaesthetists from three countries to discuss new techniques in plastic surgery

Over 100 anaesthetists and surgeons from Pakistan, Nepal and India will share their experiences on the cleft lip and cleft palate surgeries, in the first Cleft Anaesthetists SAARC Conference, to be held in the city on April 28. The experts will also discuss the unprecedented development in safer and new techniques of the surgeries in the conference.

Dr Fanzie A Ahmed will lead a delegation of nearly 20 anaesthetists from Pakistan while renowned doctor from Chennai Dr Aruna Parmeshwari will deliver the key lecturer. Experts from Nepal and a few other counties are also scheduled to arrive in the city, said Dr Puneet Pasricha, organising chairman.

Sponsored by the Smile Train, New York, and supported by the Indian Society of Anaesthetists, Jalandhar Chapter, the conference is aimed at discussing and imparting the latest techniques to the surgeons, cosmologists and anaesthetists.

While addressing mediapersons here today, Dr Pasricha said the faculty had been chosen from the centres of excellence from both the countries. There would be a session dedicated to the discussions of difficult or problematic cases, he added.

BJP leaders demand cross-FIR against excise and taxation officer

High drama prevailed here today, as some BJP leaders, siding with an ex-party councillor, today demanded the registration of a cross-FIR against an excise and taxation officer (ETO), who had complained against him.

Last evening, when ETO Amit Sareen had reportedly conducted a raid at Aman Plywood in Basti Sheikh, the owner had immediately called former BJP councillor Kamal Sharma at the spot wherein he indulged in arguments with the plywood shop owner.

At this, the officer got a complaint lodged against the two under Sections 353 (assault or criminal force to deter public servant from discharge of his duty) and 186 (obstructing public servant in discharge of public functions) of the IPC.

ACP (West) Ravinder Pal Singh Sandhu said the party leaders pressurised him a lot for the registration of a cross-FIR against the ETO. “We asked them to forward a complaint with us blaming the ETO for demanding a bribe and using communal words. But we have not lodged an FIR on the matter,” he said.

Section 308 added in Dharamvir case

The Bhargo Camp police has added Section 308 (culpable homicide not amounting to murder) against 14-15 youths who had attacked the then SHO Jalandhar Cantonment Dharamvir on April 20. ACP (West) said almost all youths had been identified. So far, only one person has been arrested, while the rest were at large.

Cricket trials on April 27

Trials for the National Premier League T-20 cricket would be held in Jalandhar on April 27. The secretary of the league, Jagbir Singh said on the instructions of the Indian Cricket Council, the trials had been fixed for April 27 at Royal Stump Ground in Jalandhar.

The cricketers above 14 years would be allowed to attend the trials.

Twelve teams would be participating in the league T-20 cricket.

From every team, four best players would be playing at the international level.

Those interested in trials would have to submit their birth certificate and passport size photograph.

Run for fun

Games and sports play a vital role in the growth of a child. To develop a positive attitude and promote leadership qualities, the run for fun was held in the ground of the DIPS, Karol Bagh. The children of KG class placed the track for frog race. Tiny tots of nursery ran for a balloon race, making the watchers clap their hands. Every child participated and performed well in the sport showing the true sportsman spirit.Principal Sarvesh Deol presided over the activity.

Job mela

More than 1138 job seekers were shortlisted by 103 top companies in the two-day job mela concluded at CT Group of Institutions. The mela has been organised by the CT Group of Institutions in association with the Department of Technical Education and Industrial Training, Punjab at the CT Group of Institutions, Shahpur.

Manoj Kumar, director, CT Group of Institutions said around 5,000 jobs seekers attended the mela. Major companies that conducted the recruitments were Videocon Mobile Services, Claris Life Sciences Ltd, Rapid Metro Rail, GNA Dura parts, HCL, Jindal Electric & Machinery Corporation, HCL Info Systems Ltd, CMC, Nivea, TMT, etc.

Teacher training workshop

In order to provide quality learning, the teachers must have the right training and a continuous path to professional development, refreshing and developing skills using current trends in education. A special teacher training programme was organised on the premises of the Bawa-Lalvani Public School, Kapurthala. The resource person was an international educational consultant, Ms Margaret Warner. The whole session reflected on eight levels of intelligence. The workshop was attended by 58 teachers.

Talent hunt

Mayor World School, conducted a talent hunt competition. The endeavour was directed towards boosting and nurturing talent of young students in a playful and competitive manner and to identify hidden talent in newcomers. Events comprised dance-duets, solo-dance, solo-singing, instrumental followed by mono-acting. About 50 children participated in the competition.

Nitya Bhalla of VII grabbed the 1st position in solo dance, Pritha and Simarpreet got 2nd position in duet and 3rd position went to Prabhnoor and Saanchi. Among the singers, Sanya Dandona of VIII and Raghav Kapoor of VIII shared the 1st position in solo singing whereas Rajbir and Sugham of VI got the 2nd and 3rd positions respectively. The 1st position for instrumental went to Arsh Khanna of VII, 2nd Eeshaan Chauhan and 3rd went to Chandan. For skit and mono acting, Vansh and Aryan of VI grabbed the 1st position. Bhrigu and Ishmeen were on 2nd position and there was a tie for the 3rd position between Jasjeet and Abhiraj, Sameeksha and Jahnvi.

University positions

The students of MA (music vocal) 3rd semester brought laurels to the college by appearing in GND varsity's merit list. Sakshi scored the third position by obtaining 304/400 marks. Gayatri clinched the fifth position by scoring 288/400 marks. Principal Atima Sharma congratulated the department for the outstanding results. — TNS
