Day 2 of strikes: Bank, transport services hit

Owing to the call by the trade unions, bank and transportation services remained crippled for the second day today, aggravating problems of residents here. Roadways employees held demonstrations in front of their workshops and none of the government-run buses plied for the second consecutive day. No private bus was allowed entry into the bus stand today again. All private buses remained parked outside the bus stand, causing a great difficulty tothe commuters to hunt for buses going on various routes.

Rain intensifies cold wave
Jalandhar, February 21
Cold wave intensified in the region due to moderate rain in the city and surrounding areas this afternoon. The meteorological department made a forecast of cloudy and partly cloudy sky on Friday with the possibility of rain.

Imposter arrested for bigamy
Phagwara, February 21
After four days, the Phagwara police arrested a cheater, identified as Pyara Lal of Kalas Kalan village under Section 376/420/406/120B of IPC. The accused had posed as Pinder Singh Sodhi alias Gurpreet Randhawa of Bodal village, District Hoshiarpur.

Debt-ridden youth ends his life

A debt-ridden youth of the Raja Garden area here allegedly committed suicide by consuming some poisonous substance this morning.

3 migrants killed in mishap
Phagwara, February 21
Three migrant labourers belonging to Dhanbad of Jharkhand, identified as Devi Narayan, Surjit and Mani Ram, were killed on the spot while two others, Vishnu and Anil, sustained serious injuries when a tractor-trolley, on which they were transporting electric polls of Powercom Department, turned turtle.

Day 2 of strikes: Bank, transport services hit

Owing to the call by the trade unions, bank and transportation services remained crippled for the second day today, aggravating problems of residents here.

Roadways employees held demonstrations in front of their workshops and none of the government-run buses plied for the second consecutive day. No private bus was allowed entry into the bus stand today again. All private buses remained parked outside the bus stand, causing a great difficulty tothe commuters to hunt for buses going on various routes.

Even the general traffic of the city around the bus stand remained disturbed owing to the illegal parking of these buses on all sides of the bus stand. Garha Road and area under the Lyallpur Khalsa College flyover remained badly clogged. Barricading had been done to allow only buses and curtail the movement of the general traffic around the area.

Like yesterday, as many as 280 bank branches in the city and 630 branches in the district were closed on the call of the United Forum of Bank Unions. Amrit Lal, convener of the United Forum of Bank Unions, said business to the tune of Rs 800 crore had been affected in the city and Rs 1,200 crore in the entire district for the past two days. Hundreds of employees marched from the SBI main office in the city near Namdev Chowk to PNB Chowk where they held a demonstration. Smaller rallies were also held outside the premises of almost all banks. The bankmen demanded the filling of posts with regular staff instead of contractual ones. They protested against privatisation and outsourcing.

Anganwadi workers also held a protest today. The workers also burnt an effigy of the state government at BMC Chowk before proceeding towards the tehsil complex. They demanded that their buildings should be improved. They also claimed that before starting crèches, the plight of the existing employees be improved.

Even as there was a huge rush of visitors to the district administrative complex today, officials on almost all important seats were away to accomplish other official duties.

Deputy Commissioner Shruti Singh and Additional Deputy Commissioner Praneet Bhardwaj had gone to the Punjab and Haryana High Court for a personal hearing in a matter pertaining to the suspension of an arms licence of an applicant Jagmail Singh way back in 2011. The officials had been called as the Arms Licence Department had not replied to a notice, which they claimed had not been dispatched to them through the office of the Additional Advocate General. In the last notice, costs to the tune of Rs 15,000 each had been imposed on three officials, including previous DC Priyank Bharti, now posted as Director, Local Bodies, who, too, had also been asked to appear in person.

SDM-I Iqbal Singh Sandhu and GA to DC Dr Sanjeev Sharma were away in the first half for a meeting at Circuit House in connection with arrangements for the forthcoming birth anniversary of Guru Ravi Dass. Since posts of SDM-II and ADC (G) are lying vacant, there was no administrative official available in the complex today during the peak hours of visit by the public. While the charge of the SDM-II has been passed on to SDM-I, the hearing of 125 pending cases is currently not being done for the past one and a half months, with petitioners being given subsequent dates.

The office of the District Development and Panchayat Officer, Sarabjit Singh Walia, too, has been lying vacant, as he has been evading arrest in connection with a suicide case. The office has been lying deserted for over a month now. The only office which remained packed with activity was that of DTO Dalwinderjit Singh where there were over a 1,000 visitors for various works.

Traffic signages go missing on many roads in city areas
Believed to be the handiwork of addicts or scrap dealers; MC plan to use plastic plates which have no resale value

Months after the Municipal Corporation (MC) had spent nearly Rs 2 crore on installing traffic signages across the city, most of these are now missing.

While the aluminium plates, cut into the shapes of triangles, as reminders of traffic rules and rectangular-shaped plates, indicating colony entrance, are gone, the poles on which these were installed and the frames stand twisted, as these are perhaps difficult to be pulled off.

There are as many as 10 points along Ladowali Road on which signages are missing. The residents believe it to be the handiwork of some addicts or scrap dealers around the area who perhaps pulled these off and sold them out.

Rajinder Beri, former councillor, said many such signages were missing around Mohalla Gobindgarh and roads leading to the railway station. He said there was no point for the MC to just keep on investing on something which does not remain intact. "A check must be done and FIRs must been lodged so that the police does some inquiry which proves to be deterrent to the wrong-doers, or else this will become more rampant," he has demanded.

Mayor Sunil Jyoti said, "FIRs, perhaps, will not be a solution as the thefts are widespread. These are there around Nakodar Road, Kapurthala Road, Tanda Road and other localities. Using this experience, we will now use plates made of plastic which will not just be cheap but have no resale cost, proving to be not any attraction to the anti-social elements."

Ten snatching incidents in eight days reported; police claims to intensify patrolling in various areas of the city

February 20 — Bikers snatched earrings from retired principal Gursharan Kaur at Bank Colony falling under police station number seven, chain from aged Simro near Sarab multiplex falling under police station number eight and earrings from aged Vidhyawati at Mohalla Gobindgarh falling under the New Baradari police station.

February 17 — Young girl Ridhima's purse was snatched at Mohindru Mohalla falling under police station number three when she was returning to her house with her family after attending a marriage.

February 16 — Earrings of city Valmiki Sabha chief Amrit Khosla's wife Madhu were snatched near Kamal Palce falling under the Baradari police station, those of BSNL retired JE Mehar Chand's wife Pushpa Devi were snatched at Guru Amardass Nagar falling under the police station 1 and those of Surinder Kaur were snatched at Kalgidhar Mohalla falling under police station 7.

February 12 — Earrings of Kirpal Kaur (80) were snatched by two bikers near Model House Park when she was returning to her house with her sister-in-law Niranjan Kaur after getting pension from area councillor

Aged Krishna's chain snatched when she was standing outside her house at Urban Estate Phase II and lab technician Rajwant Kaur's purse was snatched near Aman Nagar.

After a short lull of a few months, the motorcycle-borne snatchers have again started targeting city women. This is evident from the fact that 10 incidents of snatching took place in various parts of the city within eight days.

Actually the city women heaved a sigh of relief during the past some months as almost no incident of snatching had taken place during that period.

City police took strict action against the chain snatchers after getting special instruction from DGP Sumesh Saini in this regard. The police nabbed a number of snatchers and also "recovered" drugs from the possession of a majority of them. Now several of them have reportedly been released on bail and they have again started targeting the city women.

In a majority of the recent incidents, the bikers made aged women their targets. Interestingly, the snatchers did not even hesitate to snatch earrings and chains from the women when they were standing in front of their houses located in various localities.

Expressing concern over the recurrence of snatching incidents, the president of district women Congress Dr Jasleen Sethi said the women were scared to move out of their houses after the recent spate of snatching incidents.

Dr Sethi said the police should improve its network of informers to nip the evil in the bud. Further, exemplary punishment should be given to the chain snatchers after ensuring their arrest so that it might prove as a deterrent to others, she added.

The district Women Congress president further stated, "As a majority of the snatchers are drug addicts, they should also be referred to drug addiction centres for their proper rehabilitation and for getting rid of the problem once for all."

Meanwhile, terming the recent incidents of snatchings as isolated incidents, Additional Deputy Commissioner of Police (ADCP) Navjot Mahal said, "The situation is very much in control and the police has already intensified its patrolling. Suspected persons being monitored to avoid the recurrence of such incidents."

Rain intensifies cold wave

Cold wave intensified in the region due to moderate rain in the city and surrounding areas this afternoon. The meteorological department made a forecast of cloudy and partly cloudy sky on Friday with the possibility of rain.

The minimum temperature in Adampur of Jalandhar district was recorded as 8.7 degrees Celsius, whereas the maximum temperature there was 23 degrees Celsius.

Meanwhile, the lowest temperature was registered in Halwara as 9.6 degrees Celsius, whereas the maximum was recorded as 18.2 degrees Celsius, in Amritsar it was 11 and 19 degrees Celsius, respectively, in Chandigarh 9.3 and 20.8 degrees Celsius, respectively, in Pathankot 11 degrees Celsius and 20.3 degrees Celsius, respectively, whereas in Bathinda the minimum temperature was recorded as 12.2 degrees Celsius and the maximum 18.3 degrees Celsius.

Imposter arrested for bigamy

After four days, the Phagwara police arrested a cheater, identified as Pyara Lal of Kalas Kalan village under Section 376/420/406/120B of IPC. The accused had posed as Pinder Singh Sodhi alias Gurpreet Randhawa of Bodal village, District Hoshiarpur.

The accused and his three accomplices, including Manjit Singh, Kuldip Kaur and Ajay Kumar, were booked by the police on February 15, on the charges of bigamy and sexual exploitation of a woman Baljinder Kaur of Bham (Mahalpur) village, whom the accused married on December 16, 2011.

The victim had alleged in her written complaint that the accused, who had also posed as an enquiry officer of the State Bank of India, was already married but hid the truth and married the victim. She alleged she was sexually abused by the accused and his friends for a long period.

The victim disclosed that the accused asked her to accompany him to Ludhiana on a motor cycle on February 9 and abandoned her near the Phillaur bus stand, saying that he had to withdraw money from a bank ATM, but never returned back. She had said the accused took away her purse containing her ATM card, having more than Rs 40,000, gold ornaments weighing 25 gm and her passport.

She alleged the accused had also duped her relatives of lakhs of rupees on the pretext of sending them abroad.

Debt-ridden youth ends his life

A debt-ridden youth of the Raja Garden area here allegedly committed suicide by consuming some poisonous substance this morning.

The victim was rushed to the local Civil Hospital, where he breathed his last while undergoing treatment.

The incident occurred in Raja Garden Colony when Gautam Kapoor consumed some poisonous tablets. As his condition started deteriorating, he was rushed to the hospital but doctors could not save him.

In his statement to the police, Manoj Kapoor, deceased's younger brother, said Gautam was under depression for some time, as he was unable to return money that he had taken from someone.

Gautam had been frequently receiving telephone calls from the money lender and was upset for some time, he said.

3 migrants killed in mishap

Three migrant labourers belonging to Dhanbad of Jharkhand, identified as Devi Narayan, Surjit and Mani Ram, were killed on the spot while two others, Vishnu and Anil, sustained serious injuries when a tractor-trolley, on which they were transporting electric polls of Powercom Department, turned turtle.

The driver reportedly lost control due to overloading near a canal bridge at Zandiala-Manjki, yesterday. The injured were admitted to a nearby hospital. Some other labourers, travelling by the same vehicle, also sustained minor injurie but were discharged from the hospital after their first-aid.

The police has registered a case and is investigating the matter.
