Jalandhar, February 19 Interestingly, the DGSE as well as the district education authorities have put the onus of the incident on the school staff. While it was widely noted that the staff of the school was a harassed lot owing to the constant trouble created by area residents (including dumping of garbage on the school premises, breaking of locks and damage done to school property), the education department has, interestingly, held that the school authorities should have been more careful in handling the given incident. KS Pannu, too, put the onus on the school staff, saying, “Of the 19,000 schools in the state, I have not come across any other school where a wedding might have been conducted. But the efforts of the education department would be to create an atmosphere wherein such incidents are not repeated.” Talking to The Tribune, DEO Primary Kuldeep Sharma said, “The findings of the report say that it was carelessness on the part of the school staff that led to the wedding being conducted on the school premises.” When questioned how the staff could be held responsible when it was in the morning that they first saw the wedding tent erected, the DEO said, “The inquiry team has found that the previous evening, a tractor was being used to flatten the land of the school. The school staff saw it happening, the head should have informed the police, the BPEO or the DEO.” On Thursday, February 14, Government Primary School (Boys) Abadpura, had come to light owing to a wedding being conducted at the school during the school hours. While staff said they had tried their best to prevent the wedding, tents had been erected at the school during the night, when they had left. |

Jalandhar, February 19 The incident came to light when Naresh Kumar, younger brother of victim Bahadur Chand, reached his house in the Sant Nagar area and found the duo in a critical condition. He subsequently informed the police and the victims were rushed to the Civil Hospital, where the woman was declared brought dead. Station house office, Division No 5, Rajinder Kumar, claimed that a resident of New Dashmesh Nagar, Nirmla, mother of four children, had developed illicit relations with her relative Bahadur Chand after her husband Roshan Lal’s death some years ago. Bahadur’s wife Seema, after coming to know about this, had been continuously objecting to this. Frequent tiffs between them were routine, claimed the SHO. Some days ago, Seema had a tiff with Nirmla and after that, the former reportedly left the home in protest, the SHO added. In Seema’s absence, Bahadur brought Nirmla to his house and both attempted suicide. No suicide note was, however, found at the crime scene. The police said that Bahadur visited Nirmla’s house in the morning and the duo later left the house in an auto-rickshaw, as per the statement of the deceased's daughter. The couple, who had reportedly consumed some poisonous substance, were found in a house owned by Bahudar Chand in Sant Nagar. “We have sent the body and the victim to the Civil Hospital and inquest proceedings have been initiated,” the police said. |

Acting on a complaint of Division Forest Officer (DFO) Vishal Chauhan that Balwant Singh, residing in the Kishanpura area in Jalandhar, had been catching parrots, especially chicks, from near the rice sheller, a team of policemen laid a trap to nab the bird catcher. The police got hold of the bird catcher near the sheller while he was carrying 10 parakeets, a majority of them chicks, in a cage for sale. During preliminary questioning, Balwant Singh revealed that he was involved in the trade since childhood and this was his only source of income. Balwant Singh had been selling a parrot between Rs 25 and Rs 50 in Jalandhar and surrounding areas for the past some years. The police also seized 10 parrots, out of which one died at the police station. The police has registered a case under various provisions of the Wildlife Protection Act, 1972, at the Bhogpur police station in this regard. |

Jalandhar, February 19 Commissioner Viney Bublani has said that the loan proposal has been rejected on an objection as to how the MC would arrange nearly Rs 20 crore required for the land acquisition purpose. He has said that he, along with Mayor Sunil Jyoti, will discuss various possible solutions, including the sale of properties, some state government grant or possibly good recovery of property tax. Residents of nearly 50 colonies, including Sodal area, Industrial Area, Preet Nagar, Dada Colony, Globe Colony and Shiv Nagar, which fall on the other side of the crossing are much upset as the passage is closed as many as 120 times a day owing to the passage of trains between Jalandhar and Amritsar. The students of Shiv Joti Public School, Seth Hukum Chand School and SD School, which fall on either side of the track, are also much affected. Quite a few accidents have taken place at the crossing in the recent past, especially around Sodal mela during which there is much rush across the crossing site. On poll plank The construction of the RUB had been the main poll plank of MLA KD Bhandari during the recent Assembly polls. He had listed the same work in his poll manifesto during his earlier contest in 2007. The project already has clearance from the PWD which is to execute it. The Railways, too, has approved the plan. Cost escalation The construction cost of the project was barely Rs 8 crore and was approved in the MC House in August 2010. The estimated cost of construction got hiked to Rs 12 crore in March last year, while the land acquisition cost was then pegged at Rs 17 crore. Almost a year later now, the construction work is estimated at Rs 20 crore and another Rs 21 crore is required for land acquisition, totalling to a gross requirement of Rs 41 crore. What led to the delay Earlier it was the infighting in the BJP which led to some delays and then the consent from the owners of the buildings, from whom the land is to be acquired for the project, which took some time. The properties, which need to be partly acquired, include a godown, jointly owned by three businessmen, and an office. Ever since this problem got sorted out, the provision of funds has become a grave issue. |
Philanthropist Oberoi’s first salary was just

Jalandhar, February 19 One may be surprised to know that Oberoi’s first salary was just Rs 392, when he started his career as a mechanic at Pandoh village in Mandi of Himachal Pradesh in 1975. He was just 19-year-old then. Hailing from Nangal in Punjab, Oberoi went to the UAE in 1980 after five years of starting his career. A year later, he came back to India to start his family business. Subsequently, he went back to the UAE and launched his own company there. After that, he never looked back. Now chairman of UAE-based Apex Group of Companies, Oberoi (57) has become synonymous with charity work. Talking to The Tribune during his visit to NRI Bhawan in Jalandhar on Tuesday, Oberoi said, “My NGO Sarbat Da Bhalla has so far taken up the cases of 84 Indians, mostly Punjabis, who were on death row or were undergoing life imprisonment. Of them, I succeeded in securing the release of 54 Indians after paying 'diya' money under the Shariat law of nearly $ 2.2 million from my own pocket and from collecting some part as donations. These 54 Indians were sentenced to death for committing various crimes. I paid $ 1 million for recently saving 17 Indians from gallows from my own pocket. The rest 30 cases are being pursued.” To a query, Oberoi said, “I never take up the cases of those Indians who are on death row for committing heinous crimes, including rape.” The philanthropist said, “A Majority of the cases concerned with group fighting over the control of illegal alcohol business. Even the recent case of 17 Indians started with a group fight among over 50 persons over a dispute for the control of illegal alcohol business in Sharjah in 2009. Several persons sustained injuries in the fighting. One of them, Pakistani Misri Khan later succumbed to his injuries. Sixteen Punjabis and a Haryanvi, who had gone to the UAE for work, were found guilty and sentenced to death in
March 2010.” To a query, an humble Oberoi said, “I did nothing. It was possible only because of the blessings of 'Waheguru' and he wanted to give me credit for saving these persons from gallows.” Oberoi said, “I would have handed over these 17 Indians to their parents at the Delhi airport, but I specially took them to Harmandar Sahib to take pledge of never indulging in illegal works in future as it was nothing but a rebirth for them.” |

Jalandhar, February 19 Owing to the fact that the MC is already reeling under much financial crunch, entering into two contracts for same work rather indicates sheer wastage of its minimal resources. The generosity of the MC is further reflected from the fact that the previous Noida-based contractor, who started the GIS (Global Information System) survey, was allowed to leave work midway and the officials did not bother to follow up with him, forfeit his security deposits for exceeding the time frame or blacklist him. The issue further raises eyebrows as three of its contractors - those for renovation of Nehru Garden, Solid Waste Management Project and unipole advertisement - have already dragged the authorities to court on one pretext or the other. The insiders have revealed that since there were lapses also on the part of the officials and house tax staff of not cooperating with the contractor for property survey, they were intentionally not raking up the issue. Thin line of difference There is only a thin line of difference between the present and the old contract. The new survey is not based on satellite imagery so as to eliminate any chances of mapping problem as had happened earlier. But this also leaves room for errors or missing out certain properties. The old survey had a provision for giving unique ID to each property, but did not include a clause of generating plates for the same. The old survey carried more questions in the pro forma and required cooperation of occupants, while the new one can be carried out from the observations even if there is no response from the other side. Defaulters detected, no follow-up The GIS survey was conducted as a part of the e-governance project and had pointed out to thousands of defaulters of house tax and water connection, still no action was taken by the MC. A satellite imagery of the city had been taken by Hyderabad-based National Remote Agency after being paid heftily. Over 2 lakh estimated residential and commercial properties falling in the MC limit were to be surveyed. A two-page pro forma is being filled up with details regarding the owner, occupant, relation between the owner and occupant (son, relative, tenant etc), its use, total area, covered area, type of water supply (through submersible, hand pump, etc), details of recently paid house tax, electricity, water supply and sanitation bills. The contractor was to be paid Rs 20 for each built-up property and Rs 18 for each vacant one. |

‘Surya Namaskar’ In a special morning assembly organised at Police DAV Public School, tributes were paid to Swami Vivekanand on his 150th birth anniversary. A mass "Surya Namaskar" was organised by yoga coach Rupa Basak in which 150 students performed. Many teachers also participated in it. Neha and Prerna Sidhu of Class IX informed the students about the benefits of "Surya Namaskar" and precautions to be taken by performing it. Farewell party A farewell party for UKG students was organised by LKG students of St Soldier Kids Paradise in which tiny tots showed their talent. Students arranged a cultural programme in which they danced on the tunes of Punjabi, Hindi tracks. Gidda and bhangra were the other attractions of the party. Tiny tots presented a beautiful ramp walk, in which Manjot was declared "Master St Soldier" and Kamya "Baby St Soldier". Vansh won the title of "Mr Charming" and Harsimran "Mr Handsome". The winners were honoured and congratulated on promotion to Class I. Skating competition A skating competition was organised on the premises of Apeejay School, Rama Mandi. Principal Madhu Sharma and coach Sarvish Oberoi were present. The main objective of the competition was to enhance their mental and physical fitness. The students participated with full enthusiasm in the competition. Principal Madhu Sharma was delighted to see the enthusiasm of the students and she assured them of having more competitions of the kind. She accentuated the importance of physical and mental fitness in their busy lives. She also inspired students to participate in such kinds of competitions. Shally Bowry, Executive Director, Bowry Memorial Educational and Medical Trust, distributed prizes among the winners. The college Principal, Dr DK Joshi, congratulated the winners. Prize distribution The primary wing of the MGN Public School, Adarsh Nagar, organised the annual prize distribution function. Ramgarhia college The Ramgarhia College of Education organised annual sports meet in which almost 100 students participated in various track and field events. Principal Dr Surinder Jit Kaur gave away prizes to the winners and congratulated Dr Yogesh Sharma, Mukesh Sharma, in charges, Srinivasa Ramanujan Mathematics Club and Paramjit Kaur, DPE, for organising the sports meet. Operational excellence A guest lecture was organised on the topic "Operational excellence" at the Apeejay Institute of Management Technical Campus. Pardeep Sharma, freelance corporate trainer was the resource person for the lecture. Pardeep Sharma explained the Japanese concept of Kaizen (which means continuous improvement) to the students. He elucidated the concept very well and simplified its technicalities so as to make it comprehensible to the students. Dr Rajesh Bagga, director of the institute, thanked Pardeep Sharma. Degrees distributed A farewell party was organised by the Pre-Primary Wing in DIPS, Suranasi. Degrees were distributed among the preparatory class students as they got promoted to the Primary Wing. Students of KG Golden performed dances on various songs like "Radha teri chunri", "Twist and dance", "Disco Deewane", "Char baj gaye", "Hadipa" and "Kabhi alvida na kehna". Refreshments were also given to the students and in the last students had a dance party. Principal Bela Kapoor congratulated preparatory students and gave them her best wishes for future. |

Prof Anup Vats and Prof Surinder Midda gave awareness lecture on drug adiction and blood donation.
