F&CC scraps 18 tenders
Jalandhar, February 18 The members of the committee, chaired by Mayor Sunil Jyoti, decided that the tenders should be called all over again for the laying of concrete roads. The decision was taken in the wake of the recent orders of the Punjab Government banning the use of inter-locking tiles for any purpose by the Urban Local Bodies. The proposals will again be called by the MLAs concerned for making estimates and issuing fresh tenders. Jalandhar Central MLA Manoranjan Kalia had not yet given his list of roads. The earlier tenders included Rs 10-crore road projects for the Jalandhar West constituency represented by Local Bodies Minister Bhagat Chunni Lal, Rs 7.5 crore for Jalandhar North and Rs 7 crore for Jalandhar Cantonment. Since the tiles prove to be a costlier proposition, the MC also hopes to make a saving of 25 to 30 per cent. The grant amount had been lying unused for the past nearly a year. It was after the Assembly elections last year and a little before the MC polls that the MLAs had been issued the grant, but the work has been lying pending for one reason or the other. It was just when the work orders were set to be issued that the orders on ban came. MC to penalise contractors for delay The members of the F&CC also proposed to penalise the contractors who did not adhere to the schedule listed out in the work order and caused unnecessary delay in various projects, including those for roads and sewage works. The members said there would be no leniency adopted for those lingering on works on the pretext of delayed payment of previous works. Since the Mayor and Commissioner have the powers to impose a penalty of 1 to 10 per cent of the contract amount, they decided to take the harsh action so as to ensure that a smooth moving mechanism was in place and the balance sheets were clear before the budget meeting. Sewage bills’ recoveries through court Acting tough against the defaulters of water and sewage bills, the MC authorities have mooted a proposal that cases of all long-pending water and sewage bills be moved through lok adalats. Jyoti said there was a provision for the same in the MC Act and thus it was being decided that all such recoveries to the tune of several lakhs of rupees would be made through court. MC House meeting on March 1 Ahead of a budget meeting, Jyoti has plans to convene a meeting of the MC House on March 1. The meeting will take up the matter related to plans of fish aquarium and also the issue of recovery of sewage dues through lok adalats. The Mayor also has plans to hold detailed discussion on some improvements in the style of functioning of the MC in the next financial year. Mayor to meet Railways officials The Mayor has plans to hold a meeting with the Railways officials tomorrow in the MC office regarding the issue of cleaning of sewage underneath Domoria ROB and Ikheri Pull. The Mayor also intends to suggest to the officials to construct an escalator for the elderly and handicapped so that they could cross over to platform number 2 from the first to board any outgoing trains. Most outgoing trains depart from platform number 2. The Mayor also has on his agenda to propose to the Railways officials to shift the open toilets adjoining the government girls’ school to within the parking area or near the auto stand and make it covered. A meeting with the NHAI officials is also proposed to be held tomorrow on problems being faced owing to poor upkeep of service lanes at Lamma Pind Chowk, Shaheed Bhagat Singh Colony entrance and other patches on the upcoming six-lanes on the Jalandhar-Amritsar highway. |

Man seeks justice for deceased son
Phagwara, February 18 Joginder Paswan, a resident of Railway Road, has accused the police of torturing and poisoning his son, Ashok Kumar, in police custody in December, 2010, in a letter he wrote to the Punjab Chief Minister, DGP and IG, Jalandhar. The shattered father, who is bringing up a family of six children, has also sought reinvestigation into the case and stringent punishment for the "guilty" policemen. In his letter, Paswan said he had a dispute with Mukesh Kumar, a resident of Gujarat, while working with Balwant Singh, a local dairy farmer, in December, 2010. Being a close associate of Mukesh, Balwant Singh gave him and his son Ashok Kumar a sound beating, following which the injured went to the Civil Hospital for a medical examination. Receiving the news, Balwant Singh’s son and a nephew also reached the hospital, which forced them to shift to Panchhta village, near Phagwara, he added. He alleged that his younger son, Parmod Kumar, was picked up by the police and detained in the City police station. The police also detained Ashok Kumar illegally in the same police station thereafter. The complainant, who is illiterate and not sure about the exact date of the occurrence of events, alleged that the police tortured his sons in the lockup for seven days and even after getting Rs 1,500 per day from his daughter-in-law Mamta for treating the well. He recalled that Parmod Kumar was released from the police custody on December 11 in the evening and just two hours after Ashok Kumar also reached home. “After reaching home he collapsed on the ground and started vomiting blood. Ashok revealed that he was badly beaten up by the police and was poisoned. We rushed him to the Civil Hospital,” Joginder Paswan claimed. Ashok Kumar succumbed to injuries in a Jalandhar hospital and the body was brought to Phagwara and kept in the Civil Hospital. The father alleged that some police officials came to his house and took thumb impressions of his daughter-in-law Mamta and him and signature of his son Parmod Kumar on a blank paper saying that their dispute was settled for Rs 80,000. Joginder Paswan claimed that the family was shocked to know that the policemen had cheated them by getting their signatures and thumb impressions on the paper stating that Ashok Kumar had committed suicide under depression. |
