RTE campaign 'non-starter' in Mewat
Sumedha Sharma
Tribune News Service

Gurgaon, February 14
It was in 2011 that the Shiksha Ka Haq Abhiyaan (Right to Education campaign) was launched with a huge fanfare in Mewat. The then Union Human Resources Development Minister, Kapil Sibal, had chosen these backwaters to start the ambitious move that aims at ensuring that no child is deprived of education due to unavailability of money.

Interestingly, over an year later, the campaign is still a "non-starter" in the area as the authorities have failed to find the number of out-of-school children to be covered under the Act.

Under the Act, the administration is required to identify eligible children through a child-mapping survey and make the list public.

The schools in the area have to admit students according to the list. While repeated surveys have been conducted by a handful government teachers here, officials are still clueless about the number of children who are out of school or fall under categories like economically weaker or physically challenged sections.

While the District Education Officer was unavailable for comments, another official said, "We are not aware of any such survey. We have done the RTE survey in which we have listed the number of rooms, teachers and students and sent it to our state headquarters. There is no direction for child mapping."

According to independent surveys done by several NGOs, over 40 per cent of the total children between the age group of seven to13 go to madrassas and only a handful of girls continue studies after Class V.

We require a skill-development strategy so that jail inmates not only in jail, but when they rejoined society after serving their punishment in the jail may lead the life of good citizens.

Inmates who were mentally sick were entitled to receive treatment in such a manner that was appropriate to the circumstances. Treatment must also be adequate, said Gupta.

He said according to the directions of the Haryana State Legal Services Authority, the CJM cum-Secretaries of the DLSAs were visiting the jail periodically.

She said there was an ample scope for the intervention based on the needs of schools, children, the kind of education required and the local issues. However, as an entry point, the department has listed various possible interventions like capacity building and trainings, teaching and learning related activities and supportive and construction activities for classrooms, drinking water facility and sanitation. Gurgaon police goes for self-assessment

Gurgaon, February 14
Out to ensure 100 per cent efficiency, the Gurgaon police has decide to keep a "check" on the policemen on duty at police stations and PCRs. In an important decision, taken at a joint meeting of all the officials, the Gurgaon police has decided to authorise all ACP’s to conduct surprise visits to all police stations and keep a check on PCR riders to ensure that they are not only present on duty but also performing it efficiently.

While one officer will keep a tab during the day, another will be checking during the night hours.

"We want to ensure 100 per cent efficiency in our working, therefore, we are going for self-assessments. The plan was approved at a meeting recently where we decided to get two officers to keep a check on police stations and PCRs and ensure that we are here 24-hours for the citizens ” said Deputy Commissioner of Police Surender Pal.

Interestingly, sources said rather than just being a self-assessment drive, the move was an outcome of the numerous complaints, received by the department against officers on duty.

While some complainants alleged that some officers were drunk on duty and misbehaving with complainants, others claimed that the officers were not present in police stations or PCRs and failed to reach on spot in time. Notably, not only the Commissioner Office but also the Police Complaint Authority had received such complaints in the resent past

The senior officials, however, refused to confirm the same. “There is nothing of that sort. It’s not important why we are doing this but what matters is the fact that we are trying hard to guarantee that we are here for our citizens. We are trying to rule out even the rarest of the rare chances of making a folly while on duty. We are here to give our 100 per cent,” Surinder Pal said.

Tribune News Service

Ambala, February 14
Even as the poll dates are yet to be announced, political activities to contest the maiden elections of the civic body have started gaining momentum in the twin cities of Ambala. After the BJP’s announcement to contest the elections on party symbol, the chorus within the Congress to do the same is getting louder.

In a letter to party president Sonia Gandhi and All India Congress Committee general secretary-cum-in charge of Haryana affairs B K Hariprasad, Narinder Pal Shera, district Congress president (Ambala Cantonment), and Hira Lal Yadav, president, block Congress, have demanded that instead of supporting the like-minded candidates, the party should contest the poll on its own symbol.

Shera said not contesting the elections on party symbol would lead to confusion. “As no tickets are allocated by the party, a number of party leaders will file nominations from the same wards. This not only will affect their chances of winning as votes get divided, but also create confusion amongst the party rank and file,” Shera said.

He said, “If the elections are contested on the party symbol, it would certainly increase their chances of winning the elections.”

Haryana Pradesh Congress Committee president Phool Chand Mullana said the matter was still under consideration and nothing had been finalised yet.Meanwhile, Chief Minister Bhupinder Singh Hooda said it was for the party to take a decision in this regard.

Ambala IMT project lapsed due to political interference: CM
Manish Sirhindi & Suman Bhatnagar
Tribune Reporters

Mullana (Ambala), February 14
Chief Minister Bhupinder Singh Hooda said here that the government’s ambitious Industrial Model Township (IMT) project, which had been planned for the district, had become a victim of political interference as some local leaders were against it.

About three years ago, the Chief Minister had announced the project to set up the IMT in Ambala. Even as the state government had initiated the process to acquire 1,150 acres of land from 450 farmers in six villages, the project never became a reality. The process lapsed as the Land Acquisition Collector (LAC) failed to execute the proceedings under Section 6 of the Land Acquisition Act, wherein the earmarked land was to be identified for final acquisition, and possession was to be taken.

Speaking to mediapersons at the house of HPCC chief Phool Chand Mullana, Hooda refuted the allegation levelled by the INLD that the Congress was using the CBI as a tool to nail leaders of the opposition parties. “If there was any political vendetta, I could have moved against the Chautalas eight years back. It was a court’s decision and the INLD should see it likewise.”

On the future of the 3,206 JBT teachers, who had been appointed during the regime of OP Chautala, Hooda said the matter was pending in the high court and its decision would be final.

He reiterated that his government was committed to ensuring uniform development of the state and there was no ‘favoritism’ in allotting developmental projects to various districts as was being alleged by Union Minister for Tourism Minister Kumari Selja, who had even shot a letter to UPA chairperson Sonia Gandhi in this regard recently.

The Managing Director of Poshak Agrivet, Dr Shivaji Zombaue, has alleged that some unknown persons attacked him and his son while they were going to meet Arvind Kejriwal at Saraswat Brahmin Dharamshala, recently and snatched the papers in which alleged atrocities by the local MLA and her husband were documented.

They said a snatcher, identified as Praveen of Prem Khera village, was caught by the mob but his companions were successful in freeing him and they fled in a vehicle. “We have sent telegrams to the Governor, DGP, SP and DSP as it was an attempt to kill us and we are feeling threatened,” Shivaji Zombaue told mediapersons.

Alleging that the possession of his 25-year-old factory was “forcibly and illegally” taken over and handed over to the MLA and her husband, Shivaji Zombaue said he had filed a petition in the Punjab and Haryana High Court, but even after a verdict in their favour, the possession of the factory and machinery had not been restored.

Zombade threatened to stage a dharna at Jantar Mantar in New Delhi if their alleged persecution under pressure of influential politicians continued.

However, local MLA Sumita Singh, when contacted, said she was unaware of the happening. "The matter is regarding my ancestral land and is sub judice. Zombaue is trying to malign my image as I am honestly working for my constituency," she added.
