Rs 2,650-cr housing plan for poor mooted
Chandigarh, February 14 Based on the Indira Awaas Yojana, it is expected to be a flagship scheme by the state government and will help the government garner rural and urban votes. Under this scheme, the state government is hoping to provide dwelling units to 1.50 lakh urban EWS/ BPL families and to two lakh rural BPL/ EWS families. The features of this scheme were unveiled during a State-Level Bankers Committee (SLBC) meeting held here today. The cost of constructing the rural houses will be Rs 1.50 lakh, of which Rs 90,000 will be borne by the government and the remaining will be financed to individuals by the banks. Each unit will be constructed on 100 square yard plots. In urban areas, the government proposes to construct houses on the land that each developer in Haryana has to keep aside for the EWS. Three-storey apartments will be constructed for the urban beneficiaries, Rs 2 lakh will be given by the state government and Rs 2 lakh financed by the banks. Asking the bankers to finance the scheme to the tune of Rs 1,000 crore, the Principal Secretary, Rural Development and Panchayats, Ram Niwas, asked the SLBC to form a sub-committee to work out the modalities. Rakesh Sethi, executive director of Punjab National Bank, informed The Tribune that the National Housing Board would also provide the funds and in the case of urban beneficiaries, 5 per cent interest subvention would be given for repaying the housing loan. |

Sohna (Gurgaon), February 14 The court of SDM (Gurgaon-South) Vivek Kalia also issued a show-cause notice under the Haryana Public Premises and Land (Eviction and Rent Recovery) Act, 1972, regarding another 66 acres of land allegedly under Mehndi’s possession. The singer had allegedly been illegally occupying a large chunk of shamlat deh land, which was vested under the possession of the Municipal Committee of Sohna with effect from May 4, 2011. Mehndi allegedly built a large farmhouse on this land. On July 20, 2011, the municipal body approached the SDM’s court to seek possession of the land. On April 30, 2012, the court issued eviction orders, but these were not executed for a long time. Kalia confirmed to The Tribune that the eviction orders were executed today and the possession of land measuring 81 kanal and 12 marla (nearly 10 acres) was restored to the Sohna Municipal Committee. The SDM’s court also issued a show-cause notice to Mehndi to explain the possession of another 66 acres, 5 kanal and 5 marla land he had been occupying under his farmhouse. |

Sirsa, February 14 After Sanju Bala, a woman lawyer, raised her voice against the treatment meted out to the hapless girl, the victim was today sent to a shelter home in the town under the custody of the Child Protection Officer. The girl's mother had died some years back and it was alleged that her father attempted to rape her nearly two years back. Neighbours and the victim's kin took her to the police which booked her father on molestation charge. The man was put in jail and since then no relative has come forward for his bail. The girl has since been living with her aunt (bua) and her case is before a judicial magistrate here. After evaluating the evidence, the judicial magistrate found that it was a case of rape rather than molestation . Since the offence of rape is triable by a sessions court, the judicial magistrate committed the case to the court of an Additional District and Sessions Judge for trial. While the judge was recording the victim's statement yesterday, he found the girl under some pressure. He ordered the girl to be shifted to a reformatory in Hisar. Sine there is no reformatory at Hisar and even the women prisoners below the age of 16 were kept in the Borstal Jail, Hisar, the girl had to spend Wednesday night there. In the morning, the girl was brought in a prisoners' van and kept with hardened criminals in the lock- up till her case came up for hearing in the afternoon. "It is highly insensitive of the court to have treated the little girl like a criminal," Sanju Bala said and raised her objections at several levels in the district courts. Giving her statement before the judge, the girl denied that her father had ever assaulted her sexually . The court today rectified its 'mistake' and sent the girl to a local shelter home run by an NGO under the custody of the Child Protection Officer. |
Inter-caste marriage
Hisar, February 14 Divya, a Fatehabad resident, had married Naresh after running away from her home two years ago. The girl's family was opposed to the marriage. Divya's family had then lodged a compliant of kidnapping against Naresh. However, Divya had told the court that she wanted to live with Naresh. She delivered a girl child four months ago. Naresh and his family members alleged that Divya's maternal uncle Inder Singh of Budha Khera came with his five or six accomplices last night and took away Divya after attacking them. They alleged that the assailants left the four-month-old child with them before escaping along with Divya. The police has been informed of the incident. |
15-year-old gang-raped
Hisar, February 14 Later, the girl reached home and narrated the incident to her family. The police has registered a case of rape after getting the 15-year-old girl medically examined. The police said efforts were on to arrest the accused. |

Chandigarh, February 14 The INLD and BJP are gearing up to corner the state government on issues ranging from the deteriorating law and order situation, alleged shady land deals,regional bias in development and jobs, hike in electricity tariffs and bus fares, corruption and employees’ demands to the rising number of cases of swine flu. Buoyed by the much-publicised ‘success’ of its state-wide ‘oust-Hooda’ campaign, the INLD, which will face the Treasury Benches minus Leader of the Opposition Om Prakash Chautala and Deputy Leader of Opposition Sher Singh Badshami, who have been jailed in the JBT teachers’ recruitment scam, would endeavour to pin down the state government for its ‘failure’ on all fronts. Chautala’s younger son Abhay Chautala and INLD state president Ashok Arora would lead the Opposition charge against the Hooda government. “The builder-politician nexus in land deals, including the Robert Vadra-DLF land deals, bad law and order situation, criminalisation of the Congress and issues of public importance such as power tariff hike and hike in bus fares would top the INLD agenda in the forthcoming Budget Session,” Ashok Arora told The Tribune today. Leader of the BJP Legislative Party Anil Vij alleged that ‘jungle raj’ prevailed and the state was being dubbed as the ‘rape state’. AIDS patient seeks aid for daughter
Karnal, February 14 “Please arrange some shelter for my two-year-old daughter so that I can die in peace with my wife and daughter,” says distraught Prakash (name changed). “I have not slept for two days. I and my family have been without food for the past three days. My two-year-old daughter is looking at me with hope. I want to end my life, but what would happen to her,” said Prakash in choked voice. Reeling under a debt of Rs 1.50 lakh, the victim is harassed by creditors who gave him a loan on the death of his third child. There seems to be no end to the miseries of 39-year-old AIDS patient, who also lost his job due to society’s unsaid discrimination towards HIV positive. The blood count of all family members of Prakash has come down to 300, but he is not in a position to undergo anti-retroviral therapy (ART) for survival due to an acute financial crunch. Gurgaon top cop promises to be resident-friendly
Gurgaon, February 14 “I have served this city earlier also and know that getting an FIR registered is a Herculean task for many. This has reduced confidence amongst residents, which hampers our efficiency. We will ensure the timely registration of complaints,” said Mittal. Within hours of joining duty, Mittal issued instructions to all police stations, directing them to ensure the registration of complaints. The officers were summoned and asked to wear uniform to duty. He announced the launch of a special helpline which would be functional by Monday where residents could call to check the status of their complaints and report misconducts, if any. “We get complaints about officials being hostile with residents. We are meant to serve the people and there can be no justification for not being resident-friendly. All officers, including those on PCR duty, have been warned against any misconduct. |

Centre urged to release CST claim
Chandigarh, February 14 The payments for 2011-12 and 2012-13 should be made in the next financial year in two instalments. Choudhry was speaking at the empowered committee meeting of the state Finance ministers presided over by Union Finance Minister P. Chidambaram at New Delhi today. She said Haryana had already consented to the decision of 100 per cent payment for 2010-11, 75 per cent for 2011-12 and 50 per cent for 2012-13. |

Sonepat, February 14 The police also seized a stolen tractor, two country-made pistols and two empty cartridges from their possession. A case under various sections of the IPC and the Arm Act has been registered against them.
