Two held for selling fake DCE question papers
New Delhi, May 29 The accused who were selling the question papers were identified as Naveen Kumar and Kasif, alias Saif. Acting on a secret information, the sleuths laid a trap in Connaught Place area and arrested the suspects while they were delivering a set of the question paper. However, it was revealed late last night that the question paper was fake. The sleuths said that the duo, who offered to sell the question paper through the Internet, struck a deal with a decoy for the supply of the paper for Rs 2 lakh. While Rs 5,000 was to be paid at the time of delivery, the remaining amount was to be paid after the examination. During interrogation, one of the accused Navin told the sleuths that he passed the 2005 higher secondary examinations with 74 per cent aggregate in science. Being a computer-savvy boy, he came into contact with one Yashwant while he was chatting. Yashwant told Navin that he was an expert in leaking question papers and Navin was lured to contact the prospective candidates. Both Navin and Kasif own a cyber café in Nangloi area.
Nigerian held for supplying cocaine
The Narcotics branch of the Delhi Police today claimed to have arrested a Nigerian for his involvement in supplying cocaine in the Capital. The sleuths also claimed to have recovered 25 grams of cocaine, 1600 Euros, Rs 20,000 and 50 US dollars from his possession. Acting on a secret information that one Nigerian has been active in supplying cocaine in the Capital, the sleuths laid a trap in Hauz Khas bus terminal and nabbed the suspect who was later identified as one Moses (27), resident of Lagos, Nigeria. During interrogation, Moses told the sleuths that he had come to Mumbai three months ago and later reached Delhi. Moses also said that the money seized from his possession was given to him by one Tony for smuggling of cocaine to Nigeria. Tony in turn wanted to smuggle it from Nigeria to the western countries. |

Noida, May 29 The victim was suspected to have been gangraped before her murder. After the incident, the husband of the deceased is absconding. The police have, however, detained two persons in this connection. Munni Devi, the victim, had been living as a tenant with one Akbar, her husband, in Sunder Awana’s house in Atta village in Sector-27 Noida. Akbar’s two friends – Abdul Kamal and Raju – used to take their meals in his house. On the fateful night, four of them had taken their dinner together after which Munni Devi and Akbar had gone to bed in their room, while Abdul Kamal and Raju had retired to their rooms. Later, what transpired nobody seems The landlord, Sunder Awana, was the first to know about Munni Devi’s murder as he saw smoke coming out of her room. The room door was bolted from outside. Surender Awana discovered the blood-soaked body of Munni Devi lying inside. Subsequently, the Sector-20 police were informed. Munni Devi had reportedly been hit with a sharp-edged weapon on her head and neck. She is suspected to have been gang raped before her murder, the police said. The Sector-20 police have nabbed Abdul Kalam and Raju. The police have launched a hunt to nab her husband Akbar.
Villagers beat thief to death in Rabupura village
A thief, who had intruded into a house in Phalauda village, was beaten to death by the inmates under Rabupura police station area. The police have sent the body for autopsy after registering a case for unintentional murder. The wife of the deceased has alleged that her husband was murdered. While Babu Singh and his family have alleged that the deceased was a thief and had intruded into their house to commit a theft, he was caught red-handed and his family was duly informed. In the presence of his family members, his condition had deteriorated and he had suddenly died. However, the slain thief’s wife has alleged that Dev Dutt, Brijesh and Bharat of the same village, had come to their residence and took Sukha, her husband along, saying that their father wanted to meet him. On reaching their house, the three had attacked him with lathis, baton. As a result of which Sukha had died. When she, along with her family members, reached Babu Singh’s house on hearing shrieks of her husband, they were threatened and shooed away by firing in the air. Youth axed to death for teasing daughter
Noida, May 29 The incident, which took place at a jhuggi cluster in Sector-50 on late Friday night, the father of the girl attacked three young men, killing one person on the spot, injuring another seriously. The third person was able to flee, escaping the murderous attack. The injured youth has been admitted in Prayag Hospital with serious head injuries. The deceased has been identified as Yaad Ram, while the injured is Jassi, alias Riku. According to police, one Dhan Singh was celebrating the birthday of his four-year-old son. During the function, he sent his 15-year-old daughter Krishna to bring some goods from the nearby shop. Later, three drunkard youths – Kamal Khan, a contractor, Yaad Ram and Jassi, who were sitting near the shop, started teasing and molesting Krishna. A terribly scared Krishna ran to her juggi while shrieking and crying. Later, her father Dhan Singh came and asked the drunkard youths why they teased his daughter. At this, three started beating him up, all the time threatening to rape his daughter. Dhan Singh went back to his jhuggi after getting thrashed, the police said. Subsequently, the trio is understood to have reached Dhan Singh’s jhuggi and started abusing him and molesting Krishna. At this, Dhan Singh and his brother Vinod took out an axe and lathi and attacked the youths. There was a pitched battle between two groups. Dhan Singh hit Yaad Ram with axe on the head, as a result of which, he died on the spot. Vinod rained blows of his lathi on Jassi. Seeing the tables being turned on them, Kamal Khan, the root cause of the fracas, slipped away. After some time, Dhan Singh surrendered himself at Sector-49 police station with the axe. Jassi and Vinod, who were injured in the clash, admitted in Prayag Hospital. Kamal Khan has been arrested. The police have registered a case against both the parties. |

New Delhi, May 29 “We have a leadership which has earned reputation worldwide and our future is safe in their hands. Our Prime Minister is a renowned economist and he is ushering our country towards progress,” Mrs Dikshit told the delegates of Congress student wing NSUI’s two-day training camp here. The Chief Minister said the UPA Chairperson, Mrs Sonia Gandhi, was giving a social and political thrust to the country while the economic fillip was being given by the Prime Minister, Mr Manmohan Singh. Urging students to take a proactive role in the decision-making process of the country, Mrs Dikshit said the youth in the country should “correct” any deviations in the nation- building programme which would harm them in the future. The DPCC president, Mr Ram Babu Sharma, who also attended the meet, dealt with the history of the party and sacrifices committed by its leaders in the pre-and post-independence period of the country and urged the youth to take inspiration from them. |
JNU looking for exchange programmes with Pakistan
New Delhi, May 29 Currently playing host to two visitors from Pakistan, the university is looking forward to more such visits. “There is tremendous respect for the Indian universities and higher education in Pakistan and we are hopeful that something concrete will shape up in the near future. More so, the step would allow a thaw in the political conditions,” Vice-Chancellor Prof G K Chadha told ‘The Tribune’. Pointing out that a “beginning is tending to be made”, Prof. Chadha said, “People there realise that in research and education in general at universities and otherwise, there is a huge gap in Pakistan. It is for this purpose they want to join hands with the Indian universities.” During his recent visit to Pakistan, Prof. Chadha said, “He was overwhelmed by the respect that JNU commands. JNU seemed to be a favourite. People are keen to come to India to study and research.” Noting that the Indian government apart from relaxing visa rules should also work out the details of making it possible for academics to visit India, Prof. Chadha said, “The government must ensure that the process is not limited to just student and faculty exchanges, but also encourages joint research programmes. We can earmark some Ph.D. seats for them and provide the necessary guidance and infrastructure needed for research.” Claiming that the present government is receptive to the idea of academic exchange between the two countries, the Vice-Chancellor said, “I have been asked by the Ministry of Human Resources Development to share my views with them and soon I will submit my report to them.” The possibility of forging academic exchange would translate into opportunities for the Indian side as well. “There are many of our students who wish to travel to Pakistan for research. There are subjects that we can learn more about being there,” he said. Considering the demand for making JNU accessible to Pakistani students and faculty as well, the mood is upbeat in the campus. “My colleagues are equally excited about the initiative…we have had discussions and will see how we can do what will be the best,” said the V-C who visited, the Planning Commission in Pakistan apart from various universities, including the Punjab University in Lahore, Peshawar University, Qaid-e-Azam University and the National University for Sciences and Technology,” the Vice-Chancellor added. |
Attendance rule: DU ordered to file affidavit
New Delhi, May 29 A division bench of the Chief Justice, Mr B. C. Patel, and Mr Justice S. K. Kaul, directed the Professor-in-charge of all the three law centres of the university to file an affidavit by July 20, showing how many students were allowed to take the examination having attendance below the requisite under the rules. Petitioner Prof. S. N. Singh, through his counsel V. Sudeer, alleged that Prof. Rajeev Khanna, Prof. Veena Bakshi and Prof. Gurdeep Singh Bahri, the PICs of Campus Law Centre, Law Centre-I and Law Centre-II respectively did not bar even a single student from appearing in the examinations held in December, 2004, despite very poor attendance record in their attendance violating the rules of the university, the Bar Council of India as well as an order of the court. On what grounds the students were permitted to sit for the examinations having attendance less than the aggregate 66 per cent not permissible under the
rule, petitioners’ counsel sought explanation from the authorities. To give an opportunity to the students who did not attend the stipulated classes on account of various factors, the university organised special classes in all the three centres which the students failed to attend. Permitting of such students by the authorities to take the examinations will give a boost to the defaulters, alleged the petitioner. Students with aggregate attendance as little as 29 per cent were permitted to appear in the First Semester examination held in December, 2004, alleged the petition. As per an order of the court, the university was directed to amend the attendance rule in conformity of the rule framed by the Bar Council of India with effect from the academic session of 2003-04. The university in conformity with such order, amended its attendance rule in September, 2003 requiring at least 66 per cent attendance in each subject to appear in the examinations. The Bar Council of India had already framed such rule to enrol for the legal profession and waiving of such rule is applicable to only those having two-thirds attendance in aggregate. |

Nanotechnology is a revolutionary technology of the 21st century, he said. Prof V. S. Ramamurthy, Secretary, Department of Science and Technology said, many countries like the USA, the UK, Japan, China and France have invested a lot of funds in nanotechnology and have much focused programmes at national level. The USA is planning to invest $1 trillion by 2015 under National initiatives in Nanotechnology and other countries like the UK, Japan, China and Germany are marching ahead with heavy investments. “Government of India has initiated Scheme-‘S&T Initiatives in Nanotechnology’ with a capital fund of 100 crores for five years. Many scientific institutions in the country have begun their Research and Development in this field and we invited Amity also to contribute towards Research in Nanotechnology and create scientists, who will take the country ahead with their innovative projects.” Dr Harish Gupta. ‘Dhanaks’ are getting a raw deal, alleges Parishad
Faridabad, May 29 The Dhanaks, who have been included in the Scheduled Caste category of Block-A, have alleged that a move has been made by certain vested interests to eat up the share of the categories included in Block-A and the government should take an appropriate action in this regard. At a meeting held here yesterday, the Dhanak Vikas Parishad, Haryana, resolved to meet Chief Minister Bhupinder Singh Hooda to apprise him of the facts and to demand an action against all those, who it alleged, have been trying to usurp the share of SC categories like Dhanaks,Valmiki, Khatik and Bajigar in Block-A category. It claimed that the demand of certain groups to cancel the PMT examination on the basis that the notification of 1994, does not provide reservation to many categories in educational institutions. It has claimed that the sate government has provided such a facility in the notification issued in 1997, and added that the reservation policy in matter of education has been based on the Gurnam Singh Commission’s report of 1990. It is stated that the total population of the Block-A category has surpassed the population of the reserved section included in the Block- B. The Parishad has stated that majority of the posts are still held by the category included in the Block-B. The castes included in the Block-A are deprived of their share and has been a victim of the unlawful tactics adopted by some of the sections, who has already gobbled up the major share in the reservation so far and now wanted to take their share in
the admission in the medical and technical training institutes in the state
and elsewhere. The Parishad has also alleged that a Union Minister from Haryana and a former MP from the state are also involved in such a move. It has claimed that such move would not only harm the interests of several categories, but may also lead to hatred and enmity among various sections of the society. The Parishad has appealed the CM to intervene in the matter. |

12 groups formed for disaster management in Gurgaon
Gurgaon, May 29 Gurgaon Deputy Commissioner Sudhir Rajpal informed that the constitution of groups has been done in such a way that the time required for rendering the help should be minimum, and accordingly, the group has been scattered all over the city. In case of emergency, the nearest group at the place of accident will be activated and in this way, emergency help can be made available without wasting time in transportation to the affected people. Further, the Deputy Commissioner said that each ERG would be headed by a group leader, two alternative group leaders and nine volunteers. At least one third of the group members would be medical experts and some of them will be from engineering and fire-fighting backgrounds. Each group will be equipped with at least one ambulance van with all first-aid medical facilities and the rescue-kit including gas-cutting set, portable generator, safety belts, jacks, hexa, etc. In addition, the fire entry suit will also be provided to each group for safe escape of the people trapped in the fire, added the officer. The groups have been constituted taking persons from different industrial organisations like Hero Honda, Munjal Showa, Indian Oil Corporation, Honda Motorcycle Scooter, Denso Haryana, Sandhar Industries, RICO Auto, Sona Steering, Sunbeam Auto etc. Mr Rajpal added that with the help of these groups, the administration would be capable of providing immediate help to the affected persons. Regular mock drill would be conducted for the assessment of these groups. And accordingly, the group would be strengthened and made more effected, said the DC. |
HC rules out different payscales on grounds of sex
New Delhi, May 29 “Designation would be immaterial and irrelevant, if it is proved that both (male and female) the categories are doing the same or similar work,” a Bench comprising Mr Justice M. K. Sharma and Mr Justice Rekha Sharma said, dismissing an appeal filed by Super Bazar Cooperative Stores Ltd. The Bench said it found justification in the findings of the single judge that there may be some discrimination on certain well-defined principles but in the matter of pay scales, there cannot be any inequality or discrimination only on the grounds of sex. The female workers appointed on regular basis as “packers” along with their male counterpart in the Super Bazar, in 1984, had pointed discrimination in the pay-scales, though they were performing similar work. The court said though the female workers were regularised with the designation “packing cleaners” and their male counterpart with the designation “packers”, it has been established that they were performing almost the same and similar kind of work. “The single judge on consideration of the evidence on record and also on appreciation of the findings recorded by the Appellate Authority found that the nature of the work performed by the female workers was similar to that of their male counterparts and held that designation cannot be the determining factor for fixing the pay scales if the nature of the work is the same, which is more important than the designation,” the Bench said. |
Weeklong camp on moral values

New Delhi, May 29 According to joint secretary Ashok Jain, the rally was organised to convey the importance of vegetarianism, moral obligations and maintain the ecological balance for the betterment of society. Apart from the 300 children, their parents also took part in the rally, which was started from Shree Digamber Jain Mehar Mandir, Dharampura. They marched with banners in their hands and raised slogans in support of moral values, vegetarianism and ecological balance. They reached Digamber Jain Lal Mandir, Chandni Chowk, where they took a vow to remain vegetarian. Several teachers were honoured and the children who stood first, second and third in their exams were given prizes. Books stationery were distributed free in this camp. Devendra Jain, convenor, said that Subhash Chand Jain Kagji and Ajay Kumar Jain presented gifts to all the participants. Sher Singh Jain, president, expressed gratitude to all. P.K. New Delhi, May 29 The Music Today has now brought out a new album Jazmin. Jazmin is an American group whose members have now all become disciples of Pt. Ravi Shankar. Their music is an astonishing mix of pop, rock and soul. The album is the live recording of their concert which was held here in February this year where Anoushka Shankar joined them adding a bit of fusion to their repertoire. The final two tracks of the album feature the Shankar family in the performing as well as composing avatars. The music in the album goes back to yesteryears and is unembellished by excessive instrumentation or electronica as is the modern trend. For those who like to take an occasional walk down the musical memory lane, the album is an acoustic delight. Mother and child
The purity and universality of the relationship of a mother and her child was effectively reflected in the paintings by Dehra Dun-based artist Seema S Nichani at the Lalit Kala Akademi here last week as it hosted an exhibition of her select paintings. While Seema, a self-taught artist, has experimented with varied subjects, her forte has remained Mother and Child and she has quite effectively managed to bring out the various facets of the relationship in her paintings mostly oil on canvas. Seema, who holds a diploma in painting from Kala Kendra in Dehra Dun, the Uttaranchal capital, received special training from the noted painter, Monica S. Talukdar and was fortunate to have been guided in her pursuit of the art by none other than the legendary Dwijen Sen of Kala Kendra there. This was Seema’s first solo exhibition in the Capital.
A surrealistic experience
For all practical purposes, Khirkee village in South Delhi is just like any of the numerous urban hamlets struggling to cope with identity crisis brought on by the persisting pressure of rapid urbanisation in the National Capital Territory of Delhi. However, a walk down one of its streets where several known artists have their studios, makes you aware of a stark difference. Huge colourful murals on the outer walls of some of the houses and shops greet you. Initially, the experience of walking through the street with faces staring down at you from the walls can be a little daunting and distracting as well, but then one gradually gets used to it. It is just like walking down an open-air art gallery – a surrealistic experience with all the paraphernalia and sounds of a typical Indian street surrounding you. What is heartening is the fact that some of these murals have been created with the active participation of volunteers from among the residents at the prompting of Khoj, an international artistes workshop which launched a project there, called Khirkee Ki Khoj. The idea was to involve the locals in creating and appreciating art which has for long been hijacked by the so-called elite and confined within the air-conditioned walls of art galleries. |

Meningitis toll reaches 39
With the death of a meningitis patient in the Lady Hardinge Hospital, the toll from the dreaded brain fever, which hit the Capital about a month back, has risen to 39. While a person died because of the infection, four new patients were admitted to various hospitals in the city during the past 24 hours, the health authorities said. Two killed in road mishaps
Faridabad, May 29 One Tekchand, a resident of Alawalpur village, was killed after he was hit by a speeding car near Palwal town yesterday morning. The victim succumbed to his injuries in the hospital. The driver of the car sped away after the incident. In another incident, an unidentified person was run over by a vehicle near Baghola village in the district. A case has been registered. Meanwhile, the police have booked six members of a family residing at Agra in connection with dowry harassment. The kin of the victim, Karuna, have alleged in their complaint that her in-laws, including her husband, Jaspal in this

DPCC to hold free medical camps
New Delhi, May 29 The camps, which will be held in each block Congress committee, with a main centre at the Delhi Medical Association hall at Darya Ganj, will provide free health check-ups, including electro cardiograms, tests for blood sugar, blood pressure, Tuberculosis and heart diseases to the poor, DPCC president Ram Babu Sharma told reporters here today. The camps will be held between 9 am and 2 pm at JJ clusters and supervised by DPCC members, experts and doctors, Mr Sharma said. |
