Warrant for SHO in torture case

A Delhi court today issued bailable warrant against a former SHO of a North Delhi police station, three guards and some officials of a juvenile observation home on charges of “brutally torturing” four boys after some other inmates escaped from there.

Juvenile Justice Board Principal Magistrate Ms Santosh Snehi Mann issued the warrant on a complaint by the counsel for the boys, lodged in an observation home in Majnu Ka Teela, alleging they were beaten up with iron rods and kicked after being made to lie on the floor by the guards and the Timarpur SHO who jumped on their chests.

“The incident reveals the horrifying state of affairs in the government-run observation home. It seems the guards and officials, out of frustration since some boys escaped, had brutally tortured the juveniles. The role of the SHO is shameful and shocking,” the court said after recording the statement of the boys. The court also issued warrant against the officials of the Social Welfare Department of the Delhi Government posted at the observation home.

Some boys, lodged in the observation home in connection with various crimes, had escaped on the night of April 13, 2004, leading to chaos and confusion on its premises with guards and officials subjecting the remaining inmates to rigorous questioning and allegedly beating up many of them.

In their statement, the four boys, who had suffered injuries all over the body, had alleged that the guards Navin, Parveen, Bal Kishore and Sonu, and two other officials P T Sharma and Vinod Kumar had committed the brutalities on them and were joined in by the then Timarpur SHO who “hurled abuses on them and jumped over their chest.”

Though the court was seized of the matter for a year, it could only proceed against the alleged culprits after the boys named some of them in their statement last month and identified Parveen, Bal Kishore and Sonu following a test identification parade recently.

Pointing out that “nobody is above the law”, the Magistrate said “on the basis of the material before me”, offences punishable under Section 308 (culpable homicide), 324 (causing grievous hurt) and 34 (common intention) appear to have been made out against all the accused”.

The court said, “Since the conduct of the then Timarpur SHO and the officials of the observation home does not fall within the purview of discharge of their official duties, no sanction was required from the government to prosecute them.”

With the arrest of one Mushir Khan, a resident of 56, Rashid Extension, Preet Vihar, special staff of East district police have unearthed a racket of issuing fake degrees and diplomas.

The accused Mushir Khan claimed to have done his MA and Ph.D. from Jamia Millia University. He was running his college in name of ‘Sahil Teaching College’ on main Vikas Marg, Shakar Pur in East district.

Police said that Mushir Khan gives advertisement in the leading newspaper about various courses. On personal interaction with the students, he assured them that they would get through the examinations. Thereafter he extracted a huge amount from them. After completion of the course, he allegedly issued fake degrees and certificates of distant rural universities, i.e. Bundelkhand University, Jhansi.

The police have recovered fake marksheets, degrees and certificates of IGNOU and Bundelkhand University.

Class X results out

With an overall pass percentage of 60.84 per cent, the Capital city may have managed to rank fifth among all six regions in the CBSE class X results that were declared here today, but it has also earned the dubious distinction of having the highest number of candidates caught using unfair means.

The pass percentage this year has improved marginally from last year’s 59.75 per cent and the pass percentage of girls has risen to 62.51 while for the boys it is 59.41 per cent. While the city can boast of 3,010 students who have scored above 90 per cent, there are 51 cases of unfair means and 59,520 cases of compartment.

The government-run and aided schools have a pass percentage of 48.3 and 58.27 per cent respectively, which is less than that of previous years.

Independent schools have a pass percentage of 86.36, marginally lower than last year’s, KVS and JNVs have a pass percentage of 90.82 and 90.05 respectively while the private/patrachar has a dismal percentage of 30.91 per cent.

Of the 493 disabled students who took the exam, 257 have passed and a total of 3,010 have scored more than 90 per cent. 163 students in the city have scored 100 marks in mathematics.

As many as 151 have scored more than 97 in Hindi; 1,040 more than 99 in Science and Technology; 720 more than 99 in Social Science; 1,434 more than 95 in Communicative English; 263 more than 93 in English Language and Literature; 232 have scored full marks in Sanskrit while 101 have scored 100 in Introductory IT.

The results are available on the Internet, interactive voice response system and SMS from a number of mobile operators.

Microchips in cattle: MCD chief awards contract to private firm

Ignoring the recommendations of the sub-committee constituted by the Standing Committee of the corporation, the Municipal Commissioner, Mr Rakesh Mehta, has given contract to a private company for the installation of microchips in cattle and maintain dairy colony at Ghogha village near Narela.

The committee recommended that the contract to maintain and develop the colony should be given after following proper procedure of tendering. First, there should be transparency in the system. Second, the Municipal Corporation of Delhi has given commitment to finance the Maniraj Livesstock Economy Wealth Enhancement System (MLEWES) to install chips inside the stomach of the buffalo which is very costly.

Cost of one chip is Rs 900. Thousands of buffaloes are there in the Capital and this is a matter of spending crores of rupees. The Municipal Commissioner awarded the contract without taking permission of the Standing Committee.

According to the MCD Act, the Municipal Commissioner is empowered to award contract of not more than Rs 25 lakh. He has to take permission from the Standing Committee to award contract of more amounts, sources said.

It was direction of the Delhi High Court that the MCD should install microchips in the cattle for the purpose of identification or verification of animal, its owner and the municipal zone it belongs to.

Report of the committee said that the system not only involves installation of chips in the cattle, but it also has components of pre-registration of every cattle by using microchips, containing details in respect of owner, cattle ID Number, registration number, name of the owner and municipal zone.

Verification of MLEWES registration number for each animal with photo owners at the time of allotment of the plots after scanning every cattle should have a separate identification number.

The Leader of Opposition in the Standing Committee who was one of the members of the sub-committee, Mr Vijender Gupta alleged that it is being done with the connivance of the Chairman Standing Committee, Leader of the House and Mayor as they were all aware of the recommendations of the committee.

Despite this, they were at the function organised by the Municipal Commissioner at Ghogha where the plot allotment letters were handed over to the dairy owners. They themselves have seen the agitating dairy owners against the system.

As far as installing chips is concerned, it is not practical. The dairy owners also oppose this. However, animal experts of the company claimed that milk of animals will be disease-free after installation of chips.

  Dreaded Sunder Bhatti, a ‘special’ criminal

The most-wanted criminal of the district, Sundr Bhatti, having police in his hot pursuit, is understood to have gone into the hiding at the place of a minister in Muzzafarnagar these days.

Of all the crimes, Sunder Bhatti is being mainly chased for the murder of district Panchayat chief Naresh Bhatti. Even during that period also, he was understood to have taken shelter at the house of the same minister. The minister is alleged to have solicited Sunder Bhatti’s “help” to eliminate Naresh Bhatti. Sunder Bhatti’s surrender had also been enacted under the patronage of the same minister, it is learnt.

Sunder Bhatti and his gang had murdered district Panchayat Chief Naresh Bhjatti near Dhandhola police post and had since then eluded UP police. According to information available, Sunder Bhatti had stayed at the minister’s house in Muzzafarnagar for over 45 days in full knowledge of the police, but due to minister’s influence police could not touch the bandit.

According to police sources, when police had succeeded to build up pressure; the minister concerned had discretely managed to get him “arrested” by the Delhi Police. Later, the Greater Noida police had taken Sunder Bhatti on remand and interrogated him and recovered some weapons used in the murder of Naresh Bhatti.

Subsequently, Sunder Bhatti had allegedly stayed at his own house in Dhandhola for about two months. This, too, was very much in the knowledge of the local police. But it was Delhi Police who had tried to arrest him in a raid, but the bandit was able to give the Delhi Police the slip along with some of his gang members.

According to sources, Sunder had fractured his heel while jumping off from a terrace to escape from the police raid. Now he is reportedly under treatment at the same minister’s place, who had helped him earlier.

Even the STF, Ghaziabad and Guatam Budh Nagar police all know about the whereabouts of Sunder Bhatti, but are unable to make a move to nab him because of the influence of the minister.

For the same reason, Sunder Bhatti had been guiding his gangs while lodged in jail. After the Delhi Police team had captured a lost of modern and automatic weapons, it had reflected on local police efficiency adversely.

The Haryana police are also learnt to be in hot chase of Sunder Bhatti after the murder of an advocate, but till the bandit continues to be under the patronage and protection of the minister. Nobody, it appears, will dare to touch the VIP criminal.

Lawyers go on strike in Noida

The advocates in Noida have gone on strike demanding arrest of the people who had assaulted them in village Talra under Dankore police station yesterday. Eight advocates and cops were injured as they were attacked by some villagers before the meeting of the Panchayat of Talra village, called to resolve the dispute between two groups four days ago.

Some villagers are alleged to have attacked advocates with batons, lathis etc. The cops who came to their rescue were also not spared. Eight persons, including two policemen, were wounded in the attack. The condition of one of the cop is stated to be serious.

SSP Piyush Mordia and other senior officers have also visited the scene of conflict and ordered strict action against the guilty. As per information, village Pradhan Dhiraj Singh lives in Maddya, while advocate Dinesh lives in Talra. Following a clash between the two on May 21, on some issue, a case against 14 persons was lodged for intention to murder. Some advocates were reportedly trying to broker a peace for past few days. Advocates Mahesh Chander of Bilaspur, Pradeep Bharti and Madan Pal, Pratap and Satya Prakash had gone to Talra on Wednesday. Little earlier, SO Naresh Senger had taken away Dinesh of the village after arresting him.

Constables Suresh, Ajab Singh and Nathi Singh were left in the village to maintain peace. According to SI Senger, when the advocates did not find Dinesh, and were returning, some villagers attacked them. When some policemen came to their rescue, they were also assaulted, which left cops Suresh and Ajab seriously wounded. Both of them have been admitted to hospital with fractures.

Advocates Pradeep Bharti, Mahesh Chand and Madan Pal Singh also sustained serious wounds. Maharaj Singh, Anuj and Rahul of other group have also been hospitalised. The police had reportedly fired in the air in self-defence. Circle Officer S. N. Yadav said about a dozen policemen have been deployed in the village to maintain peace. A report has been registered against some unknown persons for attack on the cops, the CO said.

Chinese team shows interest in working of Indian NGOs

A five-member Chinese delegation today evinced keen interest in the working of Indian Non-Governmental Organisations as it interacted with Delhi-based Bisnauli Sarvodaya Gramaudyog Sewa Sanstha (BSGSS).

Chinese Association for Peace and Disarmament Fei Yongyi said that both India and China are facing problems of unemployment and migration of labour from rural countryside to urban centres and that is where the NGOs can play a useful role.

The Chinese delegation, which came to India at the invitation of All India Peace and Solidarity Organisation, was shown handicraft items produced by women self-help groups of the BSGSS.

BSGSS Secretary Nandita Bakshi told the delegation that her NGO first imparts skills and then helps the women to form self-help groups which produces handicraft items.

The BSGSS also finds market for these products, Mrs Bakshi said, adding that the NGO has been working in the field of women empowerment, health and education for the last 10 years.

BSGSS President Vijay Jha said that the NGO has been working in not only in the union capital, but also in Uttar Pradesh, Punjab and Sikkim.

Everybody should keep their blood pressure lower than 120/80 mmHg irrespective of age and the first blood pressure should be checked at the age of four. This was stated by the President of the Delhi Medical Association (DMA) and President of the Heart Care Foundation of India (HCFI) Dr K. K. Aggarwal, in a seminar organised by DMA Academy of Medical Specialities at DMA Hall here recently.

Interacting with over 100 medical practitioners, Dr Aggarwal said that high blood pressure patients should take special precautions during summer season. Loss of sodium and potassium and resultant dehydration due to intense heat if not cured can increase the viscosity of blood and precipitate heart attack.

Most high blood pressure patients are on restricted salt diet and further loss of sodium by sweating can cause dangerous level of hyponatremia, which can cause altered sensorium, confusion and many other mental changes. Dr Aggarwal said that even children could have high blood pressure. The best age to check blood pressure is the time a child enters the school.

Dr Aggarwal further said that if anybody develops blood pressure for the first time before the age of 20 and after the age of 50 he or she should be investigated properly to look for reversible cause of high blood pressure. More than 15 per cent of population at any given time in India in the urban areas is suffering from high blood pressure, said Dr Subhash Bhargava, Chairman of the Academy.

Talking on the occasion, Dr Girish Tyagi, Secretary, DMA said that no opportunity should be lost by any medical doctor whether a dentist orthopaedician or gynaecologist to check blood pressure of a patient.

Encroachers to get the stick

The district administration has cracked the whip to ensure smooth flow of vehicular traffic on the city roads. The Municipal Council has cautioned the shopkeepers to remove their encroachments today, failing which it would initiate action against the guilty.

The vendors and shopkeepers have once again come under the arc light and many consider it a challenge on the part of the administration, given their record of survival instinct. Although the authorities have removed the encroachments several times, but the shopkeepers and vendors returned to business after a brief gap.

According to the sources, the spotlight will be on the encroachments in Sadaar Buzzar, Sohna Road, Basai Road, New Railway Road, Old Railway Road, Bus Stand road etc. Most of these areas fall in the Old Gurgaon city, under the jurisdiction of the Municipal Council.

The Municipal Council today urged the shopkeepers to remove their encroachments soon, failing which it would initiate action against the guilty. As part of the drive, the administration has planned to expand some of the intersections and roundabouts to ensure smooth flow of traffic. It includes the Mahavir Chowk, the centre of the Old Gurgaon area roads, which connects the township with the outer world.

As per the plans, although the statue of late Mahavir Singh, a popular leader of Ahirwal belt, will continue to remain where it is at the Mahavir Chowk, the rotary will be trimmed creating more space for the traffic. The chowk is one of the busiest centre and the area always witnesses traffic snarl due to the thin roads around it.

Also, on the anvil are Sohna Chowk and the intersection at Ghanteswar Temple under road-expansion plan.

According to many, it is strange that the width of the roads and the intersections in the Old Gurgaon area remains the same after several decades even though the traffic density has increase several fold.

Heroin worth Rs 7.5 cr seized

New Delhi, May 26
The Narcotics Branch of Delhi Police has got a big success with the seizure of 7.5 kgs of fine quality heroin. This is the biggest seizure of the police this year. The police have arrested one person in this connection. The cost of the heroin is Rs 7.5 crore in the international market, according to police.

The Deputy Commissioner of Police, Narcotics, Mr D.L. Kashyap, said that the accused Raju (30), arrested in this case, hails from Rajasthan.

“The accused was carrying the heroin in a jute bag and the heroin was packed in polythene bags. On the top of these heroin packets, he has kept three polythene bags of black salt to hide it,” adds Mr Kashyap.

He said that he was going to deliver the heroin to one of the drug traffickers whose name was in the top 10 list of Delhi drug mafia, though the person to whom the heroin was to be delivered, escaped after getting prior information, said a police officer.—TNS
