HC order on closure of schools ‘ignored’
Gurgaon, May 24
The local authorities have failed to fully comply with the directive of the Punjab and Haryana High Court, which had ordered the closure of schools doing business on the residential sites in sectors of Haryaan Urban Development Authority and the private colonies. Although some HUDA officials claim that all the 13 schools, which are doing business on the plots meant for residential purpose in its sectors, have been closed, but the same has not been done in the private colonies. This has to be done by the office of the District Town and Planner, Enforcement. The HC had directed to close the schools by April 30.

Uttar Pradesh, the biggest debtor state

Ms Gulshan Rai, guidance counsellor, Sarvodaya Kanya Vidyala, has barely managed sleep. Attending to the phone calls since yesterday morning, she has even lost count of the calls.

The day after the CBSE announced the results for class XII, the phone has not stopped ringing for the counsellors volunteering their services. “The calls began a couple of days before the results, but now the phone has not stopped ringing. Students and parents from all across the country have been calling,” said Ms Rai.

With the stress levels at an all-time high, counsellors are trying hard to boost the morale of those who have not scored well. “It is difficult for the students who have not scored enough marks, but we have to try and tell them that these are not the end of life,” said Ms Rai.

Helping students cope with stress is a challenging task and with a spurt in the number of those offering the service, there is a need for a pattern that the counsellors should follow.

Noted psychiatrist, Dr Sameer Parikh said since exam stress has led to more than 80 per cent students reporting significant anxiety and an increase in the suicide rate, school counsellor should screen the students so that they can anticipate and forward the help.

He advises, “Call a group session of students who have achieved poor results. You need to encourage ventilation, sense of acceptance and maintenance of communication and provide some source of inspiration.

Call for individual session, where you can inquire about thoughts of self-harm and ascertain the risk of suicide. Evaluate the counters, encourage a longitudinal and multifocal perspective and work on self-esteem,” he suggests.

Need for “parent training” is just as necessary, he claims. “School should show support, not criticism. A positive attitude where the students are not compared and extra guidance to make the student feel important is a must,” Dr Parikh recommends.

He adds, “Psychiatric consultation during crisis is a must as medications, short term, during acute crisis are helpful and indicated.”

He advises to look out for mood changes, crying spells, social withdrawal and sleep impairment. “Somatic complaints like pains and aches, appetite reduction, feeling of hopelessness, worthlessness and helplessness—all call for consulting a psychiatrist..”

Dr Parikh sums up, “Do not nag or hurt emotionally; encourage interaction with the friends and do not leave them alone.”

Understanding crisis intervention

Friends’ behaviour: If the friends do not support, and the student feels left out and inferior, it leads to more disturbances.

Family reaction: Nagging, criticising, insulting, punishing, and similar gestures suggesting disappointment, lead to loss of self-esteem and self-harming tendency.

Self-esteem: A low self-esteem secondary to a negative mindset and nihilistic thinking make the student go deep in crisis.

Psychiatric consultation: This is a must as medications, short term, during acute crisis are helpful and indicated.

  • A good rapport is a must. Encourage positive thoughts
  • Facilitate and direct the speaking of the student by active involvement, guidance and participation

  • Give examples.. Give real examples of people who have coped with such situations
  • Talk about the role models and their attitude
  • Remind the student of his abilities and positive past experiences, never let him feel worthless
  • Uniqueness of the self Never let him compare himself to others, remind him of his qualities
  • Be directive at the early stages of the crisis, facilitate decisions
  • Help him redefine expectations and have a realistic goal in life
  • Start goal-directed behaviour. Establish goals for near future and start the corrective approach

New Delhi, May 24
As many as 140 delegates of Delhi Pradesh Congress Committee today unanimously nominated Sonia Gandhi as their choice for the post of party president.
The delegates includes Chief Minister Sheila Dikshit and DPCC chief Rambabu Sharma as well as all Delhi MLAs and MPs.

Nomination papers favouring Gandhi as the president were filed by the Chief Minister, AICC general secretary and in-charge of Delhi Ashok Gehlot, Rajya Sabha MP from Delhi Janardhan Dwivedi and MLA Tajdar Babbar, seconded by all the other delegates.

Under changed norms, instead of 89 delegates, one each from every block, 140 delegates were nominated this time to take part in the election of the Congress president.

In another first, all Congress MLAs and local MPs have found place in the list of delegates. As many as 24 councillors also figure among the delegates.

3 acquitted in gang rape case

Indicting the police for “holding back” crucial witnesses, a city court after a decade-long trial has acquitted all three persons accused of abducting a woman from a North Delhi area and gang raping her in a moving car.

Additional Sessions Judge Swaran Kanta, who also found the alleged victim an “unreliable witness”, acquitted Mohd Iqbal, Mohd Shami and Abdul Salam, saying the “prosecution was not able to prove beyond reasonable doubt that the accused persons had committed the charged offence”.

According to the prosecution, the trio abducted the woman from a juice shop on Asaf Ali Road on the night of November 11, 1994, and raped her in the car. An FIR was lodged in the Kamla Market police station charging the accused with Section 365 (kidnapping), 376 (rape) and 34 (common intention).

Accepting arguments of B.S. Rana, counsel for accused, the court said “Woman kept changing her statement about date of incident, lodging of complaint, details of the arrest and glaring discrepancies had emerged, making her story doubtful and unworthy of credence.”

The three were arrested on the basis of the names she “heard when the accused persons were talking to each other” while they were committing the crime.

Neither the juice shop owner who the woman claimed was a witness to her abduction nor her four friends to whom she first narrated the incident
were examined by the prosecution.

“It is well-settled law that holding back available witnesses leads the court to draw an adverse inference against the prosecution that if examined they would have deposed against the prosecution,” the court said.

DMRC to make Central Park an eco-friendly spot

Keeping in line with its commitment towards protecting the environment, once the Rajiv Chowk Metro Station becomes completely operational in December, the Delhi Metro Rail Corporation (DMRC) will begin a massive beautification and sapling-plantation drive in the Central Park.

Saplings of different varieties are being planned as per their physical appearance, inherent qualities and colour of flowers. Once the metro station with its two stations, one for the Barakhamba–Dwarka line and the other for the Central Secretariat-Vishwa Vidyalya line, becomes completely operational, the plantation and landscaping exercise would begin, said DMRC Chief Public Relations Officer Anuj Dyal.

Besides, an amphitheatre and some water bodies will also form part of the station. Plumeria Alba (white champa) trees will form a backdrop to the palm avenue and screen sunken cooling towers. Roystonea Regia (royal palm) will define an avenue along the entrance pathways to the park and Tabebuia Argentia (peela tabebuia) provide an additional visual screen between the park and the outside at a lower height below Alstonias, forming a yellow backdrop to the dominant white flowering row of Alstonias.

Besides, Casia Siamea and Delonix Regia (gulmohar), Tabebuia Avallande (pink tabebuia) will be provided as an alternative, particularly due to their shallow rooting that suits their placing above the station box. Callistemon lanceolatus (bottle brush) plants will screen ECS vents and reduce accessibility to them.

The evergreen Ficus Nitida (India laurel) tress will provide a visual screen around the vent building in the park, while Jacaranda Mimosifloia (neela gulmohur), the medium height deciduous violet flowering plants, have been planned due to their shallow rooting that will suit their placing above station box. This apart, their violet flowers will add more colour to white-flowering neighbours.

Plumeria Obtusa (champa) with good evergreen foliage and white flowers, will grow in close proximity and also screen sunken ECS vents. A cluster of medium height Lagerstroemia Flosreginae (jarul) trees, with pink flowers, will form a landmark for the station entrance besides providing shade to the visitors and commuters.

The tall cluster of deciduous Delonix Regia that has a good branching pattern and red flowers will form a shaded canopy in the park. Tall columner Ashoka tress will define avenues along the entrance pathway and create a relationship with the existing Ashoka tress along the roads. The formal-shaped evergreen trees Alstonia Scholaris will provide a visual barrier between the park and outside and provide shape to the outer periphral pathway.

In the past too, the DMRC has taken enough care to save maximum number of trees while executing the project. While about 7,000 trees have been affected by the construction till date, as many as 2,200 trees have been saved through transplantation. In compensation, it gave money to the forest department to plant 1,31,065 saplings.

Woman beaten up by dowry demons

There is no let-up in dowry-related cases in Noida and its suburbs. This time, a woman has allegedly been beaten up mercilessly by her husband and in-laws for her failure to bring Rs 3 lakh from her parents. Later, the woman has been admitted to Kailash Hospital in Greater Noida in serious condition. But the police are yet to file the FIR in this regard.

The husband of the victim wanted Rs 3 lakh to restart his business. The woman was allegedly assaulted by her husband and her in-laws and thrown out of the house. Later, the woman was admitted in Kailash Hospital in Greater Noida in a serious condition. Her father and brother are running between Indirapuram and Greater Noida police stations to file a dowry harassment case against her husband and in-laws.

The victim, Muni Devi, daughter of Badley Singh of Gulistan pur village in Greater Noida, was married to Amrit Singh, son Vaneet Kumar of Makanpur village in Ghaziabad on June 21, 1996.

Badley Singh said he had given dowry to her daughter as best as he could afford. But a few days later, her husband and in-laws started torturing Muni Devi to pressurise her for more dowry. Twice her in-laws had tuned her out after beating her up. But as per a settlement brokered by the Panchayat, Badley Singh had paid Rs 90,000 to enable his son in-law to open a shop.

After incurring some losses, Amrit Singh again came up with a fresh demand for Rs 3 lakh to restart his business.

On May 21, Badely Singh’s daughter was beaten up seriously by her in-laws and thrown out of the house for her failure to bring Rs 3 lakh. Later, someone from Makanpur village informed Muni Devi’s family on phone. When they reached there, his daughter was found lying unconscious. She was rushed to Kailash Hospital in Greater Noida in a serious condition. Both Indirapuram and Surajpur police are making him run from one police station to the other. No FIR has been filed yet as nobody is accepting his FIR, Badley Singh alleged.

Faridabad powerless for six hours

The city and the nearby areas of the district have experienced one of the worst power cuts today. Power remained off in several areas of the district today for almost six to eight hours today throwing normal life out of gear and disrupting works of several government offices. One of the cuts was of three hours duration at a stretch. The power breakdown today and in the past few days have been heaviest after the day temperatures have started hovering over 42C.

A government employee working in the seven-storeyed Mini-secretariat here, said that work in the various offices here has been affected due to the long power cuts. As there was no alternative power or generator, the lifts became defunct for several hours daily in the newly-built building, on which the state government has spent several crores. The Mini-secretariat building, located in Sector-12, houses several offices of the district authorities including Deputy Commissioner, Additional Deputy Commissioner and the Superintendent of Police.

Generally, the people who visit offices located on the top of the building, take the stairs. But it is one of the most arduous tasks for anyone who is old and weak, said a visitor to the secretariat. While the majority of the rooms of the building have no alternative source of power supply, the administration is still to provide room coolers to most of the offices.

And same scenario prevails in many other government offices, where the power cuts make the ‘Babus’ take unofficial breaks to cope up with the heat and power cut. Although majority of the private commercial establishments and the residential areas do use the inverters, but due to heavy cuts the inverters have become nearly useless, especially when the temperatures is already over 42C, said a resident of Sector- 17 here.

He claimed that cuts during odd hours have been most irritating and there is hardly anyone who could satisfy the queries of the consumers in such a situation. The official version of the Northern Grid is that the power cuts are due to heavy loads on the system these days.

An official of the Northern Grid revealed that breakdowns in a thermal unit at Faridabad and one at Panipat had resulted in shortage of supply these days. It is admitted that so far as rural areas are concerned, the supply is very bad. It may be recalled that the district gets around 60 lakh units of power daily these days against a demand of about 80 lakh units.

The local authorities have failed to fully comply with the directive of the Punjab and Haryana High Court, which had ordered the closure of schools doing business on the residential sites in sectors of Haryaan Urban Development Authority and the private colonies.

Although some HUDA officials claim that all the 13 schools, which are doing business on the plots meant for residential purpose in its sectors, have been closed, but the same has not been done in the private colonies.

This has to be done by the office of the District Town and Planner, Enforcement. The HC had directed to close the schools by April 30.

According to the official version, 32 schools have been identified in the private colonies.

The word is that the schools have been served with notices and they would be closed within a time framework of another two weeks.

The court came into the picture following a complaint that the private schools running in residential pockets were acting as nuisance. Also, they were not meeting the norms of the government and were running the institutes merely as shops.

However, the court’s order is not for the schools running at the sites allocated to them for the specific purpose. Under the scanner are only those doing business illegally on sites meant for residential purpose.

While many hail the court’s intervention against the malady, the wide-ranging demand is that all the institutes and commercial ventures doing business in the residential pockets, especially on the plots purely meant for residences. This malady stands out in the posh private colonies like the DLF City, Sushant Lok and the South City areas.

The Residents’ Welfare Associations of the DLF City areas have taken up cudgels against the commercial ventures in the residential pockets with several governmental quarters in the past, without avail. The middle-class segment of the society allege that the high-heeled section of the crowd in the posh colonies are violating the rules to boost up their already high economic status through illegal means. Apparently, the malady is going on for such a long time and in several parts of the city, could not take place without the complicity of the concerned authorities.

Uttar Pradesh, the biggest debtor state

In spite of the tall claims made by the leaders and government authorities about development of the state, Uttar Pradesh is the biggest defaulter of Government India. According to sources, the UP state government owes about Rs 25,000 crore to the Centre.

The Central government is understood to have accepted the recommendations of the 12th Finance Commission that the state will be completely able to do away with its revenue losses by 2008-09 and will not allow it fiscal losses to increase so that the main instalments of the loan could be condoned.

The state governments avail of different loans form the Central government from time to time to tide over their different shortfalls. By the end of the financial year on March 31, different state governments were defaulters to the extent of over Rs 15.5 lakh crore to the Central government.

Uttar Pradesh tops the list of the defaulter states with an uncleared loan of almost Rs 25 thousand crore, with Andhra Pradesh and Gujarat occupying the second and third place with Rs 15,889 crore and Rs 11,269 crores respectively. They are followed by Orissa with Rs 9,037 crores and Bihar with Rs 8,984 crores default. Sikkim happens to be the state with minimum default of Rs 217 crores.

The Crime Branch of the Delhi Police today claimed to have arrested a desperate criminal belonging to Brahm Prakash gang. The accused was involved in several cases of kidnapping for ransom and declared Proclaimed Offender. The accused has been identified as one Mukesh (35), resident of Gautam Budh Nagar.

Acting on a secret information that Mukesh would come to meet his family members, the sleuths laid a trap and nabbed him.

In June 2001, the gang members kidnapped a businessman’s son and demanded a huge ransom. The sleuths, however, raided the premises and rescued the victim safely. During the encounter, the gang leader Brahm Prakash, resident of Hayana, was killed.

The sleuths said that the gang was operating in West, South and South-West districts, Noida and Gurgaon. They were involved in several cases of robbery, murder and kidnapping for ransom.

The main purpose to organise the session is to aware the parents about the precautions that could be taken from meningitis, the dreaded disease spreading in the city.

The disease has already claimed more than 30 lives in the city, as disclosed by the government officials. While talking to the media, the founder president of the school, Preety Sharma, said: “The disease is spreading in the city and has already claimed a number of lives. In this scenario, it is wise to aware the parents about the disease and to take necessary steps to save their children from the dreaded disease.”

A senior official of health department of the MCD said that patients admitted to the hospitals were being provided proper attention. He hopes that they would be discharged within a few days.

As the temperature is high, infection is controlled. Only three or four patients come to hospitals every day. Now there is no need to be panicky as the bacterial disease is under control, the official claimed.

The police said that those who have information about the suspects could contact at 23490310, 23490311 and 23490312 and added that the names of those providing information would be kept secret.

Mukhi expresses concern over law and order

The Leader of Opposition in Delhi Assembly, Dr Jagdish Mukhi said that life and property of citizens in the national Capital was not safe as two bomb explosions occurred within a timespan of 20 minutes on Sunday night besides the other explosion that took place in Nand Nagari area next day. However, no arrest of the culprit has been made so far.

He rued the eve-teasing and rape cases which have increased manifold.—TNS
