While the police have initiated investigations on the basis of reports, doubts have also been expressed on the possible involvement of some jail staff or jail inmates.

Make women feel secure, CM to Patil

The women Congress MLAs and councillors led by the Delhi Chief Minister Sheila Dikshit today met the Union Home Minister, Mr Shivraj Patil, expressing concern over the increasing cases of assault on women in the city.

She demanded more visibility of policemen on roads not only at night but during the day also. In a 20-minute meeting with Mr Patil, she demanded the deployment of women police officials on PCR vans. Besides, she sought women staff to be deployed at police stations to entertain complaints related to women.

She said that more police personnel should be deployed near the schools and colleges to check harassment to the admission seekers.

While talking to the media after the meeting, she said that the cases of assault on women were increasing in the city. She asked for increased police arrangements on the roads especially during night hours.

The Chief Minister also demanded a probe into the delay in responding to the complaints made by the victim’s friend in the gang rape case that took place last week near Dhaula Kuan.

She said that there was a serious lapse on the part of police during the rape incident. It could have been averted.

The sources have said that Shivraj Patil has assured Ms Dikshit that he would ask the Delhi Police Commissioner to take stern measures for averting such incidents in future.

Identification parade today

The test identification parade (TIP) scheduled to be held today in the case of infamous gang rape near Dhaula Kuan last week, has been postponed till tomorrow.

The unavailability of the judges, a prerequisite in the TIP, could be one of the reasons for the postponement.

The rape took place in the wee hours on Sunday morning last week. The police were informed immediately, but even then it took more than two hours for them to react to the complaint.

The police sources in the Police Control Room said that immediately after the PCR call was made, the information was flashed throughout the city. But the senior police officials in Southwest district took more than two hours to flash the message.

Secondly, even after flashing the message on PCR, no PCR van took pains to catch the culprit who kept committing the crime in the moving car.

Two get life for rape of mentally challenged minor

A Delhi court today sentenced two persons to life imprisonment for raping a nine-year-old mentally challenged girl in a factory in Narela industrial area three years ago.

Awarding life terms to Duddan Sahu and Munna Sahu, Additional Sessions Judge N. K. Gupta said the accused did not deserve any leniency as they had taken advantage of the mental condition of such a small child. ‘’Taking advantage of the hapless condition of a child is a gruesome act,’’ the judge noted while sentencing the accused who had committed the crime on April 20, 2002.

The prosecution produced 14 witnesses in support of the case.

Gang of autolifters smashed

With the arrest of two persons, Delhi Police have busted a gang of autolifters that was allegedly involved in lifting more than 200 luxury cars. The accused have been identified as Manoj Kumar. The police claimed to have recovered one loaded 9 MM Webley Scott pistol with five live cartridges from his possession.

The police also recovered sophisticated car-breaking tools from him.

The police said that a trap was laid on Rohtak Road after a tip-off that the accused would come there. At 11.30 am yesterday, one metallic blue Accent car was noticed. As the police party signalled it to stop, Manoj Kumar, the occupant of the car whipped out his pistol and tried to escape. The police overpowered him with the weapon and stolen car.

The police claimed that the car in which he was travelling had been stolen from DLF Colony in Gurgaon.

Woman among three murdered

Noida, May 16
Three persons, including a woman, have been murdered in Khurja area in the past 24 hours. A person, on way to his village from Dabar railway station under Arnya police station, was murdered with a sharp-edged weapon by some unknown criminals. Another young man was murdered in Khurja area. The police have registered a case against and sent the bodies for autopsy.

A woman in Nagal village in Arnya area was killed and her body was hidden behind bushes. The woman was suspected to have been raped. Her face was found disfigured, the police said.

The police were informed that a body of a man was lying in Hargobind’s field near Dabar railway station. Villagers told the police that it was the body of Khilla Singh, son of Raj Singh of Kaheraula village. Khilla Singh’s body bore scars of multiple wounds and his neck had been slit with a sharp-edged weapon.

In the second incident, the body of a 35-year-old man was found in Islamabad area of Khurja near a mosque. The deceased was identified as Azmat, a resident of Islamabad. In his report, Azmat’s father Riasat Ali told the police that his son had severed all relations with the family for three years and was unmarried.

In the third incident, some villagers informed the Arnya police that a body of a woman was lying behind bushes in Nagal village, which was giving out foul smell. The woman had green bangles, blue blouse on and a purse lay by her side. An attempt had been made to char her face by turning it with her sari’s end, the police said.

The killers, apparently, might have raped her before killing. It seemed the body had been thrown in the bushes three days ago. The police of Arnya and Gabhane police stations were involved on a jurisdiction dispute about Nagal village, and hence, the woman’s body had not been removed.

Student hangs herself in hostel

A student in the girls’ hostel of National Women’s Vocational Institute in Sector-1 Noida has committed suicide by hanging herself.

The police have not been able to decipher the causes of the suicide of the girl Kinki Bhutiya, who hailed from Sikkim. She was a student of certification course on skin care and hair care.

Kinki, who stays in room no 102 in the girls hostel, tied a noose from the railing to hang herself. The room was shared by two other girls, Prema and Premla, also from Sikkim.

Prema, a cousin of Kinki, said that Kinki was all right till afternoon, but why suddenly she took this drastic step, she too could not understand.

The three of them had taken lunch together. Then, Kinki played the stereo at high volume and after some time she went out. Prema and other partner dozed off. But after half-an-hour, they were woken by other girls, who informed them that Kinki had committed suicide. No suicide note has been found by the police. — OC

FIR registered after one year of armyman’s murder

The police have registered the FIR in connection with the murder of a defence person after more than one year of the incident, posing a question mark over the efficiency of the Haryana police.

Umed Singh, a constable with the Army and a resident of Alwar district in Rajasthan, was returning home on leave from Srinagar, his station of posting. He had sought leave from January 3, 2004. However, he did not return home, but his body was found in village Narsingpur (Gurgaon district) near the Delhi-Jaipur National Highway on January 8.

The local police virtually closed the file after few days of investigation in spite of the fact that his wife, Lata Singh, kept on reasoning with the police that it was a case of murder. She had also been naming the culprits, who run taxi cabs, and had mentioned that there was dispute over money between them and her husband.

With the police apparently seized with inertia in the case, the Defence authorities took up the matter with Director-General of Police, Haryana. In a communication from the Defence Headquarters to the state police chief, it was alleged that the wife of the deceased was not convinced with the police investigation. The communication also urged that fresh investigation be done in the case. It was further mentioned that the persons, who are accused by Lata Singh, allegedly owed Rs 40,000 to the accused.

Consequently, the case was handed over to the state Crime Branch. After preliminary investigation, the Crime Branch found some breakthrough in the case. Later, the Crime Branch gave its report to the local police on April 22 and recommended it to be a fit case for registration of FIR.

Surprisingly, the police took more than 20 days in registering the case in spite of the recommendation of the Crime Branch. Yogesh, a resident of Alwar, Mange Ram and Roshan Lal, residents of Narnaul (Haryana), have been accused in the FIR. The local police have also come to the conclusion that there was a dispute over money in the case.

While the police have initiated investigations on the basis of reports, doubts have also been expressed on the possible involvement of some jail staff or jail inmates.

The family of Deputy Jailer Avinash Kumar Chauhan, presently posted in Meerut jail, live in official residence opposite jailer’s residence in the jail lines area in Dasna. The family of another Deputy Jailer S. K. Sukhiya, presently posted in Rampur, lives near the residence of jail medical officer.

Stones were pelted at about 1.30 am in the residences of both these Deputy Jailers. When Mr Chauhan challenged those raining stones on his quarter, the mischievous elements took to their heels. The cars of both these officers parked in the driveway were also damaged in store pelting.

On Sunday morning, both the Deputy jailers reported the matter with the Mussori police station. Later, they met District Magistrate Santosh Kumar Yadav and apprised him of the incident. Both Chauhan and Sukhiya said some jail inmates were involved in this attack on their houses.

Lashkar activist held

A suspected activist of the Lashkar-e-Toiba has been arrested from the Indira Gandhi International Airport here after he arrived from Singapore, police sources today said.

Mohammad Haroon Rashid, alias Farooq, formerly an engineer with the Hindustan Aeronautics Ltd., was arrested on Saturday night after receiving specific intelligence inputs, the sources said, adding that he carried a passport issued from Patna.

Police are interrogating him to ascertain details about the network of the outfit.

The deceased, Satish Chander Gupta, a builder, was sitting in his 13, Lajpat Nagar office at 11 am yesterday along with his son-in-law Sanjay and driver Sahib Singh. One Rajnesh, along with his two friends, came in at that time and inserted the needle of a syringe in Satish Chander’s belly and injected a medicine. Later, all the three intruders fled away.

As builder Satish Chander’s condition worsened, he was rushed to a nearby nursing home. He was referred to Delhi’s Apollo Hospital from there. In the Apollo Hospital Satish Cahnder was declared brought dead.

Satish Chander’s son-in-law Sanjay, who reported the matter in Sahibabad police station, said that the person who had plunged the syringe into Satish Chander called himself a friend of the deceased. While giving the injection, he said “With this injection all accounts will get settled”. Sahibabad police station SO J. P. Yadav said a case will be filed, but real position will become clear only on receipt of post-mortem report.

Three more fall prey to brain fever

With three death cases each one from AIIMS, GTB and LNJP Hospitals, the toll of meningitis has risen to 26. These patients had been in a serious condition from the day one.

Those admitted just after the breakout of the brain fever have a better chance to recover, doctors on duty said.

Director, Administration of Hospitals, MCD, said that the number of new cases reported to the hospital for the last two days suggested that the bacterial disease was under control. Yesterday the figure of fresh cases was five and today it is six. Two patients were admitted to GTB Hospital and one patient was hospitalised in each medical centre like AIIMS, Batra, Hindu Rao, LNJP and Sanjay Gandhi Hospitals.

Dr Banavalikar said that the total figure of the patients is 3003, total discharged patients are 141 while 136 patients are still under treatment.

He said that with rising temperature and the shortage of potable water in the national Capital, the cholera cases are also being reported. A total of 92 cases have come to light so far. Most of the cases are coming from unauthorised colonies where sanitation work is not being done. Residents do not have proper arrangement of water supply. People use hand pump water which is not fit for drinking.

A total of 36 cases came from these areas. Urbanised villages are also affected as 27 cases have been reported from there.

Bank gives a raw deal to fair sex

The Article 15 (1) of the Constitution says the state shall not discriminate against any citizen on grounds of religion, race, caste, sex place of birth, but an exception has come to light.

The SBI, Meerut Zone, discriminates between a man and woman while sanctioning loans to women under Pradhanmantri Rozgar Yozna (PMRY). The SBI branch here has denied loans to several aspirants under the PMRY scheme on the ground that they are women.

Rajni, a loan aspirant, a resident of Malyana Sugar Mill campus, who runs an STD booth, had submitted her loan application before SBI’s Sabun Godam branch in February 2005. Despite fulfilling all the necessary requirements, the manager of the branch told her that bank can’t give the loan because she is a girl.

Interestingly, the branch manager has neither refused nor sanctioned her loan. Since February, each time she goes to the bank, the manager gives the same reason that she is a girl and that’s why she is not eligible to get the loan under the PMRY scheme. But according to rules, it is obligatory for a bank to dispose of an application for loan within 15 days of submission. But in her case, the bank has kept her waiting.

Rajin said that her father is now jobless after the sudden closure of a sugar mill, where his father was working. “Since I am the only earning person in my family and want to expand my STD booth, that’s why I need a loan. But I don’t think I will get a loan from the bank due to the unresponsive attitudes of some senior officials of the SBI.”

In another case, a woman Vimlesh of Shastri Nagar, Meerut, also applied for an amount of Rs 65,000 loan under the PMRY scheme. She had submitted her application form in the SBI, Shastri Nagar branch some time back. But, the then branch manager, Mr Sushil Gupta, rejected her loan application by simply saying that he cannot sanction loan to a girl. He also put some silly questions before her regarding her marriage, like after your marriage, who will repay the loan amount? Later, she got a loan from Allahabad Bank, Tej Garbi branch, after a higher official of the bank intervened.

There are several such cases reportedly pending before the SBI, Meerut Zone. Talking to The Tribune, the Deputy General Manager of the State Bank of India, Meerut Zone, Mr Y. P. Soni, said that Bank Branch Manager has no power to deny a loan to a woman on the basis of gender. Mr Soni even said that the SBI has the policy for the worker section of the society. But the SBI does not discriminate on the ground of gender, the Deputy GM added.

However, the Deputy GM stressed that action would be taken against the both branch managers, who refused to give loan on grounds of gender.

DU letters, photos go down in history

Tracing the roots of the city that plays host to the university and its colleges, the University of Delhi has put together a compilation of letters and photographs depicting the years gone by.

The unique exhibition of black and white pictures mounted in the renovated Old Viceregal Lodge is a lesson in history, which none will find tedious. The pictures faithfully relay the moments that cannot be relayed in words.

This exhibition with each picture and document telling a story in itself will be open to the public and the students once each month.

“We wanted to acquaint the students with the history of both the city as well as the university,” said the Proctor, Shyam Menon.

The exhibition showcases historic events, including the transfer of the capital from Calcutta to Delhi in December 1911.

King Geroge V and Queen Mary’s visit to India has also been caught on film. The siege of 1857, the establishment of Delhi University in May 1922, the special convocation in 1948 with the first Prime Minister, Pt Jawaharlal Nehru, present on the occasion, are all part of the exhibition.

Early pictures of the Old Vicregal Lodge, which now houses the Vice-Chancellor’s office, the garden parties and the pavilion built for His Royal Highness the Prince in 1922 are the themes of some pictures.

But what will perhaps be the most sought-after feature of the university’s efforts to acquaint with the past is the wine cellar in the basement, which is believed to be the incarceration cell of Shaheed Bhagat Singh.

Though the cells are still not accessible, the university is working on the possibility of opening them to public. “We are still contemplating whether the cells can be turned into a museum. Efforts are on to make the place accessible to the public,” Mr Menon said.

Book focuses on aircraft maintenance engineering

The Indian Institute of Aeronautics, a premier institute of India, engaged in the training and imparting education in aviation engineering and aircraft maintenance,

recently released a textbook titled, “Aircraft Maintenance Engineering”.

The book has been written and compiled by a team of aviation experts headed by Mr A. N. Mukherjee, Ex-Director of Directorate-General of Civil Aviation, Government of India.

It was released by Mr P K Chattopadhaya, Joint Director of Directorate General of Civil Aviation, Government of India. The event was also graced by leading personalities of the civil aviation industry.

The book will benefit the students, who are currently undergoing approved Aircraft Maintenance Engineering Training Programme across the country. It contains technical literature comprehensively covering all significant aspect of the aircraft maintenance engineering, including regulatory and airworthiness requirement.

Mr Chattopadhaya said, “During our long years of devoted involvement in imparting technical education in aircraft maintenance engineering, we felt the need of providing the students with study material in textbook form, in a compact and comprehensive manner, embracing the updated knowledge and understanding of the latest technology and their effective application on new generation public transport aircraft”.

“With our subsequent editions, we intend to revise and upgrade our standards in keeping with the fast developing technology and fulfil the need of the industry,” he said.

All over the world, the aviation industries are developing rapidly, bringing in the most sophisticated types of new generation aircraft, to meet the ever-growing demand for public air transport. To keep such aircraft safe in air, there is a need for sound and in-depth knowledge among the engineers, certifying the airworthiness of such hi-tech aircraft.

The event also aims at bridging the gap between the demand and supply of highest paid jobs in India and abroad. The aircraft maintenance engineer starts with a salary of Rs 20,000 to 40,000 per month, which goes up to Rs 1.5-2 lakhs in the prime of their career.

IMI’s alumni awarded at annual convocation

The Chief Minister, Ms Sheila Dikshit, awarded medals and distinguished alumnus awards to three former students of International Management Institute (IMI) for achievement in their respective areas at the 21st Annual Convocation.

In her convocation address, Ms Dikshit emphasised that while skills become obsolete; values and attitudes do not. She exhorted the students to have a positive attitude, a winning attitude and one that of sharing and caring for the underprivileged in the community.

The Chief Minister asked the graduating students to look beyond business. “India is emerging as a major economic and knowledge power and those with a will to work hard, the sky is the limit in terms of opportunities for those who dare to dream and make those dreams work,” she said.

Mr R P Goenka, Chairman IMI presented Post Graduate Diplomas in Business Management (PGDBM) to 167 students during the Convocation. Dr C S Venkata Ratnam, Director IMI India said, “The institute’s objective is to prepare graduating students for challenging careers through an intensive and rigorous curriculum. We have seen 100% placement for our students and our faculty today holds key positions across the globe in industry and academia.”

Battery buses to ply within a year

A 100-strong fleet of battery-operated buses based on indigenous technology will ply in Delhi within a year. Funds for the project have been assured by the Science and Technology Ministry with the aim of promoting indigenous scientific temperament leading to innovations. It will take 14 months to complete production of the 100 buses.

This was indicated by the Science and Technology Minister, Mr Kapil Sibal , here. The company’s small car ‘Reva’ was a major success and had won accolades at an international automobile exhibition held recently in Monaco, he said.

On the basis of its success, his ministry had decided to introduce battery-operated buses produced by the Bangalore-based company in a big way.

If the buses prove successful in Delhi, they could be then introduced in other cities of the country, too, Mr Sibal said. The buses, which are pollution-free, would have a capacity to carry 20-32 passengers. But the only problem was that its battery had be recharged after every 40 -60 kilometers.

The cost per kilometre would be Rs 1.20 as compared to nearly Rs 3.50 in the case of the buses using petrol or CNG as fuel.

BJP files writ against wine shop in East Krishna Nagar

The Delhi BJP Pradesh president, Dr Harshvardhan, has filed a writ petition in the High Court for closing the new foreign wine shop opened in East Krishna Nagar.

The court has issued a notice to the Central Government, the Delhi Government and the licence holder of the wine shop and fixed May 18 as the date of hearing.

It has also called for the documents pertaining to the policy fixed for issuing licence for foreign wine from the government.

Dr Harshvardhan said that the Delhi Government has announced the new excise policy, which is in open violation of the Directive Principle of State Policy mentioned in the Constitution.

The BJP president in his petition said on the one hand the Government wants to increase its revenue by selling wine, on the other, it is running the Prohibition Department on which a heavy amount is being spent.

It was pointed out that the government has opened a large number of wine shops in the Capital after taking over.

He said while the government is keen on earning revenue, opening of new liquor joints ruins many lives in the Capital.

EASA donates Rs 25 lakh to tsunami fund

External Affairs Spouses Association (EASA) has donated Rs 25 lakh to the cause of the Tsunami Relief Fund. The EASA collected this amount from its members and all the Embassies and the Indian High Commissions situated abroad. This is in addition to the day’s salary every government employee contributed for the victims. Minister of State for External Affairs E. Ahamed and Mrs Anita Saran, President of EASA, presented the cheques to NGOs involved in Tsunami relief works.

The NGOs that received the cheques for the purpose of rehabilitation are: Sneha; the South Indian federation of societies at Tharangampadi; and Swami Dayanand Educational Trust - Rs 5 lakh each; Seeds – Rs 3.5 lakh; Rotary Club working in the Andamans - Rs.3.5 lakh.

Refresher course for bandsmen

The CPRF has inaugurated a refresher course for Pipers, drummers and buglers. The course of six months duration, eight bandsmen from CRPF and 14 bandsmen from various state polices are taking part.

“This course is going to be an important milestone in the history of National Police Band Institute, the Center for Excellence to develop high quality and professionalism in martial music and tunes to motivate and inspire the Police Forces and enthrall them during ceremonial functions”, said K. P. Singh, former Director Intelligence Bureau, who conceived the idea of establishing a National Police Band Institute.
