New Delhi, May 13
Five days after the sensational rape of a Delhi University student in a moving car, the Delhi Police today claimed to have nabbed the prime suspect.

The police said that the other three accused in the case were still untraced.

Ajit Kumar Katiyar, aged about 28, had been detained by the police of Khoda Village in Delhi-Noida border area.

 Although the victim is yet to identify the accused, the police said that the accused would be produced in an identification parade before the 22-year-old victim.

The police had earlier said that Ajit, wanted in many cases of burglary and auto-theft, was the main suspect who had been ‘positively identified’ by the woman from his photograph in a dossier, but the DCP southwest, Dipender Pathak did not comment on whether the antecedents of the accused were already there in the police records.

Secondly, the accused had been with the police for more than three hours, but no information about the other three accused could be gathered from him.

Besides, the police did not reply as to where the two cars had gone and where all four were going before abducting the girl.

The police had released the identikits of the three men, aged about 30, 40 and 50, yesterday. The main accused was an auto lifter and came to Delhi in 1999.

The sensational incident had put a question mark on the effectiveness of police patrolling.

The National Commission for Women (NCW) has already met Police Commissioner K.K. Paul to discuss the security of women in the city.

The Special Cell of Delhi Police have apprehended two more associates of slain gangster Ranbir Rathi. Ranbir Rathi was reportedly gunned down in an encounter by the Special Cell on May 10. The accused arrested have been identified as Yogender Singh (23) and Narender Singh (23). The police claimed to have recovered two countrymade pistols from their possession.

Earlier on May 10, the police arrested two other accused of the same gang. The accused were identified as Karamvir and Singhraj. During interrogation, they disclosed the names and hideouts of their other two associates. The police said that the accused arrested were allegedly involved in a number of heinous cases. The kingpin of the gang, Jatin Siroha, is in Bulandshahr jail and reportedly operating the gang from there.

The police said that further investigations are in process and they would have more information about it after getting the custody of Jatin Siroha in Delhi.

Fake cases racket in Tis Hazari; court orders police probe

A Delhi court today ordered a police enquiry into the activities of a group that allegedly filed cases against several people in various courts in the Capital by forging signatures and seals of notaries.

Considering the “nature and gravity of the offence alleged”, Metropolitan Magistrate Ajay Goel directed Assistant Commissioner of Police, North Delhi to conduct an enquiry into their ‘unscrupulous activities’, mainly in the Tis Hazari courts, and submit a report on May 25.

Two FIRs have been registered at the Subzi Mandi police station against the main accused V. K. Diwan and five others—Ravinder Kumar, Surender Kumar, Lala Ram, Ram Prakash Ravi and Amar Nath under Sections 468 (forgery for cheating), 472 (using a forged document as genuine one) and 120 B (criminal conspiracy) on December 17, 2004 and March 31 this year respectively. No arrest has been made so far.

In their complaint, Sandeep Dewan and Rajesh Kumar alleged that the accused V.K. Diwan and others had “forged documents and seals of notary public and filed cases against him and several other persons to extract money by blackmailing them”.

The court had on March 11 ordered the District Commissioner of Police, New Delhi, to initiate a probe into the allegations following which the second FIR was lodged.

The counsel for the complainants, Gagan Preet Singh, told the court that filing of fictitious cases were continuing in the courts despite earlier complaints to Station House Officer (Subzi Mandi) and DCP (Anti-Forgery section) of the Economic Wing of Crime Branch and “many of the affected persons were not coming forward as they were being threatened by the accused”.

The complainant also submitted before the court a number of false deeds used by the accused which were ‘attested’ using fake seals of notaries in the Tis Hazari court complex.

The affidavits of notaries whose fake seals were used for filing cases have also been submitted in the court. The notaries said that the “parties had never approached them for attestation”.

The court had earlier directed the authorities in the Delhi Secretariat to compare the signatures and seals of the notaries with the forged ones allegedly used by the accused in the notaries’ register at the Secretariat.

Injections cause reaction in 14 children at LNJP

Condition of 14 children, being treated for various ailments at Lok Nayak Jai Prakash Hospital, deteriorated after they were administered injections late last night.

Around 10:30 pm, a nurse on a routine round of the paediatrics ward administered injections to the children under treatment. As soon as the injections were given, the children started showing reaction, hospital sources said.

Just after the children were administered injection, they started shivering, frothed in the mouth and some of them even vomited, the sources said.

The children are now reported to be stable as the doctors were immediately called who treated them, they said.

The sample of the diluent has been sent for tests, they added.

Health Minister Yoganand Shastri said the diluent used in the injections probably caused the incident.

“The sample has been sent for test and new diluent is now being used,” he added.

NCR Board to mull Draft Plan-2021 today

The National Capital Region Planning Board will meet in the Capital tomorrow to consider the all-important Draft Regional Plan-2021 that covers crucial aspects regarding the development of the NCR region, including its social and physical infrastructure.

The meeting to consider and approve the plan will be chaired by Minister of Urban Development and Parliamentary Affairs Gulam Nabi Azad and attended by chief ministers and officials of stakeholder states, including Delhi Chief Minister Sheila Dikshit, Haryana Chief Minister B. S. Hooda, Uttar Pradesh Chief Minister Mulayam Singh Yadav, Madhya Pradesh Chief Minister Babu Lal Gaur, Rajasthan Chief Minister Vasundhra Raje and Delhi Lieut-Governor B. L. Joshi.

After approval by the board, the plan will be published and notified under the Section 13 of the NCR Planning Board Act 1985. The plan, formulated for the NCR in 1989, aims at reducing the pressure of population on Delhi by deflecting population and providing a unique model for sustainable urban development within a predominately rural setting.

It seeks to achieve its objectives through an inter-related policy framework, relating to population re-distribution, settlement systems, regional land-use patterns, environmental factors, economic activities and infrastructural facilities.

The Board had last met in October 2004 when the plan was approved and sent for suggestions.

Some important infrastructure aspects of the plan in the power sector include additional 23,344 mw of power by 2021, promotion of non-conventional energy sources, public-private partnership and commercial approach and improvement in transmission and distribution with the NCR being the sub-grid of the northern grid and unified power authority for the NCR.

There will be telephones on demand and tele-density of 11.5 per 100 persons in urban areas and three per 100 will be achieved in rural areas by 2007, besides high-speed data and multi-media technology capability in all town with population greater than 2 lakh.

The plan includes preparing integrated regional scheme to augment drinking water supply in the region, construction of upstream reservoirs to store excess water during the monsoon and augmentation of underground water resources through rainwater harvesting.

There will be sewage and solid waste management plans for all towns besides 100 per cent sewage and treatment facilities in metro and regional centers. There are some important decisions for improving drainage and irrigation, disaster management, social infrastructure and economic activity and policy measures. The area under the forest will also be increased from 4 per cent to 10 per cent.

The first Master Plan for Delhi, notified in 1962, recognised the need for planning Delhi in its regional context and recommended setting up of a statutory National Capital Region Planning Board, Parliament enacted the Planning Board Act in 1985 with the concurrence of constituent states of Haryana, Rajasthan and Uttar Pradesh. Delhi was a Union Territory at that time.

The schedule of the Act has defined the region with an area of 33,578 sq-km, comprising NCT Delhi(1,483 sq km), Haryana sub-region (13,413 sq km), Rajasthan sub-region (7,829 sq km) and Uttar Pradesh sub-region (10,853 sq km).

The Board, besides preparing the plan, will co-ordinate and monitor its implementation for evolving harmonised policies for the control of land-use and development of infrastructure in the region to avoid any haphazard development in future.

Two more fall prey to meningitis

Two more patients of meningococcia meningitis have been reported in the district hospital during past 24 hours. In view of their serious condition, they have been referred to LNJP hospital, New Delhi. This brings the total number of meningitis patients in Noida to six.

A 20-year-old man, Prem Chand, who was brought to the hospital with high fever from Bhangel yesterday. After preliminary examination, he was found to be suffering from meningitis, and was therefore referred to the LNJP hospital.

Some hospital staff were allegedly trying to avoid him and other patients in the ward had also objected to his presence in the ward. Earlier on Wednesday night, one Irvind Kumar was brought to the district hospital, who was also referred to a Delhi hospital.

Girl dies of meningitis

With the death of a 19-year-old girl here today, the number of people who have lost their lives from meningitis has risen to 21.

Resident of Bapa Nagar in Karol Bagh, 19-year-old Meenakshi died here at the Ram Manohar Lohia Hospital today. Meanwhile, 17 fresh cases of suspected meningitis have been admitted to various hospitals. While 107 people have so far been discharged, 115 suspected meningitis cases are under treatment in hospitals. — TNS

Out-of-court pact with HUDA; man cries foul

The misapplication of power of the Haryana Urban Development Authority (HUDA) officers has once again come to fore.

The preceding Haryana Government had acquired 1 Bigha and 5 Biswa (about 4000 sq yds) land from a person, Amrit Lal, in Sector 10 A. Later, the affected person moved the court against it. But the state government agreed on an out-of-court compromise formula, whereby the party was to be allotted four residential and equal number of commercial plots. Subsequently, both the parties reached a mutual agreement. And the compromise had been officially intimated to the party on August 21, 2003. The caveat in the compromise was that the party would have to pay nearly Rs 4 lakh as External Development Charge (EDC).

Two months later, the party had paid the EDC to the then Estate Officer, HUDA, Gurgaon, Mr Pradeep Daggar, intimating it that one of the residential plots to be given to him has been allotted to someone else under an “alternate plot” scheme. The party was promised an alternate plot, too. But the development was followed with another twist as the Administrator, HUDA, Gurgaon, Mr Prem Verma, senior to Mr Pradeep Daggar, intimated to the party about the specified eight plots that were to be given to it as per the compromise formula.

The party has knocked the door of several authorities of the anomalous situation and also pointed out that a vacant plot was available in Sector 10 A. However, he has not been given possession of any of the plot. Rather, the authorities replied saying that he would have to pay about Rs 19 lakh as licence fee and Change of Land Use (CLU) for all the plots that has been promised to him.

This was again in violation of norm as licence fee is charged for setting up a colony. With regard CLU, this was not the case of “release of land”, rather a compensation to the party in lieu of his land acquired by the government. In any case, the HUDA should have included it in the original out-of-court compromise formula, for which the party had agreed and withdrawn his case from the court. However, the party deposited the sum on January 6, 2005 in the office of the Chief Administrator, HUDA, Chandigarh.

Families of junk dealers petition NHRC

The families of Dadri junk dealers – who had allegedly been killed by the Kasna police – have lost faith in CBCID’s inquiry into the case and in the state government. It is learnt that they have petitioned National Human Rights Commission for justice.

It may be recalled that the two members of National Minority Commission had taken UP government to task on the issue (The Tribune May 7). The families of all the junk dealers met the National Human Rights Commission member Ajit Behrok in New Delhi yesterday. After giving them a patient hearing, Mr Behrok is learnt to have assured the fathers of the missing junk dealers that they will get justice in the case.

The hapless fathers then went to Human Rights Commission office in New Delhi with Rajkumar Bhatti of Dehat Morcha and Dadri’s Aslam Malik, Yashveer, Gujjar and Zulfiquor. The families of the victims have requested that a CBI inquiry be ordered in the matter and the probe taken back from CBCID.

The Human Rights Commission member, Mr Behrok, assured the parents that the commission will intervene in the matter. He said a notice has already been issued to the UP state government but the UP government has not sent a reply to the commission. The commission will now send another notice to the UP government advising it to get the matter inquired by CBI.

In the Dehat Morcha meeting held at Kasna, it was decided to greet Chief Minister Mulayam Singh Yadav with black flags when he comes on a visit to Dadri on May 23.

Need to update SGPC Act stressed

The Shiromani Gurdwara Sewadar Committee has demanded overhauling the SGPC Act and scrapping of its obsolete clauses to make it more comprehensive and result-oriented.

The SGSC in its 29th Annual Meeting here at Tilak Nagar under the vice-presidentship of S Darshan Singh, passed a resolution that Gurudwara Parbandhak Committee should be formed at the state-level through election by voting power of the local Sikh Sangat. It also suggested 50 per cent reservation for Sikh women in gurudwara election.

The SGSC also called upon the Sikh youth to follow the Rahat Maryada by avoiding trimming of beard, hair and not consuming any intoxicant and tobacco to ensure high traditions and moral values of Sikh Dharma. It also appealed to the rich to open Khalsa schools, colleges and hospitals in villages.

The SGPC also urged for heritage status for all the historical gurudwaras and upgrade pay scales and other facilities for sewadars in all gurudwaras in the country.

Tehal Singh Taneja, Joginder Singh Tiger, S Inderjeet Singh, Gurpreet Singh, Bibi Ravinder Kaur, S Bachan Singh and many other reputed persons of the Sikh community attended the meeting.

Cop held in auto theft case

While there has been a constant increase in the number of auto-lifting cases in the town and the district over the past few years, the residents of the Palwal town were shocked yesterday, when the person they caught while he was trying to steal a motorcycle, was a policeman.

According to reports, a resident identified as Amit of New Colony, Palwal, had parked his bike outside the Panchayat Bhawan on Thursday morning. As he was standing just outside the main parking with a friend, a person came there and started to get off the motorbike, it was noticed by a friend of Amit. Later, when the person tried to lift it, some persons chased and caught him after some distance.

As several persons gathered there, the accused told them that he was a police constable and had taken the motorbike by mistake, presuming that the bike was his own. But the people were not satisfied with his statement and took him to the police station and handed over to the police

Meanwhile, three vehicles, including a car and two motorbikes, have reportedly been stolen from different parts of the city in the last 48 hours. Various social bodies have expressed concern over the rising crime rate in the city and the district. They have demanded overhauling of the police system and the increased patrolling of the sensitive areas and launch of a major drive to and the culprits involved in the robberies and loot in the recent past.

Delhi Police constable shot at

Two unidentified persons shot at a Delhi Police constable, Brig Mohan, outside his residence here today. Brig Mohan, who received a gunshot in the stomach, has been rushed to a hospital here and was later referred to Batra Hospital in New Delhi. His condition is stated to be critical. The police have registered a case in the matter. However, no arrest has been made so far.

The incident occurred when Brig Mohan, who is posted at President House in the Capital, was on his way to report for duty. The assailants, on a white Santro approached Brig Mohan and opened fire at him from close range. Three gunshots were fired at him.

Later, he walked up to the nearby Rajendera Nagar police station and the police there took him to the hospital.

Incidentally, the elder brother of Mohan, who was a Sub-Inspector with the Delhi Police, had also been shot by about five miscreants outside Jankapur police station two months ago.

Later, he succumbed to his injuries, but the police are yet to arrest culprits in this case. The local police are trying to ascertain whether there is any co-relation between the two incidents.

Rewards announced for 16 criminals

The police have announced cash rewards for the arrest of 16 dreaded criminals under various police stations of Gautam Budh Nagar.

The police will also shortly compile the list of top 10 criminals in the district and initiate action for their arrest. The department has also taken up the case for increasing the strength of cops and more vehicles in the district with the state government.

According to SSP Piyush Mordia, there has been an increase in crime in Kasna police station as compared to other police stations. The misdeeds of some cops have tarnished the image of the whole police department.

Mr Mordia said rewards have been announced for the arrest of 16 criminals who are wanted by different police stations. The criminals against whom cases have been registered in Sector-20, 58, Bisarakh, Javer, Dankaur, Dadri and Noida Phase-II police stations.

SSP said a proposal for eight patrolling vehicles, three police posts on Expressway and 20 mobile booths have been sent to both the authorities. The Greater Noida Authority has made available 100 Home Guards. Now onwards, it will be possible to deploy one cop and one home guard in each booth.

The police lines will be shifted to the new police lines complex in two months time, Mr Mordia said. The new police lines will have 200 staff quarters also. Four barracks have already been completed where 200 cops can live. SSP said police station at Sector-20, Phase-II, Javer and Surajpur will be elevated to the status of Inspector level soon.

Police have arrested two young men for making and selling clone phones— mobile handsets programmed to charge calls on legitimate customers..

In what is internationally believed to be a big-money operation, clone phone users are often drug dealers who do not want their phone calls tapped or traced; businesses and individuals who want to cut their calling costs; and people who operate clandestine ‘phone rooms’ where the callers are charged a flat rate to place long-distance calls anywhere in the world.

DCP (Crime) Tajendra Luthra, who did not speak of any strategy to nail the buyers of the counterfeit connections, instead told a news conference here that efforts were on to track down the ‘origin’ of the computer programme.

The arrested duo, Sandeep Hooda and Sandeep Kumar, allegedly used to capture signals of legitimate calls for electronically duplicating cell phone numbers.

DU booklet: All that a student needs to know

While the Pre-Admission Intelligent Character Reader (ICR) form introduced by Delhi University was mooted as a means of modernising admission process, a booklet to be sold along with this form is being touted as a valuable information guide comprising all that a student needs to know.

Following the feedback received last year, the form is being made student-friendly and the difficulties faced by the students in filling the form are being addressed. “We are ensuring that the ICR form this year is comprehensive in information and things that were left out last year are incorporated,” said Dean, Students Welfare, Prof. S K Vij.

The university is also making provisions for providing information to the students on various aspects of admission and other relevant details.

“Together with the ICR form, we will provide a booklet to the students for a nominal cost of Rs 20. This will be a companion to the students for the three years that they will spend in college,” said Prof. Vij.

The booklet will contain maps of various colleges, details of courses being offered, information on various processes, including admissions, examinations and migration and rules applicable to the students.

“We are also working out the details on the proposal to reach out to the students. We want to have direct contact with them through helplines or the Internet and also want to authorise people to provide information to the students,” said Prof. Vij.

Pointing out that “there will be enough forms for everybody”, he said all the details have been attended to and the procedure unlike last year will not leave students confused.

The ICR forms not just allow students to apply to as many as eight colleges and 10 different courses by filling just one form, they also save them from making countless rounds to various colleges to submit them.

Accepting that the University of Delhi still has a ‘long way to go’, the outgoing Vice-Chancellor, Prof. Deepak Nayyar, pointed out that the university “can become a role model for others”.

Addressing the media here on Thursday, he said, “The state of the universities in India has been on the decline.”

While the popularity of Delhi University that attracts hundreds of thousands of students each year is on the rise within the country, Prof. Nayyar said. He, however, conceded that it is no longer the preferred destination of the students from the South-East Asia, Africa and South Asia.

“There has been a decline in the numbers from these countries because people are now willing to pay more and the students from, let’s say the Maldives, are willing to go to Malaysia and the United Kingdom. And also because we have not been able to provide them with the quality they expect whether it is of libraries or laboratories,” Prof Nayyar said.

He, however, drew attention to the quality of research work that is being carried out in the university, particularly in social science.

He disapproved of the mainstream political parties interfering with the students unions on the campus. “Students’ unions should not become an arena for politics. I disapprove of the intrusion of politics into the unions.”

The outgoing V-C spoke at length on the achievements made during his tenure, especially the changes made in the course structures and curricula.

Sale of DU admission forms from June 1

New Delhi, May 13
The Admission Committee of Delhi University has announced that the sale and submission of admission forms would begin from June 1 for the academic session beginning in July.

While the admission forms will be available till June 15, the first cut-off list will be notified on June 25, the second and third list to be announced on June 27 and July 5. In case of need, a fourth cut-off list would be brought out by colleges on July 9.

Following feedback from the students complaining that some colleges hold entrance test for some courses like English (Honours) on the same day, the university has decided on three dates in coordination with the colleges for the examination. — TNS

Online CBSE affiliation

To facilitate schools both within the country and outside seeking affiliation to the CBSE, the board will now accept applications for it online. Schools can send their applications at.

The institutions seeking approval for the middle class syllabus and provisional affiliation up to class X can now apply online. The documents supporting applications have also been rationalised. — TNS

Special road for ‘kanwariyas’

Ghaziabad, May 13
The UP Government has decided to construct a special 121 km-long road from Muradnagar up to Rookie along the bank of Ganga canal for lakhs of devout kanwariyas who bring Ganga Jal from Hardwar every year. This road, which will be constructed at a cost of Rs 45 crore, will be constructed under Ch Charan Singh Kanwar Patri Project Scheme.

Lakhs of devotees walk down Delhi-Hardwar highway in the month of Asadh which upsets the road traffic in Rorkee, Saharanpur, Muzzafarnagar, Shamli, Meerut, Modi Nagar, Ghaziabad, etc for about a month.

At many places, frequent and prolonged traffic jams become a daily occurrence and hundreds of policemen have to be deployed for traffic management. However, the road project has been planned to provide relief to the pilgrims and the daily traffic on the main highway. According to R. K. Gaur, Project Engineer of Irrigation Department, Meerut Division, the road has been given the green signal under the Prime Minister’s village road programme.

Health mela opens in Bilaspur

Noida, May 13
To create awareness about health problems and common diseases among people in rural areas and to bring “hospitals at their door steps” a Health Mela was inaugurated in Bilaspur yesterday. Such health fairs will be held at different places in rural areas, said UP Labour Minister Waquar Ahmed.

He said the UP Government has started an accident and crop insurance scheme for the farmers. Waquar Ahmed warned health department officials that they should discharge their duties and responsibilities diligently. MP Ashok Pradhan while presiding over the function underlined the importance of such fairs at places like Javer and Khurja.

A suggestion was also made that health authorities train at least one person in each village about first aid. so that ailments due to accidents etc could be avoided. — OC

Documentary to zero in on differently abled kids

New Delhi, May 13
Segregation of differently abled children from their able-bodied counterparts in schools will be the subject of a documentary being filmed by the Rajkumari Amrit Kaur Child Study Centre, which is celebrating 50 years of its existence in November.

The academic centre, which was earlier known as Saraswati Puri Nursery School, is organising a host of events to commemorate the golden jubilee.

The documentary, which was seen as an essential component of the celebrations, is being delayed for paucity of funds. The school has over the years set an example in integrated education and the film will showcase how the children with disabilities are often isolated from normal environment.

With a proposed budget of Rs 2,00,000 to meet, the study centre is now looking for donations from the individuals and sponsors. Part of the golden jubilee celebration will be an academic event in the form of a lecture, seminar or a panel discussion.
