Only Nishank, Koshiyari zero in on villages

Tribune News Service

Dehradun, November 7
BS Koshiyari and Ramesh Pokhriyal Nishank, MPs from Nainital and Haridwar, respectively, have identified the remotest part of villages in their constituencies for development as model villages (adarsh grams) while the three other MPs from Uttarakhand are struggling to identify villages.

Koshiyari has identified a remote village Sarpuda, that is 32 km away from Khatima and lies on the Nepal border, with no road connectivity, for development as a model village.

“The village is surrounded by forest area. It has no sanitation, health, road or water facilities. It caught the fancy of our MP who has decided to develop it as a model village,” said Pushkar Dhami, MLA from Khatima.

BJP MP from Haridwar, Dr Ramesh Pokhriyal, has identified Govardhanpur village in the Khanpur Assembly segment of his constituency for development as a model village under the Centre’s ambitious Saansad Adarsh Gram Yojana.

He was the first MP from Uttarakhand to identify a village under the programme. He is apparently keen to improve the living standards of residents of the village, that is
located in Haridwar district, known for diversity and high population density.

While two MPs have shown alacrity in zeroing in on villages of their choice, Ajay Tamta, MP from Almora, Rajya Laxmi Shah, MP from Tehri and BC Khanduri, MP from Pauri Garhwal, are still looking for a village that could be developed into a model village.

Veteran MP BC Khanduri is taking his own sweet time to identify a village under the programme. “There is still time left. We have been given a month’s time to identify the village. I think I would be able to do so by November 11, the last date for the purpose,” said Khanduri.

The scheme was first announced by Prime Minister Narendra Modi in his Independence Day speech on August 15 and later, on October 10, when he officially announced the Saansad Adarsh Gram Yojana.

According to the scheme, an MP should zero in on a village other than those related to him or his in-laws.

“I do not want to antagonise anybody and yet want to ensure that a village is deservedly identified,” said the Tehri MP.

Cong gives RS ticket to former Doon Mayor Manorama
Tribune News Service

Dehradun, November 7
In a big political setback to former Uttarakhand Chief Minister Vijay Bahuguna, the Congress high command has decided to field Manorama Sharma Dobriyal on the lone vacant Rajya Sabha seat from Uttarakhand. She is a close associate of Chief Minister Harish Rawat.

Manorama’s nomination is seen as a big political setback for Vijay Bahuguna, who was clamouring for the seat either for himself or his son Saket Bahuguna.

Maonrama, a former president of the Uttarakhand Mahila Congress, was the first elected Mayor of the Dehradun Municipal Corporation from 2003 till 2008.

Vijaya Bahuguna had met Congress president Sonia Gandhi and wanted to shift to national politics by getting into the Rajya Sabha. There was also speculation that the Congress high command would give the Rajya Sabha seat from Uttarakhand to a senior national-level leader. However, it seems that Harish Rawat was able to prevail upon Sonia Gandhi to field the candidate of his choice from the seat.

DM tells officials to draw plan for debris management
Tribune News Service

Dehradun, November 7
District Magistrate Chandresh Kumar has instructed officials to draw up a detailed plan for debris management. The stated objective is protection of water bodies in the state capital from becoming a dumping ground for unused construction material and debris.

Addressing officials during a meeting held to review cases pertaining to forest land transfer, the DM said, “While making plans for construction projects, care should be taken to draw an alternate plan for management of debris and unused construction material. Often, it is all dumped in water bodies, causing widespread damage.”

“The forest officers should first ensure an effective way for debris disposal and then go ahead with construction plan. Things should be cross-checked to ensure that a builder disposes the debris after completion of project. The final clearance should be given only after checking this,” said the DM.

Speaking on the issue of forest land transfer, the DM said the issues should first be discussed at the village or Sub-Divisional Magistrate level. “The officials should also ensure that flora and fauna and tribals are not affected at the disputed land. The case should be brought to the DM office once the checks are conducted by the respective authority,” he added.

Oak Grove School needs educationist as principal
Ajay Ramola
Tribune News Service

Mussoorie, November 7
The decline in the educational standards of Oak Grove School, has led to an increase in demand for the appointment of an educationist as the Principal of the school in Mussoorie.

Oak Grove School has a glorious tradition of 127 years. The East India Railway Company in 1888 had sanctioned an endowment fund of Rs 2 lakh to the school on the recommendations of its committee.

After Independence, the school management was given to Northern Railways when the government divided the Railways into various zones.

Several educationists namely Lt Col AC Chapman (1888-1912), HP Watts (1918-1946), OG Sullivan (1947-48), KF McGowan (1948-1950), AK Badhuri (1956-1958), BR Pasricha (1958-1970) and RK Kichlu (1972-1994) served the school and turned the institute into a force to reckon within the country, thus bringing laurels to the Northern Railways.

However, after 1994, the Board of Governors where the General Manager, Northern Railways, acts as chairperson while other four senior officials from Northern Railways are the members of the board, decided to appoint officials from the Indian Railways Personnel Services, instead of educationist, as principal.

Many former students say Oak Grove is renowned for sending well-groomed young men in the Armed forces, but the number has come down drastically.

Of late, no students have made it to renowned institutes such as the Indian Institute of Technology or equivalent, despite the introduction of extra coaching classes by a private institute, said former students, who have been keeping a close eye on the affairs of the school.

Brijesh Bhutani, general secretary of the Old Oak Grovian Association (TOGA), an association of the past students of Oak Grove School, Jharipani, said he along with other members namely Sanjai Saxena, Bal Krishan Tanwar and BN Singh met Mr Sadanand Gowda (Railway Minister) at his office in Delhi recently.

The delegation sought the Union minister’s intervention on the appointment of educationist as the principal and inclusion of two old Oak Grovians (one male and one female) on the Board of Governors.

The delegation suggested to the minister that the current practice of appointing Indian Railway Personnel Services officers as Principal should be done away with as running an educational institution is different from running any Railway Department.

As an alternative, the delegation suggested that railways should utilise the already available pool of well-trained teachers/ principals having experience to run the school under the administrative control of the Ministry of Defense (Sainik Schools, Military Schools) or Human Resource Development (Navodaya Vidayala) and rope their services for the better development of the school.

Bhutani said the Union minister had sought a complete report from senior officials and said he would be seeking report from the school on the resources required to improve other facilities so that the school was at par with any other new age school in the country.

The school has fared well at the local level by being ranked as the top CBSE School in Dehradun and Mussoorie area and 3rd best CBSE school in the state, but when it comes to competing with public schools who are much higher in ranking in the country, much is left desired for OAK Grove School, believed former students.

Pristine glory

BD Kasniyal

Pithoragarh, November 7
Residents of Lohaghat town in Champawat district today gheraoed a local hospital being run under the PPP mode in protest against the death of a woman who died in childbirth allegedly due to excessive bleeding. They urged the state government to take over the hospital as the present management functioning under the PPP mode had failed to serve the people of the area. “Nirmala Pangaria, 26, who was a block development committee (BDC) member from Chaurakhali village of the Lohaghat block, was not referred to a higher medical centre for two hours after she had given birth to a girl child and was bleeding profusely,” said Rita Gahtori, a social worker who led the protesters.

“We were informed by nurses concerned about the case after two hours. And by the time we referred Nirmala to the Pithoragarh district hospital, it was already too late and she died due to excessive bleeding,” said Dr Suhasini, a gynaecologist at the Lohaghat hospital.

Hospital manager Aditya Tomar said there had been lapses on the part of the hospital staff and action had been recommended against them. “Even Medical Superintendent Dr PD Pangaria has admitted that the woman died due negligence on the part of the hospital staff,” said Rita.

At Chaukhutia town in Almora district, hundreds of residents held a dharna against facilities being provided in a hospital that the state government had given under the PPP mode a year ago. “Though Rs 1.27 crore has been paid in last six months for running the hospital given under the PPP mode, proper medical facilities have not been provided there. Against the requirement of 12 doctors according to the agreement with the government, only four have been deputed at the hospital,” said Meena Kandpal, a former block pramukh and organiser of the protest at Chaukhutia.

The protesters said they would soon meet the Chief Minister in Dehradun in this connection and apprise him of the poor management of the local hospital.
