DMC doubles revenue in four months
Dehradun, October 28 The revenue earnings for July stand at Rs eight lakh and for September Rs 15 lakh. Authenticating the figures, Mukhya Nagar Adhikari Harak Singh Rawat said the earning had increased in the past few months. “When the door-to-door collection was being handled by the Doon Valley Waste Management (DVWM) there was a lot of discrepancy in the user charges being collected. Now, the user charges are being collected by the DMC officials and a proper record is being maintained,” he said. “The fear of being challaned has also contributed largely towards the increment in the revenue. Around two months ago, we launched a drive in which the households and shopkeepers who were not giving garbage to the collection vehicles were heavily fined. This not only helped control the garbage problem but also helped in the increasing the revenue. “We would be inducting 10 new vehicles for the collection of garbage. People are becoming more aware regarding the
proper disposal of waste. After the initial hiccups, the DMC is managing the entire system quite well,” he said. However, despite the increase in revenue, the civic body has still not managed to generate profit from the system. “Earlier we were suffering huge losses, but now we have managed to reach the breakeven point. There is still a long way to start earning profits from garbage collection,” added Rawat. It may be mentioned here that the solid waste management project was launched under the Central Government funded, the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), in 2011. The Doon Valley Waste Management, a private firm, was hired for the project. However, due to a number of differences between the company and the DMC officials, the DVWM ended the 15-year contract with the state government. Since July, the DMC is looking after 60 wards of the state capital.

Garbage disposal work in a mess
Dehradun, October 28 Haunting the lives of city residents, overflowing garbage bins and scattered garbage on the roads has become a common sight from the past several days. Further, the stench emanating from rotting garbage is further adding misery to the situation. While admitting to the deteriorating sanitary conditions of the city, MNA Harak Singh Rawat said that the problem has aggravated due to the shortage of sanitary workers. “There were a lot of festivals in the last week as a result of which a large number of sanitary workers had gone on leave. We have limited the number of workers with whom we have to cater to the entire city,” he said. “However, we are doing our best to keep the city clean with limited number of manpower resources. The situation would certainly improve in the next two-three days. We have also pulled up the vehicle drivers to properly dump the garbage in the bins,” said Rawat. It may be mentioned here that soon after taking over as MNA, Rawat had appointed the officials at Dehradun Municipal Corporation for conducting daily checks in the city. The officials were to conduct the check of various parts in the city and see whether the sanitation staff has cleared the garbage or not. A report was being filed on daily basis about the field visits of the staff. The officials detailed for the duties include Senior Health Inspector Dr. R.K. Singh (Monday), Town Planner A.P. Sundriyal (Tuesday), Town Planner Rachna Payal (Wednesday), Additional Town Planner Ved Prakash Badhani (Thursday), Additional Town Planner Ramesh Singh Bisht (Friday) and Additional Town Planner J.P. Raturi (Saturday). Shraddha Sharma, a resident of the old Survey road, said that the garbage dump in their area was not being cleaned regularly. “There are no fixed timings for emptying the bin which often leads to overflowing. The situation has even gone worse as there are a number of stray animals, including dogs and pigs, who are causing panic,” she added. Mahesh Rawat, another resident, said that the MC workers were not collecting the garbage. “The dustbins are placed quite far from our area. There is just one dustbin for the entire locality that is overflowing with garbage before noon. At least the DMC should make arrangements to clean the bins twice or increase the number of trash cans in the area,” he added. |

Homoeopathy pharmacists take out rally
Dehradun, October 28 The agitators under the banner of Unemployed Homeopathy Pharmacist Diploma Holders Association gathered at Raipur bus stand here today. The agitators took out a protest rally in support of their year-long pending demands, and shouted anti-state government slogans in front of the secretariat. The agitators and police personnel had heated argument as they were trying to enter the secretariat campus. City police arrested agitators and sent them to police lines. The agitators lamented that memorandums highlighting their demands were submitted many times to the government officials but state government is yet to take effective steps to address their grievances. Expressing his views, Manoj Tripathi, officiating chairman of Unemployed Homoeopathy Pharmacist Diploma Holders Association, has said filling vacant posts, appointment of diploma holder homeopath pharmacists in government hospitals, sanctioning of service rules, hike in grade pay etc. are few a year-long pending demands. He said that homoeopathy pharmacists could play a pivotal role, especially in hilly areas of the state in the absence of medical officers. ADG suspends two constables for using mobiles on duty
Dehradun, October 28 The police headquarters will issue a letter to district Senior Superintendent of Police (SSP’s) and Superintendents of Police (SP’s) regarding the prohibitory order. Notably, the decision in this regard was taken on Monday evening after Additional Director General of Police (ADG), Law and Order, Ram Singh Meena, during a field inspection, suspended two constables namely Badrinath and Ravindra, at Aaraghar chowk for playing video games on roadside instead of streamlining the traffic movement. While speaking to The Tribune, ADG Meena said: “It has become a serious issue and I took action against the constables as they were busy on their phones instead of doing their duties.” It is to be noted that the letter has been prepared on the directions of ADG Meena and will be forwarded to the SSPs and SPs of all the thirteen districts for the implementation of the order in the state. The SSPs and SPs will be instructed to take departmental action against those police personnel who will be found using mobile phones on duty. A few police officers believe that the use of mobile phones in the constabulary has affected the discipline in the force. |

UJVNL gearing up for power shortage in winters
Dehradun, October 28 An instruction was given to technical staff to ensure renovation, upgradation and modernisation (RMU) of hydropower projects in order to ensure optimum electricity generation. The power generation remained unaffected during the festive season in the last week as MD Patel cancelled leave of technical staff in order to ensure maximum electricity generation through state run hydropower projects. The latest data compiled by UJVNL clearly highlighted that state-run hydropower projects are generating electricity around eight million units against demand of 31 million units of electricity per day. The availability of electricity in the state is hovering around 29 million units per day, including procurement from neighbouring states. It is worth mentioning that 198 MW Kalagarh, and 42 MW Khatima hydropower projects are not generating electricity, while turbine number two of 144 MW Chilla hydropower project would be closed for RMU the for next 20 days, which would further widen the gap between demand and availability of electricity in the state. UJVNL officials expressed concern over reducing discharge of water in Himalayan rivers and its tributaries as it has adverse affect on electricity generation. Officials told RMU is the regular feature in the department for optimum electricity generation even in adverse weather condition. Uttarakhand Power Corporation Limited implemented power cut to meet with the demand of electricity in the state. The gap between demand and availability of electricity has further widened as the state received 10.99 million units of electricity against the quota of 16 million units from the Central pool. UPCL has implemented nearly four hours of power cut in rural areas of Haridwar and Udham Singh Nagar districts, while two hours of power cut has been imposed in Roorkee, Haldwani, Kashipur and Rudrapur to meet with the demand of electricity in the state. Not lobbying for Rajya Sabha berth: Bahuguna
Haridwar, October 28 In Haridwar today ,Vijay Bahuguna said that the sole discretion and decision lies in Congress party high command and it is on the party to select a suitable candidate for the Rajya Sabha seat. Bahuguna refused to comment on the possibility if he is named by Congress high command. “It is the decision of party high command,whomever they name will be party’s official candidate. So where is the question of my wish or lobbying ?Their decision will be binding on all of us. Let us wait and see as election is due on November 20,”said Bahuguna,a former two-time Lok Sabha MP from Tehri Garhwal. Praising Chief Minister Harish Rawat,who succeeded him a year ago,Vijay Bahuguna said that his successor is doing a good job as there are many challenges in front of him. He also denied any involvement of Harish Rawat in black money list submitted by NDA-led Union government to the Supreme Court, saying “there is no doubt about honesty and integrity of Harish Rawat.His name was rumoured to be in the list. It was a design to malign him.” Bahuguna gave a piece of advice to Harish Rawat saying that the CM should ensure transparency and time-bound distribution of the relief and rehabilitation money allocated to Uttarakhand government. No trauma centre fully functional in U’khand
Dehradun, October 28 However, a closer examination reveals a tale of dysfunctional state of affairs as none of the trauma centres are fully functional. In the last seven years, the Uttarakhand Health Department has been involved in the activity of constructing trauma centres without paying attention to making these centres functional through manpower and equipment. Today, out of the 11 trauma centres, only the Doon Hospital and Haldwani Medical Collegecan boast of providing services to a certain extent as their emergency staff doubles up as the trauma centre staff. “The Doon Hospital Trauma centre was created after moving in a few beds from the emergency ward. As we had shortage of manpower, the emergency staff is doing duties at the Trauma Centre as well. It is not independent and is a makeshift arrangement that would change once the Medical College comes up. The condition is similar at the Haldwani Medical college,” said Dr GS Joshi, DG, Medical and Health. According to the norms, the trauma centres should have staff strength of at least 33 persons, comprising two surgeons, two orthopaedic surgeons, two radiologists, two anaesthetists, three emergency medical officers and others. Significantly, out of the 11 trauma centres, the centres at Gopeshwar District Hospital, Rishikesh SPS Hospital, Uttarkashi District Hospital and Karnprayag District hospital fall on the Char Dham route. During the pilgrimage season, three years back, more than 200 accidents took place. “Due to non-functional trauma centre at Gopeshwar, several accident patients had to be referred to distant places like the Srinagar Medical College which is a four-hour drive, and Dehradun, a seven-hour drive. If the patients are moved within the golden hour, that is the first hour after the accident, the trauma centres can save more lives,” said Dr KC Pant, a senior physician at the Doon Hospital. Despite the sorry state of affairs, soon after the 2013 disaster, the Uttarakhand Government again announced the setting up seven new trauma centres. |

Farmers to get better seeds to increase output: CM
Dehradun, October 28 Rawat said the Agriculture Department must ensure that at least 80 per cent of the farmers in plains and 33 per cent of those in hill areas get high yielding seedss. He referred to the concerns of the sugarcane farmers and said 90 per cent of their pending payments had been disbursed. “The state government is committed to providing proper subsidy on agriculture equipment to the farmers. It will also provide incentives for reviving old polyhouses,” he added. The Chief Minister said a pension scheme had been launched for the farmers of the state. The Hamara Ped Hara Dhan scheme had been initiated to promote plantation of board leaf trees. The state government was also working on land consolidation in hills, he added. He also emphasised on efforts towards protecting agriculture in hill areas from wild animals. He gave away awards to farmers who had achieved excellent results. Agriculture Minister Harak Singh Rawat said despite land under agriculture having shrunk by about 50,000 hectares, the production of foodgrains in the state had increased substantially. Adequate subsidy was being provided to farmers for purchasing power tillers, tractors and for the construction of tubewells. Krishak Mahotsava would be organised at every Nyaya Panchayat in the state up to November 7, he added. Policemen told to update location while on field
Dehradun, October 28 While conversing with the district Senior Superintendent of Police (SSP) and Superintendent of Police (SP) of districts through video conferencing, the DIG expressed displeasure over field officials, including circle officer and police station in charge, for not updating their locations with control rooms. He said in case of emergencies, it becomes difficult to speak to officers in far-flung areas. He directed the district police heads to ask police officers to keep updating their movements with the control room so that they remain in contact with other officials. He said it had been a rule in the Police Department that officials on field postings regularly update the control room of their locations for ensuring better policing. |

Devotees face water shortage at Ganga ghats for Chatth puja
Haridwar, October 28 As major Chatth rituals are performed on the river banks, with offering of ‘ardh’ to deity sun, people hailing from Uttar Pradesh and Bihar have demanded sufficient water in the Ganga canal from Uttar Pradesh irrigation department for Chatth festive tenure. Notably, Chatth devotees observing ‘kharna’ ritual today,who had come to take holy Ganga dip at the sanctum sanctorum of Braham Kund,Har-ki-Pauri, and adjacent Ganga ghats in Haridwar, faced inconvenience as UP irrigation department did not release water flow in the canal on Deepawali festival, which for decades has been the norm. The four-day Chatth festival began yesterday and will conclude on October 30. On October 23 some cusecs of additional water supply were discharged by the department to pacify the devotees. This attitude of UP irrigation department has not gone down well with the saint community, religious organisations,teerth purohits, pundits, devotees, pilgrims, tourists and local people. Protests and reservations from various sections of society are being witnessed in Haridwar over dry Ganga at Har-ki-Pauri in the festive season. Chatth puja rituals related with deity sun and water will further get affected if closure goes on for the next two days. Representative body of people hailing from Eastern UP, Bihar-Bhojpuri Lok Samiti and Purvanchal Jan Jagriti Samiti has also held talks with UP irrigation department over sufficient availability of water at Har-ki-Pauri on Chatth festival. But UP irrigation department has made it clear that Ganga canal closure got extended owing to huge accumulation of silt and mud on Ganga ghats and due to strenuous cleaning-maintenance work going on at the Ganga canal. SDO, UP irrigation department, MK Singh, assured that sufficient water availability is being ensured on Ganga ghats for the Chhath festival and devotees observing the Chatth rituals. But in reality, water capacity is not enough to take full body holy dip in the Ganga ghats. Under the aegis of socio-religious organisations like Teerth Maryada Raksha Samiti, Dharamshala Raksha Samiti, small scale traders association, local traders and taxi owners union, there is opposition of extension of Ganga canal closure tenure by Uttar Pradesh government. Chief of Teerth Maryada Raksha Samiti Sanjay Chopra has warned of an agitation against the Ganga canal closure if before November 3 water is not released from Bhagirathi point till Mayapur dam stretch. Stern attitude of UP irrigation department means that this time Chatth puja devotees will have to perform the Chatth rituals at Neeldhara, Chandi Ghat area, opposite Har-ki-Pauri, where Ganga river flows in its natural path. |

Tripathi panel submits final report to govt
Dehradun, October 28 Terming the report as the Congress government’s commitment to weed out corruption, Chief Minister Harish Rawat said the report would be put before the Cabinet and an action would be taken based on the recommendations. Later, IAS officer and chairman of the commission SC Tripathi said he had already submitted six reports to the government and with the final report being submitted today, he was a relieved man, “The task was challenging while probing the Maha Kumbh Mela matter as around 125 different agencies were involved and we faced a tough task handing down notices to the officials and politicians concerned,” he said before leaving for Lucknow. The SC Tripathi Commission was set up in 2013 to probe into the land concessions in respect of M/S Citurgia (Rishikesh), allotment of small and micro hydel power projects under the self-identified category in 2007-2011, Mahakumbh Mela 2010, complaints in respect of disaster relief work during the Uttarkashi disaster 2010, irregularities in various Central Government schemes during 2007-2012, matter related to supply of Daincha seeds-2010, allegations made about the encroachment of the Corbett Tiger Reserve and persons involved in the illegal sale of land in villages inside the Corbett Tiger Reserve. Set up in 2013, the commission was given a six-month time to present its report but its term was extended twice as the report remained incomplete. With the report in hand, the Harish Rawat government can now go ahead and table it in the Uttarakhand Legislative Assembly and also present an action taken report. Meanwhile, the Uttarakhand BJP has reacted angrily to the report and has asked the government to come up with the report on the omissions and commissions committed during the Congress-led ND Tiwari government’s rule in the state for which the BJP government too had set up a commission. |

NSUI-backed students vandalise hotel
Mussoorie, October 28 Jolted by the sudden burst of stone throwing and sound of broken glass, the tourists headed for cover and remained inside until the vandalising students left the hotel premises here. According to the hotel management, around five to six students arrived at the hotel reception and began asking money in form of donation for some programme being organised at Mussoorie Post Graduate College. As soon as the hotel staff refused the donation citing various reasons the agitated students broke a windowpane outside the reception and a table inside. They also pelted stones but fortunately, no one was hurt in the incident. After creating nuisance, the students fled from the scene. The secretary of the Mussoorie Hotels Association, Ajay Bhargav, said his organisation condemns such incidents strongly and such coercion for undue favours would not be tolerated at any cost. He also said that “we would be lodging a strong complaint so that the incident is not repeated again.” He also said that the affected hotel management has collected the recording of the incident on CCTV camera and would produce it in front of senior police officials tomorrow. Meanwhile, the police looked hesitant in filing a report against the vandalising students as they all belong to National Students Union of India that is supported by the Congress ruling the state. When contacted the police officials were mum on the issue and said that any action will be initiated after the hotel management files a complaint against the students. |

Free counselling, coaching for poor students
Mussoorie, October 28 The meeting was presided over by ND Sawhney, Dean, GNFC. It was decided that the project would begin at Saraswati Shishu Mandir, Mall Road, Mussoorie. The school will provide free picking and dropping facility for students from their respective schools interested to attend the counselling and coaching session. Administrative officer Sunil Bakshi informed the media that arrangements for providing coaching in English, physics, chemistry, maths and computers for the senior section have been made at the school, Shangrila and RN Bhargava Inter College where they would also get free stationery. He said school staff was looking forward to the needy children and provide them support in every manner and was hopeful that the programme would receive the same response as they got earlier. The Jagriti programme was launched in 2014 under the social scheme run by Guru Nanak Fifth School, Mussoorie, with its main objective to provide free counselling to poor students from around the region in Mussoorie. Dehradun, October 27 The institute has launched a series of guest lecturers to celebrate the 80th birthday of Prof CNR Rao, a Bharat Ratna awardee. Notably, a team of eight scientists from Mohali and a young scientist from Dehradun visited the school and interacted with students. The objective of the programme is to promote the use of science and technology among young generation. The orientation programme was attended by students of classes X, XI and XII. Dehradun, October 28 As many as 160 students from KV Kashipur, KV Raiwala, KV BHEL Haridwar, KV NHPC Banbasa, KV OLF are taking part in the two-day exhibition. The programme began with a welcome song by Dr Ashwgosh. Initially, the social science exhibition of the primary section was inaugurated. The topic of the exhibition was “Uttarakhand and Russia’, on which a large number of charts and models prepared by the primary section students were showcased. Four models were selected for the national-level exhibition. Group songs, English and Hindi debate competition and group dance competition were organised on the first day of the exhibition. One arrested for molesting minor
Mussoorie, October 28 molesting a minor girl, while she was returning home from market near her house here yesterday. The police have registered a case against Kuldeep Bisht, a resident of Dehradun, under Sections 154, 504 7/8 of the POCSA Act. He has been arrested and look out is on for Vijay and a few other persons who were also associated with committing the crime. According to the Mussoorie police, the uncle of the minor girl lodged a complaint, citing that the girl was on her way home when a group of youths, who were consuming alcohol at the Camels Back Road, started harassing and tried to molest her. The girl raised an alarm after which people from the nearby shops gathered at the spot and thrashed the youths. Kuldeep was handed over to the police, while his other accomplices were able to flee from the scene. “Kuldeep has been sent to jail after being produced in the court. We are trying to nab the other accused in the crime,” said Sandeep Negi, in charge of the police station.

Two chain snatchers arrested
Dehradun, October 28 SSP Ajay Rautela said: “The arrested chain snatchers have been identified as Daanish (23) and Raji (22), while one of their accomplice namely Sariq is still absconding and the police are making efforts to nab him.” Daanish from Bijnor and Raji and Sariq from Dehradun, used to target women travelling alone in secluded places. The police have also recovered two gold chains worth Rs 80,000 and one 12-bore pistol along with a couple of bullets. The gang also snatched chains from women in Dobhal Chowk, Dalanwala and Chukkhawala areas in last one week. |

Hockey player rues lack of sports policy
Haridwar, October 28 Talking to The Tribune here today, Vandana, who scored a hattrick in the World Cup in Germany this year, said despite basic sporting facilities, state sportspersons were shining in the global sporting arena which proved that the talent was in abundance among youths. “More players are eager to shine in the sporting arena, but due to lack of sporting culture, sports policy, stadiums, sport complex, able coaches and adequate pro-sport environment, majority of them fail to take on sports as a long-term career. States like Haryana provide sporting infrastructure, financial aid, jobs and motivation to players and the state government should look into this aspect, said Vandana, who hails from Roshanabad village, 17 km from Haridwar city. Vandana said initially, she found it tough to play hockey in Haridwar as there was no stadium in the entire district, besides lack of support from the local community, administration and sports officials. “I was lucky to make it to team India. My father was my support,” said Vandana. Meanwhile, Vandana Kataria visited Shantikunj and was felicitated by Shantikunj spiritual ideologue Dr Pranav Pandya. She was handed over a cheque of Rs 2.51 lakh on the occasion. Dr Pandya assured of supporting her in her career as she has made the state and the country proud through her achievements. |

Athletics meet at Oak Grove School
Mussoorie, October 28 Shubam Kumar was declared the fastest athlete. Chief Personal Officer Manager, Northern Railway, Anand Mathur, who was the chief guest, inaugurated the function by unfurling the school flag and taking salute of the march past. Mathur said sports activities were important for the overall personality of students. He congratulated students for excelling in academics and sports at the regional and national level. School captains Ankur Kumar and Alisha Lakra administered oath to athletes. Shyam Nandan, Bipin Kumar, Vishal Pratap and Shubham Kumar were declared winners in the 400 m sub-junior, junior, intermediate and senior division, respectively. In the 800 m event, Kumar Ashutosh created a new record in the junior division. In long jump, Deepak Kumar, Neeraj and Nikhil Kumar won in the sub-junior, junior and intermediate divisions. |

Pithoragarh sports stadium to be upgraded
Pithoragarh, October 28 According to the sports officer, the stadium would have four tracks each of 400 m along with a capacity of over 10,000 spectators. “The road coming in the way of expansion of the stadium will be made underground. This will extend the length of the stadium up to 20 per cent of the present length,” said Waldia. The sports stadium was established in 1993. The then Chief Minister of Uttar Pradesh Mulayan Singh Yadav had sanctioned the amount and the work was completed in five years. “Till date, we have been organising sports activities up to state level at the present capacity of the stadium, but after its expansion we will be able to organise national-level competitions in various events,” said the sports officer. The sports stadium also has hostel which can accommodate 20 athletes with lodging and boarding facilities.
