Murder accused attacked in court by relatives
Dehradun, October 29 Reportedly, relatives of Jai Singh, who was allegedly killed by his son Harmeet inside his residence at Adarsh Nagar, gathered inside the court premises, knowing that the police would bring him to the court for the scheduled hearing. Meanwhile, police brought Harmeet to the court for taking him to the Chief Judicial Magistrate (CJM) court amid tight security. The agitated public including the relatives broke the security cordon, pounced on Harmeet and allegedly beat him in anger. Amid the relatives who were raising slogans against Harmeet and demanding strict punishment for him, the police managed to take him away from the crowd to the courtroom for the hearing. There were angry relatives who gathered at the court premises today, but they apparently could not get hold of Harmeet, as there was tight security around him. The relatives also tried to attack Harmeet on a previous hearing on October 27. Meanwhile, the CJM court extended the judicial remand of Harmeet Singh by 14 days and the next hearing will be on November 12. Besides, the blood sample and finger prints of Harmeet were taken today. To speed up the ongoing investigation in the case, the police headquarters have set up a five-member monitoring committee to keep a tab on the investigation. According to police sources, the committee will help the investigating officer in the case gather evidence and other important things related to the multiple murder case. On October 23, Harmeet Singh allegedly killed his father Jai Singh, his step mother Kulwant Kaur, his step sister Harjeet Kaur and his 3-year-old nephew. He tried to kill his seven-year-old nephew, Kanwaljeet, who survived and sustained serious injuries. |

Dehradun, October 29 In the face of severe shortage of specialists, the sheer reluctance of female doctors for hill postings has exacerbated the problem, that came to a head after large-scale transfers were undertaken on September 4. In the shuffle, around three specialists trained variously in gynaecology, obstetrics and paediatrics were transferred out of the Directorate. Not only did these doctors refuse to budge but also their transfers were stalled. Gynaecologist Dr Suman Arya, who has stayed put in the Directorate for several years, was transferred to Champawat as CMS of the District Hospital, but she managed to get back to the Directorate as Joint Director. Gynaecologist Dr Kalpana Gupta’s transfer to the Pauri District Hospital too was stalled. She is expected to be transferred to the Directorate as soon as the list of 102 new promotions is announced. Dr Meenu Rawat (obstetrics), who was transferred, too managed to retain her place as Joint Director at the Directorate. On the other hand, not a specialist, but trained to handle deliveries, Dr Saroj Naithani (MBBS), who has been at the Directorate for the last five years, was transferred to Chamoli, but within days, she managed to return to the Directorate as Joint Director Health Systems. Significantly, while the Department of Health rues shortage of specialists, it has failed to meaningfully deploy the existing staff and has turned a blind eye to sheer wastage of skills of specialists. “The recent transfers were undertaken to rationally deploy the doctors, but a few transfers have been stalled due to one reason or another. Over the years, we have eroded the confidence of the doctors, giving them non-clinician jobs when they were at their peak. Now, things have come to such a pass that specialists who should be in the OPDs have begun to devise ways to shun any form of challenge,” said Dr GS Joshi, DG Health. |

Chatth puja widely performed in Doon, Haridwar
Dehradun, October 29 According to the Hindu panchang, during the month of Karthik, married women perform Chatth puja and offer rituals for four days for the long life of their husbands. A large number of women accompanied by their husbands were seen thronging water bodies around the city carrying canes, plates and baskets full of fruits and other items for worshipping. The devotees sang folk songs while taking a dip in the rivulets and paying obeisance to Sun god. Devotional music could also be heard at the venues. Mussorrie MLA Ganesh Joshi participated in the celebrations organised by the Bihari Mahasabha. He offered prayers to the Sun god on the banks of the Tamsa river near the Tapkeshwar temple. Devender Pal Singh, Visnu Prasad, Anil Saini, Nandini Sharma, Anil Dabral, Kuldeep Kapoor, Pankaj, and Kanchan Thakur took part in the celebrations.
Women throng Ganga ghats to perform rituals
Hardwar: The four-day Chatth festival is being celebrated widely in Haridwar. Ganga ghats are teeming with Chatth devotees, who could be seen performing rituals in large numbers.
Kamleshwar Mishra, a member of the Poorvanchal Jan Jagriti Manch, says the Chatth fast has been mentioned in the sacred Skand Purana. According to the scripture, king Rajan Rajey used to observe the fast. Women Congress unit president Kiran Singh, who is performing Chatth rituals, says off late the Chatth festival has become popular with people hailing from south India and other parts of the country where it is not celebrated. Local intellectual Kamal Kant Budhkar says the Chatth festival has become popular as a large number of people hailing from Bihar and Uttar Pradesh have migrated to Haridwar, particularly after the establishment of the Integrated Industrial Estate at Roshanabad, 15 km from Haridwar, where about 150 industrial firms are operating. Another intellectual PS Chauhan also links the development to the coverage of the festival by television and newspapers. Meena Saini, a bank employee hailing from Bihar and living in the Bahadrabad block, says Chatth has immense significance for them and they wait the whole year to celebrate the festival. Since early morning today, a large number of devotees started converging on Brahmakund, Har-ki-Pauri, Subash ghat, Rodi Belwala Maidan, Birla ghat, Alaknanda ghat, Vishwakarma ghat, Shiv ghat, Kabir ghat, Luv Kush ghat, Singhdwar ghat, Agrasen ghat, Bhooma ghat, Gobind ghat, Premnagar ashram, Seeta ghat, and Sarvanand ghat in suburban Jwalapur and Daksh ghat at Kankhal. Due to the ongoing closure of the Ganga canal a majority of Chatth devotees, particularly women, could be seen perfroming rituals at Neel Dhara, the Chandi Ghat area. |

‘No plans’ to convert Oak Grove into varsity
Mussoorie, October 29 The Union Railway Minister D V Sadananda Gowda during his maiden budget speech had spoken about plans to set up one such university in various parts of India in a phased manner over the next five years. The Railway Ministry has approached Ministry of Human Resources Development, seeking guidelines for establishment of a dedicated railway university, said senior railway officials when contacted. The idea for such an institution came from none other than ‘Metro Man’ E Sreedharan who is of the view that graduates coming out of railway universities will have assurance of getting absorbed into the system as all-rounders, said senior railway officials. CPO Anand Mathur, speaking to The Tribune, said that the proposal of creating university was on the table of the ministry but as far as the plans of converting Oak Grove into a university were concerned, there was no such proposal yet. When asked about any such move in future he refused to comment on the issue. However, many in railways believe that Oak Grove School having over 100 acres of property is the most viable place for the university and this has instilled fear among the staff and the parents of the students being imparted cheap pubic school boarding education here. The deteriorating education standards in comparison to the other premiere public schools in the country over the years are also one of the reasons for such concerns. At Oak Grove, no student has qualified in IIT or equivalent examination despite introduction of coaching classes by a firm from Dehradun, said one of the parents. Probing further, The Tribune has learnt that Oak Grove lacks permanent staff to the tune to 50 per cent, thus hindering the all around education in the school. The students excelling in sports do not get the support of the railways that has the largest pool of ace sportspersons in the country in training etc, added parents under anonymity. The basic facilities in sports such as swimming pool is in a shambles and has remained out of order since the past several years despite the railways spending around Rs 3-4 crore annually on the school. |

BJYM seeks renovation of Clock Tower
Dehradun, October 29 Leading the protest, BJYM district president Vipin Rana submitted a memorandum to Mayor Vinod Chamoli. “We had carried out a cleanliness drive at the Clock Tower on October 24 where a large number of empty liquor bottles and animal faeces were removed from the premises. Due to the callous attitude of the DMC and its failure to maintain the prominent landmark of the city, the condition of the Clock Tower is deteriorating with each passing day,” he said. The protesters alleged while several lakhs were being spent on the beautification of various roundabouts in the city, nothing was being done to safeguard the Clock Tower that had a heritage importance. Those who were part of the demonstration included Amit Rana, Ankit Gupta, Manas Oberoi, Sachin Gupta, Sohan Negi, Anirudh Tomar, Satyam Navami, Sanjeev Singhal and Pawan. |

Dehradun, October 29 They have threatened to intensify the agitation in case the state government does not accede to their demands. The agitators gathered at Raipur bus stand here today and raised slogans against the state government. The agitators lamented that the memorandum highlighting their demands was given to officials concerned several times, but the department was yet to take steps to fulfil their demands. The agitators demanded revision of pay scale, filling vacant posts of pharmacists, government jobs in district hospitals and health centres. Give priority to forestland transfer cases, says Chief Secy
Dehradun, October 29 He said clearances for forestland transfer should be accorded top priority to accelerate the pace of all round development of the state. He directed the District Magistrates to complete the formalities in a time-bound manner according to the Union Ministry of Forests and Environment guidelines. All field officers concerned should work in a coordinated manner and he would again review the progress of the work after a week, he added. The Chief Secretary was informed that the Central government had in principle approved 267 cases of forestland transfer but owing to
non-fulfilment of some necessary conditions it did not grant the final clearances. He directed all District Magistrates to ensure compensatory afforestration as early as possible. Other conditions such as mutation of land in the name of the Forest Department, certificate under the Forest Rights Act, a digital map of the proposed site and a plan for the disposal of debris had also to be fulfilled.
Shankar directed Principal Secretary, Forests and Environment, Ranveer Singh, to email to him the present status of forestland transfer clearances. He reviewed district-wise progress of the forestland transfer work and found that Pithoragarh had 19 pending cases, Almora 30, Uttarkashi 15, Udham Singh Nagar 6, Chamoli 27, Tehri Garhwal 31, Dehradun 30, Nainital 20, Bageshwar 32, Pauri Garhwal 28, Champawat 11 and Haridwar 5 cases. CM calls for revival of Rishikesh IDPL
Dehradun, October 29 He said IDPL was the largest Central pharma public sector undertaking with plants at Rishikesh, Gurgaon, Hyderabad and subsidiaries units at Chennai and Muzaffarpur. It was established with an aim to manufacture and supply essential medicines, bulk and generic drugs to Central and state governments as well as pharmacies at reasonable prices. “But, the PSU was formally declared sick in 1992. The various stakeholders, including employees, have been demanding a revival plan for the same,” the Chief Minister informed the Union Minister. Rawat said the techno-economic committee had recommended for revival of IDPL by making use of assets like land at Gurgaon, Hyderabad and Chennai to raise the funds which was vetted by consultants appointed by the government. It was stated that a memorandum of understanding has been signed between Union Department of Pharmaceuticals and IDPL to make it a viable drug manufacturing government and that the government is in process of finalising a revival plan. The CM drew Ananth Kumar’s attention towards the losses incurred by the state due to disasters that had hit the state last year. He said early revival of Rishikesh unit was essential to fulfil its objective to meet the emergency needs of people for supply of medicines during natural calamities. This, he said would increase economic activities and provide opportunities to the unemployed. |

For power, U’khand to rely on neighbouring states
Dehradun, October 29 Uttarakhand Power Corporation Limited (UPCL) is meeting with the demand of electricity through banking from Haryana, Meghalaya and Jammu and Kashmir, while nearly three million units of electricity were procured through the Indian energy exchange system. The state is facing shortage of nearly eight to 10 million units of electricity per day due to lower electricity generation in the state-run hydropower projects. Officials lamented that electricity generation in the state-run hydro power projects was adversely affected due to frozen Himalayan rivers and its tributaries in the higher areas of the state. The gap between demand and availability of electricity was 13.20 million units on October 20. The latest data compiled by UPCL clearly highlighted that the demand of electricity is hovering around 32 million units against the availability of 30 million units of electricity. The power generation through state-run hydropower projects is nearly between 8-10 million units per day, which is insufficient to meet with the demand of electricity in the state. Madhusudan, an official spokesperson of UPCL, said UPCL was continuously procuring electricity from the neighbouring states to bridge gap between demand and availability of electricity in the state. |

DMC bids for concrete garbage bins
Dehradun, October 29 Mukhya Nagar Adhikari Harak Singh Rawat said under the project, the bins would be covered so that the garbage was not visible from outside. “At least this would give a clean look to the city. The concrete part of the bin would be given to the advertisers, which in turn would help earn revenue for the cash strapped civic body,” he added. “The concrete bins would be opened from one side only from where the garbage collection vehicle would enter and empty the metal bins placed inside. The tender would be released on October 30 following which the suitable candidate for the construction would be shortlisted. At present we have identified around 10-15 spots, where the problem is unmanageable. If the project is a success, similar bins would be constructed throughout the city,” said the MNA. — TNS |

He said that the main motive behind organising such rally was to create awareness among senior citizens about health and fitness. Ex-servicemen seek funds for one-rank, one-pension scheme
Dehradun, October 29 In a press release issued here, Brig KG Behl (retd), president of the league, said the Cabinet’s approval for the purchase of essential equipments needed for the defence of the country was a wise move pending for a long time. “Even though Prime Minister Narendra Modi announced during his recent visit to Siachen that the one-rank, one-pension will be implemented soon. During meetings held with ex-servicemen at various stages it has come out that the government does not have sufficient funds to meet the requirement. Ex-servicemen expect that this doubt will be removed by sanctioning the amount needed so that there is no doubt about its implementation,” he said. “While the one-rank, one-pension has been sanctioned, it is not possible to implement it unless the anomalies created by the 6th Central Pay Commission (CPC) for equivalence of number of years required to get full pension for a particular rank are decided against 20 years of service where persons have been allowed to retire after 2006. There are a number of officers who have done more than 20 years of service but are not getting full pay as allowed by the 6th CPC. There is still a lot of confusion as to where these officers would be placed and how much they will get in the same rank,” added the retired officer. Brig Behl (retd) said a high-powered committee having representatives from PCDAs, Defence HQrs, MoD, record offices and retired personnel be constituted immediately. “It will smoothen the process and expedite matters for better implementation of the OROP with complete transparency. Moreover, the 7th CPC too needs a base to start with and implementing of one-rank, one-pension at the earliest will provide it a base,” he added. |

Uttarakhand-based artistes complete film shooting
Haridwar, October 29 Hailing from various districts of Uttarakhand, members of the film production crew have tried to give the horror film an authentic look, with use of the latest animation technology. Talking to mediapersons in Haridwar, the film’s director Amit Nagar introduced the production and artists and hoped that the film would be a box-office success. Nagar added that as the film has been shot at various locales in the hill state including Haridwar, Dehradun and Mussoorie in Garhwal division, viewers will get to see unexplored and known locations in the film. The shooting of the film has been completed, with post-production and editing work remaining, which is being done to ensure the film releases in December. “The film is based on a horror theme but has been given a distinct treatment, which will draw spectators to the theatres. The songs of the film are melodious and in sync with the story. These have been beautifully choreographed and filmed,” said Nagar. City-based actress Vidya Suman said Uttarakhand has vast potential for film shooting and there is no dearth of talent; it simply needs to be honed, given right platform, exposure and guidance. Animal welfare board meeting
Dehradun, October 29 Pulling up officials of the Mussoorie Dehradun Development Authority (MDDA) for the delay in construction of veterinary hospital at Transport Nagar, the Animal Husbandry Minister asked them to speed up the work. MDDA Vice-Chairman Meenakshi Sundaram said that Rs 60 lakh had been sanctioned for the construction of the hospital. “Within six months the amount would be disbursed by the MDDA so that construction could be started without any further delay,” she added. The minister also passed the instructions for the appointed of a veterinary doctor at the Kedarpuram-based newly constructed government animal shelter for stray animals. The decision came after Mukhya Nagar Adhikari Harak Singh Rawat informed the minister
that the delay in opening the shelter was due to the absence of a veterinary doctor. Those who were present during the meeting included Dr D.B.S Gabrayal, Jairaj, Arjun Singh, Pawan Kumar, Dr Kamal Mehrotra along with several others. |

Dehradun, October 29 At a function organised in Dehradun by the Himalayan Action Research Centre (HARC), Rawat reiterated his government’s commitment to promoting agriculture in Uttarakhand. He said the state government was working to encourage farmers to take to horticulture in the hills for them to get better price for their produce. Earlier, HARC chairperson Mahendra Singh Kunwar referred to activities of HARC to assist farmers in agriculture. He said HARC has, from time to time, been organising felicitation programmes for farmers. Most of the farmers honoured are from Chamoli and Uttarkashi districts. |

German docs hold plastic surgery camp
Haridwar, October 29 A team of 11 specialist surgeons and supporting paramedical staff from Germany is conducting the camp. It will continue till November 6 and the registration for it is still open. “The camp is the biggest one organised by a non-government organisation,” said Jai Kishore Singhal, president of Ranipur Rotary Club. “This camp is for backward classes, poor and needy, who can’t afford high cost of plastic surgery. Our aim is to provide them health treatment free of cost and we thank the German doctors and medical staff, who voluntarily agreed to provide free of cost medical service for the camp,” said Singhal. This is the sixth free medical health camp being organised by the Rotary Club, with 600 surgeries done in the previous health camps. Rotarian Rajeev Bhalla said all Rotarians associated with the Ranipur Rotary Club were lending their services for the successful management of the camp. Members of the Rotary Club and BHEL have agreed to bear the cost of the camp. Health camp in charge Sanjeev Mehta said city based doctor, Prem Luthra, had also assured of looking the patients post surgery, when German doctors’ team leave India. Dr Gabriel, one of the team members of the Inter Plast said they would try to perform as many surgeries possible in the time frame, with precision and were happy to lend their expertise in India. |

MNA removes hoardings from road dividers
Haridwar, October 29 MNA Vipra Trivedi has initiated a drive against illegal hoardings and signages which had cropped up in large numbers on Chandracharya square-Devpura and Chandracharya square-Prem Nagar Ashram Ghat stretch. Monitoring the drive, Vipra said as these hoardings were causing problems for commuters and vehicle drivers, municipal corporation personnel had started removing them. Warning violators, Vipra said if such acts were repeated by agancies and traders, legal action as well as a fine would be levied. Uttarakhand Kranti Dal Progressive central secretary Uday Ram Semwal has welcomed the drive being carried out by the civic body. He said putting up such illegal hoardings on dividers was also defacing the city. Semwal said an official should be given additional responsibility by the MNA to ensure impromptu inspection of such roads and levying of heavy penalty on offenders. |

Residents rue poor health services in Tamli area
Pithoragarh, October 29 The residents expressed anger after an elderly (70) died yesterday due to lack of medical services. Trilok Singh (70) lost his life due to absence of doctors at the Ayurvedic Hospital in Manch. “Trilok Singh died on the way while being taken to the Champawat District Hospital,” said BB Punetha, a zila panchayat member. According to the zila panchayat member, due to absence of road and health services in the area, several residents, including pregnant women, die every year. “Every political party has been playing with our emotions at the time of the elections,” said Punetha. Over 50,000 persons reside in the Tamli area and are dependent on track routes or ill-maintained half-constructed motor road to reach the Champawat district headquarters which is about 75 km from the area. “If someone falls ill, he is taken to the district headquarters on palanquins as motor services remain disrupted,” said the zila panchayat member. Though the government sanctioned an allopathic hospital for the area last year, the financial aid is still awaited. “We have already sent a report to the state government and selected a land for construction, but financial aid is awaited,” said Dr Harish Chandra, Chief Medical Officer of Champawat district. |

Barricades to be erected on rivers for Jauljibi fair
Pithoragarh, October 29 Traders from outside the region had shown keen interest in the fair which would be organised at the confluence of the Kali and Gori rivers at the Indo-Nepal border from November 14, said Pramod Kumar, SDM, Dharchula. “As many as 25 traders from Punjab have shown interest in the international trade fair. Since, we were not in a position to accommodate all of them, a total of 15 traders have been permitted to take part in the mela,” said the SDM, who is also the mela officer. The fair will have a temporary bridge over the river before November 14 and NHPC vehicles will be taken to cultural parties for stage programmes scheduled in the fair. “We have asked Uttarakhand Roadways to ply extra buses during the mela. Since patwaris are on dharna, ameens have been assigned to task to collect revenue from the shops stalled in the mela territory,” said the mela officer. |

Garbage strewn for 3 days at Landour Cantt Board
Mussoorie, October 29 The aggrieved residents led by Amit Bhatt, president of Sarve Bhavantu Sukhina, an NGO in Mussoorie, presented a memorandum to the Cantt Board officials today and demanded immediate disposal of the garbage. Bhatt said it had become difficult to tread on the way to Mussoorie market due to the foul smell emanating from the garbage collected for the past three days. He said the garbage was posing a health risk and if not disposed of in time, it could lead to a major epidemic, for which Landour Cantonment Board would be responsible. He said the residents of Lakshman Puri were demanding that the garbage dump be cleared. MLA Mussoorie Ganesh Joshi said some residents had approached him in this regard. He said Cantt Board officials had been directed to dispose of the garbage without delay. |

Pithoragarh, October 29 According to the police, the drone, which had previously been used in the students’ union elections in Haryana, was hired from Patiala on a rent of Rs 15,000 per day. Mussoorie, October 29 This was decided in the MSA meeting held at Radha Krishan temple in Mussoorie today. Thieves decamp with cash, silver ornaments
Dehradun, October 29 House owner Supriya Vaidh is in Kolkota with her family members since October 21 and had asked her neighbor, Subodh Chandra Gupta, to take care of her house. On Tuesday evening, Subodh Gupta found the house locks broke open. He immediately informed the house owner and the Patel Nagar police about the incident. According to reports, the thieves stole silver ornaments, including 15 plates, 12 glasses, 11 bowls and 10 spoons. The thieves also decamped with two gold bangles, one gold earring, mobile phone and cash worth Rs 15000 from the house. Meanwhile, the police have registered a case and started the investigation in this regard. — TNS

Dehradun, October 29 After winning the toss and electing to bat first, the Rao Cricket Academy batsmen showcased a brilliant batting display and made 254 runs for the loss of six wickets. Dipankar scored the highest 72 runs followed by Ashish Pal who scored 60 runs for Rao Cricket Academy. On the other hand, from Vikasnagar Cricket Club, Raghuveer and Ravinder took two wickets each. In reply, Vikasnagar Cricket Club performed dismally during the chase and the team was bowled out after making just 113 runs. Vikram made the highest 28 runs while Ravinder and Sameer contributed 21 and 20 runs respectively for Vikasnagar Cricket Club. For Rao Academy, Kiran took four wickets and Sanjay three wickets against Vikasnagar Cricket Club. |
