Jalandhar, July 21 Pritam Singh, ADC (general), was the presiding member for the election to the committee for which a notice had been given a week ago. Giving details, he said 40 members were to be appointed in the committee in all. He said the remaining 17 members would be taken from the Municipal Corporation (MC) and municipal committees. He said eight members would be nominated by the state government. Of the 21 members of the Zila Parishad, only 15 members filed their nomination papers and were taken unanimously. They included Sukhwinder Singh, Kulwant Singh, Baljit Kaur, Darshan Singh, Paramjit Singh, Tarshinder Singh, Satpal Singh, Mandeep Kaur, Rupinder Kaur, Chhinda, Dharampal, Joginder Pal, Shah Ram, Rajinder Singh Nagra and Harjinder Kaur. Pritam Singh said the elections of the Municipal Corporation and municipal councils had not been held as there were some municipal councils that had been dissolved and elections to these councils were pending. He said the election to the District Planning Committee from among urban members would be held once the MC polls were held. While Gurcharan Singh Channi had been reappointed as the chairman of the District Planning Committee on December 27, 2012, no steps had been taken ever since to hold elections to the committee. The committee had last met was on October 3, 2011. The committee is expected to discuss matters of common interest of the municipal corporation, committees and panchayats and allocate funds for various infrastructural needs. The District Planning Committee, had in 2011, got a year’s allocation of united funds to the tune of Rs 2.22 crore to be spent on various development projects, ahead of the assembly elections. |

Jalandhar, July 21 The Corporation has also filed criminal cases against these companies under Sections 85, 85-A and 75 of the ESI Act 1948 in various courts. However, to provide some respite, the Corporation has now announced an Amnesty Scheme 2014 for these companies under which the corporation will withdraw the court cases against them if they pay the full outstanding amount along with the applicable interest till date. “Although we are not giving any rebate on the outstanding amount and the interest due, giving these companies another chance, we will withdraw the cases if they pay the contribution amount to us and also the relevant records of their companies. It is like an out-of-court settlement in one go,” said Baldev Raj, deputy director, ESI Corporation. The corporation has also allowed the companies to deposit alternative records like Income tax returns etc in the absence of the relevant records. |
Marijuana plantation thrives near de-addiction centre
Jalandhar, July 21 Sources at the hospital revealed that in the absence of any security in the hospital, drug addicts while going for any medical examination to the nearby Civil Hospital could be seen consuming it in cigarettes bought from a nearby shop. They can even be seen moving freely inside bushes at night when the security provided by the Police Commissionerate comes down to minimum. “So many times we have seen youths coming from the de-addiction centre disappear inside the dense marijuana plantation surrounding the centre. We have even informed the authorities of the de-addiction centre, but no action has been taken so far,” said a contractual employee of the hospital. He even said that he had seen the boys rubbing marijuana leaves on their palms and then putting it inside a cigarette after heating it. “They cut the cigarette and then mix the rubbed leaves with the tobacco of the cigarette to consume it,” said the employee. Dr Aman Sood, in charge of the de-addiction centre, said it was not in his notice and now since the issue had been brought to light by Jalandhar Tribune, immediate steps would be taken to cut the marijuana plantation around the de-addiction centre at the earliest. “I will ensure that the surroundings at the de-addiction centre should be free from any addiction stuff that could interfere in the treatment of the drug addicts admitted in the centre,” said Dr Sood. The 25-bedded centre is being run temporarily at the ESI hospital as the new building is under construction at the Civil Hospital. Recently, the Chief Minister also visited the centre, but even he also failed to notice the wild growth of the most
popular and easily available drug surrounding the centre. |
Rlys official acquitted in wife’s suicide case as witnesses turn hostile
Jalandhar, July 21 On August 3, 2013, a middle-aged woman, Harvinder, had gunned down herself at her residence in the Raja Garden locality near the Basti Peer Daad area due to the alleged extra-marital affair of her husband. The police had arrested her husband, Paramvir Singh, working as a chief ticket inspector with the Railways, for allegedly abetting her suicide. Harvinder had reportedly been under depression due to alleged extra-marital affair of her husband, owing to which she committed the act. She had killed herself with a licensed .32 bore pistol of her husband which went across her temple area. The family had also then allegedly removed all signs of stains in the room, thrown off the blood-smeared cushions of the sofa, washed off blood from the body, changed the woman’s clothes and were about to take it for cremation when the police got information about the incident. While the woman’s parents were no more, on the statement of her maternal uncle Kulwant Singh, the police had registered a case against Paramvir under Sections 306 and 201 of the IPC. The trial, which ran for nearly a year, witnessed a turn after several witnesses, mainly relatives of the deceased, turned hostile. Paramvir was today acquitted by the court from the abetment to suicide charges. |
IHSDP gives way to Rajiv Awas Yojna
Jalandhar, July 21 The IHSDP is being closed because the new scheme of Centre Government for slum people ‘Rajiv Awas Yojna’ is about to start in which the MC has already short-listed 442 beneficiaries. Before the initiation of the new scheme, final reminders are being served to the people in the slums to avail the benefit under the old scheme. The MC has informed the councillors to ask people living in slum abadis in their constituency to fulfill the conditions failing which they will not get any benefit. MC Commissioner Manpreet Singh Chattwal said he has informed all the councillors to encourage slum abadis to fulfill condition and get the benefit because funds have already been received from the Centre Government. “It will be the final reminder to the remaining beneficiaries to get the IHSDP benefit, otherwise their right to housing will stand forfeited.” IHSDP ran behind deadline Since, the Rs 42-crore project was started in 2008, it was to be completed in 18 months but due to certain constraints and delay in receiving funds from the Centre, the scheme has failed to provide benefits to all beneficiaries nominated in the scheme in the stipulated time. Then under this scheme, 22 slums, comprising 3,676 beneficiaries (1,365 in Phase I and 2,311 in Phase II) were identified. During the inquiries, seven slums were found located on disputed land. Hence, those slums, comprising 527 beneficiaries, were excluded from the scheme. Later, as many as 3,149 beneficiaries were left out. Future of 1,556 beneficiaries in dark if they fail to fulfill formalities As many as 1,556 beneficiaries have not yet fulfilled the conditions which allow them to become the beneficiary under the IHSDP. MC Commissioner Manpreet Chattwal said out of these pending beneficiaries, some have failed to fulfill the condition of minimum stay (about three years) in the slum abadis, some have died but their legal heirs were yet to be established. “I am going to meet the Deputy Commissioner of Jalandhar for seeking the district administration’s help in completing the formalities like establishment of a legal heir of the deceased and hopefully, the remaining beneficiaries will be extended the due benefits,” said Chattwal. Work on 363 dwelling units still in progress Till date, the MC has completed work on 618 dwelling units only while work on 363 dwelling units is yet to be completed. As many as 614 beneficiaries living in slum areas have been debarred from housing development benefit as they have already constructed their houses at their own expenses. Earlier, talk was on to reimburse the construction charges to such people in slum abadis but later in a high level meeting held in New Delhi, the decision was deferred. |
No relief for 31-yr-old acid attack victim
Kapurthala, July 21 Neeta still recalls the fateful day when she discarded her old phone set with the SIM and memory card intact to avoid getting calls from him. The accused, who was her colleague in a school, managed to lay hands on the dumped phone, culled out her photographs from the phone and threatened to morph them and put them on social media to harass her. "Already married and having two children, he insisted that I have relations with him to which I objected," she said blaming him for ruining her life and leaving permanent painful scars on her body for his mad desires. "My only regret has been that even as I had lodged a complaint with the city police against the accused for giving me threats about a month before the incident, I could not get any protection. After me, Paramjit, whom the police have not been able to arrest till date, has already started harassing my sister who lives with her in-laws in Kapurthala," she alleged. Neeta, a graduate, has been living with her elderly mother alone at Talwandi Mehma village and fending for herself through her earnings. Her father, who was a labourer, is no more. "I am working on contract basis in the Government School at Top Khana in Kapurthala. I was riding my scooter on July 15 at 7:50 am and was just about two kilometres away when Paramjit came from opposite side and splashed acid on me," she said. She has got deep burns on her right cheek, right arm and thigh, chest and stomach. Till date, the victim has not had to spend a penny from her pocket as she is being given free treatment at the Civil Hospital here. "Since there is no plastic surgeon here, I am now being told that I would be shifted to another hospital at Amritsar. We are poor people. We hardly have any savings to spend on my surgeries. I just hope that I get adequate monetary relief from the government for the surgeries. I am also a little worried about losing my job, since I am working on contract. The biggest of my life's worries would be gone if the government gives me a permanent appointment as a teacher," she said. Deputy Commissioner DS Mangat said, "There have been Supreme Court guidelines on acid attack victims that they have to be given free medical treatment which we have been ensuring. Besides, we have also got deposited an amount of Rs 50,000 with the hospital authorities for meeting her various day-to-day expenses during the course of her treatment and stay here". |

Jalandhar, July 21 "I think the problem is with the customers. They don't ask for quality food. What people normally do is they go to the eating joints and enjoy their meal. We never see their kitchen. I have never seen dhaba staff wearing gloves while serving the customers. Sometimes, they don't even clean the table. They often use substandard material to prepare the food. I feel that they don't have awareness about food hygiene at all. I would say that customers must start asking for quality stuff. Otherwise, no improvement is going to witnessed on the table," said Amritpal Kaur, a journalism student. "The owners of the eating joints should always buy fresh material instead of buying preserved raw material. Cleanliness is one of the major issues that should be looked into by them. Professional restaurant cleaners are available in the market. However, very few people know about them. There are some eating joints where vessels are not cleaned on a daily basis. I have never seen dhaba staff wearing gloves while they are serving food. The Health Department is not working very efficiently to keep a check on such loopholes. Apart from this, people also indulge in low rate food, which is always poor in quality," said Ritu Kochar, a restaurant "People are forced to have food at places where hygiene is not maintained because they always opt for cheap food. Apart from hygiene, substandard products, including spices, lentils and vegetables are used at food vends and dhabas. Actually people do not even bother enough while eating at such places. There are people who could hardly arrange two square meals aday. The government must ensure safety at food joints. Food vends, dhabas and restaurants should be checked regularly for their quality," said Rohit Rehan, a private firm employee. "Food hygiene in India is something people are least bothered about. I have seen food being prepared by the roadside, where it gets exposed to the dust, insects, flies and polluted environment. Moreover, they don't even wear gloves while preparing the food. I think there is a huge lapse on the government's part. There should be a proper department which should look into food hygiene issues. People are also not aware of food hygiene at all. I have seen people eating at unhygienic places. The government should tighten the noose to get the best quality," said Raju Chopra, an NRI. "Our eating habits are formed right from the beginning by our families. What we learn in the family continues throughout our life. Therefore, parents must teach their children what to eat and where to eat. Nowadays, canteens in the schools don't deliver any healthy and hygienic food. Apart from this, I think we should prefer eating at home. In case, we have to eat outside, we should think about some good place. I believe that we should adopt a healthy lifestyle to live a healthy life," said Rubal Kanozia, assistant professor. "Instead of spending money on medicines and hospitals after falling ill, we should eat healthy and hygienic food. The quality of food being given by the dhaba owners and food vendors is very poor. People don't even bother to eat at such places, where hygiene is not maintained. The dhaba operators should be accountable to their customers as they trust dhaba owners for their food. Apart from this, the government must be very strict on such issues. There must be a department that is responsible for taking care of the food quality. On the other hand, people must be aware of their rights when they go out for eating. They must ensure whether the kitchen and utensils are cleaned enough to go ahead while eating," said Amit Arora, a BCom student. "Certainly, quality food is not being delivered at most of the dhabas and food vends. The owners don't know anything about food hygiene and customer satisfaction. The food vends at bus stand and railway stations have been serving the worst food. They always sell stale food to the customers. Once we fall ill by eating such food, we have to spend a lot of money on treatment. Therefore, we should be aware what and where we eat," said Sahil Arora, an MBA student. |

bike. Mamta later informed the Basti Bawa Khel police about the incident. The police swung into action and started probing the matter. Recently, many snatching incidents have been reported in the city which also being probed. |

Jalandhar: In the sixth semester results recently declared by the Punjab State Board of Technical Education and Industrial Training, Chandigarh, the students of mechanical and computer engineering departments brought laurels to the institution by bagging top positions in the state. Principal Jagroop Singh said Jaideep Singh Narula of mechanical engineering (evening shift) bagged the first, Amritpal Singh third, Varun Gupta eighth and Jatinder Pal Singh 12th position in the state, respectively. Two students of computer engineering department, Pawan and Rajbir Kaur, bagged eleventh and twelfth positions in state, respectively. Principal Jagroop Singh congratulated the staff and students for the achievement.
