The situation of water contamination remained grim in the Chaugitti area today. Around 10 cases from Chauggitti and five new cases of water-borne ailments were reported at the Civil Hospital. While the scheme ‘My stamp’ initially drew less response, it is now finding many takers with people opting to gift the personalised postages on special occasions, including birthdays, anniversaries and even weddings.

FCI holds meeting with rice shellers to finalise transportation charges

To finalise the transportation charges to be paid to rice shellers for transporting grain from mandis to the storage space beyond a distance of 8 km and to fix the custody charges to be paid to them, a committee of the Food Corporation of India (FCI) today held a meeting with the staff and millers of Jalandhar, Kapurthala and Hoshiarpur here today.

Six months salary offered
NCLP staff refuse to relent

Unwilling to make do with one-third of their salaries, the staff of the National Child Labour Project (NCLP) held a strike at the DC office yet again. Threatening that they won't resume duties if their salaries are not paid, they said they will be forced to close schools if their remaining money doesn't arrive soon.

Embezzlement case
Police probe against clerk in focus

With the suspension orders of the DEO (Secondary) Jalandhar and a clerk of the Education Department issued yesterday for alleged embezzlement, the investigation of the police and efforts to nab the suspended clerk Bir Meherban, against whom an FIR was registered recently, have also become the centre of attraction.

Even following the allegations of embezzlement of crores of funds of the Education Department against him, and an FIR loged against clerk Bir Meherban, the Education Department has perplexingly only issued suspension orders against the DEO and the clerk and still maintains a studied silence over the issue.

While an FIR was lodged against Bir Meherban on July 3 under Sections of the Prevention of Corruption Act, 1988, teams of the city police reportedly investigated his home today and are looking into various other leads to find him.

ACP (Central), Jalandhar, Dev Dutt said, “A case was registered under Section 13(2) of the Prevention of Corruption Act for criminal misconduct by a public servant. We have started investigations and have been sending our teams to various places. Hopefully, the said person shall be found soon.”

The presently ongoing Education Department inquiry is looking into schemes like the Uttarakhand Relief Fund, SC/BC stipends, MPLAD funds, Red Cross Ticket Fund, Army Flag funds in the case. However, various officials, when questioned on the issue, remained tight-lipped about the nature and scale of the embezzlement so far.

Meanwhile, much like its counterparts in the Education Department, the police also reveals precious little about the status of the inquiry.

Sources said there was immense pressure on the administration to maintain total secrecy on the case.

“It is rare for a Vigilance Department inquiry to be shifted back to the Education Department. Some in the Education Department also fear the case may open up too many uncomfortable truths,” sources said.

DPI (Schools) KK Sharma, when contacted, said he wasn’t aware of the current status of the inquiry into the case by the Education Department.

2 Delhi residents killed in road mishap

Two Delhi-based persons were killed in a road mishap after their SUV collided with a stationary tipper truck on the Pathankot road in the wee hours here today. The victims were returning home after paying obeisance at the Vaishno Devi shrine in Jammu and Kashmir.

The deceased were identified as Manish Sethi, son of Vikram Sethi, and Gaurav Narang, son of Anil Narang, a resident of Vajira Nagar, New Delhi.

One of their friends, who was yet to be identified, sustained serious injuries and was undergoing treatment at a hospital.

The victims were travelling in a Duster vehicle (DL-8C-F-3986) and the moment they reached near Rampur Ballan village on the Pathankot road, the driver lost control over it and collided with the stationary tipper truck.

Two of them sustained serious head injuries and died on the spot, while the third victim, who was in the rear seat, was in a serious condition in hospital.

A Maqsudan police official said the tipper truck driver, who had parked the truck wrongly on road, fled from the spot immediately after the accident and efforts were on to trace him

Two crushed to death under train

Two youths, aged between 25 and 30, were crushed to death under Tata Muri Express near the Ram Nagar level crossing late this night here. The deceased were yet to be identified by the police. The incident occurred at 10 pm.

Till the filing of this report, the GRP was conducting investigation on the spot. As of now, we are not sure how these youths got crushed under the train. It is also not confirmed whether the duo had committed suicide or it was an accidental death. After conducting investigation, we file some case, a GRP official said.

The situation of water contamination remained grim in the Chaugitti area today. Around 10 cases from Chauggitti and five new cases of water-borne ailments were reported at the Civil Hospital. Teams of the Health Department and the Municipal Corporation were on constant vigil in the area throughout the day. A team of the Health Department visited around 180 houses and distributed around 4,000 chlorine tablets in the area. While the fault was rectified in the Abadpura area, the situation seemed to be deteriorating in Chauggitti.

“Although the problem of water contamination has been rectified in the area, we are expecting many more cases to come from the Chauggitti area in the coming days. The water-borne diseases have an incubation period of 30 to 35 days and only after the symptoms appear in patients, we get to know the problem. Now, the people who have earlier consumed contaminated water may suffer from diarrhoea about which they became aware only now,” said Dr Satish Sood, District Epidemiologist, Integrated Disease Surveillance Programme, Govt. of India. He also said that the department would again take water samples from the recently affected areas on Wednesday.

Meanwhile, the Health Department took around seven blood samples from Abadpura and 15 from the Chauggitti area.

Craze for ‘My stamp’ scheme catching on

A scheme of the Department of Post wherein anyone can get his or her own picture printed on a commemorative postage stamp is fast catching up. While the scheme ‘My stamp’ initially drew less response, it is now finding many takers with people opting to gift the personalised postages on special occasions, including birthdays, anniversaries and even weddings.

All one needs to do is to get his/her photograph as a hard or a soft copy and get the same printed as a postage stamp in just a few minutes.

Special touch to the stamps, too, is possible by adding the name of the person in a stylish manner.

Launched in Jalandhar on April 1, 33 persons have so far availed the scheme.

The philately section of the department already has a stock of such printed perforated, sticky sheets with the vacant slot of photograph coming from Nasik.

The sheets have various designs of flowers, including chrysanthemum, daisy and pansies on a side and costs a buyer just Rs 300 for a sheet of 12. The stamps printed this way come in the denomination of Rs 5 and can be used for mailing a post.

For the corporates, there is a separate scheme and a minimum of 500 sheets have to be taken.

The images printed for them can be of a senior functionary, a founder or even the company logo.

The recent stamps printed for the MBD group were the first order placed with the department from among the business groups. KP Meena, senior postmaster, Jalandhar, said that he had started getting more orders from the corporates ever since.

“Anyone can place in repeat orders as well and as many times. There can be so much creativity in personalising the stamps. A couple set to get married can get the stamps printed and use the same on their wedding cards.

A couple stamp sheet can also be gifted to someone on their anniversary. Recently, a parent got postal sheets printed and to gift the same to her daughter,” the senior postmaster added.

FCI holds meeting with rice shellers to finalise transportation charges

To finalise the transportation charges to be paid to rice shellers for transporting grain from mandis to the storage space beyond a distance of 8 km and to fix the custody charges to be paid to them, a committee of the Food Corporation of India (FCI) today held a meeting with the staff and millers of Jalandhar, Kapurthala and Hoshiarpur here today.

The committee was headed by general manager (procurement) FCI KK Paliwal. He came along with M Mukherjee, deputy director (costs) and MK Gupta, director (accounts) and director food and civil supplies Punjab Satwant Singh Johal.

The rice shellers said they were made to transport grain to some storage site in another district like Pathankot, Tarn Taran or Mansa as far as 100 or 150 km, but were inadequately compensated.

RK Jain, president, Punjab Rice Millers Association, talked about increasing expenses on storage and milling and no enhancement in charges paid to them by the government. The shellers said the last tariff revision that came for them was in 2008 and there had been no jacking up of milling price paid to them by the government. “The milling price is static at Rs 50 per quintal, whereas the power tariff has been increasing by almost 18 per cent annually. The drivers have to be paid Rs 9,000 as minimum wages. The wages sought by the labourers, too, have gone up. The diesel price also now touches Rs 62 per quintal. The repair of machinery in a sheller with a capacity of 1 ton takes about Rs 15 lakh annually. We are almost on the verge of closing our mills,” they said.

The millers were told that a separate tariff committee was working on revising the milling charges and their concern only was the revision of transportation and storage charges. The millers said that they had to hire as many as four watchmen in a mill, use medicines to ward off pests and ensure timebound delivery of the grain. “However far be the storage spaces, we have to ensure that the rice reaches the destination in time or else we tend to face the threat of being blacklisted,” Jain said.

Six months salary offered

Unwilling to make do with one-third of their salaries, the staff of the National Child Labour Project (NCLP) held a strike at the DC office yet again. Threatening that they won't resume duties if their salaries are not paid, they said they will be forced to close schools if their remaining money doesn't arrive soon.

While the staff had held a dharna and blocked traffic outside the DC office yesterday, today they approached the project director, NCLP, for the release of their salaries.

Interestingly, while the NCLP director today went to offer them their salaries for six months, they refused and stayed adamant on their stand to receive their salary for all the months pending. They said until they get the entire amount, they will not let schools function.

The NCLP Project Director reportedly snubbed them saying schools are not for teachers but for students, and six months' salary was all that he had got to give them.

Angered by the director's move, the staff said they were unable to run their homes for the last one year because they were always out of money.

"While our salaries are already meagre, they come after a long gap. This destabilises our budget and livelihood. On top of it, when we ask for our rights, we are shooed away," said a teacher.

While there are 27 NCLP schools in the district, as many as 1,350 students who work as labourers, study in them in the evening. For the last two days, these schools have been closed owing to the strike.

The 70 teachers and 135 staff are paid meagre salaries — teachers are paid Rs 4,000 per month, clerks Rs 3,000 and peons Rs 2,000. While the teachers say they always receive salaries after a gap of at least two months, this time the over one year span has cause problems.

NCLP Project Director Inderjit Singh said, "Schools are for students, not for teachers. I personally went to the teachers to ask them to take their six months salary but they are adamant on closing down schools. What can one do in such a situation? I stand with them for their rights. There has to be a proper approach for it. For the past two days, schools have been closed, students haven't received their diet. I have to see that as well."

He said the teachers' remaining salaries will arrive by October. "The DC himself had a word wbout it. The salary will arrive soon,” he said.

Students shine

Students of Hans Raj Mahila Maha Vidyalaya, Jalandhar, Richa Talwar and Tanya bagged the first and third position, respectively in BA-III Hindi (Honours). These students gave credit to their institute, teachers and guardian. Principal Dr Rekha Kalia Bhardwaj, head of the Hindi Department, Dr Jyoti Gogia, Dr Mahima Khosla, Dr Nidhi Kochhar and Pawan Kumari congratulated the students and their parents on their achievements.

Multi-faculty seminar

A multi-faculty interactive seminar was organised at the Apeejay College of Fine Arts, Jalandhar, in which the resource person Sangeet Sharma, a renowned architect, delivered a lecture titled ‘Working of a good design’. He touched upon the evolution of design in all spheres such as art, architecture, fashion, sculpture, painting etc. The talk highlighted the importance of a good design, and also elaborated on the utility, understanding, application and management of a noteworthy design. The architect showed various examples from the projects handled by him to illustrate his point. The lecture motivated students to create designs which are functional, aesthetic, attractive, innovative and above all sustainable.

The interesting presentation was followed by a ‘Design Jamboree’, a design based game, which involved on-the-spot intuitive imagination of the students. Principal Dr Sucharita said, “It is important to sensitise young designers about the need for sustainable architecture in the 21st century India. The seminar had active and enthusiastic participation by the students of the departments of design, applied art and multimedia.”

Students win laurels

Students of ECE (third year) of Mehr Chand Polytechnic College, Jalandhar, bagged five positions in the state. The overall result of ECE final year (Semester- VI) was outstanding too. Taranjit Singh bagged the second position, Nishant Mehta clinched the third position, Kajal Bagga bagged the 11th position, Gunveet Singh Chhabra got the 18th and Jaswinder Singh 21st position in the Punjab State Board of Technical Education and Industrial Training, Chandigarh. Garden Colony residents oppose installation of entrance gates

After the residents of Mota Singh Nagar and Bhagat Singh Colony, it is now the residents of Guru Teg Bahadur Avenue and Garden Colony who have started opposing the installation of entrance gates to their colony.

The residents have written to MC Commissioner Manpreet Singh Chattwal asking him to get the huge iron gates removed as they were more of an inconvenience to them, especially in the night or early in the morning. The residents said the tall gates had been installed with a message on them that it is not a thoroughfare which had become a problem not just for them but also their friends and relatives.

"Any guest coming and going from our place faces inconvenience as they are made to check their IDs. Often it takes a lot of time to get the gates opened. The problem aggravates whenever someone falls ill at odd hours," they stated. Terming the installing of gates and restricting entry via a public road by installing gates a violation under section 246A of the MC Act-1976, they have demanded the Municipal Commissioner’s intervention into the matter.

Pensioners demand medical allowance of Rs 1,500 a month

Punjab Pensioner's Union today organised a protest in front of the Deputy Commissioner’s office against the state government dilly dallying in redressing their demands. Following the protest, the office-bearers of the union handed over a memorandum to the Jalandhar Deputy Commissioner.

While addressing the gathering, the representatives of the union said they have sent several letters to the state government to redress their issue. But nothing has been done.

While speaking about their demands, they said, "Their demands include pension benefits up to 20 per cent at the age of 65 and up to 100 per cent at the age of 80, removing the vacuum between the new and old pensioners, constitution of sixth pay commission, medical allowance of Rs 1,500 per month and issuance of pension to the Pepsu Roadways Transport Corporation employees, who have not received their pension since 1992.”

Children’s film festival from September 7

Finally, the children have finally got their own share of entertainment in the city. The district administration is organising a children’s film festival in the city from September 7 to September 12 where the top 10 award winning films for children will be shown to the students of government and private schools.

KK Yadav, the Deputy Commissioner, said the children studying from class VI to XII will be eligible to watch the movies along with their teachers.

"The films will be shown in all the leading theatres in the city before the 10 am shows. Later, the cinemas will run their regular shows as per the schedule. The students will come with their respective school authorities," said Yadav. He said the school would also provide transportation facility to the children.
