The SAD has failed to appoint the chairman of the Jalandhar Improvement Trust in its second consecutive term. Ever since the previous chairman Baljit Singh Neelamahal’s term ended following the dissolution of the Trust on July 11, 2012, the post has been held by the administrative officers.

Insects, bugs found in mid-day meal

Insects and bugs were found in mid-day meals at various schools during an inspection by the teams of the Education Department today. Stale food with insects was being served at various schools during the inspection. As many as 16 schools were inspected by ABMs (assistant block managers) and mid-day meal coordinator Rattan Lal.

Thumbs down to sports industry in state Budget

The Punjab Budget has left the small-scale sports manufacturers disappointed. They were expecting special packages for the industry. The industrialist said in other states, the industry has been growing due to the favourable taxation policies of their governments but the Punjab Government’s neglect had resulted in major setbacks.

IT to hold draw of lots on July 30

The Jalandhar Improvement Trust has planned to hold a draw of lots for super deluxe HIG flats in Surya Enclave on July 30. Vinay Bublani, Chairman, Jalandhar Improvement Trust, said though they had not received good response to the 119 super deluxe flats earlier they would try to market them well.

PSPCL mismanaged power supply, alleges PSEB association

The PSEB Engineers' Association has alleged that KD Chaudhri, chairman-cum-managing director (CMD) of the PSPCL, has not been able to manage the availability and supply of power for the consumers of the state and has added to the hardships of the people besides tarnishing the image of Punjab government in the eyes of the people.

One arrested for fraud
Jalandhar, July 16
The anti-human trafficking cell of the city police arrested the managing director of a travel company here for fraud with hundreds of people wanting to go abroad. The police arrested Tarsem Lal of Balaji Enterprises at Sanjay Gandhi Market near BMC Chowk and booked him under Sections 406, 420 of the Indian Penal Code. The police also raided the office of Tarsem Lal to arrest two of his accomplices—Rakesh Kumar and Balbir Kumar. However, they managed to flee. A search is on. TNS

Two cases of jaundice and diarrhoea were reported in the city today. With this, the number of jaundice patients has reached 32. On May 30, the first jaundice case was reported in the Chugitti area. However, it seems the actual number of patients is higher. According to a conservative estimate, the number of diarrohea patients has reached 40.

Various health teams today surveyed Kishanpura, Aman Nagar and Lasuri Mohalla. A case of diarrhoea was reported in the Lasuri Mohalla area. The blood samples taken from the Chuigitti area a few days ago had tested positive for hepatitis A and E (both water-borne diseases). Two water samples were also taken from Kishanpura and Gopal Nagar. Meanwhile, the MC teams had been asked to rectify the faults in water pipes by the Health Department. Ten new water samples were sent to the Amritsar medical college today.

District epidemiologist Dr Satish Sood said, “The problem has arisen due to illegal water pipes. The MC teams are cooperating with us and rectifying the fault in the pipes. The problem arises when the illegal connections severed by the MC are set right by the people. This has happened at some places. Presently, the situation is in control. Only one or two cases are being reported.”

Dr Sood said, “The number of cases may rise due to rain but the health teams are keeping a close watch on the situation and arrangements have been made to provide medical assistance to patients across the city.”

The much-awaited rainfall has finally brought some respite to the paddy and maize farmers in the district. The rain deficit and power crisis had been troubling the farmers the most. It is not only the paddy crop that had been affected because of the delay in the arrival of monsoon. Farmers who were all set to opt for the maize crop which needs less water than paddy have also been facing hard times this season.

Sulakhan Singh, a farmer from Chak Chela village, said he had transplanted paddy, including basmati, on around 55 acres. Due to less than average rainfall and short supply of electricity, the farms had been drying up causing a drought-like situation in the region.

"The rain has not brought about the expected relief, but I think something is better than nothing. I keep checking on my smart phone about the weather conditions which shows it would rain throughout the week," he added.

A farmer from Chahrke village, Amarjit Singh, said he had sowed maize on nine acres of land. He was not able to carry on though he wanted to sow more of maize. "Now, I feel I will be able to do so," he said.

The rainfall and the sudden drop in temperature cheered up the residents who had been braving high temperature and humidity for a long time.

With the cloudy atmosphere being accompanied by mild rainfall, the temperature has dropped to 30.1 degree Celsius. The residents had been braving nearly 40 degree Celsius temperature with annoying humidity for the past few weeks. Many teenagers were seen enjoying themselves while getting drenched in the rain.

As per the information gathered from the Adampur Airport Meteorological Department, 6.6 mm of rainfall was experienced in the district today.

The rain also revved up the mood with children and senior citizens seen jubilant.

The rain has also resulted in the power crisis getting minimised for the time being.

Speaking to Jalandhar Tribune, Deputy Chief Engineer Gopal Sharma said power supply will be better for both the farming and domestic sector following the rainfall.

He said as per the weather forecast, the situation is going to be cool throughout the week which would result in the power consumption getting reduced. Therefore, power supply would improve in the area.

Awarded

Prof Atima Sharma Dwivedi, Principal, KMV, was awarded the Asia Pacific Achievers Award for her outstanding contribution in the progress to the nation. This award was bestowed on her during the Asia Pacific Achievers Summit at Tashkent. Prof Atima Sharma’s work for war widows, AIDS victims and the lower strata of society speaks volumes about her. She has been a part of many acclaimed global ventures . She is the mentor of two international projects of the Cherie-Blair Foundation for Women. Recently, she had gone to Harvard University, USA, to participate in a three-week long programme for outstanding administrators across the globe. She has provided her valuable services in countries like China, USA and Greece. Some of other awards received by her include the Best Educationist Award by IIEM, Achiever of the Millennium Award and the Rajiv Gandhi Education Excellence Award.

Poetry-recitation competition

A French poetry-recitation competition was organised by the French Department for the students of Classes V, VI, VII and VIII at Cambridge International School, Jalandhar. Performances of the students were appreciated by the audience as well as the judges. The competition was judged by Heena and Kulwinder from Cambridge International School for Girls, Jalandhar, Pradeep Kashyap from IB Foundation School, Jalandhar.

Scholarship schemes

CT Group of Institutions will continue its scholarship schemes this year. CT Group of Institutions is running the Aryan scholarship scheme, post-matric scholarship scheme to safeguard the interests of its meritorious students. A large number of students from other countries has applied for the scheme so far.

Students bring laurels

Students of BCom-III (Hons.) of Kanya Maha Vidyalaya brought laurels to the college by bagging top positions in the university exams. Rupinder secured the first position with 144/200 marks. Riya Kohli bagged the third position with 139/ 200 marks. Priya and Kavita bagged fourth and fifth positions with 138/200 and 134/200 marks, respectively. Principal Professor Atima Sharma expressed happiness over the results.

NAAC accreditation

Ramgarhia College of Education, Phagwara has been re-accredited by the National Assessment and Accreditation Council (NAAC) with Grade ‘A’ in the recently announced list of institutions accredited in the second and subsequent cycle. The National Assessment and Accreditation Council, established by the University Grants Commission, evaluates the performance of the universities and colleges in the country. The NAAC peer team that visited the college was headed by Prof V Sudhakar. Other members of the team were Br Albert Longley and Prof KB Budhori. The team visited all the facilities and units of Ramgarhia College of Education and had an extensive interaction with all stakeholders.

World Population Day

World population Day was celebrated on the premises of Lyallpur Khalsa College for Women, Jalandhar, on 11 July by the NSS Department. NSS volunteers and members of the Environment Society and the Fine Arts Department contributed to make an NSS camp a success. The students made different posters to create awareness over the issue. College Principal Dr Kuldeep Kaur Dhaliwal encourage the students to do good for society.

Multi-faculty seminar

A multi-faculty seminar was organised at Apeejay College of Fine Arts, Jalandhar, in which the resource person, Sangeet Sharma, a renowned architect devoted to cause of sustainable architecture, delivered a lecture titled "The Working of A Good Design’. He touched upon the evolution of the design in all spheres such as art, architecture, fashion and painting etc. The talk highlighted the importance of a good design and also elaborated on the utility, understanding, application and management of a design. The architect showed various examples from the projects handled by him to illustrate his point. The lecture motivated the students to create the designs that are functional, aesthetic, attractive, innovative and above all sustainable. The presentation was followed by the ‘Design Jamboree’, a design-based game, which involved on the spot intuitive imagination of the students. Principal Dr Sucharita said it was important to sensitise a young designers about the need of sustainable architecture in the 21st century India.

Gold medal in yogasan championship

Hitasha of Class X of Innocent Hearts School, Jalandhar, won the gold medal in the 27th National Yogasan Championship, 2014. Students from different states had participated in it. She got the gold medal and a certificate. This competition was organised at Shri Nashik Rav Tirpuda College of Physical Education, Nagpur. The school management congratulated Hitasha on her success.

Tree plantation

To ensure clean and green environment, over 250 plants and trees were plants during a tree-plantation drive launched on the campus of Lyallpur Khalsa College on Wednesday. Inaugurating the event, which was organised by the campus ecology and management cell of the college, Principal Dr GS Samra said it was required to keep the environment clean and green as pollution was increasing at an alarming rate, posing a serious threat to existence of flora and fauna on the earth.

Foreign language classes

Kanya Maha Vidyalaya has been organising various foreign language classes on the campus under the aegis of the KMV School of Communications. Like every year, teachers were invited to teach the students French and English this year too. Malek Kadri from France and Buitemelo from Botswana came to teach French and English to the students. They were felicitated by the Principal, Prof Atima Sharma, and Seema Jain, Dean, KMV School of Communications. 2 years on, 7 officers change hands for post of Improvement Trust chief

The SAD has failed to appoint the chairman of the Jalandhar Improvement Trust in its second consecutive term. Ever since the previous chairman Baljit Singh Neelamahal’s term ended following the dissolution of the Trust on July 11, 2012, the post has been held by the administrative officers.

Deputy Commissioners Priyank Bharti and Shruti Singh had held the post for six months and one month, respectively. Later, Shruti Singh gave the charge to the then Additional Deputy Commissioner Praneet Bhardwaj for about a month. IAS officer Supreet Gulati took the charge of the chairman of the Trust from the Additional Deputy Commissioner and shunted out some unqualified contractual staff besides detecting some illegalities. However, his tenure, too, remained short as he was transferred to the Excise Department.

The post then went to Jalandhar Municipal Commissioner Vinay Bublani. He held the post for 10 months but could not perform his duties very efficiently as he held four other charges, including that of the Chief Administrator, Jalandhar Development Authority. Bublani was transferred ahead of the Lok Sabha elections. The post again went to Bhardwaj till June 4. Bublani took the charge again on June 5.

U-turn in appointment of Trust chairman

The post of the chairman would have gone to another bureaucrat GS Khaira had he not been appointed as the Chief Administrator, Jalandhar Development Authority, last evening.

Posts of trustee

While political leaders, including two municipal councillors, used to be appointed as trustees, the posts are now held by the SDM-1, XEN (B&R) of the PWD and the District Town Planner in addition to the administrative officers of the JIT, including an executive officer and superintending engineer.

Many leaders in the fray

There are many political leaders who have been waiting for their turn as the chairman of the Trust for long. Neelamahal had been hoping for a second consecutive term but a police case against a property dealer with whom he was closely associated came in his way. Akali leader Gurcharan Singh Channi, too, has been longing for the post for long.

Merger of JIT, JDA

Sometime ago, the issue of the merger of the Improvement Trust with the Jalandhar Development Authorities was in limelight. It was argued that the merger would reduce the burden on the government.

Insects, bugs found in mid-day meal

Insects and bugs were found in mid-day meals at various schools during an inspection by the teams of the Education Department today. Stale food with insects was being served at various schools during the inspection. As many as 16 schools were inspected by ABMs (assistant block managers) and mid-day meal coordinator Rattan Lal.

At Government Primary School, Maqsudan, mid-day meal was served with water-thin chick pea gravy. The legumes of the gravy were also hollow due to the use of spoilt grams. The food served to the students was also not adequate and the rice was stale.

At Government Primary School, Nagra, insects were found in pulses. When detected, they were taken out on a separate plate. Bugs were also found floating in the curry served to the students at Government Primary School, Sunder Nagar. The food served to the students was found less in quantity at Government Primary School, Buta Mandi.

Mid-day meal coordinator Rattan Lal said, “As many as 16 schools were checked today and some discrepancies were found. At some schools, the food served to the students was less in quantity. Routine checks will be conducted everyday and the shortcomings would be removed.”

Notably, CPS Pawan Tinu had visited a school for inspection a week ago. The CPS had recommended the suspension of the manager of the mid-day meal kitchen but no action has been taken in this regard so far. The same manager continues to send insect-ridden food to the schools across the city.

Thumbs down to sports industry in state Budget

The Punjab Budget has left the small-scale sports manufacturers disappointed. They were expecting special packages for the industry. The industrialist said in other states, the industry has been growing due to the favourable taxation policies of their governments but the Punjab Government’s neglect had resulted in major setbacks. They were expecting VAT exemption and a special focal point for the industry in the Budget.

Khel Udyog Sangh president Ravinder Dhir said the industrialist had been let down by the state government. In the Rs 57,000-crore Budget, nothing has been done for the industry despite the fact that industrialists in the state pay 1/3rd of the total VAT to the state, which is around Rs 18,000,” he said.

“It was painful that in his two-hour speech, state Finance Minister Parminder Singh Dhindsa spoke about industrialists only for two minutes,” he added.

Dhir said they had been asking for exemption in VAT for the past six years. “The industry has been growing rapidly in Haryana, Himachal Pradesh, J&K and UP due to favourable policies of the state governments. The J&K is the biggest cricket bat manufacturing state because of the industry-friendly policies. Before this, Jalandhar used to be the biggest bat manufacturing city,” he added.

“We have been requesting for a special focal point for the sports industry for the past 15 years. Despite several requests to the successive governments, nothing has been done in this regard,” Dhir said.

Super-deluxe flats

The Jalandhar Improvement Trust has planned to hold a draw of lots for super deluxe HIG flats in Surya Enclave on July 30. Vinay Bublani, Chairman, Jalandhar Improvement Trust, said though they had not received good response to the 119 super deluxe flats earlier they would try to market them well.

“The applications were invited just two days ahead of the announcement of Lok Sabha polls. Our staff was busy in election duty and I was transferred. People were a bit hesitant in applying for the flats during the politically-charged atmosphere,” he said.

Bublani said soon they would chalk out a plan for the construction of the one of the six towers of the HIG building.

The scheme envisages a 10-storey building with each flat costing Rs 67 lakh and a floor area of 2,660 sq feet. As per the plan, 119 flats will be constructed in six circular blocks.

Every flat will have three bedrooms, a lobby and a drawing room with a provision of 24x7 power supply. The plan envisages two flats per floor on each block with 10 feet wide circulation in between, a separate club with indoor swimming pool facility and separate halls for functions.

‘Financial crunch eases’

The chairman of the trust said the financial crunch that set in after the launch of the Surya Enclave Extension scheme had started easing.

The Trust had got the scheme financed through Punjab National Bank, taking a credit of Rs 175 crore. The Trust was required to repay Rs 1.5 crore every month.

Last year, the allottees had stopped paying installments over the issue of pending litigations and the lack of development in the area. The Jalandhar Improvement Trust had to issue notices to the allottees to revive the scheme and protect its project from being labelled as a non-profitable asset by the bank.

Bublani said the most of the allottees had started making quarterly payments and the Improvement Trust was in a comfortable position.

Development in Surya Enclave Extension area

Bublani said as they were facing litigations over 30 acres of the area on the issue of acquisition and the Punjab and Haryana High Court had ordered to maintain the status quo, much development was not possible. “Now, as only 10 acres of the land is under litigations, we want to carry out some work in the area by laying roads, sewer lines and the installation of streetlights. This will help in the sale of remaining properties,” he said.

PSPCL mismanaged power supply, alleges PSEB association

The PSEB Engineers' Association has alleged that KD Chaudhri, chairman-cum-managing director (CMD) of the PSPCL, has not been able to manage the availability and supply of power for the consumers of the state and has added to the hardships of the people besides tarnishing the image of Punjab government in the eyes of the people.

Baldev Singh Sran, president of the association, said the PSPCL management, instead of owning up its failures, is shirking its responsibility by rolling out advertisements in newspapers at public expenses and spreading false propaganda by repeatedly providing wrong data to the people. Within a week of having issued full page advertisements regarding sufficient power availability, the PSPCL management has backtracked from its claim by issuing another advertisement explaining the reasons for the failure to meet the demand, wasting public money despite no change in the conditions in the intervening period between these two advertisements, Sran said.

Presently, the PSPCL is capable of meeting demand for 9,000 MW against a requirement for 12,500 MW, that too with 1,600 MW short-term and exchange power.

The association had warned in advance about excessive reliance on private sector for boosting the generation capacity in the private sector as early as 2007. The association flayed KD Choudhri, CMD, PSPCL, for his views that he had no control over the private thermal plants.

Sanjeev Sood, general secretary of the association, said the problem of availability of coal for running the state-owned thermal plants has been pointed out for more than a year and the PSPCL management, instead of sorting out the issue, falsely claimed in public that the issue stands resolved.

As a result, the supplier firm is trying to fleece the public exchequer and on the other, the consumers of Punjab are suffering severely. Less indigenous coal allocation to private thermal plants and requirement of imported coal to run these to their full capacity was already known to everyone except perhaps the PSPCL management.
