NSUI too clamours for FYUP rollback

While admissions to the Delhi University's Four Year Undergraduate Programme (FYUP) continued on the fifth day, protests demanding the programme's rollback gained momentum with the Congress' student wing, the National Student's Union of India (NSUI) joining the clamour.

NSUI, which until last year had maintained a neutral position on the controversial FYUP, today started a hunger strike on North campus, demanding the rollback.

"Despite the massive opposition, the university administration has remained adamant on its stand, giving evidence of the Vice-Chancellor Prof Dinesh Singh's authoritarian ways. All the requests and protests by students and teachers groups have fallen on deaf ears," said NSUI representatives.

"The strike will continue till the university administration withdraws the programme. If the university refuses to pay heed to our strike, it is going to attain massive proportion as hundreds of students and other organisations are willing to be a part of it," they added.

The Left-led groups, like All India Students Association (AISA) and the Delhi University Teachers' Association, have been opposing the FYUP and running a campaign called "Save DU" campaign.

The Rashtriya Swayamsevak Sangh (RSS) and BJP-backed student faction the Akhil Bharatiya Vidyarthi Parishad (ABVP) also staged a protest outside the University Grants Commission.

"We believe that the UGC's stand on FYUP has not been clear and it is due to its tacit support that FYUP was implemented," said ABVP's national secretary Rohit Chahal.

BJP strategy to reach every household via questionnaire

In order to begin preparations for the assembly elections in Delhi, the BJP has drawn a seven-point questionnaire to know people's problems and their solutions. The questionnaire will be distributed among the people during a membership campaigning to be launched on June 15.

The BJP has taken this move to convince the voters that the saffron party is the only one that wants to solve their problems, said sources in the party.

The party workers will distribute the questionnaire to every household and get it filled. This way the party will be able to know their priorities and problems.

In the questionnaire, the people will be asked whether their families have been living in Delhi for the past five years or more. What are the main problems of the city? What steps have been taken by the previous governments to solve these problems? What are the distinct problems of a particular colony which should be accorded priority by the Delhi government? What are the problems which should be looked into immediately by the municipal corporations? What should be the five priorities of the future government in Delhi?

According to the sources, the BJP will thus reach the majority of the voters who can help it form the government in Delhi. In the last elections, the party had won 32 seats, that includes one of its allies, the SAD.

Seven-member finance committee formed

The Lieutenant Governor (LG), Najeeb Jung, today constituted a seven-member Expenditure Finance Committee with Delhi Chief Secretary S.K. Srivastava as its chairman.

The officers appointed as members of the committee include Principal Secretary (Finance and Planning) Dr M.M. Kutty, Principal Secretary (Public Works Department) Arun Baroka, Director (Planning) B.K. Sharma and Deputy Secretary Finance (Infrastructure).

The committee will sanction expenditure on the schemes relating to construction of roads, flyovers, footover bridges, subways, school, hospital buildings, etc., up to the value of Rs 100 crore.

"As per the limits fixed for expenditure on capital works, the HoD of the department concerned is competent to approve expenditure for capital works up to Rs 5 crore. However, in case of expenditure between Rs 5 and Rs 10 crore, the Finance Department is competent to give sanction. Between Rs 10 and 100 crore, the projects need concurrence of the Expenditure Finance Committee," said a senior Delhi government official.

The capital works involving expenditure of more than Rs 100-crore value. Such projects need concurrence of the Cabinet and if the Cabinet is not in existence, then such products need concurrence of the LG, added the official.

Draw held for Rajiv Gandhi Housing Scheme

The Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) today conducted a draw of lots for the allotment of low cost houses for industrial workers in the Capital under the 2nd Rajiv Gandhi Housing Scheme, 2007.

Giving the details of the scheme, DSIIDC Managing Director Amit Yadav said that under the scheme, two computerized draws were held. The first draw was held for allotment of 144 specific flats to the applicants who were found eligible after verification. These flats of five different types are available in Bawana and Narela industrial areas.

In the second computerized draw, 275 applicants were selected from a list of 394 applicants who had applied for type-1(ready) flats in Bawana. In this draw, the reservation criterion of the applicants as per the allotment policy has been taken into consideration.

He said that the flats allotted by the DSIIDC are equipped with essential services like electricity, water and sewage disposal, besides other infrastructural facilities required to make them habitable. The houses are also earthquake-resistant and environmentally compatible.

3 gunrunners arrested, weapons seized

New Delhi, June 6
The Delhi Police's Special Cell has arrested three men for allegedly gunrunning and seized about 30 weapons, including a fake AK-47 rifle, which were manufactured in Bihar's Munger district.

The three men have been identified as Vijaypal (32), Shamim (46) and Mohammed Tasleem (36). They belong to Muzaffarnagar in Uttar Pradesh.

Some of the pistols had 'Made in Italy' while others 'Made in USA' engraved on them. However, what caught the attention of the Special Cell was the craftsmanship of the manufacturers of the AK-47 rifle. "The recovered weapon looks exactly like the original AK-47 assault rifle," said a senior police officer.

On June 1, the police learnt that a gang would be arriving at Yamuna Vihar with a large consignment of weapons. A trap was laid and at about 5.30 pm that day, a Tata Indigo car was spotted with three people inside.

The police overpowered them and seized two bags containing the arms.

Man held for double murder

New Delhi, June 6
A 45-year-old man allegedly murdered two men, including his daughter's father-in-law, by strangling them in Burari last night.

The accused, who has been arrested, is identified as Somveer. According to the police, he first strangled the victims, Shamser Pal Singh (46) and Manoj (30), both natives of UP and then poured acid on their faces to distort them. The accused had hoped that the victims’identities would remain unknown, said a police officer.

A passerby informed the police about two half-naked bodies lying at plot in Kamal Vihar this morning.

"The investigators came to know that Shamser had come to meet his son's father-in-law Somveer (accused) with his friend Manoj yesterday," said the officer.

The police believe that the motive behind the murders is that Somveer was angry with Shamsher and his family. He accused them of mistreating his daughter.
