This was the third conference of the series. The first and the second conference was held in Mumbai and then Lahore respectively. The seminar was attended by as many as 37 educationists and environmentalists from Karachi, Lahore, Mumbai, Delhi and Amritsar.

Health Department’s drug wing sans infrastructure

The seriousness of the government to check misuse of habit forming drugs can be gauged from the fact that the drug wing of the Health Department does not have a vehicle, a computer and a place to store seized drugs. Presently the wing has only four members of the supporting staff to assist a team of five drug inspectors where as the requirement is of 25 persons.

Two booked for thrashing woman cop
Amritsar, May 28
The Islamabad police have booked two women for allegedly entering into a scuffle with a woman police constable, tearing her uniform and attempting suicide. Sushil Kumar, SHO of the Islamabad police station, said the accused entered the police station and used abusing language against a policewoman. Neha Bharti, a constable, who was in the police station at the time of the incident, tried to pacify them. However, instead of relenting, the accused slapped her, tore her uniform and ran away from the police station. The SHO alleged that while fleeing, the accused also threw bricks, one of which hit Neha on her head.

Four youth, woman booked on rape charge
Amritsar, May 28
A 17-year-old girl was allegedly kidnapped and gang raped by four youths. Following her complaint, the police have booked five persons, including a woman. The victim in her complaint lodged with the Islamabad police alleged that she was kidnapped by the accused on May 24 when she was returning home after some domestic work. She alleged that one of the accused, identified as Rahul, intercepted her on the way, bundled her in a car and took her to a secluded place.

Jail inmate dies of cardiac arrest
Amritsar, May 28
A prisoner lodged in the Amritsar Central Jail allegedly died of cardiac arrest at the Civil Hospital here today. The prisoner's family members, however, alleged that he died because of negligence on the part of the jail authorities and lodged their protest outside the jail premises. Jail Superintendent RK Sharma said Rajbir was lodged in the jail since July 13, 2013, in connection with three cases under the NDPS Act.

Man attempts suicide
Amritsar, May 28
An unidentified person attempted suicide by setting himself ablaze in the C-division police station area here today. He was taken to Guru Nanak Dev Hospital in a serious condition. The police authorities, however, said that no case had been registered in this connection so far. “Though we had received information regarding the incident, no one has submitted a complaint to the police in this regard,” said a police official. The unidentified person slipped away from the GNDH. He was later caught hold of by his family members from near the Company Bagh. He was again admitted to the hospital. — TNS

Celebrations broke out on the campuses of various city schools as Class XII students expressed joy with the Central Board of Secondary Education (CBSE) declaring its results today. Girls outshone boys in the examinations in Kendriya Vidyalaya-1. Out of a total of 156 students who appeared in the board exam, two girls have topped in the school -- Kamaljeet Kaur has got 92.6 per cent marks in the commerce stream and has topped in the school while Megha Trikha with 91.4 per cent marks has stood second. The school attained 100 per cent results.

Naman Bajaj and Abhishek Goswami of The Senior Study School got the highest 95.6 per cent marks in both commerce and non-medical streams. Closely following them was Shubkarman Singh of their school who secured 93.6 per cent marks in the medical stream. School Principal Vijay Mehra said in all 43 students scored above 90 per cent.

DAV International School's Bhavpreet Kaur of the commerce stream stood first in the school by securing 95.4 per cent marks, followed by Dhwani Mahajan with 95.2 per cent and Stuti Khanna with 95.2 per cent marks in the second position. Besides, Ginika, Mehak Aggarwal, Rishab Marwaha and Nitish Arora from non-medical stood third with 94.2 per cent marks. Abhishek Marwaha got 100 out of 100 in accounts. Out of a total of 204 students, three students scored above 95 per cent, 25 students got above 90 per cent and 80 students secured above 80 per cent. Principal Anjana Gupta was elated at the brilliant performance of her students and attributed it to the untiring efforts of the students, their parents as well as teachers.

Bhavan’s SL Public School’s Varda Grover scored 97.2 per cent marks in the science stream. An outstanding student from the very beginning, she has already qualified the IIT (Mains). Aiming to become a computer science engineer, she credited her parents and teachers for their unflinching support and guidance. She did not take coaching up to matriculation. After that she took extra coaching while preparing for the mains.

In all 179 students from Bhavan’s appeared in the examination in which 29 students got 90 per cent and above. Besides, 121 students got over 75 per
cent marks.

Out of 73 students of Sri Guru Harkrishan Senior Secondary Public School, Sultanwind Link Road, 13 students bagged merit positions. Harmanpreet Kaur with 92.4 in the medical stream, Bawneet Kaur with 86 per cent marks in the non-medical stream and Harsajanpreet Singh with 88.4 per cent marks in the commerce stream topped in the school.

Shri Ram Ashram Public School’s Aastha Sood scored 95.8 per cent marks in commerce and Prerna Bhalla got 95.2 per cent marks in non-medical while Rakesh Sharma scored 95 per cent in non-medical.

In Khalsa College Public School, the highest percentage in the aggregate non-medical group is 93.6 per cent secured by Malwinder Kaur whose aggregate percentage in PCM is 95 per cent. The second highest score in the school was secured by Tejinder Singh as he got an aggregate of 91.4 per cent. The third highest percentage in aggregate was 90.4 per cent by Abhishek Sharma.

Amrit Kaur Sandhu in the humanities stream was declared the topper in Delhi Public School, scoring 97 per cent marks. Rajdeep Singh (Science) with 94.2 per cent marks secured the second position while the third position went to Kashish Singhal (Science) with 92 per cent marks. As many as 71 students of DPS appeared in the examinations.

Rehas Mehar Kaur Sachdeva (Non-Medical) topped in Spring Dale Senior School by securing 97.2 per cent marks while Malvika Talwar (Commerce stream) stood second in the school by obtaining 96.6 per cent marks, even as Avneet Sachdeva, also of the commerce stream, was third in the school with 96.2 per cent marks out of 500 marks in the aggregate. Jorawar Singh was second in the Non-Medical stream with a score of 480 (96 per cent) out of 500. Kunwar Kiranjit Singh topped in the Medical stream securing 473 (94.6 per cent out of 500 marks. Arman Noor Singh Bhullar topped the Humanities stream with a score of 460 (92 per cent out of 500. Forty three students of the school scored 90 per cent and more in different streams.

Navneet Kaur from the commerce stream scored 93.6 per cent marks and topped in Sri Guru Harkrishan Senior Secondary Public School. Tamanna Sachdeva scored 92.6 per cent marks from Non-Medical stream. Aviraj Singh and Harmanpreet Kaur, both the students scored 91. 4 per cent marks. Taranjot Kaur Gill from Medical stream got 86.6 per cent and Jaipal Kaur scored 86.4 per cent.

The students of Ryan international School achieved 100 per cent result. The school students achieved 18 distinctions in English, 22 in Physical Education, 12 in B.St, 7 in Maths, 6 in Accountancy, 4 in Economics, 2 in Biology, 1 in Computer Science, 4 in Chemistry and 5 in Physics.

Minister visits MTP, finds 15 officials absent

The working of the Municipal Town Planning Department (MTP) came under a scanner during a surprise visit of Cabinet Minister Anil Joshi and Secretary, Local Bodies, Ashok Kumar Gupta, this morning.

Around 15 officials were found absent from their seats without any intimation. Astonishingly, Satish Kumar, a beldar, was caught red handed while signing leave applications on behalf of senior officials. On the directions of the minister, an FIR was lodged against him for forging signatures of higher-ups on official documents.

Confirming the development, Senior Town Planner Hemant Batra said several officials, including the Municipal Town Planner, Assistant Town Planners (ATPs) and inspectors were found absent from duty. These include Municipal Town Planner Raj Kumar, ATPs Narinder Sharma, IPS Randhawa, Suresh Raj Sharma and Surjit Singh.

“I have approached the SHO of the bus stand police station to lodge an FIR against Satish Kumar as per directions received from the minister,” he said.

All have been intimated about their lapse. The Secretary Local Bodies has noted it down and action is expected from the government’s side against the erring officials.

Batra said it was now the government’s prerogative to decide the quantum of punishment. The officials, who were absent would be given a chance to justify their position. “If any one among them was away on official visit or on court date, he may produce the authentic documents and explain his position. Whatever action will be at the government’s level,” said Batra.

Joshi said the government was committed to provide better services to the residents. Those government employees, who were held responsible under the dereliction of their duties, would not be tolerated at any cost. They would face action, added Joshi.

“Such surprise checks will be a continuous exercise. The absentees or under performing government officials will be held accountable and given a chance to justify their negligence. Our motto is to make public utility services more people-friendly. We are soon going to introduce SMS service for the residents through which they can submit their complaints and problems directly to the Local Bodies Department,” said Joshi.

Group clash over auction of parking lots

In an astonishing twist, the police has registered a case against municipal corporation superintendent Vishal Wadhawan and others in connection with the group clash that took place between two groups over the auctioning of parking lots at Guru Nanak Bhawan yesterday.

Even as no case could be registered till late night because the MC was reportedly hesitant to lodge a complaint with the police, it was only after a complainant, Kanwar Kuldip Singh, son of Mohinder Singh, a resident of Majitha road, had come forward to submit a complaint against Wadhawan, Sunil Kumar and 50 others with the police.

He alleged that Wadhawan, who was conducting the auction, was favouring a particular group of auctioneers that led to the scuffle.

“When we reached Guru Nanak Dev Bhawan for auctioning of parking lots, Wadhawan favoured a particular group of persons and started beating us and snatched our mobiles. He and his supporters also snatched Rs 1 lakh and our double-barrel gun. The reason was that he wanted his favourite men to get the contract to which we had objected,” he said.

MC Commissioner DPS Kharbanda said that Wadhawan was there in an official capacity to conduct the auction under the supervision of Superintending Engineer PK Goel and none of the MC officials was associated with the clash.

“The dispute was between two private parties during the auctioning process which turned ugly later on. The cases against Wadhawan and others have been registered on the basis of a complaint lodged by one of the parties. Our officials have nothing to do with it,” he said.

Meanwhile, the MC has provided the police with a CD which showed the bloody clash. The police has also asked the MC to provide the antecedents of the bidders who took part in the auctioning. Every bidder had submitted his particulars before participating in the bidding process.

The investigating officer, ASI Varinder Kumar, of Bus Stand police post said that a case under Sections 382/323/ 148/149/120-B, IPC, has been registered with the A division police station and further investigation is on.

Wadhawan was the same Superintendent of House Tax who was transferred to Jalandhar prior to the Lok Sabha elections as the Punjab Pradesh Congress Committee (PPCC) had accused him of campaigning in favour of the SAD-BJP candidate, Arun Jaitley.

The PPCC had lodged a complaint with the Chief Electoral Officer, Punjab, that Wadhawan, who had close proximity with Cabinet Minister Anil Joshi, had been misusing his official position while influencing the residents to vote in favour of Jaitley, who contested the elections for the Amritsar seat unsuccessfully.

Residents demand rationalisation of collector rate, matching civic amenities

To get first-hand information from urbanites prior to reviewing the property tax format, the Punjab Local Bodies Secretary, Ashok Gupta, today conducted an open meeting with the local residents welfare associations, industrialists and traders at Circuit House. He was joined by Cabinet Minister Anil Joshi.

The main demand of the residents was to rationalise the collector rate, on the basis of which the tax was being collected, simplify the procedure and provide matching civic amenities in lieu thereof.

The Punjab government had imposed property tax last year with effect from April 1, 2013, barring religious institutions, cow shelters, care centres for stray animals and charitable institutions, those living below the poverty line and freedom fighters.

The tax was a hot issue debated during the General Election campaigning. The SAD-BJP regime in Punjab had been maintaining that it had to impose property tax as the Congress-led UPA at the Centre had withheld grants sanctioned under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

The Punjab government on May 23 had extended the last date of property tax payment without penalty till June 30.

Local Bodies Minister Anil Joshi said the Punjab government was in the process of reassessing the property tax format, but the reformed formula would be applicable from the next year, i.e from 2014-1015.

He reiterated that the residents would have to clear their dues for the current year, i.e. for 2013-2014 according to the existing pattern before the deadline.

"The government has taken the initiative of reconsidering the property tax implementation formula, but it will be finalised within one month. I can assure that the collector rates will be reasonable and rationalised," he said.

Gupta said that the purpose of holding the meeting with the residents was to have their feedback. This drive has been scheduled in different cities like Patiala, Bhatinda, Ludhiana, Jalandhar and Amritsar. After getting the feedback, a report would be prepared and submitted to the government to devise a new policy on the property tax, he added.

Nonetheless, during the meeting held at Amritsar, the residents demanded that property tax be abolished because the government can influence the Centre now after getting a thumping public mandate during the General Election.

A participant at the meeting questioned the rationale behind imposing taxes on the urbanites while exempting the rural folks. To this, Cabinet Minister Joshi clarified that the development programmes under the Centre sponsored JNNURM schemes were applicable only in the urban areas and not in the rural areas. Secondly, it was mandatory to implement property tax to become eligible for claiming development projects under the the JNNURM.

A lot of traders demanded that a flat rate should be applicable for calculation of property tax and those who have been running their business on rented properties should be exempted from paying it. Kuldeep Singh, an industrialist, brought to fore the variation of the collector rate in the Focal Point, East Nagar and Ram Talai areas. A retired PCS officer pointed out the tedious process of filling the forms and demanded a simple method.

Among others present on the occasion were the Mayor and DC Ravi Bhagat.

Administration’s laxity helps quacks flourish

The business of quackery seems to be flourishing right under the nose of the district administration and the local health authorities as is visible from the makeshift tents set up by quacks at various places in the city.

Large billboards boasting of cure for each and every disease are installed outside these tents to attract attention of the general public. However, these billboards have failed to attract the attention of the health authorities, who have a duty to end quackery and ensure better public health.

These quacks often lure patients into their trap by promising miraculous results for the physical problems. In such cases, the patient reaches a qualified doctor when the problem has already aggravated.

It is assumed by the health authorities that around 200 quacks, who do not hold a degree in any stream of medicine (allopathic, ayurvedic or homeopathic) are prescribing medicines to patients. Many of them are operating in rural areas and take precautions to hide their identity thus making it difficult to catch them.

However, the department has failed to take notice in cases where these quacks are operating along the road sides in the city. One of these tents can be seen at the rear side of Khalsa College. The board displayed by the quack claims expertise in dealing with various sexual problems, besides selling medicines which can help in mental growth of children, which will make them excel in academics.

Apart from seeing patients in the tent, the quacks have set up mobile medicines units in vehicles, which are often taken to various villages to entrap new patients.

“Most of these quacks claim to sell sex enhancing drugs. Generally poor and illiterate persons fall into their trap,” said a local doctor.

The department has nabbed a few persons, who were prescribing medicines to the patients without having a valid degree or a registered medical practitioner license, said Civil Surgeon Usha Bansal adding that necessary action would be taken against such people.

Conference discusses ways to improve India-Pakistan ties

A three-day conference, organised by the Centre for Dialogue and Reconciliation in collaboration with Lahore University of Management Sciences, concluded at DAV Public School, here today. This was the third conference of the series. The first and the second conference was held in Mumbai and then Lahore respectively. The seminar was attended by as many as 37 educationists and environmentalists from Karachi, Lahore, Mumbai, Delhi and Amritsar.

The conference was aimed at exchanging and developing new ideas and strategies to enhance and enrich the education system of both the countries. It also deliberated upon the environmental concerns and discussed developing mutual co-operation for improving the environment world over.

During the conference intense deliberations were held to discuss wide range of non-political issues for promoting peace between the two countries through constructive engagement.

Organisers stated that the purpose of the project was to promote increased contact, bilateral trust and sustained dialogue among citizens, which would build a long-term trust and generate a friendly atmosphere between India and Pakistan.

Principal of DAV School Neera Sharma welcomed the members of the delegation. She said this dialogue had brought together many eminent intellectuals from India and Pakistan on a common platform to make concerted efforts towards building friendship and deliberating on issues of common interest.

During the stay, the delegation visited many heritage and historical sites like Serai Amanat Khan, Pul Kanjri, Jalwianwala Bagh, the Golden Temple, Gobindgarh Fort, Maharaja Rabjit Singh Panorama.

Health Department’s drug wing sans infrastructure

The seriousness of the government to check misuse of habit forming drugs can be gauged from the fact that the drug wing of the Health Department does not have a vehicle, a computer and a place to store seized drugs. Presently the wing has only four members of the supporting staff to assist a team of five drug inspectors where as the requirement is of 25 persons.

The department had earlier instructed drug inspectors to file online reports of their inspections and drug seizures. With no computer at the office, drug inspectors take turns to feed data in the computer available with the zonal drug licensing authority.

“Sometimes we have to wait for long hours before their turn comes,” said a drug inspector. For the supporting staff, the local drug wing has only two clerks and two class four workers. There is not even a single data entry operator in the wing.

For tabulation and filing of online reports, drug inspectors take help from the only data entry operator working with the zonal drug licensing authority.

On the contrary, the department rules state that each drug inspector should have one clerk, one data entry operator, one daftari, one Class IV employee and one sewadar, besides a vehicle with driver.

The drug wing has no vehicle despite the fact that drug inspectors have to move out in the entire district for inspection of medicine shops. They have to request the Civil Surgeon for using the vehicle allocated to her.

The vehicle is available when the Civil Surgeon does not require it for her official duties. In case the vehicle is on official duty, drug inspectors have to arrange for one on their own for which they have to pay from their own pockets.

Even the godown at the local Civil Hospital used for safe keeping of seized drugs is full to the brim. It reportedly does not have any place for more storage.

A senior official of the department said, “Drug inspectors have a tough job at hand. It is for sure that no medicine shop owner is willing to let them check his shop. They try all kinds of tricks to stop drug inspectors from checking. In such times, the department can at least provide them with the required infrastructure to help them discharge their duties more efficiently.”

Those booked were identified as Suman of Chhota Haripura and Neelam of Attari. The incident occurred late last night. Sushil Kumar said Neelam’s son was arrested by the police in connection with snatching incidents and a couple of other criminal cases. He said they were pressurising the police to cancel the cases registered against him.

“While fleeing from the police station the accused, Neelam, banged her head with the walls in order to pressurise the police. They said they will continue to protest if the police did not cancel the FIR registered against her son,” alleged the Station House Officer. He said the police have also slapped attempt to suicide case against them. A case under Sections 309 (attempting suicide), 186, 353 (obstructing government servant from discharging duty), 332, 506 and 34 of the IPC has been registered against the accused.

On the other hand, the two women alleged that it was the policemen who thrashed them.

Four youth, woman booked on rape charge

She said Rahul was known to her as he used to frequently visit her aunt’s house. The victim alleged that her aunt was pressuring her to marry Rahul against her wishes.

She alleged that after kidnapping, the accused forced her to wear a bridal dress and when she opposed, he along with others physically assaulted and raped her. She said the accused later threw her near Pipli Sahib Gurdwara in an unconscious state.

Sushil Kumar, SHO, Islamabad police station, said following the victim’s complaint, the police have booked Rahul, three unidentified youths and an unknown woman, who is reportedly her relative, in this connection. He said medical examination of the girl was conducted and a medical report was awaited. Meanwhile, he said raids were being conducted to nab the culprits.

Jail inmate dies of cardiac arrest

The prisoner's family members, however, alleged that he died because of negligence on the part of the jail authorities and lodged their protest outside the jail premises. Jail Superintendent RK Sharma said Rajbir was lodged in the jail since July 13, 2013, in connection with three cases under the NDPS Act.

He had complained of swelling in the legs and was under treatment of the jail’s medical officer, Dr Amrit Pal Singh. Yesterday at about 6 am he complained of pain in his neck after which he was admitted to the jail hospital.

Today, at around 12.15 am, the jail authorities were informed that he had fallen down while going to urinate in the bathroom. The medical officer attended on him and referred him to the Civil Hospital.

At about 12.45 am he was admitted to the Civil Hospital. He died at around 1.30 am. The doctors attending on him said that he was sinking when he was brought to the hospital. “He died of cardiac arrest as he was quite bulky weighing around 125 kg,” a doctor said on condition of anonymity.

The prisoner’s wife, Rajwant Kaur, and maternal uncle, Charan Singh, said that Rajbir’s condition deteriorated yesterday but the jail authorities did not bother to provide him medical aid. They demanded an inquiry into the instance.

Meanwhile, Rajbir's body has been sent for a post-mortem examination before handing it over to his kin.
