The Amritsar rural police have booked her husband who is in the Army, besides other members of her in-law’s family following the statement of the victim’s brother Gurpreet Singh.

The special investigation team (SIT) formed by the Punjab and Haryana High Court to investigate into two cases, including the murderous assault on advocate Vaneet Mahajan and an attempt to murder case against his colleague Sandeep Gorsi, today confiscated hard disks of computers of two hotels and recovered a car used in the attack on Mahajan.

2 youths held in snatching cases

Class X students of the ICSE board rejoiced in their success with their parents and teachers after the result was declared today in the evening. Holy Heart Presidency School's Ankita Arora, Gurleen Kaur, Dhanbir Gill, Jatin Partap and Shivam Mahajan scored 94.2 percent.

Harjinder Singh stood second in the school as he bagged 93 per cent marks. The trio of Gurkirat Singh, Harmanpreet Singh and Pahulpreet Singh got third position by scoring over 90 per cent marks each. As many as 36 students excelled in the board exams by scoring above 90 per cent, 110 students obtained first division by getting their names enlisted in the merit list as they all got above 80 per cent score.

The students, teachers, parents and the Holy Heart School were on cloud nine as the school recorded 100 per cent result. The school has produced one of the best results in the region. School chairman Vijay Seth congratulated the students for the outstanding success. Patting the back of the students, Principal Vikram Seth wished them luck in their future endeavours. Anjna Seth blessed the students and motivated them to ascend the ladder of progress and pluck the stars of success. She also urged the staff and students to raise the bar even higher in the coming years.

Sacred Heart Senior Secondary School's Mansargun Kaur stood first in the school with 95.6 per cent score, Pushapdeep Kaur stood second with 94.8 per cent and Ankita Kaur Sethi and Rishma Tuli were jointly placed third in the school with 94.4 per cent each.

School principal Lucy said, in all 181 students appeared out of which 44 scored above 90 per cent, 58 scored above 80 per cent, 40 scored above 70 per cent and 34 scored above 60 per cent.

She congratulated the faculty and students for industriousness in achieving excellence in education. She said undoubtedly, this could not be achieved without the constant support of students' parents.

Private buses parked outside ISBT create chaos

Traffic chaos is a synonym for the city roads in Amritsar. The trouble starts the moment you reach outside the Inter-State Bus Terminal (ISBT) located on the GT road. Private buses continue to violate norms right under the nose of the police officials on PCR duty in front of the Inter-State Bus Terminal, leading to traffic chaos.

Even after the commissioning of the Inter State Bus Terminal under the BOT (build, operate and transfer) scheme, private bus operators continue to park their vehicles outside the ISBT, adding to the traffic jam on the GT road.

The authorities had recently come out with a traffic plan to rid the city of congestion on the roads by restricting the movement of private buses on this stretch, but it has remained on paper only.

Also, the bus stand authorities have reportedly expressed their unhappiness over the parking of buses outside the stand, which they say is affecting their revenue.

The district administration and the traffic police remain mute spectators to the traffic snarls caused by these wrongly parked buses, mostly belonging to influential politicians and their relatives.

Parking of these buses alongside the road, in the absence of any designated place for their operation point, and thoughtless halts in the middle of the road to pick passengers, are grave violations.

The frequency of these buses, which operate chiefly from outside the Inter-State Bus Terminal, increases during the festive season. These buses cater to the passengers travelling to the state's hinterland and neighbouring states.

These buses block lanes while parked for a long time and move only when every seat is occupied. Former traffic warden Brij Bedi said, "The PCR is parked at a spot merely to browbeat the two-wheeler riders, but these buses which create the actual mess never catch their fancy. Several buses are parked one after the other and that creates a traffic jam. Even as these buses manage to absorb the heavy rush during the festive season, some policy matters need to be thrashed out out to streamline their run."

Harcharan Singh, chief manager, Punjab and Sind Bank, said: "Since these buses are being operated by an influential section, the police officials too are helpless."

When this matter was brought to the notice of traffic in-charge Iqbal Singh, he promptly took action. "I have just spared a team headed by an ASI which would keep constant vigil over the wrongly parked vehicles. I assure you, right from tomorrow morning, this team would start challaning the violators. An ASI will be dedicated for this specific point only and the rest of his team members have been deputed to regulate the traffic,” he said.

Finally, Bhandari railway overbridge to be repaired

After a wait of over five months, the railway authorities have eventually moved to take stock of the condition of the vital Bhandari railway over- bridge (ROB), which had partially collapsed after a road mishap on December 6, 2013.

Railway sources said the officials of the engineering wing took stock of the bridge and the repair of the damaged sidewalk would commence from next week.

Bhandari Bridge is a crucial link between the walled city and the Civil Lines as it witnesses a massive flow of traffic throughout the day.

A slack approach of the government and the district administration came to the fore as no attempt was made to repair the portion all these months. The state government's tall claims of providing world-class infrastructure in the holy city fell flat. Deputy Chief Minister Sukhbir Singh Badal in February laid the foundation stone of the ambitious Bus Rapid Transit System (BRTS) project, apparently to earn the voters' attention ahead of the general elections.

A senior citizen, Naresh Johar, said keeping in view the significance of the bridge and the high-volume traffic commuting over there daily, residents expected a quick response to its repair. However, the unattended bridge for nearly five and a half months reflected badly on the part of the government.

Commuters are facing a tough time as the bridge often witnesses traffic snarls during the day and no government agency has bothered to repair a part of the bridge that had collapsed on December 6, 2013. On that fateful day, a truck laden with sand broke through the narrow side of the Bhandari railway overbridge and fell on the railway track and disrupted the electricity supply to the trains. The truck driver had driven the vehicle over the side of the bridge which was originally meant for pedestrians.

Bhandari Bridge, popularly known as 'Uccha Pul', was built in 1955.

According to the RITES Company which had studied the immense load being borne by the bridge, around 1.64 lakh vehicles pass through this bridge in 24 hours. This led to frequent traffic jams. Due to this, pollution level also increases manifold in the area around the bridge.

Attempt to widen the Bhandari Bridge, as it had shrunk with time as the traffic flow on the key link increased manifold following the construction of the elevated road, came to a naught.

A three-member technical team of the railways had visited the bridge in February 2011 to study the feasibility of widening it but later rejected the proposal on the ground that the iron angles which separated the main bridge from the pedestrian path on both sides could not be removed as it was a cantilever bridge.

Instead, they had mooted the idea of construction of a new bridge by demolishing it. Since then, the Amritsar Improvement Trust has been working to identify an alternate site for a parallel bridge.

MC to evolve fresh strategy to realise property tax

Property tax evaders seem to have dark days ahead as the state government has already indicated that coercive methods will be used to ensure payment. The Municipal Corporation of Amritsar is evolving a fresh strategy to realise its mounting property tax dues.

Even as a massive blame game was played by major political parties over the imposition of property tax, neither of the parties were ready to shoulder the responsibility of imposing this tax.

The lukewarm response of the residents was being viewed for two key reasons — one was that the deadline (with 10 per cent rebate) was extended umpteen times. Secondly, after the announcement of the general elections, the residents' hopes of getting it waived 
permanently brightened.

Officials confirmed that half of the targeted amount could be realised till date. For this, the MC had to face tough times. Besides sensitising residents through awareness camps, the MC also started the practice of defaming the defaulters by beating drums in their locality in November-December.

This had yielded good results and the MC collected a good amount in a few days.

Thereafter, this move was withdrawn, obviously, at the instance of the ruling government in the wake of general elections.

Now that the election fever is over, indications are that the state government has again started the practice of realisation of property tax. Even as the Amritsar MC officials claim that no circular has been received in this direction, it has been learnt that the MC is framing a policy to recover the property tax dues. It would be along with 50 per cent penalty and around 18 per cent rate of interest for the delayed period from the defaulters.

In Amritsar, around 3 lakh properties, including around 50,000 commercial units, come under the ambit of property tax liability. The set target was estimated to be between Rs 40-50 crore, up to March 31 this year. But it all got stalled due to the general elections.

Till date, only around 1.5 lakh units could be covered. Total realisation of property tax till date is around Rs 21 crore, which included a major chunk from the commercial units only. Now, the defaulters would have to pay the penal interest counted w.e.f. March 31, the last date stipulated for depositing the property tax with 10 per cent rebate.

In a posh locality like Ranjit Avenue, if any person having a one kanal house (500 square yard plot and of Rs 20,000 per square yard of collector rate prevailing in the area), after deducting 10 per cent depreciation of his property, shares a liability to pay around Rs 3,000 for a year as property tax.

The defaulter would have to pay around Rs 1,500 extra, besides an interest calculated at the rate of around 18 per cent for the delayed span.

Likewise, penalty would also be charged for self occupied houses up to 50 square yards, which have been imposed at the consolidated rate of Rs 50 per year as property tax.

For houses between 50 to 100 square yards, the annual consolidated tax of Rs 150 would be charged. Superintendent Vishal Vadhawan said the circular has not yet been received, so it's hard to say about the penalty clause.

"But the property tax has to be realised. It is just the way we pay income tax. We have to form a strategy of dividing the city into zones and the realisation process would start the moment we get the official notification," he said.

Dowry death: Woman consumes poison

A woman ended her life by consuming a poisonous substance in Gujjapir village in Ajnala for bringing less dowry here today. The Amritsar rural police have booked her husband who is in the Army, besides other members of her in-law’s family following the statement of the victim’s brother Gurpreet Singh.

The police handed over the body of the deceased to her family after the postmortem examination.

Gurpreet Singh told the police that her sister Gurpreet Kaur was married to Gurmit Singh seven months ago. Gurmit Singh is in the Army and currently deputed in Kashmir. He alleged that immediately after the marriage, her in-laws started harassing her for bringing insufficient dowry. They pressurised her to bring a motorcycle, besides cash and valuables from her parents. He alleged that the accused even sent her to her parents’ home. He said even her husband did not support her which had estranged their relationship. Today when she was speaking to him on phone they had an altercation.

“My sister was looking very upset and suffering mental tension. Before we could reach her, she consumed some poisonous substance and ended her life,” said Gurpreet Singh to the police.

Jagjit Singh, SHO, Ajnala police station, said a case under Sections 304-B and 34 of the IPC has been registered against Gurpreet Singh, his brother Amritpal Singh and mother Lakhwinder Kaur. He said the accused were at large since her death and raids were being conducted to nab them.

21 drug peddlers, bootleggers held

In a major crackdown, the police have arrested as many as 21 drug peddlers and bootleggers active in various parts of the holy city in a day. Drug addiction remained a major issue during the recently held parliamentary polls with each party and candidate expressing their deep concern over the menace.

Police Commissioner Jatinder Singh Aulakh said, "The police department had in the past launched a drive to check drug trafficking and bootlegging and now as the elections are over, their focus is back on this problem." He said no stone would be left unturned to check the menace and put the offenders behind the bars. Among those who were arrested include Harpreet Singh of Patti Bhag Verka, Hardeep Singh of Kale village, Tarn Taran, Amit Kumar of Batala road, Pawan Kumar of Tung Bala, Batala road, Nirvail Singh of Haveli Rur Singh, Nishan Singh of Gate Hakima, Palwinder Singh of Guru Nanak Pura, Islamabad, Pardeep Kumar of Baba Jiwan Singh Colony, Buta Singh of Maqboolpura, Sonu of Mule Chack village, Jaswinder Singh of Shaheed Udham Singh Nagar, Aman Singh of Baba Deep Singh Colony, Sanjiv Kumar of Tung Bala Majitha Road, Rajesh Kumar of Majitha Road, Vishu of Godam Mohalla, Maninder Singh of Gillwali gate, Jugal Kishore of Sadar Bazaar, Swarn Singh of Ruri wala village, Rahul Gill of Sri Ram Avenue, Majitha road, Manoj Deep of Lal Hospital quarters and Neeraj Singh of Jagdambay Colony, Majitha road.

Year on, murder case registered

A church priest, Arun Sahotra, a resident of Kiran Colony near Gumtala bypass, was allegedly poisoned to death. He was found dead under mysterious circumstances at a rented accommodation in Basant Vihar falling under the jurisdiction of the Chheharta police on April 27, 2013.

A year later, the police have now registered a murder case in this connection after receiving the viscera and the chemical examination report.

The incident came to light after the police registered a murder case here today following the statement of the deceased's wife Sofia Sahotra. In the complaint, she alleged that her husband was poisoned to death.

The police have registered a case against Rahul, a resident of Theke Wali Gali, Rattan Singh Chowk, and Monika of Thobe village in Ajnala.

Sofia told the police that her husband used to work as property dealer in association with Rahul. She said on April 25, 2013, her husband went somewhere for work and told her on the phone that he would return by midnight. But he did not return. She said that she waited for him the next day also while his mobile phone was switched off.

She said a day later, Rahul told her that Arun had taken a rented accommodation in Basant Vihar and when she went there, she found the body of her husband.

She said when she inquired from the landlord, they said that Arun used to live with Monika in the house and Rahul was aware of this. The day he had died, the duo was present in that room. Suspecting some foul play, she raised her voice. However, in the absence of any evidence at that time, the police had taken action under Section 176 of the Criminal Procedure Code.

Investigating Officer Dilbagh Singh said during the initial investigations, it seemed that he had died of heart attack and therefore, the police had initiated action as per the Criminal Procedure Code. However, the viscera report received by the police revealed that he was poisoned.

Following this, the police recorded the statement of the deceased's wife and a case under Sections 302 and 34 of the Indian Penal Code has been registered in this regard.

No arrest has been made so far. Raids are being conducted to nab the alleged culprits.

Services of retired GNDU teachers extended for 3 years

Apart from approval to various appointments, starting of new courses, extension in the service of retiree teachers from two to three years, approval of 9.98 percent annual interest on the contributory / general provident fund of the university employees and approval to various PhD thesis in various faculties were main agenda of the syndicate meeting of the Guru Nanak Dev University.

This syndicate meeting was held here today in the syndicate room. Prof Ajaib Singh Brar, Vice Chancellor, presided over the meeting while Dr Inderjit Singh, Registrar, presented the agenda.

The syndicate also accorded its approval to the appointment of Dr RK Marwaha from Law Department of Regional Campus, Jalandhar, as principal of University College, Patti (Tarn Taran), for a period of one year.

Similarly, Dr Derik Engles, retired professor from electronics technology department of the university has been appointed as the OSD, university regional campus, Fattu Dhinga.

It was unanimously decided that the services of retired teachers of the university would be extended for a period of three years instead of two years earlier. Necessary amendments in the University Calendar would also be made accordingly.

However, the syndicate also accorded its approval in the extension of services of Dr Sulakhan Singh and Dr Sukhwant Singh from history department and Dr PK Sehajpal and Dr Sukhdev Singh from molecular biology and biochemistry department for two years after their retirement, as the amendment in the calendar is yet to be made.

Meanwhile, the members of syndicate congratulated Prof Brar for his extension as the member of the executive committee of National Assessment and Accreditation Council, Bangaluru, from April 25, 2014 for a period of another three years.

The two advocates had dragged Cabinet Minister Anil Joshi to the court in the dual vote controversy case.

The High Court Bar Association had filed a public interest litigation in the High Court, which had directed officiating DGP Suresh Arora to form an SIT in two cases. Harvinder Singh of the State Special Operation Cell (SSOC), who is a part of the SIT, said the team had recovered a Verna car PB-02-AW-3770, allegedly used in the murderous attack on Mahajan and arrested its owner Shammi Randhawa alias Lalli, who was also involved in the attack. The police have booked around 10 persons in the case. They had also recovered 46 gm of heroin from the car and a separate case under the NDPS Act was being registered against Randhawa in this connection, he added.

He said the team had seized the hard disks of computers of two hotels having the CCTV footage of the alleged attack in which the police booked Mahajan’s colleague Gorsi on charges of attempt to murder following the statement of Rakesh Bhardwaj. The SIT headed by Gaurav Yadav, IG Counter Intelligence, will submit a report in the HC tomorrow. — TNS

The Islamabad police have nabbed two youths allegedly involved in various snatching cases in the Islamabad area, including B-Block Railway Colony. They have been identified as Shubham Kumar of Kishan Kot area and Saagar Kumar of Sundar Nagar, Jaura Phatak area.

Investigating Officer Baldev Singh said a couple of days ago, the culprits had injured two rickshaw-pullers Gian Singh and Malkeet Singh and snatched cash from them.

They had hired the rickshaws from outside the railway station and robbed them at a secluded place, he said.

During the interrogation, they confessed to have executed the snatchings. Though they did not remember the exact dates, they admitted having snatched mobiles from Islamabad, Chhota Haripura and Railway B-Block Colony, said Baldev Singh. The accused would be produced in court, he added.
