Parties rope in stars to attract voters
Shimla, May 2 Actor Amisha Patel today visited Hamirpur to bolster the prospects of Congress nominee Rajinder Rana, shooter Rajyavardhan Rathore batted for BJP candidate Anurag Thakur in Ghumarwin, Bilaspur district, yesterday. Even the Aam Aadmi Party (AAP) does not lag behind. Actor Gul Panag, who also contested the Lok Sabha election from Chandigarh, held a roadshow in Bilaspur for its candidate Kamal Kanta Batra, mother of Kargil hero Vikram Batra. Efforts are on by AAP to get its chief Arvind Kejriwal to campaign in Hamirpur. With the political fight getting tougher as the polling day is approaching nearer on May 7, efforts are on by both parties to get more star campaigners. There are plans by the BJP to bring dream girl Hema Malini to campaign for Anurag. Similarly, the Congress is also trying to get some national leader to campaign in Hamirpur. Narendra Modi addressed a mammoth rally at Sujanpur on February 16, which kickstarted the BJP campaign in the state. Former Chief of the Army Staff Gen VK Singh also ensured his presence at the filing of nomination by Anurag. This was a tactical move keeping in mind the sizeable percentage of serving and retired soldiers in Hamirpur, Bilaspur and Una which constitute the Hamirpur segment. Similarly, AICC vice-president Rahul Gandhi addressed an election rally at Bilaspur yesterday. Amisha Patel held a roadshow in Hamirpur and Mandi. Besides Rana, Himachal Youth Congress president Vikramaditya Singh was also present. Addressing a gathering at Gandhi Chowk, Amisha said she could judge from the mood of the people that Congress candidate Rajinder Rana would succeed in capturing the BJP citadel of Hamirpur. "People should vote for a person like Rana who is committed for the well-being of the people," she said. Similarly, Rajyavardhan Rathore also sought votes for Anurag by stating that he had tried to bring about overall development in his constituency and also made a mark at the national level. "He is a young, capable and deserving leader who has contributed to people's welfare and sports promotion which has brought Himachal on the world map," he said. Former Chief Minister PK Dhumal was also present. Whether the presence of stars will only attract crowds or help in translating it into votes, only time will tell but for the time being, its seems to be star wars in Hamirpur segment considering the high stakes because of Anurag, who is national president of the Bhartiya Janta Yuva Morcha and son of
Dhumal. |
I was victimised by UPA govt: Rajyavardhan
Una, May 2 Addressing sportspersons and members of various sports associations here, he said he was the victim of such politics, which was the reason why he had parted ways with shooting and the Army to join politics. Rathore said despite winning gold medals in the 2002 and 2006 Commonwealth Games and silver in the 2004 Athens Olympics, he was not given a place in the Indian shooting team for the 2010 Commonwealth Games organised in India. Rathore said he created a world record in 2011, but was not taken for the 2012 Olympics. "I decided to join politics to rid sports of all corrupt practices, which had crept in during the Congress regime," he said Rathore, who has contested the Jaipur (Rural) seat, said after the BJP came to power, a national sports policy would be framed to lift the sports level and talent. He said scams in games had brought shame to the country, especially to sports persons who shed their sweat to win for the country. The shooter appealed to the gathering to vote in support of BJP candidate Anurag Thakur from Hamirpur, which will be the first step towards the elevation of Narendra Modi to the Prime Minister’s chair. Despite winning gold medals in the 2002 and 2006 Commonwealth Games and silver in the 2004 Athens Olympics, he was not given a place in the Indian shooting team for the 2010 Commonwealth Games organised in

HPCA slams Rahul’s allegations
Dharamsala, May 2 HPCA spokesperson Sanjay Sharma, while addressing a press conference at international cricket stadium in Dharamsala, said the total value of land allotted to the cricket body was not more than Rs 30 crore as per the status report filed by the state vigilance and Anti Corruption Department. He said: “The state vigilance had valued the land of international cricket stadium and its residential complex at Rs 10.34 crore and Rs 5.34 crore, respectively.” The land at Nadaun and Hamirpur had been valued at Rs 1.35 crore and Rs 8 crore, respectively, Sharma said, while quoting the status report filed by the state vigilance. He said the value of vigilance was contestable and expected to be on very higher side as it has been given to justify the case against HPCA. “However, even if that is to be believed, the figure of Rs 250 crore given by the Congress vice-president Rahul Gandhi was imaginary and concocted to misguide voters during elections,” he said. Sanjay alleged that Virbhadra Singh wanted to demolish the international cricket stadium at Dharamsala at any cost. “I have recently read a news report in a vernacular that the investigating body has found the debris of a government building allegedly demolished by the HPCA for the stadium’s construction,” he said. “It was alleged that the debris was dumped at the corner of the stadium. The HPCA officials have no information as to when the vigilance authorities entered the stadium and unearthed the said debris. This illustrates the destructive intentions of Virbhadra Singh,” he said. Sanjay further alleged that after coming to power in the state, Virbhadra Singh had pursued a
single-point agenda of unleashing political vendetta against the HPCA. “He did not allow the hosting of IPL matches in Dharamsala this year and this smacks of his vindictive attitude,” he said. He said the present Congress government was spreading misinformation regarding the HPCA
for getting transformed from a society to a non-profit company. “However, the fact is that the HPCA transformed to a non-profit company apprehending the vindictive attitude of the Congress government,” he said. “The Uttar Pradesh Cricket Association has also been transformed into a non-profit company like the HPCA and Union Minister Rajiv Shukla was one of the directors of the company. What the Congress leaders from the state have to day about that?” Sanjay asked. He said it was not the HPCA, but the Congress-led sports bodies that was betrothed with corruption. “Suresh Kalmadi a senior Congress leader spent Rs 500 crore for renovating the stadium for commonwealth games,” he alleged. Sanjay alleged that certain officers in the CM’s office were abusing their positions by expediting cases against the HPCA during elections. |

Rahul violated poll code: Anurag
Shimla, May 2 In a complaint to the Election Commission, he also sought “stringent penal action” against Rahul Gandhi, which it deemed fit and necessary, to enforce the Representation of People Act (RPA) and model code of conduct in letter and spirit. The complaint filed under 123(4) of RPA said the Election Commission had clearly mentioned that under the model code of conduct, criticism of political parties and leaders would be confined to policies, programme, past record and works and criticism of other parties and their workers based on unverified allegations or distortions shall be avoided. Rahul Gandhi has violated the said section of RPA by making false statements of facts against MP Anurag Thakur, who is also the president of Bhartiya Janta Yuva Morcha (BJYM) and is contesting elections from Hamirpur, it has been stated. Reproducing the reports about the rallies published in newspapers, the complainant cited allegations like “Dhumal Bhrashtachar ke champion” and "Dhumal ne bête ko 250 crore ke sarkari zamin de aur apne bête ke cricket association ko fayda dene ke liye kya kya nahin kiya”. Maintaining that all these allegations are baseless, false, concocted, defamatory, derogatory, mala fide and motivated to influence the electorate to the disadvantage of Anurag Thakur to harm his election prospects, the complainant said this deliberate and mala fide act is guided with the motive of maligning his reputation and causing undue harassment and humiliation. The complainant further said any prudent leader would be prejudiced by such news reports and believe that former Chief Minister PK Dhumal extended undue benefits by granting lease of land valued at Rs 250 crore for token rent of Rs 1 whereas the factual position is that the government continued to be the owner of the land given on lease and Himachal Pradesh Cricket Association (HPCA) is paying lease money of Rs 27 lakh per annum. Meanwhile, BJP spokesperson Ganesh Dutt also criticised Rahul Gandhi for alleging that government land worth Rs 250 crore was given to HPCA free of cost. “The baseless allegations of Rahul Gandhi are an expression of frustration with defeat staring at the face of Congress”, he said, adding that the Congress vice-president should have verified the facts before making any statement. He said the government had already ordered a Vigilance probe in the matter and claimed that the Vigilance Bureau had assessed the value of land for the cricket stadium at Rs 5.20 crore, hotel pavilion at Rs 15 crore, land at Pragyati Nagar and Nadoan at Rs 3 crore and Rs 5 crore respectively, which totalled to Rs 23 crore and not Rs 250 crore as alleged. He also asked Rahul Gandhi to name the book from which he had read that second RSS chief MS Golwalkar had opposed voting right to women. |

Only BJP can provide a stable govt, says Anurag
Shimla, May 2 Addressing election meetings in the Jhanduta Assembly segment of Bilaspur district today, he said all that the Congress had given during its 10-year rule were scams, wrong economic policies and a weak leadership. “It has been proved beyond doubt that it is only the BJP which can accelerate the pace of development,” he said. He said the dismal performance of the Congress-ruled states was for everyone to see. Thakur said people too had realised that it was only the BJP which could lead the country to prosperity through its strong and able leadership which had both the will and the strength to take tough decisions. “The polling in the earlier seven phases in the rest of the country have shown a clear wave in favour of the BJP and people have understood this,” he said. Thakur said the Congress has seen the writing on the wall and has conceded defeat. “In case Modi becomes the Prime Minister, Himachal will be the biggest beneficiary as he considers Himachal his home as he has been the state BJP in-charge twice,” he said. He cautioned people not to be misled by the Congress, which was resorting to false propaganda. Local MLA Rikhi Ram Kaundal was also present on the occasion. |

BJP always ignored Kangra, says Ashish Butail
Palampur, May 2 Addressing an election meetings in different parts of Palampur, Butail said during the BJP regime, 12 foundation stones were laid by Chief Minister Prem Kumar Dhumal and his Cabinet colleagues in Palampur but no construction was taken up. He said foundation stones for a multi-story parking complex and residential complex of doctors were laid by then Chief Minister but so long as BJP remained in power, not even a single brick was added to these projects. He said during the BJP regime, delimitation of Assembly and Parliament seats were taken place. He said it was on record that the BJP government recommended for the abolition of the Thural Assembly seat. He said the BJP made efforts to reduce the political significance of Kangra. Butail said the Congress always believed in overall development and never discriminated with any region or district. He said all major projects such as winter move to Dharmsala, setting up of the Vidhan Sabha, holding session and shifting of 12 offices from Shimla to Dharmsala, RPS Medical College at Tanda near Kangra and opening of Central University in Kangra, were creations of the Congress government. Butail said the UPA government had brought revolution by launching the Food Security Bill and MGNREGA which had helped the poor. He claimed the Congress would win all four seats. |

campaign trail: mohan lal brakta Kuldeep Chauhan Tribune News Service
Dharech/Naldehra
(Shimla), May 2 Brakta begins his campaign around 9 am. The Tribune hits Brakta's campaign trail at a roadside of the Naldehra golf course that falls in the Kasumpati Assembly segment. He is accompanied by legislator Anirudh Singh. The campaign is a lacklustre affair as there are just three vehicles zeroing in on the venue done up with banners and party flags where some supporters of Singh greet them. Brakta humbly meets the keymen, who apprised him of their problems. They need a road link to villages located in the penchant. There are supporters from Odu village, a nearby village of Dalits. But their plight remained unheard as the legislator did not introduce them to Brakta. Earlier, Brakta, Anirudh and a local BDC member meet villagers at Baldeyan and claim that Kasumpati will give the largest lead in the district. The Chitra murder case took place here. Next comes Mashobra. Brakta meets local residents and listens to their problems patiently. He shares some confidential information with keymen. Brakta and Singh inform voters that they shared dais during the Vidhan Sabha session and discussed issues. Later, they drove to Charabra via Dhalli where the infamous benami land deal of Mamta Banerjee's TMC MP from West Bengal, KD Singh, had come to the light. The future of 123 odd kids enrolled from this area is at stake in this benami property, but no candidate met them here, said Ramesh Sharma, a local resident. The election trail went through Kufri, a tourist high spot at around 1 pm. Next came Fagu where Brakta-Singh campaign team met partymen and pradhan shared some information with them. They hit the dusty trail on the Fagu-Cheog-Dharech road at around 4 pm and halted for lunch at Fagu. They drove through the glens of deodars at Tungesh to Dharech. Here, Brakta introduces himself to villagers and seeks blessings of the local devi. Panchayat pradhan Vijay Pal hits the Congress trail while vice-pradhan Shiv Ram sulked as he claimed to be a BJP supporter. A soft-spoken Brakta talked humbly about development issues in the constituency. “I supported the tribal status for the trans-Giri region in Sirmaur and Dodra Kuar in Rohru”, he said. Dharech faces acute water problem. A dhaba run by locals Rama Nand, Shiv Ram and Nand talked about "Modi factor" in the rural Himachal and took a dig at Anirudh Singh saying he was not working genuinely as he did not enjoy the confidence of Virbhadra Singh. Farmers in Dharech gave a damn to campaign. Nobody was taking interest in the Lok Sabha elections, said Gopal, a local resident. Brakta visited the last panchayat at Satori and came back and addressed a corner meeting at 7.45 pm at Choeg. “The Congress stands for development, which will boost further as Chief Minister Virbhadra Singh has almost four years in the office. I have my home at Kasumpati and travelled across the length and breath of Sirmaur, Solan and Shimla district where people want only development and employment for children. I will take up your issues with the Centre and the state and ensure that the MPLAD fund is given equally to all areas in the constituency”. |

Jan Lokpal, Swaraj on AAP’s agenda: Ilmi
Chamba, May 2 Addressing a joint press here, they said the Jan Lokpal Bill needed to be passed in a time-bound period, if the Aam Aadmi Party (AAP) was voted to power. The leaders said as per their election agenda, the people’s participations would be ensured in the proper use of MPLAD fund and the MNREGA schemes’ budget. They pleaded for the state’s share of getting water and power royalty from the Centre. The issue of 7.19 per cent royalty from the Bhakra Beas Management Board (BBMB) which had so far been accrued to around Rs 8,000 crore would also be raised with the Union Government, the leaders said. They lamented that the Shanan power project was a failure of the succesive BJP and Congress governments. “There is no ‘Modi wave’ in the country, rather it is a wave of money and fear,” they said, claiming that voters of Himachal Pradesh was proactive and silent and would vote for AAP daringly. They told that AAP was contesting on 432 seats across the country in these elections; claiming that their candidates were hoping to win most of the seats. Targeting BJP candidate Shanta Kumar, the AAP leaders dated to focus on Shanta Kumar as the case had already been filed by them. Regarding Rajan Sushant’s expulsion from the BJP, Sushant made it clear that he had been suspended from the BJP, but not expelled. |
Modi’s tea story a ploy to gain votes: Shinde
Shimla, May 2 “It appears that all these stories are concocted to gain public sympathy as we had never heard of these details of his life till the BJP started projecting him as its prime ministerial candidate,” he stated. Shinde took exception to the fact that rather than contesting the election on issues like development or ideology, the sole agenda of Modi was to target Congress president Sonia and Rahul Gandhi. “The BJP has become so Modi-centric that the entire party is dancing to his tunes, ignoring and humiliating all other senior and respectable leaders such as LK Advani, Sushma Swaraj, Jaswant Singh, Yashwant Singh and many others,” he said. He debunked Modi’s claim of Gujarat model of development. “A state like Himachal has done far better despite geographical constraints and hard terrain as in Gujarat, 4 lakh powerlooms have closed down, resulting in a sizable number being rendered jobless,” he said. He said the UPA will once again come to power based on its performance and bring in historical legislations like guaranteeing food, rural jobs, education and Right to Information Act. “Himachal has always been a fertile ground for Congress. This time too, I am confident that the party will do exceedingly well here,” he stated. |
Modi an icon of BJP: Shanta
Chamba, May 2 Commenting on the remarks of Himachal Chief Minister Virbhadra Singh that the name of Narendra Modi was being used every time everywhere by the BJP, Shanta Kumar, at a press conference here today, said Modi was an icon of the party. He maintained that the name of BJP’s veteran leaders Atal Vihari Vajpayee and others figured on the top in his election posters. "Since the Congress has no issue in these elections, their leaders are saying such things," said Shanta Kumar, stating that it showed their ‘erudition bankruptcy’. Kumar said the dismissal of former BJP MP Rajan Sushant from the BJP was lifetime expulsion from the party. Answering queries of mediapersons, Shanta said before the expulsion, Rajan Sushant had visited his house at Palampur about four times. Meanwhile, the BJP high command expelled Rajan Sushant from the party for indiscipline, closing the doors on the prospects of his re-entry into the BJP fold for all times to come, Shanta said, stating that it was the only such decision taken by the party high command with regard to Sushant’s lifetime expulsion from the party. “I have no conflict with Rajan Sushant as I had got him elected to the Parliament as an MP from Kangra in the last Lok Sabha elections held in 2009,” Kumar stated. Shanta Kumar questioned Rajan Sushant to clarify against whom he (Sushant) was contesting the elections. He said the elections were generally fought against the government. |
Poll a litmus test for rebels
Solan, May 2 While Chief Minister Virbhadra Singh has already asserted that the performance of all leaders will be reviewed after the poll, the BJP too is keenly watching the working of those who had rebelled against the official nominees. The Congress had faced rebels in Arki, Doon and Paonta Sahib and it had lost in two of these seats. Since the Doon MLA is facing trial in a criminal case, the onus of campaigning is left on other leaders. In Arki, two leaders have been given official designations in the state government and their performance in the poll is being watched. Since Pradesh Congress Committee president Sukhwinder Singh is being cautious in taking back the rebels, their dismal performance in these poll could create trouble for them. In Paonta Sahib, Congress rebel Kirnesh Jung was now an associated member of the Congress and he was working hard to improve the party's prospects. Interestingly, the faction led by Onkar Singh, who had unsuccessfully contested the Vidhan Sabha poll, is yet to make its presence felt among the workers. The BJP too has opened the doors for its rebels in a bid to brighten their poll prospects. While terming it an exercise to vote for strengthening the country, BJP spokesman Ganesh Dutt said it had reduced the negativity and when people from other parties had joined the BJP, there was no logic in keeping aside their own disgruntled leaders who were willing to make a comeback. With Congress candidate Mohan Lal Brakta contesting for the first time from Shimla, leaders of Solan and Sirmaur had a daunting task of mustering votes for him. Though Sirmaur was traditionally considered a Congress bastion, a lead of 20,233 votes had been procured by BJP's Virender Kashyap in 2009 and the Solan district had contributed to his victory. |
CITU for defeating Cong, BJP candidates
Mandi, May 2 He said, “It was during the Atal Bihari Vajpayee government that the disinvestment board was constituted to auction public sector units to private companies and social security measures such as pension was withdrawn.” Neither the NDA government had taken a decision to fill 35 lakh vacant posts in the government sector nor did the UPA government take any steps in this regard, he added. The CITU leader said, “The policies of the UPA government have added to the miseries of people who are facing price rise, corruption, unemployment and non-implementation of labour laws and now the time has come to defeat both parties in the elections.”

Norms for door-to-door canvassing
Kullu, May 2 He added that a maximum group of five persons could engage in such campaign. He said though they could use caps, badges and clothes bearing party symbols, use of banners would fall under the violation of the model code of conduct. The DC further added that the MLAs and MPs could reside in the constituency represented by them but could not canvass in other constituencies. He said the code violations could be reported using toll-free number 1950 or at the office of SDM or Assistant Returning Officer. |
Satti’s gunman hurt in brawl
Una, May 2 Reports said a BJP cultural troupe reached the village to present a cultural show on the performance of BJP candidate Anurag Thakur. Just as they were in the process of starting their street show, a former up-pradhan of the panchayat, Darshan Singh (a Congress supporter) asked them to move away from in front of his shop and give their performance at another place. Just as the altercation was going on, another former up-pradhan of the panchayat, Jagdev ‘Jagga’, owing allegiance to the BJP, intervened, demanding that the performance would be given at the same place. Arguments led to a scuffle, which involved some other sympathisers from both parties.

file of the party had been executing their election strategy in an organised way which would continue till the culmination of electioneering as per the directions of their state leadership. |
Palampur areas face water crisis
Palampur, May 2 Residents, carrying empty utensils, from the Bag Malnoo area in Bhawarna subdivision today came out on the roads and staged a dharna in front of the office of the IPH Department at Bhawarna. They said they had been facing an acute shortage of drinking water in their village for the past week. Despite repeated complaints, no efforts were made to streamline the water supply to their village, they added. Water woes were also reported from the Kailashpur area of Jaisinghpur constituency. Reports said residents of Padha Basti had not received the water supply for the past week. They urged the Executive Engineer, IPH, Palampur, to intervene in the matter. However, there was none to listen to grievances of people as most of the officials were busy in election duty. Reports from Lambagaon said the Ashapuri-Dodan-Balhi drinking water supply scheme had failed to supply water for the past ten days resulting in water crises in Ropari, Chandruhi, Dagruhi, Nahalaia and Balla villages. Affected villagers met the local MLA and apprised him of the problem. They said there was no water in the village even to feed cattle. The MLA immediately directed the department to make arrangements to restore the water supply to the affected villages. Meanwhile, former IPH Minister and senior BJP leader Ravinder Ravi criticised the state government for the water crisis in Kangra district, particularly in changer area of the district. He demanded the supply of drinking water through tankers to the affected villages immediately. |
‘Subsidies should reach target groups’
Shimla, May 2 Delivering a lecture on "Emerging Trends in Indian Economy: Concepts and Policy Options" at Himachal Pradesh University Business School, Professor Sharma expressed the concern that the politicians were not ready for a rational debate on the issue of state subsidies. Giving a detailed factual description of the present economic scenario in the country based on recent statistical data, Professor Sharma said, "Rather than criticising the states that are doing well in terms of growth and development, the states lagging behind should learn from them." Stressing that the private sector's focus must shift from urban-centric consumers to rural areas, he said, "How can we expect our economy to grow if the largest contributor, the agriculture sector, is growing at a dismal 2.5 per cent?" "The problem with the economy is that there is a huge gap between demand and supply. What is worrying is that the demand is increasing at a faster pace whereas supply is inadequate to meet the increasing demand, mainly due to technological and basic infrastructural constraints," he added. |
Shop gutted, fire staff accused of negligence
Sundernagar, May 2 Eyewitnesses said personnel of Bhakra Beas Management Board fire tenders were under the influence of liquor, as a result of which they failed to control the fire. A fire was spotted at night in the shop, which is adjacent to a shop of lubricants and the petrol station at Dhanotu. The Bhakra Beas Management Board fire station was immediately informed of the fire, but its fires tender came after much delay. Moreover, both failed to extinguish the fire. Eyewitnesses said if the two fire tenders from Bhakra Beas Management Board, Sundernagar, would have been functional, the loss of property in lakhs to three shops could have avoided. A number of persons present on the spot
raised slogans against the Bhakra Beas Management Board fire staff and the state government. However, one of senior official of BBMB claimed that there was no negligence on the part of the fire tender staff, but certain miscreants did not allow them to work them and manhandled them. He further claimed that the fire tender reached the spot within a few minutes. SK Sharma, Chief Engineer, Bhakra Beas Management Board, Sundernagar, said he had ordered an inquiry into the matter.
