Haridwar, April 27 When party leaders, workers and people greeted Harish Rawat, he accepted their wishes saying that the party's victory from all five paliamentary seats, including Haridwar where his wife Renuka Rawat is the candidate, would the real birthday gift for him. The Chief Minister, who is also the sitting MP from Haridwar, spent the day attending more than eight election meetings in Haridwar alone. He arrived in Haridwar early in the morning, paid obeisance at the Mata Maya Devi shrine at Mayapur and the Bhairon Devta shrine. He worshipped the deity and sought her blessings. Later he met saints and dwelt upon spiritual to political issues. Meanwhile, party workers surprised Harish Rawat when during his first election meeting of the day at Rodi Belwala a grand cake was presented to him. It was a different sight altogether as instead of routine political sloganeering it was "?Happy Birthday to You", "Happy Birthday Harish Rawat"? that ranted the air. Most of the party leaders tried to shake hands with him or touch his feet while wishing him, Harish Rawat with a smile reminded them that he had several public meetings scheduled today, hence, he would take their wishes with full warmth on May 16 when the election results would be declared. Harish Rawat said that best birthday gift for him would be the victory of party candidates Renuka Rawat (Haridwar) and Harak Singh Rawat (Pauri Garhwal), Pradeep Tamta (Almora), KC Singh Baba (Nainital) and Saket Bahuguna (Tehri Garhwal). The four-time parliamentarian said India was on the verge of attaining full Independence under the Congress when he was born in 1947 and now on his 67th birthday the country was on the path of development. He extensively campaigned throughout the day, addressed gatherings at Rodi Belwala, on the Municipal Corporation premises, Arya Nagar, Kankhal, Ranipur, Jwalapur, Shivalik Nagar and SIDCUL. As Renuka Rawat was also busy campaigning at Roorkee today, she was scheduled to meet her husband late in the evening at a hotel at SIDCUL. |

Women ignored by parties
Dehradun, April 27 During public meetings, politicians in the state never forget to extol the virtues of women power but when it comes to giving them due representation in the poll, they cite the winnability factor as one of the reasons for the denial of ticket to them. Women voters outnumber men in Chamoli, Rudraprayag, Tehri Garhwal, Pauri Garhwal, Pithoragarh, Almora and Bageshwar. They could hold the key in the forthcoming Lok Sabha elections but only five women candidates have been allotted ticket by
the parties. "The political parties continue to ignore this factor while allocating the ticket, though women voters are expected to play a key role here. However, they are not even considered as possible candidates on these seats," said Vinod Uniyal, a BJP leader. Further, while allocating the ticket, the main political parties seem to be pre-occupied with the winnability factor that affects their choice of candidate. So much so that both Congress and BJP have fielded women candidates who have political connections. The Congress has fielded Renuka Rawat, wife of Chief Minister Harish Rawat, from Haridwar. Similarly, the BJP has named Mala Raj Lakshmi Shah as candidate from Tehri Garhwal. Mala Raj Lakshmi is the daughter-in-law of Maharaja Manvendra Shah. The Aam Aadmi Party has fielded Kanchan Chaudhory, a former DGP of Uttarakhand, from Haridwar. The Samajwadi Party has fielded Ritu Saini from Haridwar . "The winnability factor is the most used and abused word. No one fights the elections to lose. But no party is ready to support a worker who has risen through the ranks. Either way, it is the political connections that take precedence over hard work. One does not have to worry about funds or party workers' support,” said Manorama Sharma, a former Congress Mayor. In the 2009 General Elections, both BJP and Congress had refrained from fielding women candidates. In 2004, Harish Rawat had somehow managed to get the party ticket for his wife Renuka from the Almora parliamentary seat. In the 2012 Assembly elections, more number of women had cast their votes. However, their enthusiasm for voting has not led to their political empowerment. A huge gap continues to exist between women’s participation and empowerment. |

Rebel leaders Megh Kandari, Jaipal Rana rejoin Congress
Mussoorie, April 27 Kandari, speaking on the occasion, said he had rejoined the party to strengthen the hands of Congress candidate Saket Bahuguna and ensure his victory from the Tehri Garhwal Lok Sabha constituency. Vijay Bahuguna garlanded Kandari, Rana and their supporters and said considering the kind of divisive campaign being run by the BJP the youth of the constituency would support the Congress that has a history of secular ideals. He told the gathered youths that the Congress-led government in the state had effectively dealt with the natural disaster that devastated several districts and distributed relief to the maximum number of affected people in comparison to what the BJP did when it was in
power. Vijay Bahuguna said the BJP leaders were not seen during the natural disaster and they failed to provide solace to the affected people. Now, they were trying to malign the Congress-led government. He added the state government did a lot of work when he was Chief Minster and the BJP could never emulate its achievements. The people were aware of the misleading campaign of the BJP and had made up their mind to elect Saket from Tehri Garhwal. Vijay Bahuguna said Saket lost the Tehri Garhwal Lok Sabha byelection due to the decision of the Central government to reduce the number of domestic gas cylinders to six but now he would register an emphatic win. He also outlined the achievements of the state government like the OBC status to the people living in the Dhanaulti and Uttarkashi Assembly segments and creation of three tehsils in a short span of time. The people had benefited from these decisions and they would now ensure Saket's victory from Tehri Garhwal, he added. Vijay Bahuguna said the BJP campaign was focused on Narendar Modi and the party had sidelined other senior leaders. Its strategy would not work as there was no Modi wave visible in Uttarakhand. He added the BJP instead of inviting people to the state on the Char Dham Yatra was instilling fear in their minds by discouraging them from visiting the state on a baseless notion that roads were not in a proper condition. He said instead of depending on the online campaign like that of the BJP, the Congress was focusing on a door-to-door campaign and trying to reach every person and apprise him about various development policies introduced by the Congress both at the Centre and in the state. Vijay Bahuguna appealed to the youth leaders who returned to the party fold today that they should work in unison with senior leaders of and seek votes for Saket. Haridwar, April 27 The BKU-A decided to support Renuak Rawat due to works done in the interests of the peasants by her husband Harish Rawat as MP from Haridwar. At a meeting held here today, national president of the BKU (A) Chaudhari Rishipal Ambawat said Harish Rawat as MP gave special attention to farmers' issues. Therefore, they have decided to support his wife in Haridwar. Rishipal said: “It’s the responsibility of the farmers to vote for Renuka Rawat as her husband has always been serious towards our problems and catered to out issues. Mussoorie, April 27 Modi criticised the Congress-led UPA government at the Centre for its lackadaisical approach in bringing back the underworld don Dawood Ibrahim, the prime accused in the Mumbai bomb blasts, to India. He also charged the mother-son (Sonia-Rahul) government with saving Hassan Ali, a Pune-based businessman, in an alleged black money case. Modi urged the youths to cast their votes for a better future of the country. The crowd comprising villagers from the adjoining areas witnessed the first high tech campaign being run by the BJP here. They were enchanted to watch Modi addressing them through the
3D technology. "It was like Narendra Modi himself present at the parking lot and addressing us," a BJP supporter said. The crowd listened to the speech while Modi took a dig at the UPA government at the Centre and claimed that the country was fed up with the rule of the
mother-son duo. He concluded his speech by making the audience chant
"Bharat Mata Ki Jai" and "Vandey Mataram" to which the young and old alike obliged with
enthusiasm. "These 3D rallies would cover areas where Modi has or has not addressed normal rallies during his campaign," a BJP

AAP candidate Cheema to apply for bail today

27 Umesh Tiwari, AAP's spokesperson, told The Tribune, “Though Balli Singh Cheema is still adamant about not seeking bail as he has not done anything wrong, the party feels that he should be out for campaigning for the elections. We have decided to seek bail for him on Monday.” Notably, Cheema along with 16 AAP members were arrested for breach of the poll code on April 21. While 14 of his arrested associates were granted bail, Cheema and two others refused to seek bail and were sent to jail for 14 days. Cheema started an indefinite fast in protest against his arrest on Friday, demanding that he should be released unconditionally. “Surya Prakash Loonker, a central committee member of AAP, has been camping in Nainital in support of Cheema and we along with our party members are trying to convince the people of the Nainital constituency about the injustice done to him,” said Umesh Tiwari. Meanwhile, AAP leaders at Pithoragarh have threatened to start an agitation in the Kumaon region if Cheema and other jailed AAP members were not released from the Haldwani jail," Dr Shamshar Singh Bisht, state convener and election campaign coordinator of AAP, said here today. He said the AAP workers had started a chain fast at the party office in Haldwani against Cheema's unlawful arrest. “Even facilities given to a political prisoner are not being provided to Cheema despite he being a political leader,” said Bisht. "The health of Cheema and two AAP workers, who are on a fast, is in good shape and the jail administration is keeping an eye on the situation," said Tara Datt Joshi, jailer of the Haldwani jail. |
Harish Rawat faces toughest elections, his credibility at stake

Dehradun, April 27 Harish Rawat is the only Congress leader who has been holding election rallies across the state with the main focus on the Haridwar Lok Sabha seat from where his wife Renuka Rawat is the party candidate. The Congress is facing a tough challenge to retain the four seats that it won in the parliamentary elections in 2009. The credibility of Harish Rawat, who replaced Vijay Bahuguna as Chief Minister on February 1 this year, is also at stake. The party high command, particularly Congress vice-president Rahul Gandhi, had given the reins of the state to Harish Rawat hoping that he would reverse the sagging fortune of the party in the Lok Sabha elections. However, despite his untiring efforts the fortunes of the party are not looking up. The anti-incumbency factor, inflation, the inability of the state government to provide relief and rehabilitation to the people after the last year's natural disaster and an under current in favour of BJP prime ministerial candidate Narendra Modi have made things difficult for the Congress. Though Harish Rawat is touring all constituencies of the state and holding election meetings, he is focused on the Haridwar seat which he had won in the 2009 General Elections. This time his wife Renuka Rawat is the party candidate. He is making all-out efforts to ensure her victory. The presence of more than 3.5 lakh Muslim voters in the Haridwar constituency has, however, come as a blessing for the Chief Minister. Due to the polarisation of voters on communal lines in the constituency, the Muslim community is likely to vote for Renuka in the absence of any strong BSP or SP candidate. Harish Rawat is also trying hard to get the maximum number of Dalit votes. Things are not so positive for the party on the Tehri Garhwal seat where BJP's Mala Raj Laxmi Shah is the sitting MP. The Congress has fielded Saket Bahuguna, son of former Chief Minister Vijay Bahuguna, against her. Despite the presence of nearly one lakh Muslim voters, the Congress has not been able to put up an effective campaign in the constituency. The voters of Dehradun city will be the decisive factor on the seat. However, there are no serious efforts by the party to woo the voters in the capital city. On the other hand, BJP and RSS workers are camping in all villages and cities of Dehradun city. Harak Singh Rawat, Congress candidate from Pauri Garhwal, has raised the pitch of his campaign against BJP candidate BC Khanduri. Being a Thakur, he is trying to use the caste card in a constituency dominated by members of his community. However, the votes of ex-servicemen are likely to tilt towards Khanduri. From the Almora and Nainital seats, sitting Congress MPs Pradeep Tamta and KC Singh Baba are banking on the popularity of Harish Rawat and Dalit and minority votes to retain their seats. |
Maharaj seeks vote for Mala Raj Lakshmi
Mussoorie, April 27 Satpal Maharaj addressing the gathering said there was a strong Modi wave in the country and the Congress had a glimpse of it in Varanasi. He added the people of the country were fed up with corruption and the double-speak of the Congress and wanted to see Narendra Modi as their next Prime Minister. Satpal Maharaj said the Congress had betrayed the people of Uttarakhand and had failed to provide relief to the disaster affected regions in the state. He praised Mala Raj Lakshmi and said while she did every thing possible to reach out to the disaster affected persons, Congress candidate Saket Bahuguna failed to reach the disaster sites despite having support of his father Vijay Bahuguna and the Congress-led government in the state. State BJP president Teerath Singh Rawat, who was accompanying Satpal Maharaj, said it was still doubtful that the Char Dham Yatra would start on time as several roads were yet to be constructed. Senior leader Nautiyal quits Congress
Dehradun, April 27 He alleged Chief Minister Harish Rawat and state Congress president Yashpal Arya were apathetic towards the party workers. Nautiyal has sent his resignation letters to Congress president Sonia Gandhi,
vice-president Rahul Gandhi and Yashpal Arya. Nautiyal said even after 30 years of association with the party, he was feeling isolated and sidelined. Although he denied joining any other party, rumours are rife that he might join the BJP. Party spokesperson Dhirendra Pratap termed Nautiyal's decision as unfortunate and asked him to reconsider it. Dehradun, April, 27 He said the Union Government had not implemented the pact signed with the United Nations in 2007 for the welfare of the physically challenged persons. He added the Congress-led UPA had not taken steps for passing the amended Right of Person with Disability Bill, 2011, in Parliament, causing inconvenience to
such persons not only in Uttarakhand but throughout the country. “We have been demanding from the Union Government to introduce beneficiary schemes for physically challenged persons,” Sharma said. Sharma added the

Poll expenses of 3 candidates assessed
Haridwar April 27 Mohan Lal Joshi, expenditure committee observer, along with his accounting team, analysed the election expenses details of the candidates and the register with the shadow register being maintained by them. Joshi gave cautioned all candidates against not keeping a record of the poll expenses on a daily basis and also other petty expenses. He said any payment in excess of Rs 20,000 should be made through a cross cheque only and all expenses on election campaign, rallies, meetings, hoardings, posters and other campaign materials should be recorded in the expenses register daily. He warned the candidates who didn’t appeared in the meeting that if they again failed to turn up at the next two meetings, the permission given to their vehicles for campaigning and sanction letters for campaign expenditure would get cancelled. Election Commission officials randomly checked electronic voting machines. ECIL company engineers inspected the EVMs and gave them certificate of fully operational. District Election Officer D Senthyl Pendiyan said 3,178 EVMs would be used at 1,589 polling centres across Haridwar district. Election Commission observers JC Ramthanga, Sameer Kumar, expenditure coordinator Mohan Lal Joshi, Additional District Magistrate Harak Singh Rawat were also present during the EVM inspection. |

Slaughterhouses in state to be modernised
Dehradun, April 27 The 10 slaughterhouses, including the one at Bhandari Bagh in Dehradun, were established in rural areas and they continue to use the outdated method. Absence of funds and apathy of the local bodies also stalled the modernisation of these slaughterhouses.
After the Supreme Court order, the Department of Urban Development has directed the Department of Food Safety and the Pollution Control Board to undertake regular inspections of these slaughterhouses. “As the Department of Food Safety is the licensing authority, it will have a greater role in carrying out inspections and cancelling licences,” said DS Gabriyal, secretary, Department of Urban Development. The government has also asked the local bodies to amend the relates laws so that slaughter rates could be hiked. In most cases these rates continue to be abysmally low i.e. in the range of Rs 5 to Rs 10 per animal. According to the court directives, the slaughterhouses must use machines to slaughter animals while manual labour does the task at present. Animal’s blood and internal organs must be disposed of in a proper manner and not dumped in the open for stray animals to feast upon. as this can also lead to various diseases. As per the rule, a veterinary doctor has to visit these slaughterhouses to inspect the animals, but due to low wages they have discontinued their services. The government among several suggestions for the improvement of the slaughterhouses has stressed on increasing the monthly remuneration of veterinary doctors so that they could be assigned the permanent duty to check animals' health. |
Pilgrims to get pamphlets with info about Char Dham
Dehradun, April 27 It will show a map and details of Hemkunt Sahib. The cellphone numbers of the DSP and the designated nodal officials responsible for the management of the yatra will also be mentioned for establishing contact in case of any emergency in the hill areas. Alternative routes will be highlighted in the leaflets so that pilgrims could take a different route in case main roads get obstructed due
to landslides. The Garhwal police range is planning to provide the required number of pamphlets to the district police by next week so that they could be given to the devotees at the entry point to the district. Notably, the police are making all efforts to restore the lost confidence of the people after the last year's Kedarnath tragedy in which thousands of people lost their lives and properties and thousands others went missing. Early warning teams will also be deployed on the yatra route to help the pilgrims and keep a close watch on other

DIG reviews Char Dham Yatra, poll arrangements

27 The DIG visited Guptkashi and Gaurikund to see the yatra preparations. He was briefed by the SPs of three districts about the preparations for the yatra and the Lok Sabha elections. He directed the senior police officers to take all necessary steps to ensure the peaceful passage of the yatra and the elections. He stressed on preparing a special security plan for the sensitive and hypersensitive polling booths in the districts and strengthening intelligence network. With political parties extensively using the social media for their election campaigns, the DIG gave strict instructions to keep a close watch on the activities on the social networking sites. He told them to take strict action under the IT Act if any political
leader was found posting unwanted material that could incite violence. |

Pithoragarh, April 27 “Twenty batches of pilgrim will undertake the Adi Kailash yatra this year. Each batch will have 25 pilgrims.
The KMVN has also decided to give a concession of 25 per cent to the pilgrims. Now, they will have to pay Rs 28,500 instead of Rs 35,000," said DK Sharma, GM, Tourism,
KMVN. He said the yatra would begin from New Delhi on June 9 and reach Jageshwar Dham in Kumaon on June 10. MAD cleans Tamsa rivulet, Tapkeshwar temple area
Dehradun, April 27 The volunteers said the choked parts of the rivulet were cleared of garbage
and 'pooja samagari and its flow resumed. The group is also planning to invite the cantonment board authorities to take part in the cleanliness drive as they think much work needs to be done to make the place garbage free. The collected waste was measured and disposed of by a truck sent for the purpose by the CEO of the cantonment board. “Our idea is to create a parallel ‘pooja samagri’ disposal channel and ensure that polythene is not used for disposing of waste,” said a member of the MAD group. |

Bathinda man on cycle of faith
Haridwar, April 27 Gupta hails from Bathinda in Punjab and spends most of his time riding his bicycle to visit religious places. He has undertaken pilgrimage of the Mata Vaishno Devi shrine in Jammu and Kashmir 91 times and has been to the Amarnath cave shrine 10 times. He has also paid obeisance at the shrines of Devi Chamunda, Jwala Devi in Kangra, and Chintpurni. DM reviews sanitary conditions in city
Dehradun, April 27 He instructed the DMC officials to immediately release the pending payments of sanitary workers and pay monthly wages to them between the 3rd and 6th day of each month. Purushottam also sought details of payments being made to Doon Valley Waste Management (DVWM), the private company hired for the door-to-door collection of garbage. Purushottam also sought a report on the vehicles available with the DMC and said, “The details of the vehicles, including hand carts, will be prepared. Vehicles that require immediate maintenance will also be listed. A report will be submitted by Sunday.” He also set a minimum limit of Rs 14 lakh for user

Dehradun, April 27 Body found One person was run over a train in the Nehru Colony police station area here on Sunday. Locals spotted the badly-mutilated body on the railway tracks and informed the police. However, the police team could not find any document from the clothes and hence failed to identify the deceased.
