Nishank files papers, holds massive rally amid thunderous applause
Haridwar, April 17 Despite windy conditions and rain lashing the city, this did not detract his supporters, who waited for two hours at Pantdeep mela ground to listen to Nishank. Thousands of party activists hailing from all 14 Assembly segments of the Haridwar constituency were seen wearing Narendra Modi and Nishank caps. The whole mela ground was dipped in saffron colour as flags of BJP symbol were seen all over the ground. Addressing the gathering Nishank said that even rain could not disperse the love of his supporters, ''so how can Congress candidate Renuka Rawat stop the lotus from blooming in Haridwar?'' He said that today’s response from party workers, leaders and public has boosted his morale and will surely repay the voters of this constituency with development. Nishank's road show also brought together all the five BJP legislators from Haridwar district at one platform. Three-time city legislator Madan Kaushik remained throughout the day with Nishank and also assisted him in filing nomination papers. Kaushik,who was in contention for the party ticket from Haridwar seat, was quite inactive since the ticket was given to Nishank, but today his active presence has given a major fillip to the ex-CM's election campaign. During the road show that passed through Pantdeep ground, Bhimgoda, Har-ki-Pauri ,Upper Bazaar,Shiv Moorti Chowk, Old Tehsil, Devpura and Chandracharya Square, people queued up on both sides to see Nishank with party workers showering flower petals on the cavalcade. |

Dehradun, April 17 Dressed in a yellow sari, the MP started her journey from Dunga house and reached the District Collectorate premises around 10.55 am with her supporters. She submitted three set of papers proposed by MLAs Ganesh Joshi, Harbans Kapoor and senior BJP leader Munna Singh Chauhan. The outgoing MP took oath in the name of God and was presented a copy of model code of conduct and other necessary booklets that are given to the contesting candidates. Later speaking with the media persons Raj Laxmi Shah said she would raise the issue of tardy disaster relief and rehabilitation work undertaken by the Congress government. “It is my mission to expose the government's laxity in disbursing relief to the people of Tehri and Uttarkashi who continue to face untold miseries,'' she said. Mala Raj Laxmi Shah, sitting BJP parliamentarian from Tehri Garhwal, does not own a car or land. Her net income has also remained steady since she was elected in the byelection in 2012. She defeated Congress candidate Saket Bahuguna. The BJP has again given her the ticket from the Tehri Garhwal seat for the upcoming Lok Sabha elections in the state on May 7. Mala Raj Laxmi Shah, a member of the former Tehri royal family, in the income tax returns filed along with her nomination papers today mentioned a net income of Rs 11 lakh for 2012-2013 and that of her husband Manujendra Shah, who is the son of the last king of Tehri Manvendra Shah, as Rs 1.8 crore. She had mentioned an income of about Rs 11 lakh to Rs 15 lakh for the financial year 2011-2012 in the nomination papers filed for the 2012 byelection. Besides, she possesses 247 gram of jewellery (14-22 carat) valued at Rs 1.78 crore, 1.70 kg of gold (14-22 carat) valued at Rs 41.5 lakh and 140.336 kg of silver valued at Rs 66.3 lakh. The total market value of gold, silver and jewellery is estimated at Rs 20.52 crore. She does not own any movable land, while her husband continues to posses 315.5 acres at Narendranagar in Tehri valued at Rs 20 crore. She has also taken a loan of Rs 44 lakh from her husband. Mala Raj Laxmi possesses a flat of 110 sq feet covered area in Ansal Plaza at Ghaziabad, Uttar Pradesh, having
an estimated market value of Rs 60 lakh. Surprisingly, the 64-year-old MP does not own any car and is dependent on her husband’s cars for her daily movement. On the other hand, her husband possess a fleet of Indian and foreign cars, including the Ambassador and foreign made Buick and Porsche Boxster. The fleet of cars owned by her husband comprises Honda City (2004), Maruti Zen (1977), Mercedes Benz (1982), Scorpio (2006), Toyota (2003), Porsche Boxster (2010) all valued at Rs 84.95 lakh. Buick car is valued at Rs 3 lakh. During the Tehri Garhwal byelection in 2012 Mala Raj Laxmi had indicated that her husband possessed a 1951 make Cadillac car, which does not find mention in the latest affidavit she filed before the District Magistrate. SP candidate Anita Saini submits papers at Haridwar
Haridwar, April 17 Though, minimal presence of the party workers gave strength to the speculations that a large section of the party unit is not happy with the ticket allocation given to Saini, who had joined the Samajwadi Party from the BJP last month only. While all other major political party candidates are resorting to road show, Samajwadi Party candidate said it’s better to campaign door to door or in rural areas than to just hold road shows in the periphery of the city. Saini said party’s vote bank resides in rural areas. With dalits, minority being an integral part, working for their cause would be her priority. Satya Narayan Sachan said both the Congress and the BJP have failed to provide development-oriented government in the state and the Samajwadi Party with a tie up with the Communist Party would emerge as the third major force in the elections. Former party state president Vinod Barthwal said by opting for Anita Saini, the party had given due representation to a women candidate and her experience as three time village head would prove vital, as two other women candidates in the electoral fray lack the political experience. Dehradun, April 17 Highlighting that employees of Doiwala-based Birla Power Solutions Limited have not been paid salaries for the last one year, president of the union Rustam Ali said that more than 500 families are leading a deplorable lives. ''Time and again we have approached the higher authorities for the release of salaries, but to no avail. A majority of the workers and their families are from the Haridwar constituency. Also, the company falls in the area under the constituency,'' he added. Adding to the financial woes of the workers, the company has disconnected the power and water supply to the colony. The residents are being forced to drink unhygienic water collected from the streams and nullahs and are falling ill. Election code lacks teeth, say experts
Dehradun, April 17 Not a single political leader or any MLA was booked for violating the norms of the model code of conduct during the 2009 Lok Sabha polls or the 2012 Assembly elections. While acting upon the complaints, the Chief Electoral Office issues a show-cause notice against violation of the model code of conduct, but rarely has there been any action against the politicians for violating the norms laid down in the poll code. “On our part, we instantly issue a show-cause notice for poll code vilations, but the final resolution of the complaints has to be done by the Election Commission of India. Sometimes the process for the resolution of the complaint is long and tedious taking even six years. Most of the time candidates resort to legal measures for seeking relief,” said Radha Raturi, Chief Electoral Officer. Recently, a local court had annulled a non-bailable warrant issued against BJP MLA Bhim Lal Arya in connection with a case related to the violation of the model code of conduct during the 2012 Assembly polls. The court has set April 16 as the next day of hearing in the case. During the 2009 Lok Sabha elections, 170 complaints were received for violation of the model code of conduct, and out of these 13 pertained to Haridwar alone in which notices against BSP legislator Surinder Rakesh and BSP leader Shahzad Taslim were issued for using vehicles in excess of the prescribed number for the roadshow, but the matter resulted in nothing. “At times the complaints are lodged under various sections of CRPC, these could pertain to collection of people in far excess of the stipulated numbers that also amounts to violation of some sections of the model code of conduct,” said Raturi. Experts say while the Election Commission has tried to reinforce a level playing field by imposing the model code of conduct, it does not have individual power to book the offenders. |

Dehradun, April 17 Khanduri was accompanied by Satpal Maharaj, a former Union minister and sitting Pauri Garhwal MP, and thousands of supporters when he filed the nomination papers before District Election Officer Chadresh Yadav. Uttarakhand BJP president Teerath Singh Rawat, BJP Yamkeshwar legislator Vijaya Barthwal, BJP Lansdowne legislator Dilip Singh Rawat, former minister Matbar Singh Kandari, former Kotdwar legislator Shailendra Singh and other senior BJP leaders also accompanied him. Khanduri addressed a gathering at the Ram Leela maidan after filing the nomination papers. He said whenever he represented Pauri Garhwal he made honest efforts for the development of the region. “It is time to bring Narendra Modi as Prime Minister to eradicate corruption from the country,” he added. Despite intermittent rain, thousands of his supporters cheered him. Satpal Maharaj said, “People are asking me why I left the Congress after serving it for 30 years. I told them that I was being ignored in the Congress and my efforts to bring railway to Garhwal were not supported by the Congress-led government. The Central government did not declare the Kedarnath disaster as a national disaster despite my repeated demands. That was higly disappointing. I am a saint and have joined a party which respects saints.” |

Old political foes come together in Pauri
Dehradun, April 17 As Congress candidate from Tehri constituency Saket Bahuguna filed his nominations today, among his supporters, who had turned up at parade ground included former Congress MLA from Tehri district Kishore Upadhyaya. Once a known baiter of Bahuguna family, Kishore Upadhyaya shared the dais with Vijay Bahuguna, a thing unimaginable a few years back. From day one, Kishor Upadhyaya has opposed entry of Vijaya Bahuguna into the politics of Tehri. Originally hailing from Bugani village of Pauri Garhwal, Vijay Bahuguna, son of former Union Minister Late HN Bahuguna shifted to Tehri constituency in 1999 after losing Lok Sabha elections from Pauri constituency in 1998. Kishore Upadhyaya continuously led a lobby of Tehri region leaders, started opposing entry of Bahuguna family in Tehri constituency from 1999 onwards. In every subsequent Lok Sabha elections, Kishore Upadhyaya along with Shoorveer Singh Sajwan and other Congress leaders from Tehri opposed Bahuguna tooth and nail. Despite their fiercest of opposition, Vijay Bahuguna, however, won twice from Tehri Lok Sabha constituency. But in every Lok Sabha election, both overt and covert campaigns were done to ensure Bahuguna's defeat. But change of political equations in Uttarakhand seems to have forced Kishore Updhayaya to come in support of Bahuguna family. Upadhyaya's mentor Harish Rawat is now Chief Minister of the state and latter certainly wants to contribute maximum of five Lok sabha seats from Uttarakhand forcing Kishore Updhayaya to go for a change of mind. In neighbouring Pauri constituency, political rivals for decades also shared a common platform. Old foes BC Khanduri as BJP leader and Satpal Maharaj as Congress leader have been traditional rivals in Pauri Garhwal constituency and have contested against each other here as many as five times. Khanduri won four times (1991, 1998, 1999, 2004) while Maharaj won only once in 1996. But every Lok Sabha elections saw bitter rivalry between the two. But 2014 Lok Sabha elections has changed it all. Satpal Maharaj is no more a Congress man and has changed sides, joining BJP recently. He has also pledged to fully support BC Khanduri in the ensuing Lok Sabha elections. |

Deprived of water, roads, villagers to boycott poll
Pithoragarh, April 17 “We have decided not to cast our votes in the Lok Sabha elections as our representatives have not solved our problems of drinking water and roads though we have been voting for them every time,” they said. “We had boycotted the Assembly elections in 2012 also to draw the attention of the government towards our demands, but to no avail. Therefore, we have decided to boycott the Lok Sabha elections this time as well,” said Digar Singh Mehra, a villager. Mangchaura village in the Gagas valley of Ranikhet subdivision in Almora district is a vegetable producer and it is awaiting a road for several years. The vegetable farmers of the village that is situated in a valley are facing difficulties in transporting their produce to the nearest market at Ranikhet, which is situated at a steep height. “Had we been connected with a road, we would have become self-sufficient by now. We produce thousands of tonnes of vegetables and fruits that could fetch a good price in case we have a road to transport our produce to the nearest market in time,” said Mehra. Besides Mangchaura villagers, residents of Chauri, Matkota and Basera villages in Pithoragarh district have also decided to boycott the elections this time. These villages are not getting water supply for several years as the drinking water scheme, which was damaged due to the construction of a road to the village, has not yet been repaired. “We have held demonstrations several times but all in vain,” said Anil Chand, a villager who is campaigning for the boycott the elections. The villagers said besides the drinking water problem they were facing the problem of mobile connectivity, as the required number of towers had not been installed in the area. “The villagers are left with the only option to boycott the elections to draw the attention of the government,” said Anil. |

BJP’s complaint of poll code violation rejected
Dehradun, April 17 “The government has said the press note issued on March 27 about the new liquor policy stands cancelled and all DMs were informed that the old policy will continue,” said Chief Electoral Officer Radha Raturi. However, sources claimed, the government in its reply claimed that on March 29 another government order was issued by the Additional Commissioner (excise) pointing out that the new liquor policy could not be prepared due to the imposition of the model code of conduct. But, it could not be circulated as it got lost and later another letter was issued to the DMs stating that the old liquor policy would continue. |

Dehradun, April 17 Braving the thunderstorm and rain, supporters gathered at the local bus stand-based office of the party and took out a procession before reaching the District Collectorate where the nominations were filed. Flanked by a number of party leaders, a heavily garlanded Devli submitted his nominations to the District Election Officer-cum-District Magistrate BVRC Purshottam. Those who accompanied him to the nomination office included CPI (M) state secretary Vijay Rawat, district secretary Surender Singh Sajwan, CPI district secretary Mahipal Singh Bisht and AILU coordinator Shardul Panwar. Later addressing his supporters outside the complex, Devli said that both Congress and Bharatiya Janata Party have proved to be deadly for the state. “Both the parties have betrayed the people of Uttarakhand and are brimming with corruption. To save the people of the state from further harassment, CPI (M) has provided them an alternative. The workers and leaders of CPI (M) have always stood by the people in times of need. Traffic thrown out of gear as politicos file papers
Dehradun, April 17 Since early morning, long queues of vehicles could be seen on city roads with hundreds of motorists stranded and facing inconvenience throughout the day due to chaotic traffic conditions in the city. People faced problems due to the traffic jams, with the stretch between Lansdowne Chowk and Court Road being the worst hit. Doubling the problem, the afternoon rainfall intensified the problem for the commuters and made traffic move at a snail’s pace. When contacted, Circle Officer (CO) Sadar, Ashok Pandey, said, “The traffic jams are due to the nominations filed by all major candidates from the Tehri Lok Sabha constituency today though the police tried their best to streamline the traffic system in the city.” He also said that it was tough time for the police force and traffic cops, as political activity was intense during the run up to the elections and due to the presence of large number of rallies and processions, the traffic jams were witnessed. Congress supporters gathered in large numbers at the Parade Ground for the nomination rally of Saket Bahuguna, causing the traffic mess around the ground and adjoining roads. Similarly, a large number of supporters thronged the nomination rally of BJP candidate Mala Raj Laxmi Shah, which started from BJP’s Mahanagar office on Lansdowne Chowk, throwing traffic out of gear. |
DM for reaching 80% voting target
Dehradun, April 17 “During the previous Lok Sabha elections, 52-76 per cent voting had taken place in the district. We intend to reach a target of 80 per cent during these elections. To sensitise the voters, street plays are being organised in every nook and corner of the district. NSS volunteers would also take out awareness rallies. The Civil Defence Department has been given 200 booths, the Youth Welfare Department 150 booths, the Child Development Department and the NSS 500 booths each,” he added. |

Dehradun, April 17 The Adi Shankaracharya samadhi at Kedarnath was damaged in a natural disaster last year. The Governor said, “The occasion is historic and inspiring to ensure that serving humanity is the real religion of a human being.” He said Shankaracharya wanted to end the cruelty that was being rendered in the name of religion and he had given a message to protect the underprivileged people. The Governor said, “The idea of collecting soil from the places visited by Shankaracharya in his lifetime is important as it suggests the country is together in expressing its devotion to the ideas of the great guru.” He also thanked Faith Foundation, Delhi, organisers of the yatra which reached Raj Bhavan today. He said, “The will evoke good values among the people and bring them together and it will convey the message to pilgrims that Uttarakhand is safe to visit.” He said the people had successfully faced the challenges, especially the last year’s natural disaster, with the support of the government, NGOs, and defence and para-military forces. Kin of employee killed in militant attack, to be given Rs 20 lakh relief

Pithoragarh, April 17 The compensation will be given to the nearest relative of the victim employee after analysing the situation of death or disability suffered while on the election duty, District Election Officer SC Semwal stated in a press note issued here today. He said, “If an employee on election duty dies in an attack by extremists or anti-social elements, his kin will be given a compensation of Rs 20 lakh and in case he suffers permanent disability in unwarranted situations the compensation will be Rs 5 lakh. But if an employee on election duty dies a normal death his kin will get Rs 10 lakh as compensation and in case he or she suffers 45 per cent disability the compensation will be Rs 1.5 lakh. “All employees on polling and counting duty, zonal and sector magisterial duty, observers and security personnel whether from the Centre, state, PAC, state police or central paramilitary forces, Home Guard jawans, PRD jawans or forest guards will be entitled to compensation,” said Semwal. He added, “The time taken by an employee to travel to the place of election duty and the security forces coming from other states to reach the assigned place of duty would be covered under the eligibility conditions for compensation. “Mobile security forces deputed at the district level will also be eligible for compensation,” said the DEO. |

65 village women undergo legal awareness training
Dehradun, April 17 The training was imparted by Rural Litigation and Entitlement Kendra (RLEK) trainers with the support of National Commission for Women. The training saw the participation of Jyoti Yadav, supervisor, Bal Vikas Pariyojana, Kamla Bamola, ex-pradhan Shafipur. Bamola while encouraging the women said, “We are no lesser than men. In making of a separate state, we have fought equally. To become empowered, it is important that we increase our level of social and legal awareness.” The training was anchored by Rekha Pundir who told the women about the importance of legal literacy by making them understand various laws such as Dowry Prohibition Act, sexual harassment of women at workplace, PCPNDT Act, Right to Information, MGNREGA and provisions available such as free legal aid etc. The training aimed at empowering women with sessions on women empowerment and their role in Panchayat and a session on legal
literacy and psychological empowerment by Swekriti Bhargava. The legal awareness programme saw women being exuberant to know about their rights and related laws. They queried on various laws; Sarita from Ganeshpur cleared her doubts about various provisions available under the National Food Security Act, 2013. Cops get tips on handling emergencies
Dehradun, April 17 “We are facing a shortage of staff at the police helpline (100), and the staff is also untrained. The workshop will help them understand the nitty-gritties of handling emergencies on telephone and also beat stress,” Sinha said. He said at the end of the day, the Department of Health and the police were looking at cooperation where 108 would handle medical emergencies and 100 would handle police emergencies. The Director General Health GS Joshi said the training being provided to the personnel from Dehradun and Haridwar would enhance their skills in handling emergencies. |

Dehradun, April 17 “All projects for the local community are initiated by Rotary Club or clubs in the local community. Therefore,there is no question of any school to be built by Rotary International. The Uttarakhand Government signed a MoU with Rotary leadership in India as constituted as a trust and the matter pertains to them and not Rotary International,” Rakesh Aggarwal stated in a statement today.

Thief held, 2 accomplices escape
Dehradun, April 17 Reportedly, Usha Chauhan, owner of the house, went out with her family on Wednesday night, asking their neighbours to take care of the house. In the night, the neighbours heard some sound from the house and spotted a few persons on the roof. They immediately informed the police. The police rushed to the spot. After seeing that the police had cordoned off the house, the thieves jumped from the roof to escape. Two thieves managed to escape, while Arjun was arrested. He is undergoing treatment at Coronation Hospital.
