Cong bigwigs among thousands attend her rally
Tribune News Service

Haridwar, April 15
As was expected Congress candidate from Haridwar Renuka Rawat showed her political stature as she filed her nomination papers for the parliamentary election with thousands of party activists attending her rally prior to the nomination.

Today’s show of strength by Renuka Rawat by bringing in several party bigwigs on one platform and the huge turnout for her rally at Pantdeep mela ground has surely upped her election campaign tempo.

Apart from her husband Uttarakhand Chief Minister Harish Rawat,ex Chief Minister Vijay Bahuguna, Congress state president Yashpal Arya, former Pauri Garhwal parliamentarian Lt General (retd) TPS Rawat,Cabinet Minister Indira Hriyadesh, party leader Rajni Rawat ,legislator Kunwar Pranav Singh,ex legislator Ambrish Kumar ,former ranked ministers Sanjay Paliwal and Santosh Kashyap, besides other major party leaders of Haridwar, Renuka got a major boost from thousands of party workers.

In her address Renuka Rawat made it a point to give the message that she is not a dummy candidate, saying that she has been witnessing both parliamentary and Assembly politics since her childhood. She said be it her father, brother , uncle and now husband, everyone had been a public figure.

“I am here to carry forward the development works done by Harish Rawatji in Haridwar.Much needs to be done for this constituency, which apart from being a spiritual city is also now an industrial hub. I seek vote and support in the name of development only,” said Renuka, who had lost 2004 parliamentary election from Almora constituency to BJP candidate Bachi Singh Rawat.

Chief Minister Harish Rawat thanked the party workers and public for their turnout at Renuka’s nomination, saying that this itself gives the hint of another record win that people of Haridwar will give to Congress for the second consecutive time.

Relating to close ties with Renuka’s family, former Chief Minister Vijay Bahuguna said that his father Hemwati Nandan Bahuguna had a close relation with Renuka’s father, both politically and family wise.

“I am here not only as Congress leader but more so due to the family ties my family shares with Renukaji. She has got very good political acumen, though she mostly remained in the background. I am sure that while contesting the elections she will show her versatility and development -oriented vision,” said Bahuguna, whose father HN Bahuguna was former Union Finance and Petroleum Minister of India.

Revenue Minister Indira Hriyadesh said that as per vision of Congress vice president Rahul Gandhi, due representation has been given to women and youth in Uttarakhand.

“From Haridwar we have women candidate Renuka Rawat, while from Tehri we have young Saket Bahuguna, while veteran leaders like Harak Singh,KC Baba and Pradeep Tamta are other candidates in the fray. Today’s enthusiasm among people is a clear sign that Congress is sure to repeat the 2009 parliamentary election performance of winning all five seats in the state, ”said Hriyadesh.

Former Garhwal parliamentarian Tej Pal Singh Rawat,Congress state president Yashpal Arya, women leader Rajni Rawat also addressed the gathering.

Later, Renuka Rawat accompanied by Khanpur legislator Kunwar Pranav Singh went to the district election office at Roshanabad, where she filed her nomination papers. Owing to the election code of conduct, dozens of vehicles that were accompanying her road show were stopped way before Roshanabad at Ranipur and BHEL. CM Harish Rawat did not accompany Renuka for her nomination filing process, as he left from the Pantdeep rally venue itself.

Meanwhile, BJP alleged misuse of administrative machinery and violation of election code of conduct, as hundreds of vehicles accompanied the road show and Congress workers pasted posters, hoardings ,flags and other campaign material on the route from Pantdeep to Ranipur ''without seeking permission from district election office.'' “We will be filing objections with the election officials in this regard, Congress violated the guidelines set up for candidates. Misuse of power and state machinery was visibile during Renuka Rawat’s rally and road show,”said Kuldeep Gupta, district BJP president.

Tewari not to contest as Independent
Asks people in Nainital to vote for the best candidate
SMA Kazmi
Tribune News Service

Dehradun, April 15
Veteran Congress leader ND Tewari’s today announced that he would not to contest the forthcoming Lok Sabha elections from his native Nainital seat as an Independent candidate giving a welcome relief to the party.

However, his appeal to voters to vote for the best candidate, his criticism of the state leadership and his future plan to float a party could spell trouble for the Congress.

Tewari had created a flutter in the Congress circles by showing willingness to contest the elections from the Nainital seat as an Independent candidate after he was denied ticket by the party. The party deputed senior Congress leaders, including former Madhya Pradesh Chief Minister Moti Lal Vora and a long time friend of Tewari, to dissuade him from contesting as an Independent candidate.

Finally, Tewari today announced that he would not contest the Lok sabha elections as Independent candidate. However, in a statement issued by Bhawani Bhatt, his Officer on Special Duty (OSD), he expressed unhappiness with the Congress. He said during his hard days no Congress leader helped him. Rather senior state Congress leaders were spreading rumours about his joining the Samajwadi Party. Tewari said he had been a disciplined soldier of the Congress for the past 60 years and had done his duty sincerely but the party had treated him shabbily. He reminded the Congress leaders that socialism was part of the Congress preamble. He appealed to the voters that in the light of the treatment meted out to him they should vote for the best candidate.

Interestingly, his long time political foe Harish Rawat in the Congress politics is the Chief Minister of Uttarakhand.

On his relationship with Samajwadi Party supremo Mulayam Singh Yadav, Tewari said Yadav stood by him in thick and thin and he was grateful to him for his unstinted support.

Tewari said he had always worked for the development and progress of the state and appealed to his supporters and well wishers in the Assembly segments to remain in touch with him. He added that he would soon announce his next course of action to pursue his agenda of development and progress. He thanked the people of the Nainital Lok Sabha seat for their love and support.

AAP manifesto for Gairsain as permanent capital
Tribune News Service

Dehradun, April 15
AAP in Uttarakhand has expressed solidarity with the state agitators by including their issues in its manifesto. AAP has tried to present itself as an alternative to the Congress and the BJP in the state.

AAP in its manifesto for Uttarakhand has favoured Gairsain as the permanent capital of the state, a longstanding demand of state agitators. “AAP firmly believes that Uttarakhand being a hill state should have its capital in hills and Gairsain is a perfect place to be the capital," the party manifesto says.

It has also sought action against the infamous Rampur Tiraha shootout that took place during the days of the agitation for Uttarakahand and resulted in deaths of a number of state agitators. The manifesto asserts that those behind the shootout will be brought to book.

Firmly backing women's agitations against liquor, AAP promises that no liquor will be allowed to be sold in villages where women are constantly opposing its shops. Notably, Uttarakhand is home to some of the fiercest anti-liquor movements of the country. It also vouches for the rights of the locals over forests and other natural resources in the hill areas. The manifesto says 'Hak Hakooks', the traditional rights of the locals over forests and other natural resources must be respected. It though also seeks discouraging felling of trees for commercial purposes in the forest of hill areas.

Stern action against the quarrying mafia is also high on the agenda of AAP. It asserts that only gram sabhas should have the right to do quarrying that too in scientific ways and through the medium of the state government. It also calls for protecting village people from wild animal attacks. The manifesto also calls for the implementation of chakbandi (consolidation) of land in hills.

AAP has also reiterated its commitment to fighting corruption tooth and nail. It has also pledged to bring governance to the level of ordinary men.

Dr Shamsher Singh Bisht, AAP Uttarkhand convener, who along with party state secretary Nand Nandan Pandey, Kamla Pant and Anoop Nautiyal, party candidate from the Tehri Lok Sabha seat, released the manifesto in Dehradun today. They said the manifesto was a document of the people, by the people and for the people. He added the party had strongly rejected the VIP culture and wanted to empower ordinary people.

Voters ask candidates for assurance on roads
BD Kasniyal

Pithoragarh, April 15
As the campaign for the Lok Sabha election intensifies, voters in different localities of the Almora parliamentary constituency are making their issues clear to the parties and the candidates. They are asking the candidates what they have done for them in the last five years.

“We have to face questions regarding the non-availability of cheap foodgrains despite tall claims of the government. The people are fed up with the government for not initiating promised development works and even those for which foundation stones have been laid,” said Prakash Pant, senior BJP leader who returned after touring villages in the Aathgaun area of the Pithoragarh Assembly constituency.

“Villagers complained of lack of linking roads to their villages and shortage of drinking water and electricity where ever we went to campaign,” he said.

Some social workers and RTI activists have started a signature campaign in over 12 villages of the Quirala valley in the Champawat Assembly segment. They say they will vote only for that candidate who will promise that their villages will be linked with roads soon. “Okhaldhunga, Amkaria, Dunia Bahdola, Mirtola, Matela and Basan villages are without roads for the last six decades. The villagers this time have decided to vote for only those candidates who will convince them that they will get roads constructed to their villages,” said Prakash Joshi, convener of the Querala Ghati Smagra Vikas Manch. Joshi has launched a signature campaign in this regard in the area.

He says due to lack of basic infrastructure like roads and health facilities the villages in the valley are living a life similar to that in the 16th century.

In the Gangolihat Assembly seat (reserved for Scheduled Caste) in Pithoragarh district, the Dalit voters have decided that they will vote only for that candidate who will promise to protect members of the Shilpkar community from oppression by the administration and members of upper castes.

“We have decided to run a campaign to awaken members of our community that despite the Almora seat having been reserved for the SC, no MP has done anything for the betterment of the social and economic conditions of the community in the constituency,” said Kunwar Ram, convener of the Jag Ja Shilpakar Manch, at Nakot village of the Gangolihat Assembly segment.

Villagers and forest workers at Jaulajal forest near Haldwani in the Nainital parliamentary constituency want their forests protected first before they vote in the forthcoming elections as fire often break out during May. “We cannot leave the forest for voting as every year thousands of trees and flora and fauna get destroyed in fire ignited by miscreants,” said Gopal Dutt Pandey, a villager. The villagers say the polling is scheduled for May 7 this year when forests are vulnerable to fires due to a hot climate.

Commissioner orders removal of temple from Chakrata Road
Parwinder Sandhu
Tribune News Service

Dehradun, April 15
Even as the district administration expressed their inability to remove the encroachments at the religious places of the state capital, the court commissioner ordered the removal of one such temple located on the Chakrata road.

It may be recalled that The Tribune had highlighted the issue of religious places, especially the temples of various deities, encroaching footpaths in several parts of the city. The construction not only made impossible for the people to walk on the walkways but was also causing severe traffic jams.

Last week, the anti-encroachment team had removed encroachments from the Chakrata road and declared it to be an encroachment free zone.

On Monday, their claims were laid to rest, when the court commissioner, appointed by Nainital High Court, Rajeev Sharma ‘Bantu’, conducted a check of the entire stretch. The court commissioner said the footpaths on the road were still encroached at many places.

Sharma had also shown anger to the accompanying officials for issuing false statements. After having a discussion with the temple committee of the Prachin Shiv Mandir, located in the heart of the Chakrata road, it was decided that the temple would be relocated at some another place allotted by the administration.

Sharma said based on the orders of the Nainital High Court, all the encroachments would be removed from the footpaths in the state capital.

“As per the rule, only those temples are constructed on the footpaths in which a prior permission is sought from the district collectorate office. We have called a meeting on April 17 in which the list of such temples will be made. The remaining ones will be removed and relocated to some other place,” he added.

“While dealing with the removal of encroachments, we are working as per the original map of the area that is available with the Mussoorie-Dehradun Development Authority (MDDA). The entire stretch of the Chakrata Road has been checked with the help of measuring tape and road map,” he added.

Slamming the claims made by the Public Works Department and district administration of conducting a successful anti-encroachment drive, advocate Rajiv Sharma ‘Bantu’, the Commissioner appointed by the Nainital High Court to oversee the drive, said majority portions of Chakrata Road are still under illegal occupation.

Four days after the anti-encroachment team removed the encroachments from the footpaths on the Chakrata Road and termed it as an ‘encroachment free’ zone, Sharma conducted a check and found several places under encroachments.

Talking to The Tribune, Sharma said the area from Clock Tower till Bindaal Bridge was not at all free from the encroachments. “I have clicked the photographs. The claims being made by the PWD, maintaining the road, are totally false. I would be mentioning the same in my report that is to be submitted to the Nainitaal High Court,” he added.

We have measured the road from several places and matched the reading as per the map of the road. The encroachments were never removed by the team that conducted the drive few days ago. We would hold a meeting on April 17 with officials and discuss the places where the checks would be conducted, said Sharma.

Book recreating era of wine and roses hits the stands in Mussoorie
Tribune News Service

Mussoorie, April 15
Fast-paced, frenetic and furiously funny, the 200-page debut book titled “Hill Billy,” published by India Impressions, hit the bookstands in Mussoorie today. The book authored by Shiv Dutt Sharma literally zips up and through the otherwise tranquil, languid, and laid-back life in a hill station (Mussoorie) tucked away in the Himalayan foothills.

It recreates the once idyllic era of wine and roses, chandeliered ballrooms and refrains of the Blue Danube, the prim, convent girls and the grey-flannel trousered boys from its famous Jesuit schools, along with those from schools run by other missionaries in Mussoorie.

However, beneath this veneer of calm and tranquillity, there bubble and boil cauldrons of steamy emotions, which often spill over into public view much to the shock, horror, amazement, and quite often to the ribald amusement of its residents hidden behind latticed wooden screens and chintz curtains.

Tracing the pangs and pleasures of growing up during the time of missionary schools, wind-up gramophones, hand-pulled designer rickshaws, maharanis in their imitation castles, busty film stars of the black-and-white era, a lone, all-brown boy in an all-white American school comes to grips with his coming of age in the book written by Shiv Dutt Sharma.

The story deals with incidents such as fairies atop Pari Tibba abducting a Narcissus look-alike shepherd boy. A virginal spinster whose pallu never slips from her head is suddenly afflicted with hot-and-cold flushes for a dhoti-clad Bihari from Darbhanga in faraway Bihar. A hunter brings down a goat-eating tiger before it can turn a maneater, thus earning the gratitude of an entire village.

When contacted the author Shiv Dutt Sharma said that his love for mountains has been the source of inspiration for the debut book titled ''Hill Billy.''

''He further said that the book runs riot with its take-off on schoolteachers, hunters, swamis, dairy farmers, and nosy neighbours. In the process, it takes a somewhat wacky, irreverent and cynical view of the characters who love, laugh and come alive through its crackling narrative. Shiv Dutt Sharma has spent a big chunk of his life coining advertising slogans and jingles. He is hopeful that this light, lively and entertaining debut novel is bound to tickle the fancy and ribs of the readers.
