Sexual harassment: JNU agrees to students' union demand

The Jawaharlal Nehru University (JNU) administration is said to have agreed in principal to the demand of JNU Students' Union (JNUSU) that any person undergoing Gender Sensitisation Committee Against Sexual Harassment (GSCASH) inquiry will not be appointed/promoted to any important post.

This comes following a meeting between JUNSU representatives and the Vice-Chancellor (VC) and a series of demonstrations, with the latest one today, by the union against the continuing delay in implementing the GSCASH verdict in the case against a professor of Centre for Studies of Regional Development.

Confirming the development, JNUSU president Akbar said, "Even though the VC has principally agreed to our demands, we will not stop our movement till the university accepts the GSCASH report regarding the professor and also frames a policy that no one with a GSCASH inquiry pending against him will be promoted/appointed to an administrative position."

JNUSU stated that the VC also said that he would constitute a committee which would look into the changes that have been suggested by the JNUSU to strengthen GSCASH. The JNUSU and the JNU Teachers' Association (JUNTA) will be members of this committee, he said.

The union said in this case the administration has been constantly dilly-dallying on the report submitted by the GSCASH. The VC, as per the rules, met with the GSCASH in September over the report.

"But subsequently, no expeditious action was taken, nor was any emergency EC meeting called to act on the GSCASH verdict. This in itself displayed the university's non-serious, non-committal and apathetic approach to gender justice and sheer lack of sensitivity towards the complainant," said JNUSU.

Since October 2013, JNUSU strongly protested against this inordinate delay demanding that the supervisor for the victim be immediately changed and the GSCASH's recommendations be implemented without any delay or dilution. The VC then gave an assurance that the supervisor of the complainant would be changed.

According to JUNSU office-bearers, during this period, there were unwarranted communications from the said faculty member to the GSCASH which were "highly objectionable and amounted to maligning" the institution of GSCASH.

Telecaller done to death by colleague in West Delhi
His colleague goes ballistic as the victim refuses to consume more liquor

A 25-year-old telecaller was killed when his colleague allegedly attacked him with a pen and then smashed his head with a stone while they were consuming alcohol in the West Delhi area on Saturday.

The victim has been identified by the police as Sunny Avasthi. He belonged to Kangra district in Himachal Pardesh. He was working as a telecaller with Pace Setter Business Solution Private Limited in West Delhi's Moti Nagar.

On the day Sunny was murdered, he and his colleague, Yogesh (21), were consuming alcohol near Bhagat Singh Jhuggi Camp in Paschim Puri. Yogesh has allegedly told the police that he attacked Sunny with a pen after Sunny slapped him.

"At around 3 pm on the day of the incident, Yogesh had received a call from his girlfriend and they exchanged arguments. Yogesh started feeling gloomy after the call and refused to have more drinks," said a police officer. His refusal to consume more liquor infuriated Sunny, who slapped Yogesh. It then turned into a scuffle.

Yogesh allegedly took out his pen and hit Sunny in his temple. "It caused a deep wound, causing Sunny to bleed profusely. Yogesh panicked when he saw Sunny bleeding. He decided to kill him to cover up his involvement," the officer added.

Yogesh then allegedly smashed Sunny's head with a stone and dumped his body near a drain in the area.

The police were informed about it at about 3.55 pm. Investigators learnt that Sunny was last seen with Yogesh. A police team then summoned Yogesh for questioning during which he was found to have a fractured hand. "Yogesh confessed to have sustained the injuries during the scuffle with Sunny. He also left his job after Sunny's death," the officer added.

The police learnt that Sunny was working with a call centre in Moti Nagar and was residing as a paying guest in Vikaspuri.

Shia cleric blames it on Congress leader

Shia cleric Maulana Kalbe Jawad today held senior Congress leader Ahmed Patel, who is political secretary to the AICC chairperson Sonia Gandhi, responsible for the ruckus over the Shia Wakf land where a nursery has been run by Moid Khan and Wasim Khan for many years.

Addressing a press conference, he said on September 12, 2012, the High Court had given direction to Moid Khan and Wasim Khan that they should not violate the agreement reached with Anjum-e-Haideri, a Shia association looking after the Wakf land. In the agreement, it was said that there should be no commercial activity carried out from the nursery; the existing graves should be protected; and there should not be any unauthorised construction, Jawad said.

In another order given in 2013, the court directed Moid Khan and Wasim Khan to fence the graves in the nursery land.

He said in 2012, "We had a meeting with Sonia Gandhi for getting the nursery land issue resolved that is located inside Karbala where we bury Tazia. Sonia had constituted a team of Ahmed Patel, Union Minister of Minority Affairs K. Rehman Khan and Delhi Chief Minister Sheila Dikshit and asked Patel to get the issue worked out within a week, but not a single meeting has been held so far."

Though Jawad has not provided any evidence to support his allegation, he alleged that Ahmed has partnership with Moid Khan and Wasim Khan in the nursery (horticulture business) and that is the reason why the Wakf land is not being vacated.

However, the secretary of Ahmed Patel said in a statement that the Congress leader had made it clear that he had nothing to do with the nursery.

Jawad said he had come from Lucknow yesterday to meet Sonia, but he was not given time.

He said Shia Muslims would launch a movement after a few days in order to get the land vacated. They will also protest in the Amethi and Bareilly parliamentary constituencies from where Rahul Gandhi and Sonia Gandhi contest the elections.

A delegation of Shias in his leadership would again go to meet Sonia on March 31 to apprise her of the situation.

He said effigies of Ahmed Patel would be burnt at Shahi Asifi Masjid in Lucknow and all the mosques of Shia Muslims in Delhi on Friday.

Wasim Khan who is one of the partners in the nursery said, "The case is sub judice. I will follow the court's direction. As far as Ahmed Patel's partnership is concerned, it is just an allegation. I wanted to meet Mr Patel. But I was not given time. If he were a partner in my business, I would have met him hundreds of times.

Vardhan tells local leaders to pull up their socks

Delhi BJP president Dr Harsh Vardhan at a meeting of the 70 party leaders, who contested the assembly elections recently, directed them to work hard in their areas so that the party candidates win the parliamentary elections.

He directed them to visit every house and inform the electorate of the economic policies of the party and its planning for the development in the country, sources said.

Talking to the media persons, Vardhan said "it is quite evident now that most people who have been working with AAP are getting disillusioned as the party preaches something and practises something else."

Four juveniles held for bid to rape minor

New Delhi, March 11
Four juveniles were held for allegedly molesting and attempting to rape a 13-year-old girl inside her house at Patel Nagar in Central Delhi last evening.

The victim studies in Class VII. The police said that the incident took place when she was alone at home, while her parents were outside.

The police said that the four juveniles, who live in the neighbourhood, allegedly planned the incident. They allegedly entered her house on the pretext of receiving a textbook, but instead started molesting her.

The victim told the police that the accused allegedly gagged her and attempted to rape her. But she resisted. The juveniles then fled from her house.

The victim narrated the incident to her parents when they returned to the house. They then reported the matter to the police, who registered the compliant.

The victim was taken to a nearby hospital, where she was given medical treatment for the bruises she had sustained during the incident.

The police said that the juveniles were caught from the girl's neighbourhood. They were booked under the relevant provisions of the Protection of Children from Sexual Offences (POCSO) Act, 2012.

The juveniles were produced before a Juvenile Justice Board today and sent to a juvenile home for boys.

2 injured in Tilak Nagar firing; culprits identified

Two persons were injured in an indiscriminate firing allegedly by a group of youths who were having a scuffle with two shopkeepers in the Tilak Nagar area, West Delhi, last night.

The victims have been identified as Sachin, a 56-year-old shopkeeper, and Akshay Sharma (22).

According to the police, the victims are out of danger.

None of the culprits has been caught, but the police claimed to have identified them.

Two youths had been engaged in motorcycle stunts in front of a bakery shop at Vishnu Garden for the past fortnight. "They would create a scene and abuse the shopkeeper, Sahil, and other people in the locality," said a police officer.

The stunts took place yesterday also at about 7.30 pm. As Sahil objected, the two youths allegedly threatened to kill him. They fled after Sahil's friend Amrit Pal (25) intervened.

Within half an hour, a group of five well-built youths in their mid-twenties arrived in an Endeavour car at the site of the incident. They allegedly began arguing with Sahil and Amrit, which led to a fist fight between the two groups.

Witnessing the incident, several local shopkeepers and people from the locality gathered at the place.

"The youths panicked when they saw so many locals around them though no one from the crowd intervened in the fight," said the officer.

Three of them allegedly brandished pistols and fired several shots at the crowd before escaping in their car. While Sahil and Amrit were unhurt, Sachin and Akshay sustained bullet injuries.

Sachin was shot at in both his legs. Akshay was hit in his right arm. They were rushed to Deen Dayal Upadhyay Hospital in West Delhi, where they were operated upon.

The police arrived at the site of the incident and found a live cartridge and a shell. They found the car abandoned in a locality near Vishnu Garden this morning.

A case in regard to the incident has been registered. Investigators are examining the CCTV camera footage to verify the sequence of events.

59 FRIs filed for flouting Model Code of Conduct

In the run-up to the Lok Sabha polls, a total of 59 FIRs have been registered against political parties for violating the Model Code of Conduct till Tuesday.

Interestingly, except for one FIR against the Congress, no complaints have been received so far against the other two prominent parties-the BJP and the AAP.

"Most of the FIRs are registered against other political outfits," said an election official.

A total of 297 persons have been booked against whom preventive action under various sections of the CrPC has been initiated while 65 licensed arms have been deposited and seven arms impounded. A total of 85 persons have been bound down under Section 107/116 of the CrPC.

The Election Commission has also seized liquor in large quantity. So far, 708 full bottles, 48 halves and 7,338 quarters of country liquor have been seized. Likewise, 29 full bottles and 864 quarters of Indian Made Foreign Liquor have been seized.

Taking action against defacement of property, the Delhi Election Commission has removed 475 hoardings from public property till date, out of which 33 were removed yesterday while a total of 52 FIRs have been lodged for defacement.

A total of 30 hoardings have been removed from private properties and seven FIRs lodged for defacement of private property.
