Law student beaten over parking, dies

A 22-year-old law student was killed allegedly by five students from his college during a fight over parking space in the Karkardooma area, East Delhi, yesterday. The boy died today in a hospital.

The police have arrested two of the accused, who have been identified as Tanuj Tiwari and Amit Nagar. They were caught from Khichripur and Vaishali. They are first-year students of the elementary teachers' training course at Ideal College of Management, Karkardooma. They were arrested the same day the incident took place. The police have registered a case of murder and are searching for the three other accused.

The victim, Ayush Kaushal, was a fourth-year law student at the same institute. He is the son of a businessman and lived with his parents at Faridabad.

On Wednesday, he had a scuffle with Tiwari and Nagar, when they directed him to not park his car at a particular place outside the college. The fight was resolved the next day.

"Tiwari and Nagar could not let go of the humiliation and picked up a fight with Kaushal again around 12:30 pm on Friday outside the college," said a senior police officer.

Tiwari and Nagar had arrived with three other students and allegedly beat Kaushal for close to three minutes and then fled away. A large group of students reportedly witnessed the fight, but did not intervene. Investigators said that no weapons were used in the murder.

Kaushal was first admitted to Dr Hedgewar Arogya Sansthan in Shahdara by his friends. His parents got him transferred to Max Hospital. The police said they were informed of the incident by hospital authorities. "He was declared dead this morning. He was put on artificial respiration in the Intensive Care Unit, but serious injuries in his chest led to his death," said the officer.

Neighbour held for raping 9-yr-old

A nine-year-old girl was allegedly raped repeatedly by her neighbour in New Ashok Nagar, East Delhi.

The accused was arrested yesterday after the matter came to light. He has been identified as Umesh (29), an electrician.

He would repeatedly take the victim to his home for the past two-three months and rape her there, according to sources.

To continue with his act, he allegedly gave the victim small amounts of cash and chocolates. The girl's mother noticed Umesh taking the girl to his house on yesterday in the afternoon.

The woman took her daughter away from the accused and took her to her home. When the family questioned the girl, she alleged that Umesh would offer her chocolates and money and rape her every other day.

The victim is a Class IV student at a government school and lives with her parents in New Ashok Nagar. Her father works in a private company. Following a police complaint, the accused was arrested from his house yesterday.

The police said Umesh was allegedly committing the rape at his home in the absence of his wife, who had been to her parents' home at Buxar in Bihar for the past few months and Umesh took advantage of her absence.

DMRC takes woman commuters on 'Know Your Metro' tour

The Delhi Metro Rail Corporation (DMRC) launched a special programme for Metro commuters in which the inner working and internal operating systems of the Delhi Metro were explained to the passengers.

The programme was launched today by inviting a group of 25 regular women Metro commuters to the Central Secretariat Metro station, where they were taken on a tour of the station and shown important components of the system such as the Station Control Rooms, technical rooms, etc.

They were explained in details about various aspects of the Metro functioning such as Automatic Fare Collection, CCTVs, public address systems, tunnel ventilation, etc.

They were also taken inside a train and explained about the functioning of the Passenger Emergency Alarms installed inside the coaches. The main purpose of the programme was to sensitize the women commuters about the various facilities available inside the Metro premises and trains for their safety.

Later on, a fun quiz on Metro was organized for them and the winners were given Smart Cards with value of Rs 200 each. All the other participants were also given gifts and souvenirs.

"The Delhi Metro accords the highest priority to the issue of the safety of its women commuters. With this objective, the first coach of all Metro trains has been reserved for women since 2010," said senior DMRC spokesperson.

Passenger Emergency Alarms have been installed inside the coaches so that they can communicate directly with the train operator if there are any problems. Women guards and staff have been deputed at all important Metro stations across the network.

This visit was the inaugural edition of DMRC's 'Know Your Metro' campaign as part of which Delhi Metro intends to invite a group of commuters once every month and apprise them of the functioning of the Metro system.

This initiative has been taken to ensure that the Metro commuters remain aware about the minute details of Metro functioning, including its emergency and disaster management mechanisms.

Every month, the DMRC will invite participants for the "Know Your Metro" campaign through its website.

It will also send communications to government and private offices, schools, colleges, non-governmental organizations, RWAs, etc., requesting them to send their employees or members for this programme.

Direct discoms to not to hike tariff till CAG audit: BJP to DERC

Spokesperson for the Delhi unit of the BJP today said that the Delhi Electricity Regulatory Commission (DERC) should direct the power companies (discoms) not to increase tariff till the audit by the CAG is complete.

"On the one hand all the three private power companies of Delhi are putting hindrance in the way of audit by the CAG and on the other the DERC has started the process of considering the request by the private power companies for increasing the power tariff. This is injustice with the power consumers," said party state unit president Harsh Vardhan in a letter to the Lt Governor.

"If the power tariff is hiked before the audit of the accounts of power companies, then it would be an unbearable burden on the public," said Dr Vardhan.

The CAG had informed the Delhi High Court that the private power companies were not providing necessary papers and account books to them for the audit.

"It has also been learnt that the power companies have two types of account books one is genuine and other is forged," Dr Vardhan said.

"They succeed in getting the tariff hiked by showing such account books. Now that the court has also accepted the demand for the CAG audit, the companies are not providing necessary documents leading to harassment tothe CAG officers. The CAG has directly complained about it to the High Court," he added.

Dr Vardhan further said that the Residents Welfare Associations have alleged that the DERC is hand in glove with the power companies.

"The DERC acts in favour of the power companies and does not listen to the grievance of the public. It has also been alleged that the power companies are earning an average profit of Rs 3 per unit on the distribution of power. When these companies are already looting the people, then what is the need of hike in power tariff," he added.

UD Ministry asks govt to return Keriwal's flat

The Urban Development (UD) Ministry has written to the Delhi government asking it to return the Tilak Lane flat allotted to former Chief Minister Arvind Kejriwal during his tenure.

Kejriwal, who resigned as Chief Minister, was allotted the three-bedroom C-II/23 flat at Tilak Lane in Lutyens Zone by the UD Ministry in January as the Delhi government had made a request for a suitable accommodation in Central Delhi for its Chief Minister.

"Following his resignation from the Chief Minister's post on February 14, Kejriwal should have vacated the house after 15 days as per the rule," said a senior UD Ministry official, adding that "beyond the grace period of 15 days market rent is charged as per rules." According to the official, the market rent for the type VI flat is between Rs 50,000 and Rs 60,000 per month.

The official said there was no communication from the Delhi government yet on the status of the Tilak Lane flat as it should have been returned to the Directorate of Estate by March 1.

Though it's not mandatory for the ministry to extend the allotment by charging market rent, Kejriwal may be allowed to keep the house for three months.

"If a request from the city government comes for allowing extension of stay in the house, then it is up to the authorities concerned to decide on it. But since we have not received any response from the government, we have sought a reply from them," he added.

Cong committed to women empowerment, says Lovely

The Delhi Pradesh Congress Committee (DPCC) today held a meeting of women workers, which was presided over by Delhi Pradesh Mahila Congress president Onika Mehrotra. Women from all sections of society were present at the meeting.

Addressing the women activists, DPCC president Arvinder Singh Lovely said that during its 15-year-long rule in Delhi, the previous Congress government had implemented over a dozen schemes for women's empowerment.

Congress leader Mukesh Sharma said that the time has come for the women of Delhi to give a fitting reply to communal and anarchical parties.

He also alleged that the manner in which former AAP minister Somnath Bharti had misbehaved with Ugandan women in the national Capital had not only shamed the people, but also exposed the real face of the party.

AIIMS holds women's health awareness programme

On the eve of International Women's Day, the Orthopaedics Department of All India Institute of Medical Sciences (AIIMS) today organised a workshop here highlighting women specific advancements in the field of knee-joint replacement.

"The field of joint replacement has recently seen a giant leap in women specific knee-joint replacement surgeries thanks to a much better understanding of their needs," said Prof Rajesh Malhotra, senior orthroplasty surgeon at AIIMS.

AIIMS director M.C. Misra and project director of Zakir Hussain Memorial Trust for physically challenged Louise Khurshid were also present on the occasion.

The workshop focused on various issues, including newer orthopedic implants, surgical techniques and outcome of joint replacement specific to women.

The orthopaedic surgeons attending the workshop observed live demonstration surgeries using special implants designed for women. They also got a chance to practice steps of new knee replacement designs on sawbones.

The objective of the exercise was to increase awareness about women health problems in the society.

Youth arrested for acid attack

New Delhi, March 8
The police have arrested a youth for an acid attack on a woman last month after she spurned his advances.

Twenty-two-year-old Sultan, a resident of Chandni Mahal, was yesterday arrested by the Central District Police on charges of throwing acid on the victim's right hand on February 7 while she was going to visit a doctor in a rickshaw near the Turkman Gate area.

"Sultan had been stalking the woman for a long time. He also made telephone calls to her. Later, Sultan on phone proposed her to become his friend, but the woman turned down his proposal, following which he hatched a plan to take revenge on her," a senior police officer said.

The accused fled the spot after committing the crime, he said.

Sultan called the woman a few days back and asked her to meet him near Golcha Cinema in Daryaganj.

However, she informed the police which later laid a trap and arrested him yesterday, the officer said, adding, further investigations are on in the matter. — PTI

CISF to have new security system
To instal CCTV cameras that will be able to identify suspicious objects and persons and immediately sound an alarm

The Central Industrial Security Force (CISF), which guards India's primary government and private sector installations, plans to use a new technology for its CCTV camera system that will be able to identify suspicious objects and persons and immediately sound an alarm.

The technology which is called artificial intelligence is part of the Integrated Security Solutions that aims at "marrying manpower with technology".

The developments were shared by the CISF Director General, Arvind Ranjan, on the sidelines of a CISF event held here today.

He explained that with the Integrated Security Solutions, a CCTV camera is able to identify an unwanted activity. "There are 4,000 cameras installed at the Indira Gandhi International Airport in Delhi. And you are monitoring these cameras. But suppose within 10 minutes an incident takes place and you are not watching the cameras, so you will not be able to notice what happened. So, there is a need to have an Integrated Security Solution, which means that the camera should be able to detect any untoward activity. It will sound an alarm and then you can monitor that particular activity and send people to verify it," said Ranjan.

Other senior CISF officers said that such a system is also required for the 134 Delhi Metro stations, where 5,300 odd CCTV cameras have been installed. With a plan to set up 87 more stations under phase III of the Delhi Metro Rail Corporation (DMRC), the installation of such CCTV cameras will increase.

The officers explained that currently the real time footage of the 5,300 cameras is viewed by the CISF staff at two central control rooms - Shastri Park and Barakhamba Road. "It is not possible for the staff to view all the footage. We have to skip some of them. So, we have asked the DMRC to provide us with artificial intelligence for the CCTV camera system. About three months ago, we held demonstrations to see how effectively it can be used," they said.

"We want to have intelligent cameras, where we will feed a certain programme that will have parameters. When anything goes less or above it, the camera will focus on that area," they added.

The DG said that in the Integrated Security Solutions, one can feed data of any undesirable activity, which the system can identify. For example, if the system has been programmed to identify unattended bags, the CCTV cameras will focus on such bags and an alarm will be sounded.

Mukesh Sharma appointed as Cong chief spokesman

New Delhi, March 8
Delhi Pradesh Congress Committee (DPCC) today appointed senior leader and former MLA Mukesh Sharma as the chief spokesperson for the party.

Sharma will also be the chairman of the Media Committee for the forthcoming Lok Sabha elections in Delhi.

He said he would work with renewed vigour for the party.

Sharma had earlier been the chairman of the Khadi Gramodyog Board, Delhi government, for several years and was an MLA for four consecutive terms.

He also held the post of Parliamentary Secretary to the Chief Minister of the former Congress government in Delhi.

Lauding Sharma's experience and his aggressiveness, Delhi Congress president Arvinder Singh Lovely said with this creative partnership, the party will be consolidated further.

"The agitations started against the Aam Aadmi Party, which has spread anarchy in Delhi, and the BJP would now gain further momentum. The old and new leadership of the party was working like a unit towards further strengthening the party," he said.

The Congress had earlier appointed Mukesh Sharma as a member of the Pradesh Election Committee. — PTI
