Rohtak, March 11 Anti-incumbency undercurrent against the Bhupinder Singh Hooda-led Congress regime in Haryana is apparent, but the state electors remain uncertain due to the absence of a viable political alternative to the ruling party. The Opposition parties are sick of raking up the alleged shady land deals and grant of CLUs on dubious grounds.The voters have already begun to contemplate what difference would a change of guard make to the present-day scheme of things. The issue of the reported illegitimate marriage of Chief Minister Hooda has also failed to stir the conscience of state residents, as expected by the INLD managers. The BJP-HJC alliance has failed to take off in a fitting manner. The tie-up between the BJP and the INLD " or an umbrella coalition involving the BJP, INLD and the HJC" still remain at a speculative stage. True, a large section of people is fed up with the Hooda regime. Allegations of acquisition of farmers' land and its eventual release to big builders and industrialists, caste and regional biases, slackness in implementation of developmental projects, unbridled bureaucrats have been levelled not only by leaders of rival parties but even by those owing allegiance to the ruling party. Besides, the non-Jat members of the Congress are also peeved with Hooda for extending pro-active support for reservation to Jats. Political observers say the voters are unable to make a definite choice due to a sort of political vacuum prevailing in the state. Apart from the BJP, INLD and the HJC, the AAP has also not been able to make its presence felt in the poll ring. The candidates fielded by the party leadership happen to be novices in the political arena. Barring AAP Lok Sabha candidate from Gurgaon Yogendra Yadav, none of the party candidates has a mass base or penetration to speak of. In the given circumstances, the choice of candidates is expected to matter a lot. The voting pattern may depend a great deal on the image and track record of the contestants. |

Sirsa, March 11 Sources said Dushyant’s matriculation certificate mentions his date of birth as April 3, 1989, which if relied upon, renders him ineligible to contest elections, as then he would be 25 years old on April 3, 2014, a few days after the date of notification for the poll. However, his date of birth as per the municipal records is April 3, 1988, they said. “There is no ambiguity on this issue as the date of birth given in the municipal records and the entries in the hospital, where Dushyant was born in Hisar, will be relied upon and the party has already taken legal opinion on this issue,” said Jasbir Singh Jassa, a state executive member of the INLD from Sahuwala village in Sirsa. The INLD leader said in any case, Dushyant’s mother Naina Chautala would be filing her nomination as a covering candidate for him. Dushyant said the row was "unnecessary" and accused Congress candidate Sampat Singh for raking up this issue for political mileage. “The laws are very clear on this issue. These say that the date mentioned in the hospital and municipal records will be relied in such cases and the date mentioned in my matriculation certificate will have no relevance,” he said. Sampat, however, said the controversy had started when someone noticed Dushyant’s age mentioned on his Facebook account. “He (Dushyant) can say whatever he likes but having worked with his great grandfather (Chaudhary Devi Lal), whom I respected as a fatherly figure, and his grandfather (Om Prakash Chautala), I will not involve myself in an issue with a person who is so younger than me,” Sampat said. Meanwhile, AAP candidate Yudhbir Singh Khyalia said it was not merely a question of whether he is eligible to contest, it is also a question of fraudulently giving wrong age for the school records. Bhiwani-Mahendragarh: All eyes set on INLD, BJP
Mahendragarh, March 11 Caste equation is the key element in this constituency that covers Bhiwani and Mahendragarh districts. Jats and Ahirs are the two prominent castes and both the BJP and the INLD are waiting for each other candidates to open their cards. Jats are dominating in Bhiwani, whereas Mahendragarh is the stronghold of Ahirs. Sitting MP Shruti Choudhry is again in the poll fray on the Congress ticket and the AAP has fielded social activist Lalit Agarwal. Names of former MP Sudha Yadav, former minister Rao Narbir Singh, national BJP Kisan Morcha president Om Prakash Dhankhar and former Army chief VK Singh are being considered by the BJP. Sources said VK Singh, whose native village Bopara is located in Bhiwani district, had pulled himself away from the race. Sudha Yadav had won her debut election from Mahendragarh in 1999, but lost the subsequent elections which she contested from Mahendragarh in 2004 and Gurgaon in 2009. Initially, Sudha was vying for the party ticket from Gurgaon, but she had to shift to Bhiwani-Mahendragarh following the entry of Rao Inderjit in the BJP, who is likely to contest from Gurgaon. Rao Narbir Singh, a former minister, had unsuccessfully contested the Lok Sabha elections on the Haryana Janhit Congress ticket in 2009. He joined the BJP in 2011. Om Prakash Dhankhar, who is considered close to BJP’s prime ministerial candidate Narendra Modi, is also keen to contest from the Bhiwani-Mahendragarh seat in case he is denied the party ticket from Rohtak. Dhankhar had lost the Assembly elections from Dadri (Bhiwani) in 2009. On the other hand, INLD MLA from Nangal Chaudhary, Rao Bahadur Singh, is a strong contender, while the party is contemplating over the name of Ajay Chautala’s wife, keeping in view the caste factor. |

Ambala Congress leaders oppose fielding ‘outsider’
Ambala, March 11 Sources said efforts were on to find a suitable candidate for Ambala. Local leaders today former state Congress chief Phool Chand Mullana. They contended that no outsider should be given the party ticket to contest elections from Ambala. The local leaders were of the view that 'outsiders' managed to further their political interests after contesting the elections from Ambala, but showed little or no interest in the development of the constituency. According to them, this weakened the base of the Congress in Ambala. The local leaders, including district Congress committee general secretary Kanwarpal Singh, met Mullana and apprised him of the sentiments of the party workers, who were unwilling to support an 'outsider' this time. Kanwarpal Singh said moving out of 'outsiders' Selja and Venod Sharma had demoralised the party rank and file and the party high command should keep this in mind while naming the candidate for the elections. AAP fields Paramjit from Karnal
Karnal, March 11 Paramjit was a manufacturer of electrical appliances in Karnal. He left the profession and joined the AAP. He actively participated in the Anna Hazare movement and other protests by the AAP in Delhi. Paramjeet was born in Abohar (Punjab) in 1977 and studied in Karnal. He holds MA degree in Punjabi. Addressing mediapersons at the party office here, he said if their party’s candidates win, they would fight to remove toll taxes in the state. They would implement the report of Swaminathan for farmers’ welfare and women would decide in open meetings where wine shops should be opened, he said. “There will be a national election manifesto of the party, which would be constituency wise in the Assembly elections,” he said. He said they would contest the elections with honesty. No money and wine would be distributed to lure voters. If any party worker was found doing the same, he would be expelled from the party immediately, Paramjit said. He said they would generate more employment and would fight against the system of caste and dynasties. |

Kanda likely to stay away from campaigning
Sirsa, March 11 While he is maintaining a studied silence on the issue, his younger brother Gobind Kanda confirmed today that the former minister neither had any plan to support the Congress candidate in the elections, nor the intention to support any candidate from opposition parties. After his release from jail, Kanda had been spending time meeting the people of his Assembly constituency or seeing the progress of private projects launched by his family’s trust. The trust runs a charitable hospital and a Cambridge-affiliated school while a multi-speciality hospital is under construction. During his address to the people at his residence, Kanda thanked them for their support and assured them that he would continue looking after their interests. He did not speak a word about the Congress or the government led by Bhupinder Singh Hooda. His brother was more vocal about the former minister’s future plans. “He contested the last Assembly poll from Sirsa as an independent candidate on people’s demand. Hs supporters from over the state are pressuring him to field candidates from all 90 Assembly segments,” Gobind Kanda told The Tribune. Sources close to the Kandas revealed that Gopal Kanda planned to field candidates on the ticket of the Haryana Lokhit Party, floated by his kin. They said he had taken a cue from BD Agarwal’s National Unionist Zamindara Party, that had won two seats in the Rajasthan Assembly poll despite a strong wave in the BJP’s favour. The sources said Kanda had an inkling that the Congress might not field him due to the criminal case pending against him. Given the political uncertainty, he might not contest on the Congress ticket, they added. He was likely to remain away from the political scene as far as the General Election was concerned. |

Multi-crore projects hang fire after Selja’s RS entry
Ambala, March 11 These include the Yamunanagar-Chandigarh Rail link, multi-crore solid waste treatment plant (SWTP) at Patvi and Rs 93 crore sewage treatment plant. The National Martyr Memorial and the project to set up an industrial model township (IMT) have also got delayed. The Yamunanagar-Chandigarh Rail link, which was pushed for by Kumari Selja, was announced in the rail budget of 2009. The Ambala Railway Division conducted a feasibility survey three times the same year. The feasibility study had been pending for more than 35 years and was earlier performed in 1973 and 2002. The rail link was to connect the two cities via Naraingarh and Sadhaura. The project failed to gain ground as no efforts were initiated to acquire land for it. The project to set up a SWTP at Patvi, which was worth several crores, was never put to use. Even as the district is struggling against stink and heaps of garbage, the civic authorities failed to operate the plant lying unused since 2008, the year it was completed. It was denied an environmental clearance by the Union Government and thus could not be utilised. As per the proposal, the plant was to treat 150 metric tonnes of solid waste each day, besides generating 5 MW power in an environment-friendly manner. Initially, an amount of Rs 12 crore was spent on the plant, which also had advance fuel gas control systems to take care of sulphur oxides and nitrogen oxides. The sewage treatment plant (STP) at Rangia Mandi, set up under UIDSSMT Scheme of Government of India, is another project facing an uncertain future. Brought up on a disputed piece of land, the Rs 93-core plant has turned out to be a complete waste of funds, as it has failed to serve any purpose for the city residents, following a stay order by the Punjab and Haryana High Court on its execution. Even as the district administration maintained that efforts to revive these projects were on, the local residents feel with Kumari Selja out of the political scenes of Haryana, it was uncertain as to what would be the outcome of these projects tangled in legal hassles. Satinder Bansal, a local trader, said till the time Selja was the MP from Ambala, she was continuously making efforts that these projects were completed and put to use, but now it was all for the state government to decide whether these were to be completed or not. Pritpal Singh, another local resident, said Kumari Selja, on her part, had been trying hard to get these projects completed and make these operational so that the local people finally reap the benefits of these. She had been repeatedly writing letters to the state government, including the Chief Minister. However, now that she was not representing Ambala, it was undecided as to what would happen to these projects. Ashok Kumar, a local trader, said it was a “credit war” between the MP and the state leadership that denied the locals the benefit of these projects. While completion of the projects would have gone to the credit of the MP, the state leadership was averse to this and so did everything possible to delay the projects, so that Selja did not get the political mileage of bringing in these projects. |

Hooda’s sops hit model code of conduct wall
Chandigarh, March 11 The regularisation of the contractual employees and amendment in the Assured Career Progression (ACP) scheme and grade pay structure of the state government employees had been “held in abeyance” till conclusion of the Lok Sabha elections. Against the backdrop of the agitation by employee unions, Hooda had taken a final call on the regularisation and ACP scheme and grade pay structure late last month. While other major decisions, 50 per cent rebate in property tax to the apartment owners was notified, the decision concerning the contractual staff and government employees could not be implemented as modalities could not be worked out before the model code of conduct came into force on March 5. To placate the strong lobby of the state government employees in the run-up to the polls, Hooda had announced an interim relief of Rs 2,000 for employees besides Rs 5,000 as special allowance for the police personnel during the November 10 Gohana rally. However, these populist decisions were virtually rejected by the unions who gave a call for a three-day strike in January this year demanding the regularisation of thousands of daily wagers and contractual employees. Hooda’s announcement, which was made outside the Assembly at a time when the Vidhan Sabha session was in progress, was aimed at mollifying the state government employees and their kith and kin ahead of the parliamentary elections. Sources said modalities for the implementation of the state government’s decisions would be worked out soon. |

Sirsa, March 11 The Sirsa MP said this while addressing Congress office-bearers, sarpanches who assembled at his residence today to persuade him to contest the elections from the same seat. Former minister Jagdish Nehra, former MLA Bharat Singh Beniwal, district Congress president Malkiat Singh Khosa, state Congress spokesperson Hoshiari Lal Sharma, Sirsa block Congress president Bhupesh Mehta, Fatehabad block Congress president Tek Chand Midha, state Congress executive member Arvind Sharma and Ratia leader Jaipal Singh Lali were among those who addressed the meeting outside Tanwar’s residence. Several woman leaders of the party, including Krishna Punia and Reena Birat, were present. Nehra reminded Tanwar that he had won from here when he was new to the area and the Chautalas were aiming for a comeback. Tanwar said he had no plan to shift from Sirsa. “Right from my days in the NSUI, whatever I have achieved is entirely due to the party. Even today, I will obey by the party’s command in this regard,” he said. |

Ambala, March 11 Addressing a press conference here today, Dhiman said Venod Sharma was appreciating the Centre and the state government for development work a fortnight back, but was now opposing the governments and the party. He said Venod Sharma should tender his resignation on moral grounds as he had betrayed party workers. He said Venod Sharma was criticising BJP and HJC leaders and their policies a month back, but was now praising Narendra Modi. Students pledge to cast their vote
Sonepat, March 11 It was inaugurated by Haryana Chief Election Officer Srikant Walgad. Students formed a human chain of the map of India to give momentum to the campaign. Speaking on the occasion, Walgad said voting was not only an individual responsibility but also a social responsibility of the voter to encourage others to cast their votes. He told the youths to ensure that there is hundred per cent polling on April 10. Deputy Commissioner-cum-District Election Officer Samir Pal Srow said every section of the society in the constituency was covered under the awareness campaign. The “dhaba” owners in Murthal had agreed to give 15 per cent concession in meal prices from April 10 to 14 to all those who cast their votes, he said. |
Jind DEO warns officials against delay in poll work
Jind, March 11 The DEO today issued strict warnings to all officials to either mend their ways or get ready to face strict departmental action. DEO-cum-DC Rajiv Rattan had received complaints that some officials were not taking their work seriously and were maintaining a casual approach towards crucial work related to elections. “Shun delaying tactics as EC has set deadline for every work. If any letter comes from EC it does not mean that you will give reply as per your wish and timetable. Leave everything as I want all of you to first reply to all letters of EC before other official work,” said Rattan. He also appointed assistant expense observers to keep an eye over the poll expenses of all candidates in the race. |
Rain, winds damage wheat crop
Yamunanagar, March 11 There were reports of a hailstorm damaging the wheat crop in several villages. Farmers said the untimely rain might shatter their dream of a bumper wheat crop. "This year, weather conditions have been favourable for the wheat crop. We were expecting a bumper crop, but the untimely rain was harming it," said Narinder Kumar of Tigra village. Aditya Pratap Dabas, Deputy Director, Agriculture, Yamunanagar, said the rain and winds had affected a portion of the wheat crop on between 4,000 and 5,000 hectares. Hisar: Rain accompanied by a hailstorm lashed many parts of the district on Tuesday afternoon, causing extensive damage to standing rabi crops in 12 villages. Hundreds of acres of standing crops, especially mustard and wheat, were flattened in many villages. Initial reports said there was a damage of between 50 per cent and 100 per cent to crops in these villages. The hailstorm continued for more than half an hour. The Akhil Bhartiya Kisan Sabha demanded a special ‘girdawari’ of the damaged crops in the region. INLD leader Dushyant Chautala demanded that the government should carry out a special ‘girdawari’ to assess losses to farmers and sought Rs 50,000 per acre as compensation to affected farmers. Sirsa: High-velocity winds accompanied by showers can cause damage to wheat and other rabi crops in the region, maintain experts. Light showers and resultant fall in temperature are beneficial for the wheat crop. Dr Indu Sharma, Director, Directorate of Wheat Research, Karnal, said stagnation of rainwater in fields could harm the wheat crop due to high-velocity winds. |

Chandigarh, March 11 Directing the reconstitution of the committee, the Division Bench of Chief Justice Sanjay Kishan Kaul and Justice Arun Palli made it clear that it was in favour of including Gurgaon Municipal Commissioner Praveen Kumar’s name in the committee. As the case came up for resumed hearing, counsel for the Union of India Onkar Singh Batalvi placed before the Bench the details of the committee constituted by the Cabinet Secretary. Batalvi told the court that the committee was to be headed by an Additional Secretary in the Ministry of Defence. Two members were to be taken from the Department of Research and Development and another from the Defence Estate. Some of the other members were to be from the Department of Atomic Energy and the Union Ministry of Urban Development. The Bench was of the view that the defence, with five members, had more than the requisite representation. The Bench also questioned the rationale behind appointing the Chairman from the Ministry of Defence and the Cabinet Secretary’s move to consult the Defence Ministry. In any case, the Bench was of the view that nine members were more than the requirement. The Bench was also critical of appointing a Secretary-level officer from Haryana and indicated the need for having an officer well conversant with the area. Dr Praveen Kumar’s name was recommended as the Bench felt the senior IAS officer was well-versed with the ground realities and the topography of the area. The matter had reached the High Court after a PIL was filed by Suresh Goyal of Faridabad. He was seeking the removal of constructions within a 100-metre area around the Air Force Station, Dabua, in Faridabad, as it was a protected zone under the Work of Defence Act. The High Court had also taken cognizance of a similar matter on the construction activities within the restricted 900-metre zone in Gurgaon. |

Clarify stand in Fauji case, HC to govt
Chandigarh, March 11 As the case came up for hearing this morning, Justice Ritu Bahri asked counsel for the state to seek instructions whether it wanted to register a case against him or first hold an inquiry into the matter The query is significant as his counsel SK Garg Narwana has been arguing that an inquiry should precede the registration of an FIR, if at all required. In the petition, Narwana has added the directions for the registration of a case were even otherwise beyond the Lokayukta's jurisdiction. Elaborating, he added the Lokayukta was not empowered to issue directives for registration of an FIR. In January, Lokayukta Pritam Pal had recommended the registration of a case after the release of a video footage allegedly showing Fauji demanding a Rs 5- crore bribe for change of land use for a plot along the NH-8 in Gurgaon. The matter was referred to the Lokayukta for a probe by the state government. Soon after the directives, the state Chief Secretary had sent a reference to the Lokayukta for reconsideration of the matter on the ground that his observations were "at variance" with the findings. But the Lokayukta dismissed the state's application on February 11. |

Chandigarh, March 11 Justice Parsoon issued the notice on an appeal filed Om Prakash Bansal, RSS former district chief. The case will now come up for further hearing on July 7. Bansal moved the court against refusal of a local court in Sirsa to entertain his complaint. Bansal told the court that he had joined the RSS in 1946 as a swayamsewak and remained the chief of the Sirsa unit for about 14 years. Bansal claimed he read comments made by Digvijay Singh in vernacular press on RSS involvement in the Mumbai blasts. Bansal alleged the comments gave the impression that each and every member of the organisation was involved in the blasts. " The RSS is held in high esteem by reputed persons and has no criminal past. Such false imputation has harmed the reputation of the RSS and its members," argued the appellant. |

Lawyers protest HC plan to dispose of old cases
Kurukshetra, March 11 District Bar Association, Kurukshetra, president Aman Cheema said, “It has been observed that the procedural law is being violated in all the courts and in all cases of the action plan 2013-14. The courts are in a hurry to dispose of these cases, violating all principles of natural justice, procedure and legal ethics. Our applications are being cancelled. Moreover, it has increased the workload. An advocate can not be in three to four courts for different cases at a time.” The advocates are also not happy with the appointment of advocate-commissioners for recording evidence and continuation of Gramin Nayalaya at Shahabad. Cheema said, “A memorandum was submitted to the Chief Justice of Punjab and Haryana High Court and the Administrative Judge, Kurukshetra, Justice RK Garg but nothing has been done yet." The association had passed a resolution that the members would not attend courts in full uniform to express their resentment. Cheema said the Bar Associations of Ambala and Kaithal were also in their touch and they might also protest in the coming days. In the district courts, there are 15 courts and about 700 advocates. Each court deals with an average of 30-35 cases every day. |

Law students end fast after assurance by chairman
Sirsa, March 11 Jakhar today visited the fasting students at their dharna site, outside Tagore Bhawan teaching block of the university, and requested them to end their agitation. He told them that he was in constant touch with the Bar Council of India (BCI) so that its team could
visit the university on an early date for approval to the LLB course of the university. After getting assurance from him, the four fasting students- Mamta, Chanchal, Yunis and Rohit ended their 30-hour-long fast by drinking juice offered by him. Students said they had given the chairperson time up to March 31 to resolve their problems, or he too will have to sit on dharna with them. When contacted, Jakhar said there was no delay on part of the university. He said after the new Vice-Chancellor Dr Radhe Sham Sharma took over, he had shown seriousness on the issue and the university had taken up the matter with the BCI on several occasions. He said he had personally visited the BCI’s office in Delhi for this purpose. Students of the law department, who were boycotting their classes for the past week due to non-recognition of their degree by the BCI, had started indefinite dharna and fast by four of them on Monday. |

Jilted, girl commits suicide
Jind, March 11 Amid reports of elopement, the deceased Akshita, student of a local school, had gone missing from her house two days ago. But within few hours the police recovered her from Safidon area of the district. After her recovery, her family members allegedly did not allow her to attend school and to use her mobile. Last night when she did not open the door of her room, her family members got suspicious. They broke the gate and found her hanging with her dupatta. The family informed the police immediately who reached the spot and took her body in custody. In a suicide note the deceased accused her lover Sanjay of betraying her and marrying another girl. The police have written to forensic experts for help in investigations. “Her lover got married to another girl and it compelled her to take the extreme step. In her suicide note she has accused Sanjay of betraying her. We have registered a case and started further investigations,” said Balwan Singh, who has been conducting investigations in the case. Though her family members have refused to speak to the media, some other relatives said she was under depression since her recovery from Safidon while the marriage of her lover with another girl had further disturbed her. The accused was awarded seven-year imprisonment and fined Rs 25,000 under relevant sections of the IPC and POCSO. |

Karnal, March 11 The Tamil Nadu team bagged four gold medals and a silver medal and emerged with highest average marks (255) in all three events. Maharashtra Police stood second in overall tally by scoring 174.63 marks and won the runners-up trophy with two bronze medals. CRPF won silver and a bronze medal whereas BSF won one silver medal. Other 21 teams, including the host team, were much away from the champions. In fingerprint competition of scientific aides, out of 81 participants Uthaya Kumar and Murthy of Tamil Nadu Police secured the first and the second position and Sarvind Dhurve of MP Police and Sumitra Patra of Orissa Police secured the third position jointly. Man gets 5-yr jail for sodomy bid
Kaithal, March 11 The judge asked the government to give a compensation of Rs 25,000 to
the victim. The convict, who is a resident of Kaul village under Dhand police
station of the district, had on August 26, 2012, lured the eight-year-old boy, a student of class III, to a field by promising
to give him fruits there. He then tried to sodomise the boy. When the boy did not return home, his family members went in search of him and heard him screaming. On noticing the boy’s family, the accused fled the spot . The accused was booked under Sections 377 and 511 of the IPC and
arrested by the police the next day. |
2 killed, 20 hurt as wall caves in

2 labourers killed in wall collapse
Hisar: Two farm labourers died when a godown's wall collapsed due to a heavy storm at Narnaund village in the district on Tuesday evening. Three labourers had taken shelter in the godown during the hailstorm. However, a portion of the godown collapsed and the youths got stuck. Rewari, March 11 Dubbing the allegations of the villagers as ‘rubbish’, the district authorities claimed that a team of veterinary doctors had gone to the village yesterday after getting the
information about the outbreak of a disease among the cattle. “A postmortem has been conducted on the cattle. All required measures are being taken to check the epidemic,” said the authorities, adding that the villagers had also been advised to adopt preventive methods. |
