Admits that Khanpur MLA had indeed fired three gunshots

Speaker of the Uttarakhand Legislative Assembly Govind Singh Kunjwal today admitted that Congress MLA from Khanpur Pranav Kumar Champion had indeed fired three gunshots at the residence of Minister for Agriculture Harak Singh Rawat on Tuesday night.

"Anything could have happened that night. People in such positions should behave responsibly. The MLA fired the first shot as soon as he alighted from his car and two more bullets were fired, out of which one hit Congress leader Vivekanand Khanduri. I am deeply saddened by the irresponsible behaviour of the MLA," said Kunjwal.

He, along with other Cabinet ministers, was also present on the night of the firing incident and was reportedly having a conversation with Minster for Disaster Management Yashpal Arya.

On being asked why no action had been taken by the government in the case so far, the Speaker said, "Action is only possible if an FIR is lodged by the person who was fired upon and sustained bullet injuries. In this case, no one has lodged any FIR," he said.

The Speaker said the MLA should introspect his conduct and behaviour. "No amount of punishment can shame a person if there is no feeling of guilt and deep remorse. There has been an all-round fall in the kind of political leaders and it is not good for politics," said Kunjwal.

On being asked why he did not accept the Opposition's demand for a discussion on the incident in the House, Kunjwal said, "I would have accepted the demand if it had been brought under proper rules. But the Opposition failed to do," said Kunjwal.

Although most of the Congress ministers were present at the dinner party hosted by Harak Singh Rawat, most of them have been keeping mum on the incident while others have made light of the incident.

However, Speaker Govind Singh Kunjwal's admission today can have far-reaching repercussions for the MLA and the government that has been covering up the incident.

CPI (ML) for arrest of MLA

Secretary of the Garhwal zone of the CPI ( ML) Indresh Maikhuri has condemned firing by Congress MLA Kunwar Pranav Singh Champion at a dinner party hosted by Agriculture Minister Harak Singh Rawat, injuring two persons.

In statement issued here yesterday, Maikhuri demanded strict action against the MLA, who is also Chairman of the Uttarakhand Forest Corporation.

He demanded that the MLA should be immediately arrested and removed from the office.

Maikhuri condemned the attitude of the state government towards the people of the state, who are facing hardships following the mid-June disaster.“While the people of the state are suffering untold miseries, Congress legislators and ministers are making merry by holding dinners,” he said.

Meanwhile, Surender Singh Sajwan, Dehradun district secretary of the CPM, has also condemned the incident. He said the people of Uttarakhand were shocked at the behaviour of the ruling party legislators at a time when people were suffering following the natural disaster.

UKD (Aeri) burns govt’s effigy

The city unit of Uttarakhand Kranti Dal (Aeri) burnt an effigy of the state

government at Clock Tower today to register its protest against the firing incident in which an MLA of Congress was involved. The episode took place at a function in the city recently.

City president Virender Singh Bisht said: ''An MLA opens fire in full public glare not once but several times, still no ministers and politicians of Congress who were sitting there are ready to take

his name and file an FIR. The police, too, has taken no action in the case so far. The way people sitting at the top are taking law into their hands and going scot-free is not sending a good message to the people about the law and order situation in the state.'' He said this particular incident showed that the mighty and empowered people in the state could escape easily by doing any unlawful act.

While referring to the MLA in question, he said the MLA had been recklessly indulging in similar fashion in the past as well out of his misplaced arrogance but averting legal action, on account of his equations with Vijay Bahuguna government . He said his party demanded quick action from the state government against the MLA for taking the law into his hands.

Exercise to remove hunger, guarantee cheap food to poor runs into trouble

The validation exercise being carried out for upgrading ration cards in the town under the newly implemented Food Security Bill that promises to alleviate hunger and guarantee cheap food to poor has run into trouble in Mussoorie.

The beneficiaries, mainly from poor strata who had assembled in large numbers at the Kacheri premises to fill the forms required under the new procedure, alleged that the exercise was too cumbersome, leading to inordinate delays due to the apathy of the officials here.

Many housewives who had been standing to register under the new scheme alleged that only limited forms were available and the officials were asking too many formalities to be filled for the new ration cards, which will entitle them to 5 kg in total of rice, wheat, pearl millet and sorghum (a cereal), of which rice will be sold at a subsidised rate of Rs 3 per kg, wheat for Rs 2 per kg, coarse cereals at Rs 1 per kg.

Baisakh Singh, a resident of Mussoorie, said that the administration had made the registration process extremely tedious and the officials were asking an affidavit to certify their residential status along with a copy of voter ID and with a copy of the electricity bill for the registration of new ration cards. These many formalities were posing problems for the people living on rent.

Apart from this the administration had also introduced a new clause of income certificate, which was preposterous as seeking such documents belies the purpose for which the Food Security Bill was passed by Parliament. Another resident lamented the fact that the criteria of registering the ration card in the name of women head of the family and not men was also filled with anomalies as it required changing the documents once again.

Many residents also alleged that the stamp papers of Rs 10 required for the affidavit were being sold at a price of Rs 100, thus leading to more problems for them. Many residents also said the new Food Security Bill, instead of providing them relief, had led to more trouble as the quota for food quantity to be given under the new scheme had been reduced considerably as compared to what they were getting under Atal Khadyan Yojna, BPL and Antodaya systems earlier.

When contacted, treasurer at the Kacheri premises Pradeep Kohli said five stamp paper vendors had been given the licence and had been directed to stay on the premises to avoid any inconvenience to people. On the charges that many vendors were selling stamps at exorbitant prices, he said if any such complaints came to him, action would be initiated against the vendors in question.

When contacted, Food Distribution Officer Harish Bhatt said to ease the process the forms were being distributed door to door with the help of Municipal Council officials. He also said as the whole process was at a nascent stage, to determine the genuine beneficiaries right now and the exercise of distributing ration cards will be carried out later.

When contacted Nayab Tehsildar Devendar Singh said the process was very easy and required only one affidavit to determine their residential status and the income certificate was required for only government employees.

The households with the income of Rs 10,000 will receive subsidised foodgrains and the households above Rs 10,000 income will receive only sugar through PDS system, added Devendar Singh.

IMA cadet goes missing

The Indian Military Academy (IMA) authorities were in a tizzy after Gentleman Cadet (GC) G Sanjeet went missing under mysterious circumstances here today.

Officials at the IMA were worried when Sanjeet did not come for the morning parade. They went to his room to look for him but could not find him there. Sensing something wrong, IMA officials decided to register a missing complaint at Cantonment police station.

According to the complaint filed by Major Deepak Thakur, Sanjeet, who hails from Kerala, was undergoing training in the IMA for the last one year and was part of the Bagera Company in the Army cadre.

In charge of the Panditwadi police post Manjul Rawat is investigating the matter. Meanwhile, Sanjeet's family in Kerala has been informed about the incident.

Vishwakarma Award for 11 BHEL employees

Employees of Haridwar-based Bharat Heavy Electricals Limited brought honour to the company by bagging the prestigious national Vishwakarma Award in various categories.

BHEL, Uttarakhand, has become the only organisation in the country which has the highest number of Vishwakarma Rashtriya Puraskar in its kitty. Eleven employees of the public sector undertaking founded in the 60s in Haridwar were recently awarded the Vishwakarma Rashtriya Puraskar at a function held at Vigyan Bhawan ,New Delhi.

Minister for Labour and Employment in the Union government Shish Ram Ola handed out the awards to the outstanding employees from across the country.

Today, as these employees reached BHEL,a grand welcome was given to them ,with officers and employees in large numbers congratulating them for their feat.

Executive Director of BHEL Prakash Chand said that the credit goes to their hard work, devotion, innovation and commitment pitched in by the employees as well as the work culture and ethics adhered to by BHEL. Chand urged other employees to make sure more such Vishwakarma awards were given to BHEL, Uttarakhand.

''Our employees have made it a routine to get featured in several national, international and regional awards. Every worker is a strong part of BHEL and commitment to excellence is our motto,'' said Prakash Chand.

The winners include Rajbeer Singh,Vinod Kumar (A-category),Kamal Chauhan,Vinay Kumar Singh,Amar Singh,Bhuvnendra Sharma,AK Sharma,Yogesh Kumar,Ghasitu Ram,Praveen Kumar Baderiya and Manish Kumar Singh(B-category).

BHEL ,Ranipur,Haridwar unit, has fetched 179 Vishwakarma Rashtriya Awards ,which is a record in itself for any organisation in the country.

Positive attitude leads to a blissful life: Experts

Positive thinking has a deep impact on one’s life. Being positive and having a similar attitude towards life’s ups and downs can change the way we lead our life.

Also, the recent flash flood in Uttarakhand has a positive thing to teach us. The message is clear that the holy Ganga and Himalayas need to be respected and we human beings should have a ‘positive’ relation with nature.

These were some of the aspects stated by positive thinkers at the inaugural session of the two-day workshop on ‘holistic living’, dedicated to mind, body and healthy well being, at Parmarth Niketan ashram, organised by Life Positive, an NGO.

More than 75 delegates from across the country participated in the workshop, which includes Delhi, Andhra Pradesh, Tamil Nadu, Karnataka and the hosts Uttarakhand.

Participants were given tips on time management, stress management, distressing daily life chores tension, work stress and eradicating fear factor.

Swami Santatmanand from Dayanand Ashram said life became positive with knowledge and awareness, which in turn transformed our actions to benefit all.

This transforms our lives, our community, our nation and the world to remain positive.

Shruti Rana, a musician and a sound healer, chanted verses by Adi Shankaracharya. Several sessions on living a blissful life and finding freedom from stress, fear and guilt as well as many other inspirational and uplifting talks will be held throughout the workshop.

Suma Varghese, Aditya Ahluwalia, Dr Sunita Aggarwal,Pankaj Sondhi among others were part of the days’ sessions.

WII to host annual research seminar from Sept 30

Dehradun-based Wildlife Institute of India (WII) will host its 27th annual research seminar from September 30 to October 1.

Technical sessions at the seminar are expected to take up the key issues of cumulative environmental impact assessment (CEIA) of hydropower projects on the wildlife values of Alaknanda and Bhagirathi Basins in Uttarakhand.

The issue holds much significance, taking into account the environmentalists and conservationists expressing concern over the adverse impact of hydropower projects on both flora and fauna. Landscape ecology of large mammals in Terai Arc Landscape, Potential Lion Habitat and Connectivity in Gujarat, monitoring of re-introduced tigers in Sariska Tiger Reserve and evaluating the captive environment of select species housed in Indian zoos for meeting their biological and behavioural requirements are some of the papers to be presented during the seminar. — TNS

Thief nabbed, goods recovered

The Dehradun police today arrested a thief and recovered stolen goods from his possession.

According to the police, accused Sohaib Khan had stolen two cameras and mobile phones from Ramesh Chandra’s house in SelaQui on August 30.

Ramesh, who is a temple priest, was away to Dehradun when Sohaib broke into his house on August 30. But when he came back he found the lock of the main door broken and the house ransacked. He filed a complaint with the police, which had been investigating the case since then. Sohaib was presented before the magistrate, who sent him to jail.

Residents oppose notice served on them by DMC

A group of residents of Brahmawala Khala came to meet Mayor Vinod Chamoli to oppose the notice served to them by Dehradun Municipal Corporation (DMC), demanding money from the residents for occupying DMC land.

Resident Khushbu Anand said the residents had been living on the land in Brahmawala Khala, which once was given to some of them as patta land for undergoing sterilisation some 22 years ago. They were now being asked to pay cost of the land by DMC.

She said the residents of the area were petty workers who earned their living by doing all sorts of odd jobs in the city such as labour and were in no position to pay the amount quoted as Rs 10 lakh or Rs 15 lakh. She said the notices were being served to them time and again in the last three years.

Mishap victim succumbs to injuries

A woman, who had met with an accident near the Inter-State Bus Terminus (ISBT) on September 17, succumbed to her injuries at a hospital here today.

The deceased, Sailani Sharma, along with one of her friends, was going towards the bus stand on a scooty when she was hit by a truck coming from the opposite direction.

Both of them had sustained serious injuries in the accident.

While Sailani died today, her friend is still under treatment.

Open street festival
FRI Deemed University wins prizes for best script, play

Members of 'Unhad', a dramatic society of FRI Deemed University, staged an open street festival "Mutangan" at Mango grove on the FRI campus here today.

A total of eight universities participated in the event.

Director and Vice-Chancellor, FRI Deemed University, PP Bhojvaid, was the chief guest on the occasion. Dr AK Tripathi, Registrar of the university, and GS Goraya, DDG Education, ICFRE, were also present.

The participating students presented their plays on the burning social issues like female foeticide, harassment and violence against women, their empowerment, self-acclaimed godmen, honour killing, parental pressure on children and the Kedarnath catastrophe.

FRI Deemed University won the prize for the best script and the best play.

Graphic Era Hill University was declared the first runner-up and the Sardar Bhagwan Singh Institute of Biomedical Sciences and Research the second runner-up.

The prize for "Performer of the day" was won by Amandeep Singh of the Sardar Bhagwan Singh Institute of Biomedical Sciences and Research.

Dr NSK Harsh, president, Students' Club, FRI Deemed University, proposed a vote of thanks in the end.

Three matches were played in the ongoing 9th Gardner Silver Jubilee Inter-School Basketball Tournaments for girls at St. Thomas School here today.

DAV Public School defeated The Heritage School by 26-16. DAV dominated the first quarter and won it comfortably but The Heritage came back in the second quarter and won it by good margin of 8-2 in its favour. But splendid performance of DAV in third and last quarter turned match in their favour.

The second match was played between Cambrian Hall and Moravian Institute in which Cambrian Hall team won the match in the end convincingly by 21-10 score. Sakshi remained the top scorer in the match from Cambrian Hall side.

The match between Jaswant Modern School and Wynberg Allen went to the wire in the end but Wynber won the match in the end by 23-19 score margin. Banita from Jaswant Modern and Aishwarya from Wynberg scored 10 individual points each in the match.

Three matches would be played on Saturday. The first match will be between St. Thomas and Jaswant Modern, second match between Carman School and DAV Public School and in the third match, Cambrian Hall will lock horns with St. Joseph Academy.

Doon Valley, Hilton school log wins in football tourney

Doon Valley Public School defeated St Thomas College by 1-0 in the ongoing 15th Colonel Shashi Memorial Under-19 Football Tournament, played at Gorkha Military School ground here today.

Both teams started with offensive strategy and made a number of moves in initial minutes of the game but could not convert them into goals. At the 35th minute, Chander Thapa of Doon Valley converted a pass given by another player into a goal and gave the lead to his team. His goal proved to be the winner in the end, as no other goal was scored in the match.

The result of the second match came as a surprise, as Hilton School defeated Cambrian Hall by 1-0. Saurav Rana scored the lone goal of the match at 23rd minute. Though Cambrian Hall team tried its best to unsettle the defense of Hilton School, the players of Hilton did not give any scope to Cambrian Hall to reach anywhere close to the goal post.

Two matches will be played in the tournament on September 21. North Point Academy will fight it out with Cambrian Hall, which will try its best to overcome today’s unexpected defeat. The second match will be played between Hilton School and Kendriya Vidhyalaya, Birpur.
