Family members allege murder, want school officials arrested

Mussoorie, September 16 Nishant’s family members accompanied by their well wishers and friends arrived from Meerut around noon and held the protest. They blamed the school authorities for the death of the boy who was found hanging from a wooden plank in the bathroom at the school on the morning of September 12. The school authorities had rushed the teenager to St. Mary’s Hospital but doctors declared him brought dead. A post-mortem had been conducted on the body. The police has started investigation but has not arrested anyone in the case till date. Dr Rajvir Singh, Nishant’s father, met police officials and enquired about the progress in the case filed by him against the school authorities over his son’s death. He along with other members of his family then marched till the school gate and raised slogans demanding the arrest of the school officials. He alleged that his son was murdered and the school authorities were responsible for his death. The police deployed in a large number at the school gate allowed only four or five members of the aggrieved family to enter the premises. The school authorities, however, did not accede to their demand to allow them to talk to students regarding the incident. Rajvir later told mediapersons that the role of the school authorities was doubtful right from the beginning as he came to know about his son’s death not through the school management but from a policeman. He said as he had little faith in the post-mortem done in Mussoorie and hence another post-mortem was conducted on his son’s body. The report would be submitted in court during trial in the case, he added. Rajvir demanded a fair investigation in the case and arrest of those responsible for Nishant’s death. The principal of the school, Manjari, refuted the allegation and said Nishant had been writing obscene letters against girls in the school. When the matter was brought to her notice, she informed Nishant’s parents and did not speak to him. However, the boy was found dead next morning. She added the allegation that the school staff had punished the student and instigated him to commit suicide was baseless. The post-mortem report also indicated boy’s death by hanging. The Circle Officer, Mussoorie, Jaya Baloni, said they had arrested two school wardens and booked them under Section 306 of the IPC on the complaint filed by Nishant’s parents. The police is investigating the matter from all angles. |
Special rituals for those killed in natural disaster
Haridwar, September 16 Initiated by revered religious guru Swami Prakhar Maharaj, the rituals are being performed at Shri Vishwanant Dham, Shri Prakhar Paropkar Mission, Bhoopatwala. These are “Jal Vakritik Shanti’, “Pashu Vakritik Shanti”, “Manushya Vakritik Shanti”, “Tripindiyakaran Shraddh”, “Narayan Bali”. Renowned Vedic expert Ved Moorti Pundit Laxmikant Dixit from Kashi has been called to perform the rituals. Pundit Dixit is one of the few experts who can perform these rituals. Swami Prakhar Maharaj told The Tribune that as bodies were still being found and cremated in the nearby area of Kedarnath, it was very important that we should perform these Vedic rituals to bring good fortune to Uttarakhand post-calamity. “After deliberating with Vedic and religious experts post-natural disaster, we have arrived at a conclusion that such Vedic rituals are necessary. Besides the departed souls, the local people will also get peace,” said Prakhar Maharaj. The organisers have invited relatives of the people, who were killed in the calamity, to perform “pind dan” and other rituals and have made the food and stay arrangements for them free of cost. Coordinator of the event Mahant Ravindra Puri Maharaj spoke about “Jal Vakritik Shanti”, “Manushya Vakritik Shanti” and “Pashu Vakritik Shanti” rituals. He said by performing these rituals the fury of the water God that caused extensive destruction in Uttarakhand would be pacified. “Also, the souls of the people and the animals killed in the calamity will get peace. Otherwise, these souls will keep wandering in the disaster-hit areas and affect the spiritual environment of holy places in Uttarakhand,” he added. Media coordinator of the event Brijendra Harsh said on September 20 ‘Rudrabhishek’ would be offered at Shri Daksheshwar Mahadev Temple in the morning and at Shri Bilkeshwar Maha Dev Temple in evening, thus marking the end of the five-day
programme. |

Dehradun, September 16 “I am ready to trek again to Kedarnath and will be too happy to accompany the Chief Minister who has so far only taken helicopter rides to the flood-ravaged places and is not aware of ground reality. This is a challenge that I am putting before the Chief Minister. Normalcy is yet to return to the affected areas. Roads continue to be breached and people are still short of medical care and essentials,” said Nishank, while addressing mediapersons. Earlier, the Chief Minister had tried to dismiss the efforts of Nishank by saying that he would be honoured on the statehood day that falls on November 9 for marching to Kedarnath on foot. Nishank was also incensed by the comments made by the Chief Minister about a commission of inquiry constituted to probe the alleged scams that dominated during his tenure as the Chief Minister. “There is no case pending against me and the Congress government has been hell bent upon maligning my image,” he said. Nishank said the Bahuguna government should explain why the contract of removing rubble from Kedarnath had been given to Engineers India Private Limited without inviting tenders. “There is something fishy in this contract, which was awarded to a blacklisted company without calling for tenders,” alleged Nishank. He also accused the government of failing to protect the houses of the local purohits near the Kedarnath temple that have been allegedly ransacked and locks broken. |
Purushottam reviews planning schemes
Dehradun, September 16 Reviewing the schemes, he got upset with the departments that continued to be category B and had not improved their
functioning. Purushottam gave them word of caution, saying that if they did not amend and moved up to category A, then stringent action would be taken against them. With regard to the scheme ‘Prashasan Chala Gaon Ki
Aur’, he instructed the officials to prepare the evaluation related to the drinking water pipelines in the villages damaged in the disaster and bring up such proposals under district planning. He directed the officials to send across problems related to the development schemes approved by him to the District Statistical Officer. He also directed the District Statistical Officer to pass the instructions related to the problems placed before him to the departments concerned and receive the reports regarding action taken on such problems. The DM was also apprised of the water pipelines damaged in Bhandroli village. The matter of beneficiaries not getting pension in Ladpur village was also brought to his
notice. Purushottam instructed the Chief Development Officer to make the officials conduct verification of such pensioners and find out about those who were not availing the benefits of pension. Meeting was attended by CDO Jyoti Neeraj

District mental health programme to get boost
Dehradun, September 16 “The flood fury left a deep psychological impact on the minds of the people who saw their family members being swept away in the floods. Though the psychiatrists from National Institute of Mental Heath Sciences and Neuro
Sciences(NIMHANS) helped the survivors to cope up with their losses, the arrangement was temporary. It acted as a wake-up call for us to put in place a permanent system so that the people’s psychological needs are taken care of,” said Piyush Singh , Additional Secretary Health. The districts of
Pithoragarh, Chamoli, Uttarkashi and Rudraprayag would benefit from the programme to be funded by the Central Government as part of the National Mental Health
Programme. The department has put forward a proposal of Rs 7.53 crore under the rehabilitation and rebuilding programme to the Planning Commission . “The main objective of the district mental health programme is to provide community mental health services and integration of mental health with general health services by providing specialised mental hospital-based care at primary health care
centres,” said Singh. “As there is a dearth of trained psychiatrists, we would gain from the training imparted to our medical officers in the primary health
centres, nurses and social workers. We also propose to set up mental health helpline,”said Singh. Further a special component of the programme would be held to assist children and adolescent in dealing with emotional response and recovery following the trauma of a major disaster. For this the department has proposed to set up a resource and training centre and training of ASHA workers so that they become main agents of psycho social care. |

Deadline to withdraw from garbage work postponed till Thursday
Dehradun, September 16 It can earn Rs 40 lakh by collecting garbage from one lakh households of the city every month with monthly fee of Rs 40 per house. There is no reason for the company officials to say that they were making mere Rs 13 lakh and facing losses.” He indicated towards the commercial establishments from where the company was earning extra revenue outside the ambit of DVWM project. He made it clear that he was not going to increase the tipping fee and would rather call for new tenders and give the contract to a new company instead. Director,
DVWM, Sidharth Jain, in his response said a lot of households came under the slum colonies in the city where people had been mandated to pay only Rs 5 per month for garbage collection. With regard to commercial establishments, he said the traders of Indira Market, Raja Market and many in Paltan Bazaar did not pay them. He alleged that DMC too could not help him out in the matter. |

UFDC staff oppose amended mining policy
Dehradun, September 16 been giving revenue running into several crores to the state government every year. Now the state government is intent on snatching mining work from us and reducing UFDC to the status of a mere working agency.' He said various branches of the association demonstrated in the offices of UFDC all over state today on this issue . Regional head of the association Girish Naithani said the state government was eliminating the existence of corporations which had been enriching it with significant revenue. He blamed the government for pushing the employees of the corporation towards unemployment. He questioned the government for having faith in mining mafia above the corporations, which he said, indicated towards the obvious nexus between state government , bureaucracy and mafia. General secretary Ravi Pachauri said if mining policy was entrusted into the hands of mining mafia, then the UFDC, Garhwal Mandal Vikas Nigam and Kumaon Mandal Vikas Nigam, which had been successfully conducting mining job for all these years would get obliterated. |

Animal sacrifice: PFA demands action against perpetrators
Dehradun, September 16 In the letter to the Nainital police, PFA member secretary Gauri Maulekhi said she, along with other PFA members, had attended the Nanda Devi fair to see if the Nainital High Court order regarding a ban on animal sacrifice was being followed. “But to my utter dismay, animal sacrifices were performed. The perpetrators of the crime also tried to manhandle me when I tried to take a photographic evidence of the sacrifice”,
she said. Gauri accused the Nanital administration of doing a little to check the practise. She sought the Nainital SSP's intervention in
this regard. |

Cops directed to increase vigil in Doon
Dehradun, September 16 He directed the circle officers to collect the details of outsiders, including labourers and waiters, working in Dehradun. SSP Khuranna said strict action would be taken against those landlords who give their property on rent without getting the registration of the tenants done. The circle officers were told to keep close tabs on the activities of suspicious persons in their
respective areas. A special drive will be also be carried out to aware women. The issue of the security of senior citizens was also discussed. The SSP asked the police officials to hold meetings with elderly people in their areas on a regular basis to know their problems. |
